Populasi is a journal discussing population and policy issues. Populasi is published regularly twice a year in June and December. The Editorial Board receives manuscripts based on research, both on theoretical and empirical, related to population, policy, poverty, family planning, reproduction health, employment, environment and population, migration, crime, juvenile delinquency, and other issues related to the big theme in population and policy.

In May 2U, 2006 earthquake hit Yogyakarta and Central Java measured 5.9 on the Richter scale and lasted for S2 seconds. The impact of the earthquake in May 2U, 2006 which hit Yogyakarta and Central Java was very devastating. To add the anguish, one of the most important economic pillars of Yogyakarta's inhabitants: the Small and Medium Enterprises (SMEs) were also severely affected by the calamity. The preliminary assessment done by various institutions found that thousands SMEs actors have lost their enterprises. Moreover, ten thousands SMEs workers lost their jobs by which they make a living. To easy the pain of the impact of this tragedy, this paper offers a scenario to utilize the strong altruism culture of Yogyakarta's community as an economic instrument to help the SMEs actors to rebuild their business. The cultural instrument here means that people in Yogyakarta are suggested to use their moral judgment rather than rational one when making a choice to fulfill their daily needs: that is by switching their preference from buying branded manufactured goods made by big factories to simpler products made by SMEs. This community movement, hopefully, will boost the demand of SMEs products which in the end could support the efforts of the SMEs actors to recover their business.

This study examines the household economy, income distribution, extent of poverty, and factors that determine the poverty level of two villages in Central Java and Yogyakarta. By using data from household and industry surveys, this study found that lack of employment opportunities in the agriculturalsector hasforced many rural workers looking for non-farm employment, both in rural and urban areas. Rural non-farm activities, especially rural industries, have a positive impact in reducing poverty both in less developed and indeveloped villages. As can be expected this study also found that poverty is more common in less developed than developed areas. However, inequality in income distribution is more pronounced in developed villages. This means that poverty and income distribution are quite different problems. Accordingly, solutions to these problems have to be different.

At the last ten years, the migration trend has become interested to be studied. The feminization trend of international migration is one of the aspects that need further analysis. Unfortunately, the existing studies have not been able to answer the issue. One of the issues is the problem of life of women return migrant on the context of the process of reintegration in the social economic life and social culture of households and origin area community. This research shows that the changes of the material basics of women return migrant effects on the changing of the social economic aspiration. On the other hand, migrating can improve the bargaining position of women on the household life. It seems that migrant can act as the changing agent in the society. The reducing of the old values occurs along with the migrant reintegration process resulting the life pattern in some aspects of the household and community life differs than before the migration.

Di tiap negara baik negara maju maupun berkembang terdapat kelompok-kelompok lemah yang berada pada posisi "insecure". Mereka memiliki keterbatasan akses untuk memperoleh atau meningkatkan kondisi hidupnya. Pada kelompok-kelompok tersebut diperlukan adanya mekanisme lain yang memungkinkan mereka menjadi lebih "secure". Tulisan ini mencoba memberikan pemahaman tentang peran dan mekanisme "social security" sebagai salah satu sistem yang penting bagi kelompok lemah. Menurut penulis, berbagai strategi dilakukan oleh kelompok buruh baik secara individual maupun kelompok untuk mengatasi kondisi mereka yang penuh risiko dan memiliki keterbatasan dalam berbagai hal. Untuk menjelaskan hal itu, penulis sangat menekankan penggunaan konsep "insecure" sebagai titik tolak pembahasan "social insecurity" di negara-negara sedang berkembang

From an economics point of view, the phenomena of migrant workers to Malaysia have more a positive impact than the negative one. Yet, from a different perspective of the social-psychological, there is a main concern of the negative impact suffered particularly by the family of migrant workers in the sending countries. Migrant workers to Malaysia, especially men as head of families, has altered the life patterns of family members left in the sending countries. This turnabout has eventually disturbed a family life which lead to family stress and disruption. The result of the present study carried out at one of the several villages known as a migrant workers pocket in East Lombok show, that the turnabout has influenced a step of divorcement and separation among migrant workers’ families. By and large this occurrence can be recognized from increase divorce rates compared to the prior time of migrant workers mania to Malaysia.

