Unpublished.This study aims to analyze the empowerment of difabel idiot communityand encourage the empowerment of people with disabilities in the VillageKarangpatihan Balong District Ponorogo East Java Province. Theresearch method used qualitative approach, conducted in KarangpatihanVillage, Balong District, Ponorogo Regency, East Java, implemented fromOctober 2016 until January 2017. Data Collection Technique uses indepthinterview, documentation, and observation. Data analysis techniqueis done interactively. Result of the research: (1) The empowerment ofpeople with idiot difabel in Karangpatihan Village, Balong Sub-district,Ponorogo Regency, East Java, is done by village apparatus led by Headof Village in cooperation with Self-Help Group (KSM) Rumah HarapanBangkit in coaching and productive activities in form of cassette making,tasbeh And batik. To support the implementation of disabled communityeducation, Karangpatihan village government established early childhood"SMART. (2) Inhibiting factors are communication problems,communication difficulties between village apparatus, KSM administratorsand counterparts with persons with disabilities, the number of personswith disabilities with unequal counterparts, and availability of matmaterials dependent on other parties. In terms of implementation there isno regulation that can be used as a legal umbrella of suchimplementation. The encouraging factors include: community harmonyand living culture bergotongroyong, growing and berkengang communitycreativity to empower people with disabilities idiots, the willingness ofcitizens to make people with disabilities idiots become independentcommunities, the support of village and local government tools to supportcommunity activities difabel idiots, and the support of industry awarenessof the empowerment of people with disabilities.Keywords: Policy, Empowerment, Disability

Abstract

Sri Suharsih, 2016. “Implementation of Land Dispute Resolulation Policythrough Mediation in Land Office of Surakarta Urban Government”. SlametRiyadi University Surakarta, Thesis, unpublished.This research objective was to describe the land dispute resolution throughmediation at Land Office in Surakarta Urban Government. Descriptivequalitative research strategy was used in this study to approach the researchobjectives. The respondents were selected on the basis of purposivesampling. In doing so, the respondents were Land Office officers, those whowere disputes, and the community members.The data was collected by usinginterview technique and document study as well. Research results indicatedthat dispute resolutions were solved according to the existing regulations. Thefulfilled element in dispute resolution was through the mediation.Implementation of the Goverment Regulation number 3 the year of 2011 onthe Management, Investigation and Handling on the Land Cases analysedaccording to Edward III theory, discovered that there were four interrelatedvariables. Those four variables were communication, human resource,disposition, and bureaucratic structure. Research results indicated thatcommunication variable effectively worked between the facilitator or mediatoron the one hand and those who disputed. Dealing with the human resource,research result showed that although there was lack of man power, but theexisting limited qualified staffs were competent to do their duties and theywere also able to finish their duties according to timeline. Implementer ofdisposition implemented the activities according to the Surakarta UrbanGovernment Land Office’ guidance. Related to bureaucratic structure,research result showed that the bureaucratic stucture contributed a lot insucceeding the policy implementation. The obstacles that the implementorsfaced was the time constraint to resolve the disputes through mediation sincethey have to make mutual aggreement between both who were in the situationof conflict. Abstract

This research stemmed from the fact that the implementation of learning forstudents in the regency school in Klaten still less than optimal. After two yearsrunning since the policy was set, not all school organized learning about thedisaster. Scholls for children with disabilities in the sub district of Klatennumbered 12, nevertheles there was only one which carried out the learningabout the disaster, that was the YAAT School for disabilities. There wasambarrasing reality that the disabilities should be put attention, but in fact therewere neglected. This research used the collaboration of the theories of MerileeS. Grindle, GC Edward III and Van Meter-Van Horn for explaining the policyimplementation. Based on this theoretical collaboration there were eihgtindicators. The mentioned indicators were: policy content, policy context,policy output, communication, resources, implementator’s attitude,bureaucratic structure, and external factor. Based om case study at disabilityschool type A at YAAT indicated that the disability shools were not theprioritized target group. Learning about disaster were able to be accomplshedat YAAT since there were pushing synergic other factors; i.e. social as well aseconomic factors. Other supporting factors were policy context, disposition,communication, organizational structure, resources, and implementators’understanding toward the content and policy output.Key words: policy content; policy context; policy output; communication; resources;disposition; bureaucratic structure; external factor.

