Abstract

A village is placed as a subject that will be the main goal of government organizations in achieving successful development and improving community welfare. To achieve them, the government provides budget funds for every village throughout Indonesia to carry out village development. One of them is the Village Fund policy. Village Fund are funds sourced from the State Revenue and Expenditure Budget allocated to villages that are transferred through the Regency/ City Regional Revenue and Expenditure Budget then proceed to the Village Revenue and Expenditure Budget and are used to finance governance, implementation of development, community development and empowerment. The purpose of this study is to describe the implementation of the Village Fund Policy in Nglurup Village, Sampung District, Ponorogo Regency. To find out how the implementation of the Village Fund policy in Nglurup Village, Sampung District, Ponorogo Regency, the researcher used the George C. Edward theory. In this theory, it is stated that policy implementation is influenced by four variables, namely communication, resources, disposition and bureaucratic structure. This type of research used in this research is descriptive qualitative. Data collection techniques used are interviews, observation and documentation study. The results showed several factors that had not been fulfilled optimally, including: first, from the communication side, the socialization carried out had not been maximally conveyed because it was only through village meetings which were only attended by representatives from village institutions. Second, there are still sharing roles for activities so that policy implementation is not optimal. Third, in terms of implementation there is already a division of tasks but they still carry out more than one job.

Abstract

This study aims to analyze the influence of organizational culture motivation on employee performance in Ponorogo Regency's Regional People's Representative Assembly (DPRD,hereafter)Secretariat with leadership as a moderating variable. This research involved 44 state civil servants. The results of this studyshows that work motivation has a positive and significant effect on employee performance at Ponorogo Regency DPRD Secretariat. Increasing work motivation will further improve employee performance. In addition, organizational culture also has a positive and significant influence on employee performance at the Ponorogo Regency DPRD Secretariat where the better the organizational culture, the more employee performance will be. Leadership also has a positive and significant impact on employee performance at Ponorogo Regency DPRD Secretariat. The better the leadership role, the better employee performance will be. Leadership is also significantly able to strengthen the positive influence of work motivation on employee performance at Ponorogo Regency DPRD Secretariat. In other words, the role of leadership is able to moderate the influence of work motivation on employee performance and leadership can significantly strengthen the positive influence of organizational culture on employee performance at Ponorogo Regency DPRD Secretariat. Researchers found the fact that the role of leadership is able to moderate the influence of organizational culture on employee performance.

Abstract

The performance of the teaching staff is a supporting factor that cannot be ignored in achieving the educational goals of the tertiary institution. Educational staff have the duty to support the running of the education process in tertiary institutions through administrative services for the implementation of an effective and efficient educational process. The objectives in this study are to: 1) Know the effect of job satisfaction on the performance of educational staff 2) Know the effect of discipline on the performance of educational staff 3) Know the influence of motivation on the performance of educational personnel and 4) Know the effect of job satisfaction, discipline and motivation on the performance of educational staff. This type of research is a survey and classified in explanatory research. This research was conducted at Campus II Health Polytechnic (Poltekkes) Surakarta. The study population of all educational staff at Campus II Surakarta Health Polytechnic totaling 46 people and the whole was used as a sample with census techniques. Data collection techniques using observation and questionnaires. Data analysis techniques using multiple linear regression. The results showed that job satisfaction had a positive and significant effect on the performance of the teaching staff at Campus II Surakarta Health Polytechnic. Discipline has a positive and significant effect on the performance of teaching staff at Campus II Health Polytechnic Surakarta. Work motivation has a positive and significant effect on the performance of teaching staff at Campus II Health Polytechnic Surakarta. Job satisfaction, discipline and work motivation simultaneously influence the performance of the teaching staff at Campus II Health Polytechnic Surakarta. Suggestions should be given to the leadership to increase the provision of salary on a regular basis as well as provide promotional opportunities for educational staff who excel. the leadership conducts regular supervision of the performance of the education staff.

