Abstract

One levies selected by the District Government ngawi in tapping the financialresources of the area is through the withdrawal of parking fees at the edge ofthe public road, which is set in Ngawi District Regulation No. 3 of 2007 onBank Service Fees Parking Public Road. With the regulation of this area, isexpected to improve the effectiveness of regional revenue source in Ngawi.This research conducted in order to determine the management of parkingretribution in Ngawi conducted by the Department of Transportation,Communication, and Information Ngawi, as well as see the optimization of theparking fee collection. This type of research that be used is the descriptivetype that is a type of research that aims to outline systematic, factual andaccurate information on the existing data in the field of levies, focused on themanagement of existing parking charges in Ngawi. The data collection wasdone by interview and documentation study. Analysis of data using interactiveanalysis method according to Miles and Huberman. Based on the results ofresearch conducted, it can be seen that the process of managing parking feeswere managed by the Department of Transportation, Communication, andInformation Ngawi, from payments made by users of services to parkingattendants, payment of parking attendants to the concierge collector, receptionbendaraha then deposit on District government to be referred to as RegionalRevenue Ngawi sector, especially the parking levy.Keywords: Planning, Organizing, Implementation, Monitoring

Abstract

Surakarta development policy has a priority in poverty reduction as theelaboration in Vision Mission Mayor and Deputy Mayor. The poverty rateSurakarta in 2010 amounted to 14.99%. Performance targets set in 2015 by10% with realization amounted to 10.97%. The performance targets set forpoverty reduction RPJMD Surakarta 2016-2021 City at 7.5%. This is theunderlying authors conducted a study analysis of strategic management forpoverty reduction in Surakarta covering (strategy formulation, strategyimplementation and assessment strategies) to describe poverty in Surakarta andwhat might be causing long-term targets are set is not reached.The study authors conducted a qualitative study with research sites in theSecretariat TKPKD Surakarta and Village (Gajahan, Serengan, Pajang, Sumberand Kepatihan Wetan). The poverty problem in Surakarta identified includeissues (health, education, employment, food security and basic welfareinfrastructure).The findings of the study of strategic management for poverty reduction inSurakarta, that : (1) in the formulation of the strategy, there are three factorsthat need attention : a. factor analysis of the external environment in order ofpriority on social issues, population and environment, b. factor internalanalysis in order to focus on CSRs participation in the allocation of resources,c. The annual target-setting by the functional division can be selected as thebasis for their next strategy. (2) in the implementation of the strategy there aretwo factors, that : a. integration of the functional division pattern is not clearlyvisible, is still partial and sectorial, for it needs to develop a correlation with afocus target poor people in the village with the highest poverty pockets, b.providing access to information and education to the poor, the development ofinnovation to be equipped with operational support, and the need to build anintegrated system as well as providing space for public participation. (3) in theassessment of the strategy, there are two factors that : a. need consistency thatthe target of achieving long-term has not translated into the realization of theannual target of a functional division implementing poverty reductionprograms, b. to be reviewed the appropriateness and feasibility beneficiaries ofpoverty alleviation programs associated with the administration of residence,and c. dalah potential competitive advantage and the vocational culture can bedeveloped as a solution to poverty reduction.Keywords : Strategy, Formulation, Implementation, Assessment Strategies andAchieving Performance

Abstract

This research aimed to study factors succeeding as well as inhibatingcollaborative governance in developing blankon handicraft. The researchemployed seven indicators to measure the degree of success and of failuresaffecting collaborative government. 1) Network structure; 2) Comitment tocommon purpose; 3) Trust among the participants; 4) Access to authority; 5)Distributive accountability/responsibility; 6) Information sharing; and 7) Accessto resource. Qualitative research approach was used in this study. Researchresult showed that the implementation of collaborative governance indeveloping blankon handicraft was not optimally obtained due to: a)Collaborative government was not decided under the letter of memorandum ofunderstanding. b) In implementing collaborative governance the commitment ofauthority depended on each stakeholder. Thus, there was no clear networkstructure. The seven indicators employed for analysing collaborativegovernance research result showed that: 1) Network structure had alreadyworked, however, it did not optimally work due to that there was no decisionunder the memorandum of understanding. 2) Commitment to common purposeamong the stakeholders had already agreed among the stakeholers, however, itwas only coordinative in nature. That is why, the common commitment can bedenied; 3) Trust among the participant. There was no full trust among theparticipants; they are duobtful. 4) Access to authority done according theexisting authority and according to each task; 5) Distributive accountability orability to respond did not happen among related institutions, but it dependedupon each institution and each did not influence among others; 6) informationsharing has already worked; information was easily accessable; 7) Access toresource only worked for the governmental and corporate instituions since theyhad enough resources, but on the other hand the stakeholder, i.e. thehandicrafters and their assiciations did not have enough resources.Key words: Collaborative governance, Network structure; Commitment to commonpurpose; Trust among the participants; Governance; Access to authority;Distributive accountability/responsibility; Information sharing; Access toresource.