Thepurpose of this study was to analyze: how policy implementationlecturer in education programs formal and non-formal education, identifyand analyze the factors supporting and inhibiting factors in thedevelopment of lecturers, and efforts to improve the effectiveness of theimplementation of development policy lecturer at STISIP-AI YapisWamena. This research is a qualitative descriptive approach. The resultsshowed that there was a lack of clarity contents of the policy, the budgetprovided inadequate, dispositions related to cognition and organizationalstructures associated with coordination. Efforts to improve theeffectiveness of policy implementation by providing opportunities forfaculty to continue their education in order to achieve academicqualifications. Abstract

In this research study want to view how relationship between leadershipstyle and Organizational culture in regional secretariat office Keeromregency province of Papua. Leadership style is an overall pattern of aleaders actions both visible and invisible by his subordinates as seen fromideal factors participative style, nurturant style, authoritarian style,bureaucratic style and task. While organization culture a is A pattern ofshared basic assumptions that the group learned as it solved its problems ofexternal adaptation and internal integration, that has worked well enough tobe considered valid and, therefore, to be taught to new members as thecorrect way you perceive, think, and feel in relation to those problems,factors of distance of management, work partner trust, regularity, enmity andintegration. The method used is the kind of explanatory research-analyticapproach study of 150 employee as samples served in regional secretariatoffice Keerom regency province of Papua and analytical test data analysispath diagram / confirmatory factor analysis of Structural Equation Model(SEM). The results showed leadership style positive and significant effect onorganization culture (CR =2,155 & p = 0.031), factor participative style,nurturant style and bureaucratic style have a strong effect on leadershipstyle and factor work partner trust have a strong effect on organizationculture.Keywords: Leadership Style, Organizational Culture, and Structural EquationModel(SEM).

Abstract

The aim of the research to analyze the implementation of AviatiaonPolicy involving inter-organization reletionship, characteristics andcapability of implementers, organization resources and environmentcondition. The research was conducted in Jayawijaya Regency. TheMethod used was descriptive quantitative method. The method of ofobtaing the data were questionnire, interview, documentation andobservation. The sample consisted of 52 i.e 60 people. The data wereanalyzed by using frequency table through scale of lickert.Result of research reveal that implementation of aviatian policy inAirport of Wamena does not success well. This is indicated by fourindependent variables i.e. inter-organization relationship(X1) ,characteristics and capability of program implementers (X2),organization resources (X3); environment condition(X4) which is43,33. To obtain the implementation aviatian policy in airportwamena of Jayawijaya Regency optimally, the government shouldtry more communication consistency and quality by improvingknowledge and technicall skill, commitment in porfomming duty, agood control and loyality of target groups and increasing facilitiesand infrastructures.Key Words : Implementatian, Aviatian, Policy

Abstract

Service for the Republic of Indonesia Pasport is one of the public service givenby the Immigration Office becomes community interest issue. It is due to thatmany people’s desire have not been fullfilled. This research was aimed todescribe the quality of service for the Republic of Indonesia pasport in the Officeof Immigration Class I in Surakarta. Theory of Service Standard put foward byMahmudi was used for measuring the service provided by the Immigration OfficeClass I. The measurement of service standard mentioned are as: simplicity,clarity, timeliness, accuracy, safety, responsibility, completeness of means,accessability, discipline, politeness, hospitality, and comfortability. Qualitativeresearch approach was used in this study. Interview, and docoment studytechniques were employed to collect the needed data. Purposefull samplingtechnique was used to select the respondents. Respondents were theemployees who were incharge to serve pasport and the pasport applicants.Validity of the finding was supported by the data or resource triangulationmethod. Interactive analysis model consisting of three elements i.e. datareduction, data display, and verification and data conclusion was used to analysethe data. Research result indicated that the provided services by the office whichwere categorized as good were the aspects of simplicity, clarity, accuracy,safety, responsibility, accessability, discipline, politeness, hospitality, andcomfortability. On the other hand, aspect of timeliness was considered to be notgood, since the standard of service to publish the pasport supposed only fourwork-day, but in fact the time longer than six work-day. It was due to the troubleof the online system, in which the online system sometimes was offline. Aspectof completeness was evaluated bad since there was no enough parking lotspace and the absence of public toilet.Key words: Quality of service; simplicity, clarity; timeliness; accuracy; safety;responsibility; completeness of means; accessability; discipline;politeness; hospitality; and comfortability.