Abstract

Menyelenggarakan kegiatan pembangunan dan pelayanan publik untuk mewujudkan kesejahteraan masyarakat merupakan salah satu fungsi dari pemerintah. Pelayanan publik yang efektif, efisien, berkeadilan, transparan dan akuntabel dapat diwujudkan apabila birokrasi dapat melaksanakan fungsi pemerintah dengan baik. Penelitian ini bertujuan untuk mendeskripsikan kualitas Pelayanan Pencatatan Sipil pada Dinas Kependudukan dan Pencatatan Sipil Kabupaten Karanganyar. Penelitian ini merupakan penelitian deskriptif kualitatif. Pengumpulan data dengan observasi, wawancara, dan dokumentasi. Penentuan narasumber menggunakan teknik purposive sampling. Tahapan teknik analisis data terdiri dari reduksi data, penyajian data, dan penarikan kesimpulan. Sedangkan pemeriksaan keabsahan data dilakukan dengan trianggulasi sumber. Penelitian ini menunjukkan kualitas pelayanan publik di Dinas Kependudukan dan Pencatatan Sipil di Kabupaten Karanganyar dinilai dari beberapa dimensi, yaitu: bukti fisik, kehandalan, daya tanggap, jaminan, dan empati. Berdasarkan hasil penelitian dapat disimpulkan bahwa, 1) Dimensi bukti fisik kenyamanan tempat belum belum sesuai harapan masyarakat. 2) Dimensi kehandalan dari sisi kecermatan, adanya standar pelayanan, dan kemampuan petugas cukup memuaskan, tetapi keahlian petugas masih belum sesuai harapan; 3) Dimensi daya tanggap merespon setiap pemohon, cepat, tepat, cermat sudah sesuai harapan masyarakat, tetapi ketepatan waktu masih belum sesuai harapan; 4) Dimensi jaminan berupa jaminan biaya, legalitas dan pelayanan sudah sesuai harapan masyarakat, untuk jaminan waktu masih belum sesuai harapan; 5) Dimensi empati sikap petugas yang mendahulukan masyarakat, ramah, sopan santun dan tidak diskriminatif.

Abstract

Tujuan penelitian ini untuk menganalisis implementasi kebijakan Bupati Ponorogo terkait dengan pagelaran reog serentak setiap tanggal 11 di tiap-tiap desa. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Informan penelitian dengan menggunakan teknik purposive sampling. Teknik pengumpulan data menggunakan wawancara, dan dokumentasi. Teknik analisis data yang digunakan adalah analisis interaktif yang terdiri dari reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukkan semua desa terutama di Kecamatan Mlarak sampai sekarang ini mampu mengimplikasikan kebijakan Bupati tersebut dengan lancar. Baik dari aspek komunikasi, aspek sumberdaya, aspek disposisi maupun aspek struktur birokrasi. Aspek komunikasi telah sesuai dengan tujuan. Begitu juga dengan sasaran dari kebijakan tersebut telah ditransmisikan kepada setiap desa/kelurahan. Aspek sumberdaya, telah menunjukkan kompetensinya, yaitu semakin meningkatnya minat masyarakat pedesaan dalam mengenal seni reog Ponorogo. Begitu juga dengan sumberdaya financial, bahwa semua desa secara umum dapat terpenuhi walaupun tidak dapat menyeluruh karena terbatasnya penganggaran dalam APBDesa, tetapi dalam hal sarana prasarana kesenian secara umum sudah tercukupi. Aspek disposisi, menunjukkan telah mempunyai komitmen, yakni secara bersama-sama untuk memajukan kesenian reog di desanya. Aspek struktur birokrasi, menunjukkan sesuai dengan Standard Operating Procedure (SOP)nya, dan dalam pelaksanaannya tidak ada fragmentasi atau tekanan-tekanan dari luar unit birokrasi terkait, sehingga struktur birokrasi berjalan dengan lancar.

