Abstract

Masyarakat dalam memanfaatkan pelayanan publik dari ASN di Kecamatan Pudak sering mendapat pelayanan yang kurang memadai. Masyarakat bertanya terlebih dahulu atau harus pulang karena syarat-syarat untuk mendapatkan pelayanan kurang lengkap disebabkan tidak ada papan petunjuk yang menunjukkan dan menerangkan tentang proses, prosedur dan biaya pelayanan.

Abstract

Komponen infrastruktur pada dasarnya sangat banyak, salah satunya yaitu drainase. Drainase merupakan bangunan air yang berfungsi untuk membuang kelebihan air sehingga genangan air dapat dicegah. Drainase di Kota Surakarta, khususnya di Kelurahan Sewu mengalami penurunan kapasitas sehingga muncul genangan air di musim hujan. Genangan air di Kelurahan Sewu tidak mengalami perubahan dari waktu ke waktu dibandingkan Kelurahan lain di kota Surakarta. Penelitian ini mendeskripsikan Responsivitas Dinas Pekerjaan Umum dan Penataan Ruang (DPUPR) Kota Surakarta dengan indikator Dwiyanto: ada atau tidaknya ada keluhan masyarakat, sikap aparat dalam merespons keluhan masyarakat, tindakan aparat untuk memberikan kepuasan pelayanan kepada masyarakat, dan penempatan pengguna jasa oleh aparat sistem pelayanan yang berlaku. Pengumpulan data menggunakan metode wawancara dan teknik pengambilan sample menggunakan teknik purposive sampling. Hasil penelitian ini menunjukkan tingkat responsivitas DPUPR Kota Surakarta tergolong sedang. Pelayanan infrastruktur drainase masih menimbulkan keluhan dari masyarakat. Dalam merespon keluhan masyarakat, DPUPR bersikap terbuka dan cermat. Dalam tindakan penanganan, DPUPR sudah cukup baik. Dalam menempatkan masyarakat melalui sosialisasi, DPUPR masih jarang dilakukan. Agar tingkat responsivitas DPUPR dapat ditingkatkan, perlu adanya pendidikan dan pelatihan bagi para staf, serta peningkatan sosialisasi kepada masyarakat.

Abstract

The Land Office as a public service office is also demanded to be able to always provide the best service for the society, one of them is land stewardship. This is stated in Article 14 and Article 15 of Law Number. 5 of 1960 concerning the Basic Rules of Agrarian Principles Jo, Article 33 of Law Number. 26 of 2007 concerning Spatial Planning in which spatial use refers to spatial plans implemented with land use, water use, and air use. The objective to be achieved in this study is to determine whether there is an influence of service quality on society satisfaction in the service of Land Technical Considerations (PTP) in the context of permission to change land use at the Karanganyar District Land Office.The type of this research is research with a quantitative descriptive approach. The study was conducted at the Land Office of Karanganyar Regency.The unit analysis of this study is the Land Management Section which provides services to the community related to Land Technical Considerations (PTP). This research uses simple random sampling technique. Based on data collection activities that have been carried out in March to April, the number of respondents is 50. The data used are primary data and secondary data. Data collection techniques using a questionnaire.The results of the study began with data validity using a r table comparison of 0.165 which found all valid data followed by multiple linear regression tests showed that partially reliability (reliability) had a significant effect on community satisfaction with a significance level (0,000)

Abstract

Tujuan penelitian ini untuk mendeskripsikan dan menganalisis implementasi kebijakan Peraturan Menteri Riset, Teknologi, dan Pendidikan Tinggi No. 14 Tahun 2019 dalam meningkatkan kinerja tenaga kependidikan. Teknik pengumpulan data menggunakan wawancara, dokumentasi dan observasi. Teknik analisa data menggunakan analisa data kualitatif. Hasil penelitian menunjukkan bahwa komunikasi dalam pemberian tunjangan kinerja pegawai di ISI Surakarta sudah berjalan dengan baik, dimana sudah memiliki transformasi informasi yang jelas melalui sosialisasi kepada pelaksana dan tenaga kependidikan. Sumber daya manusia memiliki kualitas yang baik serta terpenuhinya dukungan sarana dan prasarana. Disposisi pihak-pihak dalam implementasi kebijakan memiliki pengetahuan dan pemahaman yang baik, yang menerima tugas dan tanggung jawab serta komitmen yang tinggi, jujur dan bertanggung jawab. Struktur birokrasi implementasi kebijakan sudah melakukan pembagian pekerjaan sesuai tugas pokok dan fungsinya, terjalin koordinasi antar pelaksana dengan baik hanya saja belum ada SOP dalam implementasi Permenristekdikti No. 14 Tahun 2019.

Abstract

Tujuan penelitian ini untuk mengetahui pengaruh kepemimpinan dan motivasi baik secara parsial maupun simultan terhadap kinerja perangkat desa Kecamatan Ngrayun Kabupaten Ponorogo. Penelitian ini menggunakan metode kuantitatif yang menitikberatkan pada jenis penjelasan (explanatory). Populasi seluruh perangkat desa di Kecamatan Ngrayun berjumlah 99 orang, dan semuanya dijadikan responden. Teknik pengumpulan data menggunakan kuesioner. Uji instrument menggunakan uji validitas dan reliabilitas. Teknik analisis data yang digunakan deskriptif, regresi linier berganda, uji t, uji F, dan koefisien determinasi (R²). Hasil uji validitas dan reliabilitas menunjukkan bahwa semua pernyataan mengenai kepemimpinan, motivasi, dan kinerja perangkat desa dinyatakan valid dan reliabel. Hasil penelitian menunjukkan variabel kepemimpinan dan motivasi secara parsial dan simultan berpengaruh significant terhadap kinerja perangkat desa di Kecamatan Ngrayun. Besarnya pengaruh variabel kepemimpinan dan motivasi terhadap kinerja sebesar 45,6% dan sisanya sebesar 54,4% dipengaruhi oleh variabel lain yang tidak diteliti.

