Jurnal Administrasi Negara menyediakan media untuk mempublikasikan artikel asli berupa pengetahuan baru yang unik dalam bidang administrasi negara. Jurnal ini membuka kesempatan seluas-luasnya untuk publikasi dan berbagi penelitian serta pengembangan upaya berkelanjutan di bidang administrasi. Jurnal Administrasi Negara menerbitkan artikel di bidang admnistrasi negara dengan pendekatan antar disiplin dengan berbagai topik kajian yang meliputi tata pemerintahan, organisasi publik, kebijakan publik pelayanan publik, manajemen, etika birokrasi, serta hukum administrasi/tata pemerintahan. Artikel harus dikirim ke kantor redaksi. Informasi lengkap mengenai cara mengirimkan artikel dan petunjuk untuk penulis tersedia di setiap edisi. Semua artikel yang disampaikan akan diseleksi oleh mitra bebestari (peer reviewed) dan dapat diedit oleh redaksi. Sejak tahun 2014 jurnal ini akan dipublikasikan tiga kali dalam setahun yaitu pada bulan April, Agustus, dan Desember. Tidak ada biaya yang dikenakan untuk publikasi dalam jurnal ini.

Abstract

State Owned Enterprise has the main task of providing economic services and goods that the private sector does not provide, as well as providing services related to all the needs and needs of the community. This study aims to explore further the effect of the quality of service provided by PT Pelabuhan Indonesia IV (Persero) Branch Makassar on the satisfaction felt by consumers. The sample in this study was obtained through non-probability sampling techniques and purposive sampling to take samples from research respondents. A total of thirty respondents were involved as samples in this study. The data processing model that will be carried out to analyze the results of this study is a simple regression analysis which is then processed by the SPSS application. Based on the results of the analysis of the coefficient of determination obtained from this study, the variable service quality has a 70.8% influence on the customer satisfaction variable. The results also show that customer satisfaction is positively and significantly affected (0.000 <0.05) by the quality of service provided by the company.

Abstract

The achievement of the employee performances of the National and Political Unity Agency of South Sulawesi Province in the last 3 years shows a percentage that is not very stable where the educational level factor of the various staffs needs to be considered. In 2017 and 2018 the percentage of performance achievements was categorized quite high, while in 2019 it was in the medium category. The objective of this study was to determine the influence of educational level on improving employee performance. This study used a quantitative type with associative research type to determine the effect between two variables. Data were collected through questionnaires, observation and documentation. The sample of this study was the entire study population that consist of 48 people with a saturated sampling technique. The technique of data analysis applied simple linear regression analysis, pre-test requirements analysis and hypothesis testing. The results showed that the level of education had a positive and significant effect on improving employee performance with a percentage of 24%. The Intellectual skills obtained from the education level should be accompanied by other efforts such as competency development in supporting performance improvement.

Abstract

The achievement of public welfare can only be done by providing the best and optimal public services. The urgency of improving the quality of public services is actually the government's commitment so that people can get services that are easy, cheap, fast, and precise. The phenomenon of complex licensing service processes in complicated procedures and administration that takes a long time has resulted in a technology-based innovation known as Online Single Submission (OSS). This study aims to determine the strategy for improving the quality of Online Single Submission (OSS) services at DPMPTSP in East Java which is carried out by using a qualitative descriptive approach and measurement based on a SWOT analysis (Strength, Weakness, Opportunities, Threat). The results showed that the indicators of strengths include the adequacy of the quantity and quality of Human Resources (HR) of civil servants. In addition, it also relates to the program of socialization and mentoring activities which are the key strategies in improving service quality. Indicators of weaknesses were identified in security officers who also served as front office officers. In addition, there are also findings that service operating hours are less than optimal, so that a transformation strategy towards digitalization based on online connections is needed, and the creation of a civil service disciplinary supervision system. Then, the opportunities indicator describes the existence of service program innovation that is balanced with efforts to develop IT systems (e-government), However a development strategy that focuses on understanding the community through the creation of informative and educational content in order to create effective and efficient services is also urgently needed. Threat indicator states that the level of knowledge and also the ability of the community to use IT is low, so it requires a strategy to empower the community through providing IT media learning simulation.

