Abstract

One of the handling strategies towards achieving the SDG Agenda is the 11th goal at the moment, namely environmentally sound development. Tibang, as a residential area in the city of Banda Aceh, has implemented a program from the city government that leads to environmentally sound settlements by applying the eco-village concept. This step has received support from the government in the form of policies and the existence of community institutions that care about the environment but have not been implemented optimally. Based on the problem in this study, how is the assessment of residential and residential areas in Tibang Village an embodiment of environmentally friendly villages? This study aims to assess the factors that influence housing and settlement areas in realizing the concept of the eco-village in Tibang Village. The method used is descriptive quantitative method with factor analysis, which has 82 respondents. By analyzing using the method of assessment and weighting analysis, the results obtained indicate that Tibang settlements need to be improved, especially in maintaining the preservation and environmental quality that can be realized through space utilization and community involvement in environmental preservation. Recommendations addressed to the community to increase the utilization of residential space efficiently and optimize the role of community groups concerned with the environment by embracing all levels of society and participating in realizing the eco-village concept.

Abstract

Low-income communities tend to live in the urban village areas (defined as ’kampong’), which presence isprevalent in several major cities in Indonesia. Kampong is a neighborhood or residential area of low-incomepeople with poor physical conditions. Kampong is a traditional neighborhood which is marked by the features ofclose-knit relationships (Herbasuki, 1984). The legitimate land ownership motivates the people to build anddevelop houses and neighborhoods, in accordance with the economic ability of the family. Housinginfrastructure development that is generally taking place in the Indonesian kampongs are commonly carried outby the kampongs’ residents together with the municipal government. This has been the common practice in orderto sustain and prevail the existence of the kampongs.This paper is the result of a study on the effects of infrastructure development that are viewed from theperspectives of physical conditions of the kampong as well as the socio-economic conditions of the communitiesin Kampong Kanalsari, Semarang, Indonesia. With the use of a mixed-methods approach coupled with aquantitative analysis, the outcomes of study are as follows: 1) residents of kampongs evidently have highmotivation to prioritize on the development of infrastructure; 2) there is a high level of social quality, whichproves that the character of the people who have harmonious society have and still survive in KampungKanalsari; 3) the development and improvement of village infrastructure that are conducted independently andby non-government institutions positively impacts the physical conditions of the housing environments, socialand economic conditions of the community. The influence of social conditions occupies the highest level becausethe development is carried out independently, based on the aspirations, interests and needs of the community,which ultimately provide benefits and advantages for the kampong’s residents. This influence would directlyaffects the community as it increases their motivation to build and improve the housing conditions andenvironmental sustainability in order to ensure security and liveability of the residential area.

Abstract

Chinatown is a component of the urban area which has many unique possibilities and store a wide variety issuesrelated to its area development and social culture. Chinatown in Semarang is one area that has a specialtreatment from the local government of Semarang where it has a high commercial and cultural value. The areahas some issues that are often experienced by urban settlements in the high building density that causes thedifficulty of procuring open space and green open spaces, some of the environmental infrastructure damage suchas potholes, clogged channels to rubbish strewn everywhere. The purpose of this study was to assess theenvironmental quality of settlements in the Chinatown area of Semarang. General approach used in this study isa quantitative approach. While the analytical techniques used in this research is descriptive statistics, withdescriptive techniques of quantitative, qualitative and descriptive descriptive and comparative analysis ofweighting as an analytical tool used to support the analysis. The results of this study is the quality ofneighborhoods in the city of Semarang's Chinatown area belong to the category of Medium with a value of 50 inunits of percent. This value is derived from the analysis of public facilities and infrastructure conditions of theenvironment area, the analysis of the physical quality of the built environment, and public awareness of theenvironmental analysis has been done before, where all of the analysis is at a Moderate category. This indicatesthat the need to increase the quality of neighborhoods Chinatown area, in anticipation of a decline inenvironmental quality. A good public awareness of the environment in which they live will be able to preventdegradation of Semarang's Chinatown neighborhood area can even improve the quality of the settlements in theregion.

Abstract

Magetan Subdistrict increased intensity of the development potential violations in construction. To prevent violations of applicable land use regulations to obtain Building Permit called Technical Recommendations which contains provisions - such provisions, Provisions Building, Line Worth. Objective studies examined the function, role and position of Technical Recommendation. The method used is descriptive analysis includes analysis of violations Technical Recommendation, analytical understanding of the citizens of the spatial and Technical Recommendations, performance analysis Technical Recommendation, the analysis of the potential of the region, the analysis of the effectiveness of the Technical Recommendation as controlling land use, while also using correlation analysis to determine relationship factors - factors influence the change of land use with the Product Moment correlation Analysis (Pearson). Results of the study is that the performance factor Technical Recommendation strong influence on land use changes in the district Magetan with a coefficient of 0.000 and a correlation coefficient Significance 0652. To factor people's understanding of spatial and technical recommendations have a very low correlation to changes in land use that with a correlation coefficient of each - each of 0138 and 0220. Violations are violations Line Border Fences and buildings, so that the Technical Recommendation is still not able to function as a controlling land use. Recommendations is necessary to improve the provisions of Technical Recommendation, more intensive socialization, supervision and control of the building in violation, as well as implementing enhanced performance.