This section is in chargeof preparing socially adaptable information packages, also preparing anddeveloping target segmentation to increase Family Planning maleparticipants. The implementation in subdistricts/villages and districts will beconducted by PLKBs (Family Planning Field Instructors) and PKBs (FamilyPlanning Instructors) and their respective Coordinators.ResearchMethodology being used is qualitative descriptive. Data collecting techniqueuses interviews and documentations. Data analysis techniques used isInteractive Analysis Model (Miles and Huberman). The conclusions of thisstudy are: 1) Communication aspect: presence of several socializations,there is consistency and clarity between socializations, and instructors areable to cooperate with related parties and to use many publication andpromotion medias. 2) Resources aspect: availability of good quality humanresource that is the instructors, resource availability of government budget,resource availability of equipment and tools, resource availability ofauthorized programme. 3) Disposition aspect: presence of positiveperception from the PLKBs and PKBs, existence of real and concreteservices from the instructors. 4) Structure of Organization aspect:organizational structure is already formed, roles and responsibilities isalready distributed. 5) Dimension and Purpose of Policy aspect: compatibilitybetween Family Planning and the purpose of bureaucratic reform that isimplementing clean government and good governance. 6) Economy, Social,and Cultural Conditions aspect: presence of support from Sub Districtofficials and related agencies, also conducive community situation inimplementing this policy.Keywords: Implementation, Policy, Operational, Participation

Slamet RiyadiUniversity, Thesis, unpublished.Goals to be achieved by this study are to describe the quality of public serviceat the Mill Office Gilingan Banjarsari of Surakarta. The method used in thisresearch is descriptive and analyzed qualitative. Its informant is Gilinganemployee Banjarsari of Surakarta. Data was collected through interviews,observation, and documentation. Data analyzed using an interactive model,namely data collection, data reduction, data presentation, and conclusion.Mechanical validity of the data using triangulation. Based on the results ofresearch and discussion can be concluded that the quality of public services atthe mill office is described as follows: 1) The quality of public services at themill office is based on indicators Tangibles (direct evidence) basically beenimplemented, parking facilities are less qualified because of the narrownessland can still be overcome. To provide service tangibles (direct evidence) thatneed to be improved and its quality; 2) The quality of public services indicatorsReliability (reliability) has been implemented fairly well, there is little constraintof service does not match the time is still within reasonable limits due to thenumber of employees that are not proportional to the number of people; 3)Quality indicators Responsiveness of public service (responsiveness), hasbeen carried out by well-Gilingan mill officer. Responsiveness service quality(responsiveness) need to be improved quality; 4) Quality Assurance indicatorof public services (guarantee), has been implemented by well-trainedemployees with the mill 0ffice to provide security and correctness. QualityAssurance services (guarantee) for improvement of quality; 5) The quality ofpublic services Emphaty indicator (empathy) are good enough carried out byemployees of the mill office so there are social interaction between employeesof the office and community service users. The results of this research showedthat the public service in the mill office is already running well despite notmaximized due to several constraints for their facilities and infrastructure areinadequate, constraint techniques and human resources, but everything canstill be resolved so that public services can be run as planned.Key words: tangible, reliability, responsiveness, Assurance, dan Emphaty.
