Abstract

This research is motivated by problems related to the management of village funds. The level of budget absorption and also management which continues to experience positive increases from year to year, but in terms of the accountability report, it has not carried out village financial administration properly. On the basis of these problems, this study aims to analyze and describe the accountability of village fund management in Nglurup Village, Sampung District, Ponorogo Regency in 2019. The accountability theory in this study uses Ellwood in Mardiasmo (2009: 21) that the management of village funds must be based on honesty and accountability. law, process accountability, program accountability and policy accountability. This study uses a descriptive method with a qualitative approach. Research informants using purposive sampling technique. Data collection techniques using in-depth interviews and documentation. The data analysis technique used is interactive analysis consisting of data collection, data condensation, data presentation and conclusion drawing. The results showed that the Nglurup Village Government in managing village funds had shown accountability, both from the dimensions of honesty and legal accountability, process accountability, program accountability and policy accountability.

Abstract

Penanganan corona virus / Covid 19 di Indonesia melibatkan berbagai institusi lintas sektoral, baik pemerintah pusat maupun pemerintah daerah. Gugus tugas Covid 19 dibentuk sebagai upaya penanganan secara berkelanjutan, terutama untuk memantau serta menekan angka jumlah orang yang terinfeksi. Bahkan covid 19 dinyatakan sebagai bencana nasional. Kemendes PDTT melakukan beberapa terobosan kebijakan antara lain intruksi pembuatan relawan satgas covid 19 ditingkat desa. Tujuan penelitian ini mendeskripsikan dan menganalisis peran yang dilakukan pemerintah Desa Sambirembe, Kecamatan Kalijambe, Kabupaten Sragen dalam penanganan Corona Virus Diseases 19. Peran pemerintah merupakan gerak aktualisasi kedaulatan Negara dalam mencapai tujuanya yang dikendalikan oleh norma dan nilai dasar dalam hubungan interaksi dengan lingkungan. Coronavirus yang menjadi etiologi Covid-19 termasuk dalam genus betacoronavirus. Hasil analisis filogenetik menunjukkan bahwa virus ini masuk dalam subgenus yang sama dengan coronavirus yang menyebabkan wabah Severe Acute Respiratory Illness (SARS). Regulasi tingkat pemerintah pusat dan daerah di tindaklanjuti oleh pemerintah desa. Selain itu pemerintah desa menindaklanjuti pembentukan program jogo tonggo yang di gagas oleh pemerintah provinsi jawa tengah. Peran dinamisator lebih pada melibatkan masyarakat dalam penanganan covid-19. Pemerintah desa menggunakan mobil keliling untuk mensosialisasikan penanganan covid-19. Pemerintah desa memperhatikan aspek fasilitas penanganan covid-19 yang meliputi bantuan masker, handsanatizer, penyemprotan cairan disenfektan, pengadaan tempat cuci tangan pada fasilitas publik, hingga bantuan sembako kepada masyarakat prioritas terdampak covid-19. Penanaganan covid-19 dari segi peran katalisator dengan melibatkan pihak di luar pemerintah desa ialah tugas pembantuan. Sebagai contoh tugas pembantuan dari puskesmas, karangtaruna hingga unsur tokoh agama atau masyarakat.

Abstract

This research aimed to study factors succeeding as well as inhibatingcollaborative governance in developing blankon handicraft. The researchemployed seven indicators to measure the degree of success and of failuresaffecting collaborative government. 1) Network structure; 2) Comitment tocommon purpose; 3) Trust among the participants; 4) Access to authority; 5)Distributive accountability/responsibility; 6) Information sharing; and 7) Accessto resource. Qualitative research approach was used in this study. Researchresult showed that the implementation of collaborative governance indeveloping blankon handicraft was not optimally obtained due to: a)Collaborative government was not decided under the letter of memorandum ofunderstanding. b) In implementing collaborative governance the commitment ofauthority depended on each stakeholder. Thus, there was no clear networkstructure. The seven indicators employed for analysing collaborativegovernance research result showed that: 1) Network structure had alreadyworked, however, it did not optimally work due to that there was no decisionunder the memorandum of understanding. 2) Commitment to common purposeamong the stakeholders had already agreed among the stakeholers, however, itwas only coordinative in nature. That is why, the common commitment can bedenied; 3) Trust among the participant. There was no full trust among theparticipants; they are duobtful. 4) Access to authority done according theexisting authority and according to each task; 5) Distributive accountability orability to respond did not happen among related institutions, but it dependedupon each institution and each did not influence among others; 6) informationsharing has already worked; information was easily accessable; 7) Access toresource only worked for the governmental and corporate instituions since theyhad enough resources, but on the other hand the stakeholder, i.e. thehandicrafters and their assiciations did not have enough resources.Key words: Collaborative governance, Network structure; Commitment to commonpurpose; Trust among the participants; Governance; Access to authority;Distributive accountability/responsibility; Information sharing; Access toresource.