Abstract

Organizational culture is a common perception held by members of theorganization into a system of shared meaning that visits of factors ofinnovation and risk taking, attention to detail, results orientation, teamorientation, aggressiveness. While the work motivation is the provision of thedriving force that creates the excitement of a persons work, so that they wouldwork together, to work effectively and integrated with all its resources toachieve the satisfaction that visits of factors physiological needs, safety, social,respect and self-actualization.The method used is the kind of explanatory research-analytic approach studyof 107 employee as samples served in Dinas Kesehatan KabupatenPegunungan Bintang Provinsi Papua and analytical test data analysis pathdiagram / confirmatory factor analysis of Structural Equation Model (SEM).The results showed organizational culture positive and significant effect onwork motivation (CR =10,552 & p = 0.000), factor aggressiveness have astrong effect on organization culture and factor physiological need , social,respect and self-actualization have a strong effect on work motivation.Keywords: Organizational Culture, Work Motivation, and Structural EquationModel(SEM).

Abstract

The environment public administration provides the situation is unpredictableand uncertain. Therefore, public administration needs to be supported byadequate capability in order to organize public services that are moreinnovative. The scarcity of budget and demands of an increasingly diversepublic administration encourages countries to do public service innovation. Tofacilitate the innovation of public service required three capabilities: thinkingahead, thinking again and thinking across. Abstract

This research was intended to describe work performance of monetarymanagement and regional assets income office for increasing income on land andbuilding taxes in rural as well as in urban area in Sukuharjo Regency . The secondobjective of this research was investigating factors supporting in realizing increasing income on land and building taxes in rural as well as in urban area inSukuharjo Regency. Qualitative research approach was used in this study.Interview, observation, and docomentary study techniques were employed tocollect the needed data. Respondents of this research were some emplyees ofDPPKAD and some tax payers. Interactive analysis model consisting of threeelements i.e. data reduction, data display, and verification and conclusion drawingwas used to analyse the data. Research result indicated that: (1) Workperformance of DPPKAD employees related to the increasing of PBB-P2 found tobe high. It is indicated by the tax income was over the planned target; (2) Therewere some internal and external factors faced by the DPPKAD related to PBB-P2.Such internal factors included policy aspect, administrative system, inconsistency,and human resource. The external factors included: low attitude and conscienessof tax payers, and the adjustment of data with the reality of the field; (3) Somemeasures taken by the DPPKAD related to internal factors were: reward systemapplied for the tax collectors in sub-district and village level, improving theadministrative system, recruitment of selected qualified employees, and upgradingfor the DPPKAD employees. Overcoming the inhibating external factors, somemeasures were taken: extension for tax payer, reward for the tax payer, renewingthe data, sympathetic operation, and direct observation to the field, and facilitatingeseaness to pay tax by opening mini office in village level.Key word: Tax payer; work performance; Monetary Management and Regional AssetsIncome Office (DPPKAD); Land and Building Taxes in rural and urbanareas (PBB-2P)

Abstract

Kurniawan, 2018. “Public infrastructure is an important determinant forincreasing per capita income in certain areas”. Economic Science,Universitas Nusantara PGRI Kediri.The purpose of this research is to know the existence of publicinfrastructure, that is, electricity infrastructure of drinking water consumerand transportation (long way) is important determination to influenceincome per capita. Partially through t-test of three pairs of variables of thisstudy, that is the net water variable (X2) has no correlation to the increaseof income per capita in Nganjuk regency. The results rejected previousresearch by Nuritasari (2013), Muhammad & Sari, Diana (2015) andValeriani (2016). While variable of electricity customer (X1) and length ofroad (X3) become important determination to change of income percapita. The results support previous research conducted by Nuritasari(2013), Muhammad & Sari, Diana (2015), Valeriani (2016).However, simultaneously (F test) that public infrastructure ie electricitycustomer (X1), clean water subscriber (X2) and road length (X3)significantly affect the change of income per capita (Y). Researchers usesaturated sample data or all time series data from 2000-2016 collectedfrom the Central Bureau of Statistics (BPS) Nganjuk. Abstract

This study aimed to analyse the role of legislature in drafting local regulations,local budgets and supervision. These efforts are aimed at improving the publicwelfare. Descriptive qualitative research strategy was selected to answer theformulated research problems. Primary as well as secondary data werecollected. Primary data was collected by using interview indepth data collectingtechnique by interviewing some selected relevant informen, most of them werethe members of the legislature at Regency Level in Karanganyar Regency.Research results indicated that: (1) Role of local regulation planning informulating local regulations seemed surprisingly high. It was indicated that in2015 it was targeted that fourteen local regulation should be formulated, butevidently the legislature had already formulated twenty nine local regulations.(2) Research results indicated however, that the function of local legislaturebudget was not implemented efficiently nor effectively. Research result alsoshowed that dealing with budget, the transparancy, accuntability, and timelineshad not fulfilled the justice principles. It was found that the budget wasformulated without using the performance approach. However, at first it waspredicted that the revenue and expenditures of Karanganyar Regency in theyear of 2014 budget was deficit, but in the accountability of the application ofrevenue and expenditures in the year of 2014 was able to be budget surplus.This was the evident that there was collaboration and synergy between thelegislature and the Regency Government of Karanganyar in order to realize thepublic welfare.Key words: regulation; revenue and budget; public welfare; transparancy;accountability; timelines.
