Abstract

In essence, constitution is the contract between state and its citizen. It’s declare the rights and duty amongthem. As the highest norm, constitution must be applied as it is written. To make sure that all of public decision orother positive law are always vis a vis to the constitution, it is need to put one of the authority to ConstitutionalCourt in Indonesia named constitutional complaint. Using qualitative and literature study methode this research istrying to compare the practical and theoreitical of the constitutional complaint in some counties and its possibilityto applied in Indonesia. As results, constitutional complaint is indeed can be strengthening the rights of citizen inIndonesia and also prospective to be a member of Constitutional Court authorities.

Abstract

In the practice of e-Commerce, another word for online-based sales activity conducted by firms or organizations via the internet, the credibility of the host site is important. A credible site will be able to attract more visitors, thus increasing the probability of selling the goods or services offered in that particular site. Credibility assessment is not only based on the usability, information quality, and interaction quality of the site alone, but is also based onattributes of marketing mix, which include the originality of the product, the promotion that is currently available, the existence of additional information in the site, as well as other factors. This research aims to link the attributesof marketing mix and site quality assessment (WebQual), such as the usability, information quality, and interaction quality to the credibility of a site. The research models the relation by constructing a structural equation modeling(SEM) and uses two data analyzing techniques: descriptive analysis using cross tabulation and frequency table, and a variance based model analysis using the Partial Least Square (PLS) method. The results show that site credibility assessment on marketing mix improves due to occurring bonus or promotions, selling well known brands, and the availability of delivery services that can be monitored by buyers. In WebQual metrics, site credibility improves due to visitor’s ease of understanding, trust/reliability, and security while visiting or conducting purchases. Site credibility constructions rely on additional vendor information such as contact numbers, vendor ID (address, structure, awards, etc.), shopping guidelines, and feedback speed to customers queries.

Abstract

n the free floating exchange rate system, fluctuation of exchange rate is determined by supply and demand factors. The monetary approach is a approach in the monetary teory to analyze of exchange rate fluctuation. In this approach, the fundamental factor or macro economic indicators are main factor to determine exchange rate fluctuation. The study aims to get the information about factors which influenced the exchange rate’s fluctuation, by using the Flexible-Price Monetary Approach in period of the free floating exchange rate system in Indonesia. By knowing the effect of each variable not only comes from domestic (Indonesia) but also international (the United States), this study analyzes which variables that have dominant factor to rupiah exchange rate toward US dollar especially in year 2000-2010. This study shows, both in the long and short term, all variables in the monetary model have significant impact to rupiah’s fluctuation. Variabel that have dominant factor in the long term is Indonesia GDP, but in the short term is America GDP.

Abstract

Spin rocket represents one of the rockets that are designed to be able to reach bigger trajectory and accuracy of target. However it was required to be reckoned the influence of unsymmetric fin platform structure, which its most optimal performance by the effect of loading aerodynamic. By examination of structure strength through loading of bending moment with simulation of NXNASTRAN / FEMAP four unsymmetric fin design, so that maximum tension, minimum tension, tension around loading area and influence form fin plafform could be obtained.

Abstract

The case of GKI Yasmin in Bogor, West Java, has been a national or, furthermore, a global issue on interreligious relation. It has also tested some regulations on building a house of worship—includes PBM No. 9 and 8 of 2006. This paper elaborates some facts on this case from the wide perspectives: regulation and non-regulation aspects (politics, economics, social, culture, and religious). The purpose of the research is to know causes of the conflict and some factors supported and unsupported to the solution. Enriched by some interviews with some key-informan, this research is written based on descriptive-analytic method. The research shows some causes of conflict: the debate on the ‘illegal’ IMB (building permit), the bias of information, and a kind of pseudo-intolerance.

