Abstract

Urban green open space has significant benefits for the condition of urban living and its community. The availability of accessible and attractive green spaces for recreation activities is an integral part of urban quality of life. This research aims to assess the effectiveness of green open space provision as recreation resource for urban citizens in Pekanbaru, Indonesia. This study presents the assessment of two ele-ments which are equity and efficiency. These two elements are analyzed based on numerous independent variables such as number of the facil-ity, distance to house, accessibility and public transportation availability for equity assessment and frequency of usage, attractiveness of fa-cilities and safety level for efficiency assessment. The assessment of those variables is applied in three different subdistricts in Pekanbaru which are City Center, Sail and Tampan that represent different density categories. To achieve the objectives of this study, the method used to con-duct the study is field survey by questionnaire and interview. Stratified random sampling was the method used in data collection through the distribution of questionnaire, and the tool used to analyse data is through the Statistical Package for Social Science (SPSS). The data was analysed using descriptive statistics to obtain frequency distributions, percentage and the level of equity and efficiency. Several types of test in SPSS data analysis are included to attain some significant information in the study such as Chi-Square test of independence and analysis of Correlation. The findings indicate that a majority of respondents were not satisfied with the distribution of green open space. This study also identified that the quality of green open space facilities was perceived by residents as at moderate level. This survey results indicate that there is significant relationship between subdistricts of respondents and the satisfaction level of green open space distribution. The study could be useful for decision makers, professionals and researchers related to urban and recreation planning to achieve a better quality of life.

Abstract

In recent decades, the community participation process in development activities has been widely recognized as the most effective way to help communities, particularly the poor, to fulfill their basic needs. This approach has been practiced not only in normal situations but also in the emergency ones such as in the post earthquake disasters in Yogyakarta, Central Java and North Sumatra, and in the post tsunami disaster in Nanggroe Aceh Darussalam, Indonesia. This paper examines the practice of community participation in the post tsunami disaster recovery project in Nanggroe Aceh Darussalam conducted by the United Nations Human Settlements Programme (UN-HABITAT) and outlines chal-lenges, constraints and advantages faced in the implementation of the approach. This research em-ployed a qualitative method (participatory action research) and focused on a case study in the Geunteng Village of Pidie District, Nanggroe Aceh Darussalam. This research found that ensuring the quality of construction organized by the community in the limited timeframe and in the chaotic post disaster cir-cumstances is the most challenging issue in implementing such an approach. However, this paper ar-gues that it has potential to mobilize social resources available in the community, to increase the value of output, to enhance transparency and democracy, to empower community bargaining to the external stakeholders and to improve the sensitivity of the local contexts culturally and socio-economically.

Abstract

This article aims to assess the economic impact in a wider perspectives of the Bandung Intra Urban toll road project. Bandung Intra Urban Toll Road is a proposed project aimed at connecting the east and west corridor along the 27.273 km of Bandung. The feasibility study stated the project is feasible economically and financially. By using input-output method, this study aims to assess the economic benefits of this investment project, which includes linkages, multiplier to the impact of output, income and employment generation. The results showed that of 53 sectors in the city of Bandung, the communication service sector is the sector with the highest backward linkages. Meanwhile, the trade sector is the sector with the largest forward linkage. Multiplier effects are divided into type I and II. The sector which has the highest multiplier output type I is the communication sector (sector 42), whereas the highest multiplier output type II is the public education sector (sector 47). For the income multiplier, the sector with the highest multiplier type I and type II is the wooden industry (Sector 18) and sector which has the biggest employment multiplier is the financial sector. The investment value for the BIUTR project would generate the city’s economy through the impact of output, income and employment for its own sector, but has not given a significant impact on other sectors. In general, it can be concluded that the input-output method can give a wider economic benefits of an investment project of the highway.

Abstract

The high rate of economic growth has encouraged the development of Baubau City in various sectors of life. It has implications on the increase in space requirements. Rapid changes in land use often deviate from the spatial plan (RTRW) that has been legalized. This study aimed to evaluate the appropriateness and consistency of the land use plan and to investigate factors affecting the suitability and consistency of the land use growth with the spatial plan. The analysis has used GIS, Balance of Land Resources, Factor Analysis, and Multiple Regression Analysis. Based on the analysis, there are three forms of inconsistency from the spatial plan of Baubau, as follows: inconsistencies in the spatial plan itself, inconsistencies with the laws and regulations, and inconsistency in the utilization of the land use plan. The results have shown that the level of consistency to the land use plan is medium. The factors affecting the deviation of land use pattern from the plan are the ease of getting to service centers, the improved welfare, and the accessibility.

Abstract

Striated is seen as a fixed space and carries a sense of border. On the other hand, smooth space is seen as continuous and open interval. However, both terms are always intermingling, at one point smooth can be striated and vice versa. A city can be seen as a striated (border) and as smooth space (urban sprawl). Looking at a strip near Pasar Ciputat, Tangerang Selatan, this paper investigates how space changes function and identity overtime. The strip becomes a good example of analyzing the smooth and striated space practiced in everyday life. This strip is heavily populated by street vendors who has ‘occupying schedule’ and continuously changes the patterns of occupation. They prefer to sell goods on the road instead of in the provided building. By midnight, the road is not accessible as the vendors closed off and sell their goods on the road. In the morning and afternoon, some vendors disappear and their former space has been used by other vendors to sell different goods. Through observation, urban morphological mapping and photographic analysis, this paper uncovers the fluid uses and meaning of the space.