Hasil penelitian menunjukkan b ahwa 1) Partisipasi dalam pengambilan keputusan di desa Gabel masih tergolong kurang atau rendah karena dimana kesadaran dan kepedulian masyarakat dalam menghadiri rapat musyawarah atau pertemuan-pertemuan untuk membahas dan menghasilkan suatu program kegiatan perencanaan pembangunan desa hanyalah beberapa orang perwakilan masyarakat saja. 2) Partisipasi dalam pelaksanaan di desa Gabel juga masih rendah terutama kesadaran dan keterlibatan dari masyarakat karena dalam proses perencanaan pembangunan desa ada beberapa orang yang dipengaruhi atau sibuk dengan kepentingan masing-masing. 3) Partisipasi dalam pengambilan manfaat yang didalamnya kesadaran menjaga, merawat dan memelihara setiap program rencana pembangunan desa yang akan dilaksnakan, karena pembangunan desa mengalami kerusakan. 4) Partisipasi masyarakat dalam evalusai di desa Gabel sering mengkritik pemerintah, karena penilaian masyarakat selama belum berjalannya kegiatan pelaksanaan pembangunan desa yang akan dilakukan pemerintah kurang memberikan perhatian yang membuat semangat masyarakat menurun

Abstract

In the context of accelerating and increasing investment and business, a Government Regulation Number 24 of 2018 concerning Business Licensing Services is Integrated Electronically. Based on this policy, all business licensing services become integrated by the center through one system, Online Single Submission (OSS). OSS is a licensing service system that aims to simplify business licensing and create a model of integrated licensing services that is fast, inexpensive and provides certainty. Ponorogo Regency's One-Stop Integrated Service and Investment Service (DPMPTSP) is one of the regional government apparatus in Ponorogo Regency that implements a one-stop service system as a service agency that is specifically tasked with providing licensing services that directly intersect with the community, one of which is Business Licensing Services through OSS.The purpose of this study is to describe in depth and analyze the Implementation of Online Single Submission (OSS) Integrated Business Licensing Services in Ponorogo Regency DPMPTSP. This type of research is descriptive with a qualitative approach.The results of the Integrated Electronic Business Licensing Services Implementation Online Single Submission (OSS) at Ponorogo Regency DPMPTSP have been implemented, but there are still obstacles in the delivery of information that is not fully acceptable to the community.The use of a business licensing system through OSS resulted in the community still does not understand the procedures for managing a business.Ponorogo people as potential individuals who went directly to DPMPTSP Ponorogo Regency in managing business permits. Human resources at the service level are sufficient in their implementation. Supporting facilities for the implementation of licensing services through OSS in Ponorogo Regency DPMPTSP are quite good, which consists of computers, printers and internet networks. In the aspect of disposition, the appointment of bureaucracy is carried out based on the letter of assignment of the Head of Service.There was no incentive obtained by the executor of the OSS Business Licensing Service in Ponorogo Regency DPMPTSP.The bureaucratic structure has been carried out in accordance with the main tasks and functions that exist. Through OSS services, the benefits provided, namely DPMPTSP, can easily access licensing, trying to directly complete one day.

