Abstract

The issue of wages is by all standards. the most crucial in albor relationship, so that in order to protect and improve on the prosperity of workers, government can not surrender its responsibility over wages to the forces of market mechanism. Besides, it is absolutely desirable that government issues a policy on minimum wage rates/6r workers. Fro»: the results of the anahsis of this work. we can never thelecs, draw a conclusion shot the wage policy which is pursued by governmewni it no! effective, .cc that it is not able to achieve the objecti:v that government intended a far. The failare of th,s wage policy can be attributed so four *tors; (1) the level of policy formulation. (2) the survey or the revision of this minimum wages which is not done perediocally. (3) legislation on wages and (4) lack of instruments which can ej: fectively forces the employers to observe legislation on wages. As a solution, the author suggests the necessity to strengthen the negotiating position of the workers to encompass their wider acces to government policy.

Abstract

Liberalization and privatization are often associated with global demands for termination of state interference in business. The policy often result in dispute between neoliberalism and socialism. Neoliberalism perceives state interference in economic area as bad, damaging, an inefficient to economic life. State, which conduct the operation in political power logic, is perceived less or even not give the place for the expanding of healthy market structure and competitive. While socialism perceived state as central figure of economic with the centralized planning instrument and the ownership be on the hand of state. As economic system, socialism can be understood as an economic system in which the means of production, distribution, and exchange are publicly owned and operate. Since socialism assumes state as the most representative organization, so the meaning of owned and operated by public means the power of ownership and the mode of operation be on the hand of state. As political ideology, in its connection wit the economic control, socialism believe that the state should develop the economic planning and control on market operation. This paper prove that neoliberalism and the philosophy demands for termination of state role, in the reality, suffer a kind of paradox. On one hand, it trust market excellence so much over state. But on the other hand, it requires the active role of state to return the free market idea.

Abstract

This study examines the dynamics of the policy process in which changes the "desa" into "kelurahan". The Consequence of the government village honorably discharged from office and position. Thus, the change is not infrequently receive rejection and defiance of them. Hauagong Pakkat Village, in Subdistrict Pakkat Humbang Hasundutan, selected as locus because the village is willing to accept and initiate change. This study examines some of the issue related to the process of policy formulation "desa" to "kelurahan" status changes, particularly regarding the importance of the village government and the regional development banks, the dynamics of the policy formulation process and considerations that drive and inhibit that they are willing to accept the policy.

Abstract

Agriculture has been supporting economic development. Eventhough the effects of the 1997 drought in most parts of the country and tremendous dislocations caused by the crisis, the agriculture sector demonstrated tremendous resilience in coping with the economic crisis.. Based on the experienced, agriculture development policies could be done in order that agriculture sector to play a central role in the national economic recovery and repositioning agriculture as an engine ofeconomic growth and empowering farmers to articulated their aspiration and interest effectively. The problems identification showed that the causes of rice production decreasing for Yogyakarta Special Province were: (1) Paddy field contraction; (2) Productivity decreasing; (3) Low in educational back ground of the farmers ; (4) Decreasing to motivation of young generation to work in agriculture and (5) Land ownership constriction.

Abstract

This article discusses the relationship between religion and economic activity, which special reference to businessmen who are adherents to Tarekat Qodiriyah Naqsabandiyah in Mlangi. Study findings show that businessmen who are adherents of tarekat teachings are generally successful in conduction their economic activities. Equiiped with such qualities and values, devotees of Tarekat Qodiriyah Naqsabandiyah are able to achieve success in creating markets, networks, and independent businesses. Nonetheless, the success they achieve is constrained by the existence of a market economy, which is the prevailing economic model in Indonesia in post Independence Indonesia. Thus it is surprising that unless advocacy for state assistance is made, businessmen in general in small scale businesses in particular will find it difficult to survive under the current economic model.