Abstract

Surakarta City Government has been designing its transportation system towards green transportation as a part of the eco city concept developed for the city in 2010. This study conducted evaluation on Surakarta City’s transportation system in its efforts to realize sustainable transportation in the city. This study employed quantitative approach through 3 analyses, comprising: (1) transportation system analysis regarding the system of activity, movement and network, (2) sustainable transportation analysis regarding transportation economic, social and environmental impacts, and (3) green transportation analysis regarding policy, mode choice and concept implementation. System evaluation analysis showed that the implementation of green transportation concept to realize sustainable transportation has been ‘quite successful’. Sustainable transportation analysis showed that the concept implementation has been ‘quite good’ and representative towards green transportation. However, the realization of green transportation is not to be recognized as ‘good’ due to many drawbacks in many aspects. This study found a need for an official document which explains, directs and regulates the implementation of green transportation concepts in Surakarta City.

Abstract

The existence of educational activities in the Tembalang sub-district consequence the emergence of other activities to support educational activities, among other activities of living, trade and services and so on. The diversity of activity and increasing numbers of migrants implies built up area increasing for housing  and  supporting  facilities  and  infrastructure.  The  purpose  of  this  study  is  to  explain  the influence of built up area development to the quality of the settlement environment in the Tembalang educational  area.  This  study  uses  quantitative  methods  by  using  analytical  techniques,  including identification, correlative analysis, and descriptive analysis. Built up area developments in settlement area of Tembalang   from 2006 - 2010  increased for 48% (27 395  m2) from the  conditions at the beginning of the year 2006 with an average increase for 6848.77 m2 or about 12% of the area in 2006.  The  quality  of  settlement  environment  viewed from  the  physical  aspects  including  building density  conditions,  the basic coefficient  buildings, settlement  infrastructure and settlement  facilities show conditions are quite good quality. The condition of built up area development give a positive influence on scores from the quality of settlement environment by the equation Y = 0,256 x – 0,30. This means required at least 2% of built up area development which increase the quality of settlement infrastructure to improve the quality of settlement environments.

Abstract

The urban village is a settlement that was established in the early period of the formation city and is the embryo of Semarang. Melayu Village is a heritage area where the existing heritage assets is inseparable from the history of the past. The enviromental of Melayu Village is quality conditions suffered environmental degradation because the threat of catastrophic tidal flood, the level of residential density is high, and there are several old buildings that were damaged. Assets contained in this region shows the evolution of human life and settlements from time to time that are still functioning properly. The purpose of this study to assess the potential in Melayu Village as a heritage area. This study uses descriptive quantitative and spatial analysis. The results of this study indicate that RW IV and RW VII are potentially as a heritage district with a score of 2.4 that characterized by a socio-cultural conditions that their religious activities in the form of cultural activities. This is also supported by the discovery of artifacts buildings in RW VII that Layur Tower Mosque and Shrine Kam Hok Bio who survived and functioned until today. Based on the potential of Melayu Village already should be protected as a heritage area.

Abstract

The needs land for urban housing construction was increasingly difficult andmore pricey, so for low-income communities for able owned a house was not easy.Limited of land in an urban area, especially in small cities such as Salatiga, its land wasnot all can be used in housing constructions. This condition needed an interventionfrom the local government to facilitate their needs for housing could be fulfilled. Basedon the problems, the goals of this research studied a providing of land for decent andaffordable housing for low-income communities in Salatiga. The method used was amixed method with a sequential explanation strategy, that is by overlaying secondarydata on the land potential map from various sources that can be used for decenthousing with primary data, such as interview and document review with localgovernment to reduce of housing cost. The results of the study figure out that housingused a land owned by the village government can be affordable for low-incomecommunities with price less expensive below the standard set by the government.

Abstract

Pudakpayung Sub District is the southest in Banyumanik District of Semarang City. This area is a Urban Fringe Area with high population growth and development area for human settlement. But not supported by good facilities and infrastructure. This research is aiming to see the availability and quality of facilities and infrastructure in this urban fringe area. So, this research can give the recommendation about availability and quality of facilities and infrastructure, especially in urban fringe area. This research will identify changes the pattern of human settlement and then identify the availability, quality, and distribution of neighborhoods facilities and infrastructure. The research method used in this research is quantitative descriptive method. The analysis uses the quantitative descriptive analysis with the provisions of SNI 03-1733-2004, scoring with a Likert scale, and spatial mapping. The result of this research indicate changes the pattern of land up and indicate the availability, quality, and distribution of every facilities and infrastructure.

Abstract

Land limitations in urban areas have caused low-income communities unable to easily own a house. The high price of land has become the most influential factor in house prices, not including the costs for the facilities and infrastructure construction. Salatiga as a small city in Central Java in providing housing for civil servants has collaborated with all stakeholders. This study aims to form a stakeholder collaboration model in the provision of affordable housing for low-income communities in Salatiga. The research method used is qualitative, which explores data from the informants involved in the construction of housing for civil servants and the analysis technique used was stakeholder analysis and qualitative descriptive analysis. The results of the study formulated that stakeholder collaboration in providing housing for civil servants in the Salatiga City consists of three group of stakeholders, namely, key, main and supporting stakeholders. Key stakeholders were the Mayor as the party who recommended the release of the government land assets to the community, Regional House of Representatives of Salatiga as the party who give agrement of disposal assets, and the civil servant housing development coordination team, namely members of KORPRI who coordinate all housing development implementation activities. The main stakeholders were civil servants as prospective homeowners. Supporting stakeholders were developers and local government agencies that provide construction program in the construction of houses, facilities, and infrastructure in the Prajamulia and Prajamukti housing in the Salatiga.
