Abstract

This article attempts to identify changes in Indonesia’s middle power diplomacy strategy under President Susilo Bambang Yudhoyono and Joko Widodo. This phenomenon is important to be studied because President Yudhoyono and President Widodo proposed different visions of Indonesia’s foreign policy, yet similarly perceived Indonesia’s position as a middle power country. Using border and maritime diplomacy as well as democracy, Islam, and human rights as case studies, this article argues that the strategy of Indonesia’s middle power diplomacy experienced a shift in orientation from—to use Krasner’s terminology—relational power to meta-power. While Indonesia under Yudhoyono previously attempted to gain benefits by following established rules, Indonesia under Widodo tried to pursue its interests by influencing, altering, or crafting rules in international politics.Artikel ini berupaya mengidentifikasi perubahan strategi diplomasi middle power Indonesia di bawah Presiden Susilo Bambang Yudhoyono dan Joko Widodo. Fenomena ini penting untuk dikaji karena Presiden Yudhoyono dan Joko Widodo mengajukan visi yang berbeda mengenai politik luar negeri Indonesia, tetapi sama-sama memaknai posisi Indonesia sebagai negara middle power. Dengan menggunakan isu diplomasi perbatasan dan maritim serta demokrasi, Islam, dan hak asasi manusia sebagai studi kasus, artikel ini berargumen bahwa strategi diplomasi middle power Indonesia mengalami pergeseran orientasi dari—meminjam terminologi Krasner—relational power menuju meta-power. Apabila Indonesia di bawah Yudhoyono sebelumnya berupaya meraih lebih banyak keuntungan dengan mengikuti aturan main yang mapan, Indonesia di bawah Widodo kini berusaha mencapai kepentingannya dengan cara mempengaruhi, mengubah, atau membangun aturan main dalam politik internasional.

Abstract

The Malay Moslem community is actually a minority group in Singapore, which consist 14.3%, while Chinese ethnic is a majority with 76%. The previous studies on minority in Southeast Asia such as Thailand, Philippines and Myanmar showed that mostly the Muslim minority was treated as marginal community and political pressure. This study is to seek whether the Malay Muslim in Singapore has been treated as well as it in neighbor or contrary Malay Moslem has a different position and role in Singaporean politics. Furthermore, in term of foreign policy, this study is going to find the influence of Moslem existance, whereas Singapore is well-known as a secular state. In Singaporean leader’s perspectives, Islam is a threat, as it has been shown in several communal riots during the early history of Singapore, pressure from Malaysia and Indonesia. This is a vulnerable situation for Singapore. Therefore, Singapore addressed moderate policies toward Moslem through accommodation of Islam with several Islamic friendly policies in the country, and accommodation of Malaysian and Indonesian interests. In the other hand, Singapore also anticipates the threat from neighbors through close relations with United States and its allies.

Abstract

Sosek Malindo cooperation is mutual agreement between Indonesia and Malaysia that concentrated in the field of socio-economic development in border areas. The main objective of Sosek Malindo cooperation is to improve the welfare of the people who live in border areas of each country. Sosek Malindo Cooperation produce some agreements, but not all of them can be implemented, because of compliance problems. The failure was caused by several factors, among others: the limited authority of the actor, the factor of interest, in managing the agreement Sosek Malindo regime does not use persuasive methods. Moreover it has serious implications to the implementation of agreement and actor behavior.

Abstract

This paper examines the organization and role of the National Anti-corruption Commission as an anti-corruption institution in Cameroon and the extent to which it can successfully fight corruption. It was carried out by comparing it with other anti-corruption institutions. A qualitative research method was adopted to analyze the case in this study. This study holds that the Commission is not independent as it is directly responsible to the Head of State. It contends that its independence and the way of appointing its members should be reviewed to fight corruption. It should equally be decentralized and given Judicial Police powers.