Abstract

Kualitas pelayanan adalah suatu keadaan dinamis yang berkaitan erat dengan produk, jasa, sumber daya manusia, serta proses dan lingkungan yang setidaknya dapat memenuhi atau malah dapat melebihi kualitas pelayanan yang diharapkan. Penelitian yang digunakan ini adalah penelitian empiris yang bersifat deskriptif dengan pendekatan kualitatif. Istilah penelitian empiris biasa disebut dengan penelitian lapangan. Data yang diperoleh dalam rangka memenuhi kebutuhan penelitian ini adalah data langsung yang didapatkan dari narasumber sesuai dengan kapasitas yang diperlukan. Transparansi terhadap visi dan Misi telah disosialisasikan perpustakaan universitas slamet riyadi Surakarta. Hal ini terlihat dari keberadaan papan visi dan misi yang dicantumkan di ruang perpustakaan. Akuntabilitas terus di tingkatkan kualitas pelayanan dengan beberapa hal seperti peresmian ruang baca baru beserta fasilitas penunjang, penambahan jumlah staff pelayanan, peningkatan kapasitas petugas pelayanan, hingga peningkatan jumlah koleksi buku. Kondisi keberhasilan perpustakaan dilihat melalui aspek pemberian pelayanan prima. Hal ini bisa diketahui melalui pelayanan berbasis online. Baik dalam rangka pemenuhan aktivitas pelayanan kepada pengguna hingga penanganan complain. Saat ini perpustakaan universitas slamet riyadi memiliki tujuan untuk memperoleh target akreditasi perpustakaan dengan mutu “A”. Kualitas pelayanan yang diberikan perpustakaan universitas slamet riyadi melalui pendekatan service excellent. Yakni menggunakan persepsi pengguna layanan dalam meningkatkan standart pelayanan.

Abstract

Food security at the household level has a very basic development perspective. This is due to access to food availability and balanced nutrition is a human right. The formation of quality human resources is greatly influenced by the success of meeting the adequacy of food needs and food security, so food is one of the strategic elements in economic development and national security. The study entitled "Evaluation of the Impact of the Sustainable Food Houses Area Program in Pacitan District" has the formulation of the problem of How the Impact of the Sustainable Food Houses Area Program (KRPL) on meeting food needs, increasing income and productive efforts of the community. The purpose of this study is to describe / analyze the impact of the Sustainable Food Home Areas Program (KRPL) on meeting food needs, increasing income and community productive efforts. This research uses a qualitative research method with a descriptive approach. The data sources used are primary and secondary data, interviews and observation. Data analyzed with descriptive method. The foundation used is the Impact Evaluation theory (Thomas R. Dye) From the data analysis conducted, it was concluded that the Sustainable Food Home Area Program in Pacitan District had an impact on the availability, access, food consumption, efficiency of household expenditure and community income through the productive efforts of the community of Pacitan Regency. This program needs to be continued with the development of technologies and innovations that support the program's sustainability.

Abstract

Kelurahan Kepatihan Kecamatan Ponorogo Kabupaten Ponorogo, ditemukan permasalahan terkait dengan pengelolaan dana kelurahan, diantaranya; 1) adanya perjanjian batas waktu pengerjaan tidak sesuai dengan perjanjian di awal. Seperti dalam hal pengerjaan vaving untuk saluran air, di mana dalam perjanjian dengan pemborong selesai 1 bulan, namun kenyataannya dalam waktu satu bulan belum juga selesai. 2) Hasil pekerjaan tidak sesuai dengan RAB; dan 3) pembekakan anggaran karena batas pengerjaan molor. Tujuan penelitian ini untuk untuk menganalisis pengelolaan alokasi dana kelurahan dalam mewujudkan Good Governance di Kelurahan Kepatihan, Kabupaten Ponorogo. Teori yang digunakan dari LAN dan BPKP (2000), meliputi: partisipasi, aturan hukum, transparansi, daya tanggap, berorientasi consensus, berkeadilan, efektifitas dan efisiensi, akuntabilitas, dan visi strategis. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Informan penelitian dengan menggunakan teknik purposive sampling. Teknik pengumpulan data menggunakan wawancara, dan dokumentasi. Teknik analisis data yang digunakan adalah analisis interaktif yang terdiri dari reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukkan pengelolaan alokasi dana kelurahan dapat mewujudkan good governance pada pemerintahan kelurahan Kepatihan, hal ini dikarenakan pemerintahan kelurahan Kepatihan dapat memenuhi sembilan prinsip good governance, yaitu partisipasi, aturan hukum, transparansi, daya tanggap, berorientasi consensus, berkeadilan, efektifitas dan efisiensi, akuntabilitas, dan visi strategis.
