Abstract

This article is a critical tracer study of genealogy and development, including debates on the concepts and terminology of developing countries. By applying constructivism perspective, it aims to explain the meaning, categories, and criteria, the emergence and development of the idea, and the reason why these concepts and ideas have been changing from time to time. This article argues that the ontological existence (concepts and ideas) of the developing countries is the result of construction of agents both foreign countries–especially the western–and developing countries themselves. Therefore, the conceptualization of developing countries is inseparable from values and (self-)interest of each country, whether it is political, ideological, or economical. As a result, there must be possibilities of inconsistency from the agent in making categorization. This inconsistency is influenced by the changing of identity, world view, interests, and policies of the agents as an impact of geopolitical and geostrategic change in the world after Cold War. The significant economic and political development which has been experienced by some developing countries and the increasing of economic and political problems faced by some developed countries has forced the agents to reconceptualized their identity, interest, and foreign policy toward what so called developing countries.

Abstract

Climate change is an urgent problem. Many countries have collaborated in mitigating the impact of climate change, including Indonesia and Japan. Both countries agreed on a scheme for cooperation in a low-carbon project, namely the Joint Crediting Mechanism (JCM). The implementation of JCM in Indonesia is new hope for Indonesia’s climate diplomacy in promoting clean and renewable energy. This research aims to review the application of JCM in Indonesia using the case study of the Jakabaring Solar Power Plant in Palembang. This research collected primary data through the interview with related officials, local companies, and civil society. This research showed that the Indonesian government did not consistently support clean energy development. Carbon-intensive industry players still played a dominant role in Indonesia’s climate diplomacy.

Abstract

This paper explains why Muhammadiyah, as the biggest Islamic movement in Indonesia, seems to be “silent” in dealing with tension between Indonesia and Malaysia. There are several potential factors of conflict: boundary, culture and migrant workers. Furthermore, migrant worker and boundary may cause casualties. In this regard, Muhammadiyah with its developed and extended membership, organizational structure and international network should take major part in the conflict resolution. However, conflict resolution capacity to respond the tension is becoming problem for Muhammadiyah itself. This paper uses a theory put forward by Becky Nesbitt on the role of INGOs and NGOs in three levels of conflict, namely,latent conflict, escalating hostilities conflict and peace building. The first and second level of conflict require advocacy and the third level employs people empowerment in reducing further conflict. To enhance the capacity, Muhammadiyah needs to transform and formulate a strategic action. In addition, it also needs to improve cooperation, research and network with the international leader and community.

Abstract

China’s rising power in the Asia Pacific region is leading the regional order to face a potential of rivalry between existing great powers in the region. This paper hence seeks to investigate the great power rivalry in a new Asia Pacific order. It argues that while ‘the European great power concert model’, as proposed by Hugh White (2008), could potentially be a mechanism for maintaining peace and stability in the Asia Pacific region, it has considerable problems and obstacles to be applied in the region.

Abstract

This research aims to explain why the Prophet Muhammad comply withThe Hudaybiya Treaty although in its articles are considered harmful. By answering the question above, it is expected to build a model of compliance to international agreement in the Islamic perspective. Christian Reus-Smit’sintertistial conception of politics considered appropriate in this study because it provides space for the role of ideas such as identity and norm in explaining a political action. This study found Prophet Muhammad complieswith Treaty of Hudaibiyah because of political deliberation which integrate four type or reason: idiographic, purposive, ethical, and instrumental. Ideographic deliberation determines the formulation of interest (purposive deliberation). The formulation of these interests will determine the action (instrumental deliberation) in accordance with the available resources and external constrain faced, as well as appropriate with or not contrary to Islamic norms and universally applicable norms (ethical deliberation). Ideographically, based on identities: as believers who should obey Allah and His Messenger, as a noble people who hold the promise. Purposively, the mission of Muslims is to preach the religion of monotheism to all mankind, therefore the condition of peace and religious freedom must be realized. Ethically, the question of how should we act is answered by everything done must in concordance with Islamic rules and customary law norms which emphasize the obligation to comply with the concluded agreements. Instrumentally, the chosen action which in line with the formulated interest and in accordance with the norms of Islam is complieswith the peace treaty.

Abstract

The article aims to discuss the private military and security companies/PMSC, International Humanitarian Law/IHL and the fourth generation warfare/4GW in contemporary non-international armed conflict. Discussion on PMSC varies in terms of its contribution to the development of weapon system and intelligence gathering in combating terrorism, and of its violation towards humanity that has caused civilian casualties. Meanwhile, IHL is present to regulate the primary actors of international and non-international armed conflict, and to protect civilians in both conflicts. The dynamics of contemporary conflict, especially the asymmetrical non-international armed conflict, is also influenced by the rapid development of information and communication technology. This affects the popularity of the use of and debate on the definition of 4GW and its relevance to the contemporary conflict. This article also analyses the presence of PMSC on the dynamics of respect towards IHL in non-international armed conflict during the period of 2009-2014. The qualitative analysis would be especially conducted under the concept of international law and PMSC as two of the conceptual frameworks. Secondary data is collected on three main variables. The results show that PMSC creates both pontentials and challenges to the effort of upholding IHL in three non-international conflict areas, i.e. Lebanon, Somalia, and Ukraine. In relation to 4GW, PMSC also reflects some characterisation of 4GW trends in such contemporary conflict. Tulisan ini bertujuan untuk mendiskusikan perusahaan swasta dalam bidang militer dan keamanan (private military and security companies/PMSC), hukum humaniter internasional (International Humanitarian Law/IHL), dan perang generasi keempat (fourth generation warfare/4GW) dalam konflik bersenjata non-internasional kontemporer. Diskusi mengenai PMSC beragam pada sisi kontribusinya kepada pengembangan sistem persenjataan dan pengumpulan data intelijen dalam rangka melawan terorisme, serta pada sisi pelanggaran terhadap kemanusiaan yang telah mengakibatkan korban sipil. Sementara itu, terdapat IHL yang mengatur para aktor dalam konflik baik itu internasional maupun non-internasional dalam rangka melindungi warga sipil pada keduanya. Dinamika konflik kontemporer terutamanya yang bersifat non-internasional dan asimetris juga dipengaruhi oleh perkembangan pesat teknologi informasi dan komunikasi. Hal ini mendorong perdebatan terkait relevansi 4GW dalam konflik kontemporer. Tulisan ini kemudiannya menganalisis kehadiran PMSC terhadap dinamika penegakan IHL dalam konflik non-internasional kontemporer pada tahun 2009-2014. Analisis kualitatif akan dilakukan terutamanya dengan menggunakan konsep hukum internasional dan PMSC. Data sekunder yang dikumpulkan fokus kepada tiga variabel utama tersebut di atas. Hasil menunjukkan bahwa PMSC tidak hanya memberikan potensi kontribusi tetapi juga tantangan kepada upaya menegakkan IHL pada tiga area konflik non-internasional, yaitu Libanon, Somalia dan Ukraina. Terkait dengan 4GW, kehadiran PMSC juga mencerminkan beberapa karakter tren 4GW dalam konflik kontemporer.