Abstract

The Modern Turkish was established as a secular state whose special characteristic was brought from the Ottoman Islamic empire. The area of Turkey’s geopolitics is stretching from Asian to European continent, and always more inclined to the West. These circumstances have formed Turkish foreign policy for decades by indicating the bridging for the Asia on the East and Europe on the West with its motto “peace at home, peace abroad”. As the secular state, Turkey recognized themselves as a country whose identity similar to the Western states given the fact that Turkish foreign policy always strive to join  the European Union as their priority, as well as Turkey as a NATO member. Turkey showed a great effort through their involvement in various European affairs such as member of the Europe Council 1949, North Atlantic Treaty Organization (NATO) 1952, European Economic Community (EEC) 1959, member of the Organisation for Economic Co-operation and Development (OECD) 1961, European Community 1964, the Organization for Security and Co-operation in Europe (OSCE) in 1973, and officially applied to be member of European Union (EU) on April 14 1987. However, some obstacles remain such as the reluctance of the West toward Turkish performance in dealing with the Cyprus and Kurdish crises. This article explains how Turkish government perform its foreign policy by considering the discussion of Turkish Geopolitics, Turkish Foreign Policy, Turkey - EU Relation, Membership Issue in the EU, The Role of the U.S. to Turkish Membership in the EU, and the Chances for Turkey to be the EU member. Peradaban Turki modern dibentuk atas sekularitas negara dengan karakteristik khusus yang diadopsi dari kerajaan Islam Ottoman. Wilayah strategis Turki yang membentang dari benua Asia hingga Eropa telah membentuk politik luar negeri Turki selama berabad-abad dimana negara ini menempatkan diri sebagai jembatan yang menghubungkan kedua benua dengan motto “peace at home, peace abroad. Meskipun demikian Politik luar negeri Turki dianggap lebih condong pada Eropa karena kesamaan identitas yang dimilikinya. Hal ini ditandai dengan keikutsertaan Turki dalam beberapa agenda internasional Uni Eropa seperti Europe Council tahun 1949, North Atlantic treaty Organization (NATO) 1952, European Economic Community (EEC) 1959, maupun agenda-agenda lainnya dan secara resmi mendaftar sebagai anggota Uni Eropa pada 14 April 1987. Akan tetapi, kebijakan Turki terhadap krisis Cyprus dan Etnis Kurdi menyebabkan kecanggungan bagi negara-negara yang tergabung dalam Uni Eropa. Tulisan ini menjelaskan politik luar negeri Pemerintah Turki terkait isu keanggotaan dalam UE serta pengaruh Amerika dalam kasus tersebut.

Abstract

The Marawi war in early 2017 became the most explicit evidence of ISIS terrorist group existence in Southeast Asia. The region is predicted to be their new territory for expansion under the leadership of Abu Bakar Al-Baghdadi, even more after their lost at many territories in the Middle East. The Southeast Asia countries immediately generate preventive actions by strengthening the territorial security cooperation. This paper examines how Southeast Asia has great possibility to be the new destination for ISIS to invade and how the countries in Southeast Asia deal the threat. It is assumed that ISIS as part of global terrorism is trying to widen their expansion to Southeast Asia and how the countries in Southeast Asia rise up cooperation among them to prevent and resist from the ISIS expansion.  Pertempuran di Marawi pada awal tahun 2017 menjadi bukti paling jelas hadirnya ancaman kelompok teroris ISIS di kawasan Asia Tenggara. Asia Tenggara diprediksi menjadi tujuan baru bagi agenda perluasan wilayah kekhalifahan Negara Islam di bawah Abu Bakar Al-Baghdadi setelah mengalami banyak kekalahan dan kehilangan wilayah kekuasaan di Timur Tengah. Negara-negara di Asia Tenggara segera mengambil langkah atraktif dengan meningkatkan kerja sama keamanan kawasan sebagai upaya sekuritisasi. Tulisan ini mengkaji bagaimana kawasan Asia Tenggara berpotensi besar menjadi tujuan baru bagi ISIS untuk kembali membangun kekuatan dan bagaimana upaya negara-negara di Asia Tenggara menghadapi ancaman tersebut. Tulisan ini berpendapat bahwa ISIS sebagai bagian dari terorisme global sedang berusaha memperluas pengaruhnya ke Asia Tenggara dan peningkatan kerja sama keamanan kawasan yang dilakukan negara-negara di Asia Tenggara, dapat dipahami sebagai bentuk upaya menghadapi ekspansi ISIS di kawasan.