Abstract

Kurangnya kualitas dan kuantitas petugas menjadi penyebab utama belum optimalnya pengelolaan pajak reklame. Hal tersebut mengakibatkan pada tahapan pendataan pajak reklame belum maksimal. Masih banyak obyek reklame illegal yang belum terdata baik dalam hal perijinannya maupun dalam penetapan sebagai obyek pajaknya. Namun demikian, secara keseluruhan pengelolaan pajak reklame telah berjalan dengan baik. Hanya perlu adanya peningkatan dan pengembangan di beberapa poin seperti peningkatan kualitas dan kuantitas sumber daya manusia. Selain itu, peningkatan pada sarana dan parasarana yang menunjang kemudahan dan kecepatan pelayanan dengan berbasis digital atau berbasis teknologi informasi.

Abstract

This thesis is motivated by the need for construction workers in Ponorogo Regency who must have work competency certificates such as Work Skills Certificate. Based on data from the Public Works, Housing and Settlement Service (PUPKP) of Ponorogo Regency in the past three years there are around 700 construction workers, but there are more than 500 construction workers who are still in the process of obtaining Work Skills Certificate (SKT). This study aims to describe and to analyze the implementation of coaching and empowerment of construction services in the management of the construction workforce at the PUPKP Office of Ponorogo Regency. The theory used to analyze the implementation of development and empowerment of construction services in managing the workforce at the PUPKP Office of Ponorogo Regency uses a model of public policy implementation according to Van Metter and Van Horn. This study uses a descriptive method with a qualitative approach. Research informants using purposive sampling technique. Data collection techniques using observation, in-depth interviews, and documentation. The data analysis technique used interactive analysis consisting of data reduction, data presentation and conclusion drawing. The validity of the data used source triangulation. The results of this study were obtained from six indicators of public policy implementation according to Van Metter and Van Horn, showing that it fulfills expectations, where the performance of the construction workers who are fostered can be more skilled, competent and can improve the quality of their work.

Abstract

The birth of Law Number 6 of 2014 concerning Villages has placed the position of the village as a customary law community unit in accordance with the rights of the origin of the village, so that village autonomy is recognized and respected in the government system of the Unitary State of the Republic of Indonesia.Village Funds are funds sourced from the State Revenue and Expenditure Budget allocated to Villages which are transferred through the district / city Regional Revenue and Expenditure Budget and used to finance government administration, development implementation, community development, and empowerment. The purpose of this study was to determine how the effectiveness of the use of village funds for economic development and empowerment of rural communities in the Pulung district, Ponorogo district.This research is motivated by the existence of problems related to the governance of village funds. The level of budget absorption, but in terms of the accountability report, has not carried out village financial administration properly. On the basis of these problems, this study aims to analyze the implementation of village funds in 2020 in Pulung District, Regency. Monitoring theory in this study uses Dunn in (1981) that the implementation of village funds must be based on honesty and legal accountability, process accountability, program accountability and policy accountability.This study uses a descriptive method with a qualitative approach. Research informants using purposive sampling technique. Data collection techniques using in-depth interviews and documentation. The data analysis technique used is interactive analysis consisting of data collection, data condensation, data presentation and conclusion drawing.

Abstract

This study aims to describe and analyze the factors that influence the delay in determining the Village Revenue and Expenditure Budget. The type of research used is qualitative research with the opinion theory of Subechan et al (2014) and Natalia Gradiana Aunsuni (2019). Indicators of factors that influence the delay in determining the Village Revenue and Expenditure Budget are commitment factors, coordination factors, competency factors and infrastructure. Methods of data collection are carried out through interviews, observation and documentation. The results showed that the delay in determining the Village Revenue and Expenditure Budget that occurred in Wagir Lor Village, Ngebel District, Ponorogo Regency was influenced by the Commitment of the Village Head and Village Consultative Body which was still not optimal, the coordination of the Village Head with the Devices was not fully running well, the Competence of Village Officials showed some still do not understand their main duties and functions, the existence of Village Office Facilities and Infrastructure is an important factor in the activities of implementing Village Government.

Abstract

The results showed an evaluation of the implementation of Non-Cash Food Assistance (BPNT) using William Dunn with six variables, namely effectiveness, efficiency, adequacy, leveling, responsiveness and accuracy, namely: BPNT implementation starts from the stages of registration or account opening, education and socialization. , distribution, and purchase of goods at e-warong and Bank BNI 46. Achievement of BPNT implementation results, seen from BPNT objectives, is still not optimal for all BPNT KPM. The assessment of the implementation of BPNT in Dayakan Village, Badegan District, Ponorogo Regency based on William Dunn's theory is the effectiveness of achieving BPNT goals, efficiency of distribution time and the number of e-warongs or BNI 46 agents who facilitate the purchase of goods, criteria for the leveling of BPNT program recipients, and responsiveness criteria for problem handling not good. Meanwhile, the criteria for the adequacy of the results / benefits of BPNT that are felt by the poor to meet food needs and the criteria for BPNT's accuracy in answering the problems of poverty and hunger faced by the poor are quite good.
