Abstract

Development plan of monorail and tramway in Surabaya City aimed to encourage the movement based transit. TOD (Transit Oriented Development) is model for integration of transportation and land use in order to encourage the transit ridership. The result of study in worldwide show the success of TOD application in increasing the usage of transit mode by developing policies on land uses around station/terminal. Therefore, it needs to adopt TOD in transit area of Surabaya City to achieve the sustainable transportation. This study conclude criteria of TOD that can be applied in transit area of Surabaya City are mixed land uses, high intensity of activities around station/terminal, integrated design of circulation and road network, and pedestrians/cyclists friendly design.Development plan of monorail and tramway in Surabaya City aimed to encourage the movement based transit. Abstract

Fuel oil and transport is important to study because it relates to the environment and the local economy, nationally and globally. Fuel  for urban transport is influenced by the number and density of population. The purpose of the study is to analyze the population density of the city and fuel consumption/capita for metropolitan cities in the world, in Indonesia, the metropolitan city of Semarang and large city of Surakarta. The analysis is performed using bivarate. Metropolis developed countries shows: the more densely populated cities, fuel consumption/capita is the lower. For Indonesian cities and metropolitan cities of Semarang and Surakarta big show: the more densely populated city, fuel consumption does not always decreased. To be efficient fuel consumption city, the city's transportation system using mass public transportation and land use arrangements made compact. Efficient fuel consumption, can improve the health and economy of the State.

Abstract

Land use change can be predicted by spatial modeling. One of spatial method to predict land use change is CLUES (Conversion of Land Use Changes and its Effect at small regional extent). The objective of the research is to determine factors that influence land use change in Kabupaten Majalengka and to predict its land use in the future. Data applied in this research project was biogeophysic, socio economic and existing land use data of Kabupaten Majalengka. Eight land use classes applied were shrub, forest, pond, dry land agriculture, pasture, settlement, and plantation and rice field. Land use classes were dependent variables; and biogeophysical and socio economical data were independent variables.  Binary logistic regression was applied to determine influenced factors to land use change. Factors that influence of type of land use’s occurrence were different for each type of land use. The value of the factors was used as an input in land use modeling using CLUES.  Scenario that used were scenario with land use change rate same as previous change. The simulation was applied for 12 years with the baseline data in the year of 2009. The simulation result shows that the land use types of shrub, forest, and plantation are decrease. The area that increased are land use types of dry land agriculture, settlement and rice field; however land use types of pond and pasture are remain constant.

Abstract

Kendari city is one of the autonomous regions in Southeast Sulawesi province, so Kendari continues to improve its economic growth. Although as a city, the economic activities in Kendari still has the characteristics of the livelihoods of rural population is engaged in the production of primary sectors such as agriculture and fisheries. The purpose of this study is to determine the pre-eminent economic clusters based on characteristics of the districts in Kendari and generate superior economic cluster map.The research was conducted from July to Sep-tember 2010 in all districts in Kendari. That is descriptive quantitative research methods, analysis techniques used in determining the basis of economic analysis Quotient Location (LQ) and to determine the economic contribution of each sector were analyzed descriptively supe-rior.The results showed that in accordance with the potency and characteristics of the districts in Kendari there are four leading economic clusters: (1) agriculture cluster (crops, horticulture and plantation), covering several villages in the Abeli district , Poasia district, Man-donga district and Puuwatu district ; cluster and marine fisheries (aquaculture and capture fisheries), covering several villages in the Abeli district, and Poasia district and Kendari district, (3) industry clusters, (a) the industrial processing of fishery and agriculture include Abeli district, Poasia district, Kendari district and Western Kendari district, (B) food and beverage industry include Kendari district and West-ern Kendari district , (c) furniture and handicraft industries include Baruga district, Kadia district, and Puuwatu district. Cluster servicesand trade covers several villages in Mandonga district, Wua-Wua district, Kadia district, Kendari district, Kambu district and Baruga district.

Abstract

Menciptakan kota berwawasan lingkungan dapat diupayakan dengan mengurangi volume kendaraan, misalnya melalui penggunaan angkutan umum massal atau penggunaan kendaraan ramah lingkungan. Penggunaan sepeda sebagai kendaraan ramah lingkungan di Jakarta, telah diinisiasi oleh komunitas yang menerapkan gaya hidup berwawasan lingkungan, misalnya komunitas B2W (Bike to Work). Sepeda menjadi pilihan menarik karena biaya operasionalnya yang murah, dan kesanggupan memperpendek waktu tempuh di jalanan yang macet, serta kemampuannya bermanuver di sela-sela kendaraan lain. Namun sekarang ini jalur khusus sepeda, maupun lahan parkir khusus sepeda di per-kotaan masih terbatas. Akibatnya, muncul ancaman terhadap keselamatan pengguna sepeda, karena harus berkendara pada kondisi jalan tanpa pemisah jalur kendaraan bermotor dan tidak bermotor. Akibatnya ada okupansi pedestrian menjadi jalur sepeda, yang akhirnya mengancam keselamatan pe-jalan kaki. Banyak hal patut dipertanyakan. Apa urgensi jalur sepeda pada pengembangan infratruktur jalan di perkotaan? Apakah kemudian upaya pengembangan jalur sepeda tidak akan menjadi hal yang kontra produktif dalam penataan ruang? Mengingat, penciptaan kota berkelanjutan melalui perenca-naan dan pengelolaan sistem transportasi baru efektif jika terintegrasi dengan strategi pengelolaan penggunaan lahan dan lingkungan. Alokasi jalur sepeda di perkotaan bukanlah upaya yang berdiri sendiri, namun harus menjadi salah satu bagian yang tidak terpisahkan dari rangkaian strategi pem-bangunan berkelanjutan yang dilakukan secara simultan.