Abstract

Even though just established on 1948, the power or Israel Defense cannot be underestimated. The Defense Policy was formed before Israel established. From the Jewish villages or Yishuv, the forming of semi Defense Forces already done. Haganah formation became the main component of Israel Defense Force formation (IDF).After Israel Defense is strong, then the target of IDF formation is to do a political pressure in gaining land. It proved on 1967, Israel success in the occupied Arab countries area which then claimed as their country. From this moment, Israel is doing maneuvers politic to seize Palestine land, then switched to Israel country.

Abstract

This article seeks to understand China’s foreign policy today by assessing its leadership in the Asian Infrastructure Investment Bank (AIIB), using the scholarly term of ‘contested multilateralism’ coined by Julia Morse and Robert Keohane. We argue that since the beginning of the 21st century, China has managed to improve its image as a new global power through the transformation of its foreign policy. In expanding its political sphere, China is using not only peripheral diplomacy but also cross-regional diplomacy strategies through the existing bilateral and multilateral mechanisms. Within this context, we look at a specific case of the creation of the AIIB as evidence of China’s greater participation in the global political economy realm. The AIIB can be seen as how China practices multilateralism in its foreign policy as it is trying to meet domestic, regional, as well as global development and economic challenges. This article argues that the creation of AIIB is not only the implication of China’s fiscal and trade policy, nor merely to solve the regional infrastructure gap in Asia, but also to challenge the U.S. (and Japan) influence through the Asian Development Bank (ADB), in which China possesses minor political power to accommodate its political economic interests.

Abstract

This paper describes how the Indonesian women, despite the fact that some migrant workers are economically and politically poorly protected by the state, kept the desire to try their luck as migrant workers abroad. In almost all economic sectors, both formal and non-formal, many of the Indonesian Female Migrant Workers (FMW/TKW) living and working abroad did not receive their full rights as workers and sometimes even lost their basic rights such as that to minimum wage, not having their wages, withheld or not paid at all as well as refusal to have their passports returned. Many of the Indonesian TKWs were even physically and sexually abused by their employers while many female workers were victimized into becoming forced prostitutes by their sponsors. In addition, some of the TKW had to face serious problems of protection; many as victims of corrupt practices such as the imposition of illegal levy by the Indonesian and the receiving country police and immigration staffs; demands for payments, extortion of money and confiscation of valuables. Noting that, despite all the sufferings, the numbers of migrant workers are constantly increasing, this paper analyzes the causal mechanism of female migration from the socioeconomic and political context in Indonesia.

Abstract

Semarang City, one of the biggest cities in Indonesia, experienced tidal floods due to climate change, which require systemic responses. The absence of a legal foundation to overcome the effects of climate change has prompted Semarang City Government to formulate a climate change adaptation policy. Mercy Corps – Asian Cities Climate Change Resilience Network (ACCCRN) opens climate change adaptation cooperation by assigning Semarang City as one of the core cities of ACCCRN. This study aims to analyze the climate change adaptation policy-making process in cooperation between Semarang City Government and ACCCRN using vertical and horizontal interactions of multilevel governance approach. This study also uses the indicators of urban climate change adaptation process to identify the elements of climate change adaptation policy in Semarang City. The vertical interactions show that the climate change adaptation negotiations at the international and national levels urge an adaptation policy-making in Semarang City. Meanwhile, in horizontal interactions, Semarang City Government in cooperation with Mercy Corps – ACCCRN tries to formulate an inclusive climate change adaptation policy through Shared Learning Dialogues (SLDs) mechanism. As a result, Semarang City Government produces climate change adaptation policy, namely Semarang Resilience Strategy.