Abstract

Service excellence is the dream of all service recipients. Therefore, efforts to make it happen requires a stable managerial role in the organization. The research objective was to determine the role of managerial functions in supporting modern office administration services at the Barombong District office in Gowa Regency. Research respondents were 100 people who had received services. Data collection techniques through observation, questionnaires, interviews with service providers (employees) and service recipients (community), documentation. In carrying out their main duties and functions as an employee at the Barombong District Office in Gowa Regency, they have shown seriousness in providing services to the community. This can be seen from the commitment of employees in providing excellent service to the community receiving services. of several service criteria delivered, namely: 1) frequency of assignment of officers to the requirements, costs and time of administrative completion, 2) Timeliness of Administrative Officers in Providing Services, and 3) Officers make the best use of service time.

Abstract

The main problem in this research is the policy of the breastfeeding corner program for employees at Lagaligo I Hospital, East Luwu Regency to achieve exclusive breastfeeding. The purpose of this research is to find out and analyze the breastfeeding corner policy for employees at Lagaligo I Hospital, through predisposing, enabling and reinforcing factors. This research was conducted with a qualitative approach and descriptive methods. The data collection techniques used were through observation, interviews and document review and then analyzed in depth to answer problems related to the ASI corner program policy for employees at Lagaligo I Hospital. The results showed that the policy of the breastfeeding corner procurement program for employees at Lagaligo I Hospital: (1) Predisposing the ASI corner at Lagaligo I Hospital, the policy makers really understand the importance of the ASI corner space, where the regulatory system requires that RSUD I lagaligo as a service provider The public prepares a breastfeeding corner so that every female worker can increase the percentage of breastfeeding, maintain the value of privacy and support the health of mothers and babies. (2) The facilitators of Lagaligo I Hospital have staff who are trained to educate women workers who are breastfeeding and the availability of alternative rooms or facilities and infrastructures to support the achievement of exclusive breastfeeding and the location of the room which is a very strategic breastfeeding corner. Apart from the availability of regulations, female workers who are breastfeeding have received support from family, co-workers and the availability of trained staff to provide education.

Abstract

Nagari Government is the administration of government affairs and the interests of the Nagari people in the system of Government of the Unitary State of the Republic of Indonesia. Wali Nagari as government administrators and BAMUS (Consultative Body) as supervisory institutions. The problem that occurs in Nagari Muara Sakai is that BAMUS supervision of the Wali Nagari Muara Sakai is not carried out thoroughly. There are several activities that are not supervised by BAMUS. This is caused by several factors that become obstacles for BAMUS in conducting supervision. This study was conducted to analyze the supervision carried out by BAMUS Nagari against Wali Nagari in the administration of the Muara Sakai Nagari Government and to find the inhibiting factors of this supervision. This study uses descriptive qualitative research methods, describing events or phenomena according to what is happening in the field. This research was conducted in Nagari Muara Sakai, Pancung Soal District, Pesisir Selatan Regency, West Sumatera. The data and information found in the field are analyzed using direct and indirect supervision theory. The result of this research is that BAMUS Nagari's supervision of the Wali Nagari Muara Sakai is carried out through village consultations, verbal communication, BAMUS goes directly to the field, through coordination, written reports, monitoring, and evaluation. However, the supervision carried out by BAMUS has not gone well. There are several factors that hinder BAMUS's supervision of the Wali Nagari Muara Sakai, namely poor communication between BAMUS and Wali Nagari, asynchronous actions between BAMUS and Wali Nagari in several activities, the lack of BAMUS ideas in carrying out the supervisory function, and the lack of transparency of the Nagari Wali regarding several activities. Abstract