Abstract

The assigned value of amylose content in rice is the key factor in the development of internal laboratory quality control system. To produce reliable data, quality control system becomes necessary. The aim of this research was to determine the assigned value of amylose content of several rice varieties through interlaboratory testing. This research was conducted in 2012 in Post-Harvest Physiology Laboratory of Indonesian Center for Rice Research (ICRR) and several laboratories in Bogor, West Java, as interlaboratory testing participant. Samples used in this research were 4 new superior varieties with different amylose content i.e. Lusi, Sintanur, Ciherang, and Inpari 12, and had been confirmed for their homogenity and stability. The Cochran’s, the Grubbs’, and the Z-score tests were used to determine the outlier data of the interlaboratory testing results and the competent laboratories as well. The assigned values obtained for each variety were Lusi 6.29% (±1.73); Sintanur 19.42% (±1.51); Ciherang 23.78% (±1.44); and Inpari 12 29.83% (±0.68). All tested varieties could be used as reference materials in determining the laboratory performance to analyze rice’s amylose content using iodine: potassium iodide (I:KI) binding method.

Abstract

The housing problems in Indonesia are related to low-income community such as backlog, sub-standard houseand slum settlement, which are caused by the ineffectiveness of housing regulations. This study was conducted toevaluate the existing housing regulations in order to support housing provision for low-income community. Thestudy was conducted with qualitative approach, by evaluating the Housing Law No. 1/2011, Housing Law No.4/1992, Minister of Housing Regulation No. 3/2007, and Minister of Housing Regulation No. 10/2011. The resultshowed that the new housing law was already accommodated the housing provision for low-income community.Nevertheless, many problems on the implementations were related with the commitment and budget capacity oflocal government. Meanwhile, the limitation standard of low-income community (IDR 2,5 M) was 35% higher thanaverage income of Indonesian people, and the standard price of social house (IDR 25 M) which had standard size(36 m2) was 44 % lower than the market price. These had resulted in the ineffectiveness on the implementation ofthe regulation. The conclusion was that the existing housing regulation was fair effective to support housing provisionfor low-income community, but it was still had weaknesses associated to low-income community limitationstandard and social house standard price.

Abstract

Nicotinil Dibuthyl Glutamate Ester (NDBGE) is a synthetic compound that is an analog of antibiotic UK3A from mycelium of Streptomyces sp.517-02. This compound was estimated to have anticancer activity similar to UK-3A. The aim of this research was to know the NDBGEs apoptotic inducing potency to human breast cancer T47D in vitro. DMEM + 1% PS + 10% FBS was added to human breast cancer T47D cells until cell concentration reached 1-5x/ 05eells/ml. NDBGE then was diluted by DMSO until 100ppm concentration. Propidium iodide with 50pg/m1 concentration was added to the T47D cells. The analysis was conducted by flow cytometry method. The result was that the apoptosis percentage of the cells was 12,35%.

Abstract

As the back bone of government, civil servant plays important role on delivering civil service. Therefore, it needs strong organizational commitment to guarantee the service given. Allen and Meyer developed model to measure organizational commitment, called the three- omponents model. As shown in the name, the model contained three components, i.e.: (1) affective commitment; (2) continuance commitment; and (3) normative commitment. This was a report from a study aimed to measure organizational commitment among civil servants in Main Office of Yogyakarta National University (Universitas Negeri Yogyakarta) Indonesia. It applied quantitative-descriptive in research method. The survey was held in 2004 and used a questionnaire from Allen and Meyer. It took 105 respondents and the result was 58 persons (or 55%) showed average middle mild organizational commitment, 27% showed strong organizational commitment, and 18% of them showed weak commitment.

Abstract

The regional enterprise which is the local government company is wholly or mainly derived from separated capital region. There are currently two mainstream paradigms (whose capital) in the management of regional enterprises. On one side, the region is one of the main instruments of Corporate Government in order to optimize local resources into investments that can increase revenue (profit) for regional own revenue. On the other side, the role of government as a public servant (public service) requires the regional enterprise not only for profit per se, but more expected to be a medium in order to carry out government functions and public services to accelerate the development process. Regional Enterprise Warehousing and Business Miscellaneous (PD PAU) Samarinda was originally formed to perform a warehousing arrangement spread into the region in the middle of town, but in the course of subsequent, PD PAU had disoriented businesses and financial crisis, making PD PAU verge of bankruptcy with some complexity issues. In order to save the business of PD PAU, several steps can be taken by the City Government of Samarinda to restructure the PD PAU, requiring policy measures for restructuring efforts, such as reformulation of business vision, management restructuring, verification of balance sheet, business rela- tions expansion, and addition of new capital.
