In this article, the writer discusses the prevalence of politics in organisations from the perspective of human resource management. There are some reasons as to why political issues always present in organisational matters: unclear formulation of objectives, resources scarcity, changes in technology and environment, un-programmed decisions, and organisational development. Hence, political behaviours would have significant impacts on the practice of human resources development. It is identified that political behaviours would influence performance assessment and evaluation, remuneration and compensation, and career or promotions. To create a more effective organisation and ascertain that it would attain its goals, there is a need for specific managerial approach which would able to overcome negative aspects of political behaviours.

The mandate of article 18 Law 32/2004 is about the authority given to regency government by local government in managing the shoreline and resources contained, but it has to be suitable with local characteristic which one third away from province government authority area. This kinds of decentralization demands on not only an equipped government, but also government responsiveness in managing the shoreline based on justice and sustainability values for those local stakeholders whom in charge. But the obstacles were appeared such as lack of personnel, minimum budget, and poor equipment and document (P3D) in implementing shoreline decentralization. This paper explores the role taken by local politics that surely appeared in shoreline management.
Refers to the results of field study that had be done in 2005 and 2007 based on qualitative research method, this paper show the comparative study between two regencies in the eastern island in Indonesia, Pangkajene Island and Konawe. Comparison between these two regencies offers three important reviews on shoreline management. It did not only reveal a contrast outlook and experience at management mechanism in shoreline, but also highlighted the varied managements and obstacles which can be very much enriching of shoreline has been triggered and increased patterns of management and important roles for local stakeholders in dealing with new obstacles in shoreline management.

In other to attain the means as it was earlier on portrayed, then this development of human quality must be able to provide an opportunity.for the community to participate in every development activity. In this case, the other major prerequisite is the necessity to reorientate the bureaucracy which, is snore organic-adaptive in nature. This reorientation covers the .function, the structure and the procedure of the operating system of development administration from providers of public se/vices directly towards the direction of the creation of self sustenance and the ability of an area and the community in fuljilling their own requirements.

Public servants human resource management, as the main driving force for the conduct of state task, recently has been viewed rigid, formalistic, unadaptive and late in anticipating global change. The national employee system is unable yet to push the rise of strong apparatus, competency, clean, responsible and professional. The performance accountability system of employee is neither clear yet. DP3ââ¬âusually used as judgement for evaluating employee performance is unable yet to reflect the real profile of employee performance. Reward and punishment system can not also reflect justice and certainty yet, so that it is unable yet to motivate employee work more maximal. To be able to overcome such, it is necessary to develop the apparatus management system based competency. An alternative of approach based on behavior is determinant factor for superior performance. The concept of competency consists : motives, traits, self concept, knowledge and skill.

RIA or Regulatory Impact Analysis is an analysis tool that is used to develop the quality of rules or policy that is made by the Government. This article is analyzing the use of RIA that is currently being run by Bantul Government in managing he moern market that is threatening the very existence of local economy that is currently the backbone of bantuls people economical activities. Th analysis, its found out that the most threatened business by modern market is grocery stores, but the Bupati Rules limits the definition of local economy to traditional markets, which means that this Bupati Rules isnt consistent in protecting local economy. The modern market has an oligopoly structure. This kinds of structure make benefit the consumer, but on the other side, it also impose the transaction fee to the supplier. Bupati Rules that only manages the existence of modern markets become inefficient in removing the negative impact of the modern market itself. In the structure of market with that strong network, policy that only obstruct would be ineffective, because once the permission is granted, the network will spread by any means necessary. The protection to local economy bargaining position to the consumer and seller.

Reformasi dalam mesin pemerintahan sangat diperlukan saat ini ketika pertama, mesin-mesin tersebut diharapkan dapat beradaptasi secara tepat terhadap perubahan yang terjadi di masyarakat; kedua, administrasi publik sebagai jantung mesin pemerintahan dapat membentule masyarakat. Dalam negara berkembang, administrasi publik yang tidak respek pada pembangunan dan perkembangan begitu mudah dikenali untuk dijadikan titik awal reformasi. Meski disepakati oleh be rbagai pihak bahwa reformasi secara institusional pada administrasi publik atau birokrasi pemerintah diperlukan tetapi kontraversi disekitar apa yang harus dirubah, nilai-nilai apa yang perlu diadopsi, dan bagaimana strategi perubahannya masih terjadi. Tetapi yang paling mungkin dilakukan saat ini adalah bagaimana memecahkan teka-teki disekitar pelaksanaan reformasi. Untuk hal itu, banyak analis berpendapat bahwa pelayanan publik hendaknya menjadi prioritas utama reformasi khususnya pembuatan aturan-aturan baru yang lebih rnenyederhanakan pelayanan dan berpihak pada masyarakat banyak.
Artikel ini mencoba mencermati pelayanan publik dan berbagai.kendala yang dihadapi ketika reformasi tersebut dilaksanakan terutama di negara berkembang. Diatas semua hirukpikuk janji reformasi, tidak ada satupun yang bisa mengklaim bahwa proposal reformasinya adalah yang paling baik untuk diterapkan tanpa memperhatikatz aspek lingkungan, kontek, strategi, dan dinamika masyarakat. Bagaimanapun juga kesadaran akan pentingnya aspek-aspek tersebut terkadang rentan dan sering mengabaikan terhadap perubahan di tingkat kemauan politik dan administrasi penyelenggara negara. Akhirnya, tulisan ini diakhiri dengan menganjurkan bahwa reformasi pelayanan publik hanya akan berarti bila ada penciptaan good governance dengan pelibatan semua pihak.

Sebagian besar ahli di ranah kebijakan publik setuju bahwa instrumen yang persuasif lebih efektif, lebih murh, lebih toleran, untuk diterapkan di dalam kebijakan yang bertujuan untuk mengubah prilaku publik. Berdasar beberapa ahli ini maka instrumen persuasif yang diinisiasi oleh pemerintah tentu akan lebih mudah diikuti oleh masyarakat. Argumen ini membawa penulis untuk meneliti apa kebijakan sego segawe (penggunaan sepeda untuk ke kantor dan sekolah) yang diinisiasi oleh pemerintah kabupaten DI Yogyakarta memang efektif untuk mencaai tujuan-tujuan kebijakan. Metode penelitian yang digunakan dalam penelitian ini adalah gabungan antara metode penelitian kualitatif dan kuantitatif. Metode kulitatif digunakan untuk mengumpulkan data implementasi instrumen kebijakan persuasif, sedangkan metode kuantitatif (melalui penggunaan kuesioner dengan nonprobability sampling di dalam metode survey) digunakan untuk mengumpulkandata persepsi publik mengenai kebijakan yang di implementasikan. Secara garis besar, penelitin ini menemukan fakta bahwa instrumen kebijakan yang persuasif tidak efektif untuk mempengaruhi perilaku publik. Tentunya tesis ini disebabkan oleh rendahnya frekuensi tindakan persuasif yang dilakukan oleh pemerintah serta dukungan kapasitas situasional yang tidak menyeluruh.

To date, there have been no regional development theories regarded as the most appropriate and valid in guiding and determining regional measures. Moreover, Indonesia has a very specific geographical, social, cultural and political backgrounds which could potentially complicate and constrain the development efforts. Such diversities and lack of valid regional theories require an innovative thought in regional development intervention. The application of Strategic Planning as an academic exercise in the context of regional development in Kabupaten Fakfak is an innovative alternative to overcome such complexities. Through the Strategic Planning approach, ten strategic sectors have been identified. Those sectors need to be incorporated into and developed in the Kabupaten longterm planning.