Abstract

Historic-Religious Kampung refers to the historical urban kampung which has an artifact or tradition of religious ritual. This type of kam-pong is able to grow independently because of the spirit that comes from its religious tradition, which in turn generating the resident’s and migrant’s economic activities. Currently there is an argument that formalism and universalism of the physical forms and the demolition of urban kampung have alienated the local spirit and culture. The socio-spatial-economic approach on to the historic-religious kampung case presented here will be significantly contributing to the preservation of the local spirit (Genius Loci). This paper is based on the empirical study of historic-religious kampung Luar Batang (Jakarta, Indonesia) which hopefully will be able to uncover the relationships between the local spirit and spatial structure. Dialogues based on the comparative study with the other similar kampung have been carried out as an attempt to conceptually formulate the significant aspects that would be useful for consideration in environmental regulation planning and maturation process, especially for the historic-religious kampung settlements in urban areas in Indonesia and other similar contexts.

Abstract

A town ought to have clarity at its planning structure so that the town can give strong picture and image to its public. For the purpose required by existence of town planning structure which covers its functions and visual aspect which be each other related to give clarity.  Structural of the town planning among others can be observed visually by through an observation in doing movement of one point to point of others in town.  In this study, observation performed at town planning structure of Jayapura by doing observation to structural elements of town planning which there have. Observation there performed visually alongside main road which connects downtown of Jayapura-Abepura-Waena. From result show that town planning structure of Jayapura has one regulating elements in the form of kurvalinier main road which connects downtown of Jayapura-Abepura-Waena. Some of the structural elements of town planning which there have can give picture of strong image, but some elements between it needs arrangement in hope that can give optimal clarity. Result of this study recommends arrangement concept of serial vision at town planning structure of Jayapura according to its hierarchy.

Abstract

The purpose of this study was to analyze the regional typology, the leading sectors and the potential of fish resources in Biak Kapet (Integrated Economic Development Zone). The tools of analysis used were Klassen Typology, LQ/SSA/Overlay methods and Maximum Sustainable Yield (MSY). Results of this study show that Biak Kapet can be classified as a less developed region on the aspect of economic growth and income per capita. However, with regard to human development index (HDI) and economic growth, it occurs to be fast growing except Waropen Regency (Kabupaten). Waropen and Supiori Regencies have agriculture, industry, construction, and services as the leading sectors while Nabire, Yapen and Biak Numfor Islands have competitive and comparative sectors. Regional development of the Kapet should be based on the local potential of each subregion. So, every regency in the Kapet should develop its local potential supported by the land carrying capacity. The highest level of land carrying capacity for agriculture sector is in Nabire Regency, and the lowest is in Supiori. In addition to resources that have been being utilized by every regency in Biak Kapet, there are also common pool resources (CPRs) not yet developed integratively. It is the sea, which has the potential of fish resources although with fluctuating levels of maximum sustainable yield. Nevertheless, the potential can be relied upon to improve economic growth and income per capita of every subregion in Biak Kapet.

Abstract

The Special Economic Zones for Maritime Industries in Paciran District would create a new activity center in North Lamongan. Indications of rapid development in the northern of Lamongan Region made this district strategic in spatial and economic context, however there was no policy of Lamongan Local Government to regulate land use and control land use development in the Paciran District related to the Economic Zone. The purpose of this study were to identify the characteristics and development of land use in Paciran District Year 1999-2010, to analyze the physical potency and constraints of land and provide land-use zoning recommendations in Paciran district related to the planning of Maritime IndustriesSpecial Economic Zones. Descriptive analysis aimed to identify the characteristics and development of land use, evaluative descriptive analysis was used to evaluate the land policy, the the physical potency and constraints of land and land suitability. Evaluative analysis was used to determine the need for housing land and facilities. Prescriptive analysis was used to determine land use zoning. The results of this study showed that the development of land use in Paciran District was still dominated by unbuilt area, so it has great potentialstodevelopindustrial estates. Based on the analysis, Paciran District should be divided into 13 blocks. For zoningrecommendations, Paciran District was divided into seven main zones, they were: the zone of protected areas, agriculture zone, residential zone, industrial zone, mining zone, forest zone and tourism zone. Zoning of industrial land in Paciran District related to the planning of KEK will be directed to the development of shipyard maritime industries in the village of Kemantren (Block 10) and Sidokelar (Block 11), which covers an area of 540.57 hectares.

Abstract

It should be questioned especially by scholars in the field of planning that until now planning documents in Indonesia (development or spatial plan) produced with public money, is it already reflecting or relevant to the need of the community? This provocative question got enough attention, now adays. As the evidence, the government has been introducing and applying various participatory planning approaches to ensure greater opportunities for people to take part in decisions making process. One of these is the Community-Based Neighborhood Development Planning Program or in Bahasa Penataan Lingkungan Permukiman Berbasis Komunitas (PLP-BK). This paper try to describe a research result aimed to examine the extent of participatory concepts are applied in the program and then identify obstacles and challenges will be found. Research is conducted by qualitative approach; the case study method was used to take the case of implementation program in PLP-BK in Pringapus Village Semarang District, which is one of 18 pilot projects in Indonesia.From the research conducted, it can be concluded that the participatory approach applied in PLP-BK implementation in the study area had given a great authority for the community in making planning decision, but it still in the spatial rules. Further, this research grouped 2 major issues which still get attention to improve program performance in the future. First, the clarity of the scope of PLP-BK problem program which should be more pointed at the scale of environmental problems, second the full participatory planning contains conflict between the need for Participatory Planning Expert (TAPP) who has competence not only in spatial planning but also on the method of participatory planning becomes urgent.