Abstract

A distinctive classification should be applied to government budget, particularly between budget allocation for consumption and for investment. This is important for policy makers so that they will be able to forecast investment and consumption effects on economic growth and inflation. In Indonesian budget system, unclear criteria to distinguish routine and development budget also creates many problematic situations in managing public finance. This article offers some alternatives to solve the problem. One simple solution is to reformulate what is the so-called projects. Projects are an activity or a group of activities which has certain goals and objectives, attains to result new physical or non-physical assets in the form of goods, services or capability improvements. Those activities are managed whithin certain span of time and amount of fund. Instead of consumptions, projects are primarily investments. If this alternative is implemented consistently in the budget allocation systems, it may decrease the figure of government saving and number of Project List Proposal (Daftar Isian Proyek - DIP), which may not be favorable for implementors who have vested interest. By doing so, however, overlapped activities which are funded by routine and development budget can be avoided substantially. Government accounting system would be more efficient because every projects should be resulted in investment. A more radical approach is to invalidate the distinction between routine and development (non-routine) budget allocation by all means. Productivity and accountability would be the main criteria for all forms of the government fund allocation. There should be a fundamental change in the government budget cycle. Government saving should be formulated into: the subtraction between domestic revenue and additional finance (belanja penunjang), and T-account system in the government budget (APBN) should be substantially modified. Finally, all of these remedies depend on effort to distinguish clearly between routine and project criteria through a transparent definition and vision of those who manage the budget allocation system.

Abstract

Participative, accountable, and travarentpublic service, which honors the rights and the dignity of the citizens, is one among other objectives to be realized by Indonesian bureaucrary as the consequence of the implementation of the autonomy polity. It means that Indonesia bureaucracy should implement new approach, which accommodates new values in providing public services to their costumers, as it is guided by goodgovernance principes. Citizens Charter is one among other strategies which can be utilized to realize participative, accountable and travarentpublic services. This article is aimed to describe the pilot pr eject of the implementation of the Citizens Charter, which was sponsored by Population and Policy Studies Center Gadjah Mada University, in three municipalities, namely: Yogyakarta, Blitar, and Ambarawa. By describing the three cases, the author would like to show that the implementation of Citizens Charter was successfully improved the quality of public services.

Abstract

Tulisan ini menganalisis tentang implementasi kebijakan Kartu Menuju Sejahtera (KMS) di Kota Yogyakarta. Belum efektifnya pencapaian program Jaminan Pendidikan Daerah (JPD) melalui penggunaan KMS menjadi latarbelakang masalahnya. Pen­ tingnya penjelasan atas faktor­faktor yang menyebabkan implementasi kebijakan KMS tersebut belum efektif menjadi tujuan dari penulisan ini. Pendekatan kualitatif deskriptif digunakan untuk menjelaskan secara objektif, detail, dan mendalam terha­ dap hasil yang telah diperolah di lapangan. Teknik observasi, wawancara mendalam, dan dokumentasi digunakan penulis da­ lam pengumpulan datanya. Berdasarkan hasil kajian penelitian, faktor­faktor yang menyebabkan implementasi kebijakan KMS di bidang pendidikan oleh Pemkot Yogyakarta belum efektif mampu mencapai tujuannya adalah: (a) Kurangnya pemahaman dan kejelasan pelatihan pendataan KMS oleh para Petugas Sosial Masyarakat (PSM); (b) Tingginya subjektivitas petugas PSM dalam pendataan KMS; (c) Terjadinya inkonsistensi sosialisasi yang diberikan; (d) Memiliki birokrasi yang bersifat complex structure; (e) Komunikasi dan koordinasi sulit dilakukan; (f ) Sumber daya manusia yang belum memadai; (g) Terjadinya inter­vensi anggota dewan (DPRD) terhadap implementasi program KMS, (h) Masih rendahnya kesadaran diri dari warga kota Yog­ yakarta yang mampu; dan (i) KMS digunakan sebagai motif warga kota Yogyakarta untuk mempermudah masuk sekolah negeri.