Abstract

Vladimir Putin is a figure behind Russian intelligence after the collapse of the Soviet Union. Putin proved to be able to instill political and economic stability in the country and be able to stay on the peak of Russia's leadership for more than 15 years. One feature of Russia's foreign policy is the control of mass media and propaganda that gives Putin the power of public opinion. This condition is known as Russian soft power. This paper argues that Russia has made a deconstruction of its concept of soft power. Using the Postmodernism perspective, this paper seeks to see the deconstruction of soft power concept by Vladimir Putin. The conclusion of this research is in Putin's position of practicing the concept of soft power with a different style from the concept of soft power by Joseph Nye. He saw that the concept of soft power should be detached from the hegemony of United State and the west and must be in line with the national security of Russia so that it has implications for the policy against US hegemony

Abstract

This paper discusses the main motives behind Japan’s foreign aid to Palestine. It is likely that Japan starts to play its role as foreign aid broker. Recently, this country has been inviting other countries, especially in East Asia, to be involved in its foreign aid programs. CEAPAD (Conference on Cooperation among East Asian Countries for Palestinian Development )is the example to be mentioned. This is the first time East Asia countries talk together to support Palestine in order to be able to manage foreign aid efficiently. Surprisingly, although this conference used East Asia as its tagline, six of ten ASEAN members (Brunei, Indonesia, Malaysia, Thailand, Singapura, Vietnam) attended this conference but China as major state in East Asia region did not. At one side, it seems that Japan is trying to get good image from Asian countries in order to challenge the increasing image China has got so far. At the other side, potential market in Arab and Palestine region as well as in Asia—especially East and Southeast Asia— are still in grasp. Whether political or economic motives which drives Japan to put CEAPAD into surfaces, Palestinian Authority and people has had huge expectations from this.

Abstract

The establishment of Indonesian timber verification system, which was started by VPA negotiations in 2007, is followed by the signing and ratification of the agreement leading to the inception of a national timber regime thereafter. It can be seen as a positive effort in tackling illegal trade in timber and illegal logging in Indonesia. Nevertheless, the study about the creation of Indonesian timber regime should not be separated from the role of the European Union (EU) as the actor contributes greatly in introducing and developing the regime in Indonesia. From a unique standpoint, the establishment of the regime in Indonesia can be seen as EU’s success in bringing and implementing EU’s timber standards to the outward area, which is in essence, not within its sovereign territory and legal jurisdiction. This study aims to assess the extent to which the EU is involved in influencing and affecting the creation of Indonesian timber regulation of SVLK in Indonesia.

Abstract

The aim of this research is to understand the formation in the issues of migrant domestic workers’ right protection in Malaysia by analyzing the transnational activism in four civil organizations, namely WAO (Women’s Aid Organization), Tenaganita, NSI (North South Initiatives), and AOHD (Archdiocesan Office of Human Development). This research is qualitative research which use deep interview, obervation, and documentation in collecting the data. The formation and networking pattern are ranging from human rights claim, labour rights claim, claim of gender equlity at work, and humanitarian claim. There are fragmented collective identity, those are cosmopolitan identity, humanitarian activist, and part of each organization. Therefore, this research shows that citizenship is not barrier in doing humanitarian activities. Penelitian ini bertujuan untuk melihat formasi gerakan di seputar isu perlindungan hak buruh migran sektor domestik di Malaysia dengan melihat aktivisme transnasional dari empat organisasi masyarakat sipil, yakni WAO (Women’s Aid Organization), Tenaganita, NSI (North South Initiatives), dan AOHD (Archdiocesan Office of Human Development). Penelitian ini merupakan penelitian kualitatif dengan teknik pengumpulan data wawancara, observasi, dan dokumentasi. Formasi serta pola jejaring lintas batas gerakan tersebut berkisar antara klaim hak asasi manusia, hak-hak buruh, kesetaraan gender di tempat kerja, dan nilai kemanusiaan. Identitas kolektif gerakan terfragmentasi menjadi tiga, yakni identitas kosmopolitan, aktivis kemanusiaan, dan anggota organisasinya. Maka, penelitian ini menunjukkan bahwa kewarganegaraan bukan lagi pembatas dalam melakukan aksi kemanusiaan.