Mutation is the transfer of civil servants from outside agencies to to South Sulawesi provincial government agencies for certain reasons. This study aims to determine and analyze the reasons for the transfer of Civil Servants to the South Sulawesi provincial government. There are 46 informants. The approach used is a qualitative approach, especially case studies using questionnaires, interviews, observations, and document review.The results of the study indicate that mutation in the South Sulawesi provincial government include horizontal mutations, carried out based on existing guidelines, and the principle of the merit system. However, under certain conditions, mutations are carried out based on a spoil system. Some of the obstacles faced were: the absence of a time standard; the existence of a moratorium; readiness of the originating agency to release and the intended agency to receive it; routine office activities that are still ongoing; the Covid-19 pandemic; and natural disasters. Description of reasons for mutation: mutation at the employee's own wish and Productive Task Transfer. Transfer of his own volition: in his original institution, his duties and fields of work are not in accordance with his job; at the institution of origin, the work environment is not in accordance    with his physical condition or health reasons; want to develop a career; return to the area of ​​origin/close to the family: follow the figure of the leader; get better benefits. Transfer of Productive Tasks (ATP), namely the reasons proposed by the leadership as an effect of the election of Regional Heads in South Sulawesi.

Abstract

The Indonesian Village Fund Direct Cash Assistance (shortened: BLT-DD) program has become a new policy in village level due to the COVID-19 pandemic. Therefore, this study aims to explore the implementation of BLT-DD and to unravel the problems experienced in its implementation. To obtain in-depth findings on the implementation of BLT-DD, this study used a qualitative research method with the object of Kedawung Village, Nglegok District, Blitar Regency. The research data was obtained through interviews and literature study. Broadly speaking, this study finds that the distribution mechanism of BLT-DD in Kedawung Village has been carried out with good procedures and the right amount. However, in terms of time and targets, the implementation of the distribution of BLT-DD in Kedawung Village is not yet fully appropriate. Through problem tree analysis model, this study displays main problems of BLT-DD implementation in Kedawung Village and elaborates them to the root of problems, occurred problems and the effects due to the occurrence of those problems.

Abstract

Public service is a form of service provided by the bureaucracy/government to the community. The implementation of public services is intended to meet the needs in accordance with the wishes and expectations of the community. One of the sources of regional income comes from the Motor Vehicle Tax (PKB). Motor Vehicle Taxes have an important role in regional development, so it is only natural that every individual or community owner of motorized vehicles is obedient and punctual in paying taxes in accordance with the law in order to facilitate programs and activities that have been planned by the regional government. And the bureaucracy in terms of service should also be free from deviant things so that services can run well. The research method is qualitative deductive. Respondents are the head of the Maros Revenue Unit and the taxpayer community. The results of the study explain that several factors that cause the less than optimal motor vehicle tax revenue for the apparatus that are considered are still lacking in discipline. Some of the factors that cause employees are often late, rampant brokers, and rewards and punishments that don't work well.

Abstract

Competence and performance are the main variables in the management of Civil Servants (PNS) in Indonesia, especially in implementing the merit system and talent management. Several researchers have researched the relationship between competence and performance of PNS with mixed results, including a positive and significant correlation, but some studies show no significant correlation between both. Considering that the Government has established policies and regulations related to competency assessment and performance appraisal of PNS, this study aims to conduct an evaluative study of the implementation of policies and regulations through a study of the relationship between competency assessment data and performance assessment data for Pharmacy and Food Supervisory Functional Officials (PFM) at the Indonesian Food and Drug Authority (Indonesian FDA) in 2020. The study population was 1761 PFM functional officials at the Indonesian FDA. The method of determining the sample was carried out using a non-probability sampling technique with a total sample of 177 PFM functional officials. The research was conducted using quantitative research methods through descriptive and correlative statistical analysis. Correlative analysis was carried out with the Pearson Correlation Product Moment statistical test. The research results indicate that the data of assessment of the technical competence of PFM functional positions have a relationship but do not significantly affect the data of the performance assessment of PFM functional officials at the Indonesian FDA in 2020. The results of this study are expected to be used as evaluation resources and input for employees and policymakers in the management of PNS to improve the quality of policies and implement policies of competency assessment and performance appraisals in the management of PNS at BPOM and in Indonesia.
