This research is intended to know the influence of unconditional grants, local revenue, and GRDP to local expenditure and to detect the possibility of flypaper effect occurrences at local expenditure in West Java province. Population in this research is West Java Province and the sample consisted of 13 regency and 6 municipality. Estimates conducted by the panel regression using eviews program. The results of this research, the first show that unconditional grants significant and have positive relationships to local expenditure, local revenue has a significant and a positive relationship to local expenditure, GRDP has a significant and a negative relationship to the local expenditure. Second, the value of the coefficient of local revenue is greater than unconditional grants and both are significant. It indicates no occurrence of flypaper effect in West Java Province.

This study aims to review the correlation of green perceived value and green brand attribute on green awareness with supporting moderation of customerâs demographic. The review focuses on environmentally friendly products with 467 respondents who come from Supermarketâs customer in West Java Province. Hypothesis test is found that green awareness can be improved through green perceived value and green brand attribute. But green perceived value plays important role in controlling green awareness. Besides that, supporting from customerâs demographic (sex, location, income) also very influenced the correlation level of green perceived value, green brand attribute with green awareness. The study review is useful in reviewing green customer behavior particularly in Indonesia that has still poor of caring; and in the effort of facing global warming through the review on environmentally friendly products

The failure of the centralized development is solved by replace it with decentralization. The main issue in decentralization is human resources development. In the past, economic development oriented in creating more productive human resources. But, this model failed in its contribution in the process of developing qualified human resources. A new paradigm of human resources development must consider human not only as a production factor but it has to see human from any other aspects. The characteristics of the new paradigm of human resources development, that there are human development and people centered development in the process of human resources development. But, the challenge is how to integrate the existence of religion in the development of the society.

Regional Competitiveness be one of the issues in regional development policy since the enactment of regional autonomy. Based on the results of the efficiency analysis found 11 areas of the city and district have the efficiency and 4 districts do not have the efficiency. Regional Competitiveness in Central Java based Comparative Advantage and Competitive known regions that have a high comparative and competitive advantages consist of 4 areas. Development is one of urgent concept in this age. The problem of development is wide and complicated, therefore development often become underdevelopment in reality. In this case, the writer provides four idea of development; there are International Dependence Approach, Neo Structural Thought, New Structural Transformation Model from Berkeley, and Political Approach of Development. From those thoughts, the writer gives final notes that development is too complex if it is discussed only from economic sector. Development is a continuous process improvement of a society on such ideology, political, social and cultural system that entirely direct to better life and more humane.

Sektor pertanian menjadi salah satu sumber pencemaran terbesar. Penyebabnya ada tiga kemungkinan: perubahan teknologi, model analisis ekonomi yang digunakan, dan kebijakan pemerintah. Hipotesisnya adalah penggunaan model ekonomi yang tidak tepat. Kajian ini mengevaluasi secara teoritis dan empiris model ekonomi, dan mengusulkan sebuah alternatif yang memungkinkan penurunan penggunaan input kimia pertanian. Dengan pendekatan teori produksi mikroekonomi dan ekonometri, kajian ini menunjukkan bahwa model analisis ekonomi yang digunakan selama ini tidak selalu benar dan mungkin menyesatkan. Untuk mendukung model alternatif yang diusulkan, kajian ini menggunakan satu unit data produksi pertanian dan pengenalan teknologi baru.Hasil kajian ini menunjukkan bahwa bahwa pengenalan teknologi baru tidak serta merta menyebabkan produsen meningkatkan penggunaan input kimia. Perubahan teknologi yang telah menyebabkan pencemaran linkungan pada prinsipnya disebabkan oleh penggunaan model ekonomi yang direstriksi, yang didukung oleh kebijakan pemerintah. Oleh karena itu direkomendasikan untuk meninggalkan model yang direstriksi, dan menggantikannya dengan model yang dimodifikasi dalam mengevaluasi dampak ekonomi dari pengenalan teknologibaru, khususnya di sector pertanian. Terlihat bahwa alasan ekonomi dan ekologis dapat berjalan bersama-sama.

Vector Auto Regression (VAR) is an analysis or statistic method which can be used to predict time series variable and to analyst dynamic impact of disturbance factor in the variable system. In addition, VAR analysis is very useful to assess the interrelationship between economic variables. This research through the following test phases: unit root test, test of hypothesis, Granger causality test, and form a vector autoregresion model (VAR). The data used in this research is the GDP data and budget data of South Sulawesi in the period 1985-2004. The research aims to analyze the interrelationship between public expenditure and economic growth in South Sulawesi. The result showed statistically significant in economic growth (PDRB) influence public expenditure (APBD), however, not vice versa. Otherwise, for the need of APBD prediction, the used of lag 4 was the optimum model based on the causal relationship to PDRB.

Based on past experience as well as implementation paradigms embedded in the five-year plan 2004-2009, there is a very small likelihood that it can be successfully implemented. In the past before the crises of 1997, for a long time economic growth has been on average 6.8% per year. But that did not prevent open unemployment from rising. The plan target of reducing open unemployment to 5.1% in 2009 from about 9.7% in 2005 with 6.6% yearly average of economic growth appears very unrealistic. This unrealism is the more so because the plan as it stands embodies paradoxes in its various agendas and programs of action resulting from the operation of Arrows impossibility theorem. While the plan aims at increasing productive employment, its assumption of human being as a resource is a passive, order receiving rather than an active, innovative and risk taking one.More fundamentally, even if the plan target of economic growth is achieved, it, being on the physical plane, will fail, as it has in the past, to translate the spiritual and corporeal values of Belief in One God and Just and Enlightened Humanity contained in the 1945 constitution. Indonesian society will move further and further away from the cherished ideals of the founding fathers of the Republic with dire implications on its future prosperity and even of its existence. It has been proposed that the operational objective of maximizing economic growth be replaced by maximizing human capability which is more suited to accommodate the multiplicity of objectives in the 1945 constitution with the different levels of physical, corporeal and spiritual dimensions.

Since 1998, Indonesia capital market experiencing rapid development, go public activity in stock exchange and stock trading activity getting crowded. People interest observes monetary factors such as money circulation, deposit interest, foreign currency exchange, and inflation that predicted affecting compound stock index in Jakarta stock exchange from 1998 to 2002. Time series data from 1998-2002 gained from published issues like financial statement Indonesian Bank, Body of Statistic Center, and other sources. This research using adaptive expectation model analysis tools, that is rationalization model proposed by Nerlove, as stock adjustment model or partial adjustment model (PAM). Use of this model bring advantage in short and long term analysis.

Economic development theorists generally beliefs that investment mainly played an important role in economic growth. Based on that, one can easily to think that spatially disparity of economic growth mostly depends on spatially spread of investment. This work try to investigate the spatially spread pattern of investment in Indonesia in the past before the Asian financial and economic crisis occurred. In that time, the government development policy stressed not only on economic growth but also on reducing economic disparity included spatially. In the recent, the two kinds of economic development policiesâ stressing are still continued by the government. Generally, the lessons from the past is that the spatially spread pattern of investment in Indonesia tended to still concentrated in the western Java island (in Jakarta and its surrounding) and also in the Sulawesi island. While in the other island, investment tended to spread.