Abstract

Work performance is importance issue since the measurement of organizationalsuccess is the degree of work performance. Objective of this research isstudying the influence of leadership, work environment, and work motivationtoward civil servants’ work performance in Sukoharjo Regency EmploymentAgency. Population of this study is all employees working in Sukoharjo RegencyEmployee Agency. Total number of the employee are 41. Quantitative researchmethodology was employed in this study. Regression statistical techniques usingsimple as well as multiple regression was used to test the hypothesis. Datashowed that leadership and work environment simultaneously influenced workperformance. Work environtment and work motivation also found simultaneouslyto have influence upon work performance. Based on F test research resultindicated that leadership, work environment, and work motivation havesimultaneously influence toward work performance. It also showed that R2 is0.949, it means that 94.9% of civil servants’ work performance in SukoharjoRegency Employment Agency explained by leadership, work environtment, andwork motivation simultaneously.Key words: leadership; work environment; work motivation; civil servants’ workperformance.

Abstract

Sub-district of Serengan Office is one of the office located in Surakarta UrbanArea performs public services is demanded to work prfessionally and should beable to respond the public aspiration and the environmental changes. In order toincrease the civil servants performance, it can be done by performingprofessional leadership style, creating good work environment, and a high anddirected work motivation. This research aimed to analyse partially as well assimultaneously the influence of leadership style, work motivation, and of workenvironment toward civil servants’ work performance. The research wasconducted in Serengan Sub-district Surakarta Urban Government. Quantitativeapproach was used in this study. The population of civil servants working in theSub-district of Serengan as much as 83 was surveyed. Statistical analysisemployed regression, including t test, F test, and finding the coefficient ofdetermination. Research result showed that: (1) There was a positive andsignificance influence of leadership style toward the work performance; (2) Therewas a positive and significant influence of work motivation upon the workperformance; (3) There was a positive and significance influence of workenvironment upon the work performance; and (4) There is simultant influence ofthose three indendent variables upon the work performance. Based on thefinding it can be concluded that the higher the influence of the degree ofleadership style, work motivation, and work environment, the more likely thehigher the degree of work performance, partially as well as simultaneously.Key words: Leadership style, work motivation, work environment, work performance.

Abstract

Hospital is a means for providing health service in order to increase the degree ofcommunity health which is needed by all community layers. That is why hospital isdemanded should be able to increase its service quality. This research wasintended to analyse the quality of service provided by the hospital studied fromselected five indicators. is health service user. Patient entitles to have primeservice which accords to the main objective of public service itself. Descriptivequalitative research type was used in this study. Respondents were selected on thebasis of accidental sampling. The respondents were selected without list ofpopulation; the respondets migh be medical doctor, nurse, clerical, or patient.Interview and document study were used for collecting the needed data. Interactiveanalysis model consisting of three elements i.e. data reduction, data display, andverification and conclusion drawing was used to analyse the data. Research findingindicated that quality of health care service for nonhospitalized patient treatment indr. Soehadi Prijonegoro Regional General Hospital in Sragen Regency according tofive selected indicators using in this study had already met the need and patient’expectation. Of five selected indicators had been able to fullfilled patient’ need.Five indicators needed by the patient mentioned include: building, means of healthservices, supporting medical kits, sufficient employees, dependability and ability inserving the patient, certainty of health service, administrative certainty in healthservice, fast respondability in serving patient’ need, hospitality and politeness,health service guarantee and administrative service, empathetic understanding,and heartly in serving. All of these gave trust to patient to have further treatment inRegional General Hospital of dr.Soehadi Prijonegoro.Key words: Quality of health service; health care; nonhospitalized patient treatment;