Konsep creative city merupakan salah satu cara untuk memenangkan kompetisi antar kota pada era globalisasi ini. Adalah penting bagi kota untuk mengubah imagenya menjadi sesuatu yang baru atau lebih baik, karena proses tersebut akan mendorong terjadinya peningkatan investasi bagi sebuah daerah atau kota itu sendiri. Perencanaan perkotaan membutuhkan strategi yang tepat untuk melakukan proses regenerasi kawasan perkotaan tersebut, salah satunya cultural quarter yang mengubah suatu kawasan yang tidak memiliki nilai ekonomis menjadi suatu daerah baru yang kaya akan potensi kultural dan ekonomis melalui proses komodifikasi. Beberapa hal yang harus diperhatikan di dalam pengembangan kawasan cultural quarter ini diantaranya adalah faktor faktor pendukung termasuk area yang membutuhkan proses regenerasi (seperti daerah peninggalan historis atau peninggalan industri), cultural infrastructure, proses perencanaan yang tepat, networking, katalisator, dan morfologi. The art of townscape is the conscious arrangement of physical things for man’s convenience, safety and pleasure (Charles Elio).

Makalah ini membabas konflik pengelolaan sumber daya alam dan gagasan membangun mekanisme kontrol untuk menciptakan sistem pengelolaan yang berkelanjutan. Kajian difokuskan pada kontroversi peranan negara yang proporsional dalam menciptakan sistem tersebut. Pengelolaan sumber daya alam di Indonesia telah memicu konflik yang cukup kompleks antara masyarakat sipil, sektorprivat, dan negara serta mengancam keberlanjutan pembangunan. Untuk itu, perlu dibangun sistem kontrol melalui pengembangan kesadaran kolektif terhadap isu tersebut. Pengalaman di beberapa negara menunjukkan salah satu pendekatan yang kontekstual untuk membangun kesadaran tersebut adalah melalui pendidikan lingkungan bagi masyarakat.

Banyak pandangan yang menyebutkan bahwa etnisitas merupakan penghambat untuk kesatuan dan persatuan. Hal penting yang menjadi tantangan ke depan adalah mendudukkan variasi etnik sebagai bentuk kemajemukan bangsa yang mendukung persatuan negara. Dengan menggunakan data Sensus Penduduk di Indonesia, yakni Sensus Penduduk 1930, Sensus Penduduk 2000 dan Sensus Penduduk 2010, tulisan ini mencoba mengungkapkan dinamika etnis di Indonesia dalam perspektif historis. Penelitian ini mendiskusikan dinamika perkembangan etnik di Indonesia serta melihat bahwa keanekaragaman etnik tersebut dapat menjadi tantangan dan pemacu dalam persatuan negara. Melalui masyarakat multikultural yang saling menghargai perbedaan kebudayaan, akan dapat tercipta masyarakat yang memiliki pandangan, jiwa, dan tujuan yang sama. Selain itu, perwujudan dari perkembangan etnik di Indonesia juga harus disertai dengan adanya dukungan kebijakan pemerintah yang tidak hanya memihak pada golongan mayoritas saja karena asas yang dikedepankan adalah persamaan dan menghargai hak atas perbedaan kebudayaan.

Inter provincial migration in Indonesia has long been known. The 1990 Population Census of Indonesia reveals that throughout the provincies of Indonesia the birth place of most of the inhabitants was not the province where they now live. The number of these migrants kept increasing, and had reached 14.8 million by the year 1990.The size of the flow of migrants to a certainprovince is very much influenced by the upsand downs of the development of the province since their reasons to migrate are mostly due to economic matters. Since most of the development of Indonesia has been intensified in the northern and eastern parts of the country, it has been observed that since 1990 there has been an increasing flow of migrants heading to these areas.On the whole, migrants preferred to go to the cities rather than to the rural areas. Nevertheless, in the provinces out side Jawa and Bali most people preferred to migrate to the rural areas.