Abstract

Service for the Republic of Indonesia Pasport is one of the public service givenby the Immigration Office becomes community interest issue. It is due to thatmany people’s desire have not been fullfilled. This research was aimed todescribe the quality of service for the Republic of Indonesia pasport in the Officeof Immigration Class I in Surakarta. Theory of Service Standard put foward byMahmudi was used for measuring the service provided by the Immigration OfficeClass I. The measurement of service standard mentioned are as: simplicity,clarity, timeliness, accuracy, safety, responsibility, completeness of means,accessability, discipline, politeness, hospitality, and comfortability. Qualitativeresearch approach was used in this study. Interview, and docoment studytechniques were employed to collect the needed data. Purposefull samplingtechnique was used to select the respondents. Respondents were theemployees who were incharge to serve pasport and the pasport applicants.Validity of the finding was supported by the data or resource triangulationmethod. Interactive analysis model consisting of three elements i.e. datareduction, data display, and verification and data conclusion was used to analysethe data. Research result indicated that the provided services by the office whichwere categorized as good were the aspects of simplicity, clarity, accuracy,safety, responsibility, accessability, discipline, politeness, hospitality, andcomfortability. On the other hand, aspect of timeliness was considered to be notgood, since the standard of service to publish the pasport supposed only fourwork-day, but in fact the time longer than six work-day. It was due to the troubleof the online system, in which the online system sometimes was offline. Aspectof completeness was evaluated bad since there was no enough parking lotspace and the absence of public toilet.Key words: Quality of service; simplicity, clarity; timeliness; accuracy; safety;responsibility; completeness of means; accessability; discipline;politeness; hospitality; and comfortability.

Abstract

This research was intended to describe work performance of monetarymanagement and regional assets income office for increasing income on land andbuilding taxes in rural as well as in urban area in Sukuharjo Regency . The secondobjective of this research was investigating factors supporting in realizing increasing income on land and building taxes in rural as well as in urban area inSukuharjo Regency. Qualitative research approach was used in this study.Interview, observation, and docomentary study techniques were employed tocollect the needed data. Respondents of this research were some emplyees ofDPPKAD and some tax payers. Interactive analysis model consisting of threeelements i.e. data reduction, data display, and verification and conclusion drawingwas used to analyse the data. Research result indicated that: (1) Workperformance of DPPKAD employees related to the increasing of PBB-P2 found tobe high. It is indicated by the tax income was over the planned target; (2) Therewere some internal and external factors faced by the DPPKAD related to PBB-P2.Such internal factors included policy aspect, administrative system, inconsistency,and human resource. The external factors included: low attitude and conscienessof tax payers, and the adjustment of data with the reality of the field; (3) Somemeasures taken by the DPPKAD related to internal factors were: reward systemapplied for the tax collectors in sub-district and village level, improving theadministrative system, recruitment of selected qualified employees, and upgradingfor the DPPKAD employees. Overcoming the inhibating external factors, somemeasures were taken: extension for tax payer, reward for the tax payer, renewingthe data, sympathetic operation, and direct observation to the field, and facilitatingeseaness to pay tax by opening mini office in village level.Key word: Tax payer; work performance; Monetary Management and Regional AssetsIncome Office (DPPKAD); Land and Building Taxes in rural and urbanareas (PBB-2P)

Abstract

This research aimed the application of government internal control system inInspectorate Office of Boyolali Regency. Five elements that were studied are: (1)Environment of control; (2) Evaluation of risk; (3) Activity of control; Informationand communication; and (5) internal control monitoring. Case study method wasused in this study. Interview, document study, and observation data gatheringtechniques were used for colleting the needed data. Validity of the finding wassupported by the data or resource triangulation method. Interactive analysismodel consisting of three elements i.e. data reduction, data display, andverification and conclusion drawing was used to analyse the data. Researchresult indicated that the application of government internal control system inInspectorate Office in Boyolali Regency had already implemented properly. Thedata showed, however, that there were some weaknesses especially related toinfornation and communication aspect. It was found that there were no directaccessable media such as box office, box for community suggestion,whistleblower system, inspectorate website, and others. The success of theapplication of the system depends on the ordinates commitment in particularlyand community participation in general. By doing so, good governance that isfree from collusion, corruptin, and nepotism can be realized.Key words: Good Governance, government internal control system.

Abstract

Effectiveness of Tax Collection of Building Construction Permission at theCapital Investment And Permission Service Agency in Ngawi Regency.This research aimed to describe the effectiveness of tax collection forbuilding construction permissin at Capital Investment and PermissionService in Ngawi Regency. Case study research method was employed inconducting the research. Primary data sources derived from interviewand obseravation results. On the other hand, secondary data wascollected from the documents, reports, and notes. This research fndingwas described in narrative way. Research result showed that the taxcollection for the permission for building reconstruction was less effective.This due to the low of responsiveness of the employees, since some ofthe oemployees were the contracted employees who were lack inunderstanding the importance of tax for building reconstructionpermission. The low effectiveness was also seriously caused by thedamages and the limited equipments which in turn, to hamper the taxcollection process. On the other hand, however, research result indicatedthat service efficiency, procedures of servce, ordinates and subordinatescoordination were found effective.Key words: responsiveness, tax collection, effiiciency, effectiveness.
