Abstract

Education is a fundamental element of human life; however, many communities still do not receive adequate educational services, including in Gunungkidul Regency. Based on data from Badan Pusat Statistik, Gunungkidul has the lowest average years of schooling in the Special Region of Yogyakarta Province, at 7.32 years during the 2021–2023 period. Improving educational outcomes requires adequate educational facilities. Therefore, this study examines the availability and accessibility of Senior High School (SMA) facilities in Gunungkidul. The data used in this study include the spatial distribution of SMA locations, population distribution data, and road network data. Buffer analysis and Nearest Neighbor Analysis were applied in this research. The data sources were obtained from BPS, the Indonesia Geospatial Portal, Google Earth, and the Badan Informasi Geospasial, integrating multiple sources for comprehensive analysis. The results show that out of 24 SMA in Gunungkidul, 15 are located in the central region, 5 in the northern region, and 4 in the southern part. SMA facilities are largely concentrated in the central or urban core area, indicating that their availability is unevenly distributed. Accessibility to SMA facilities is also relatively unequal, with considerable distances between schools in several districts, particularly in four southern districts.

Abstract

The central government, through several ministries and agencies, has completed major infrastructure development in Labuan Bajo with a substantial budget. However, problems have emerged after these infrastructure assets were handed over to the local government for management. This is evident in the underutilization of several facilities, despite their potential to significantly support tourism activities, boost the local economy, and increase regional revenue. Some facilities have even deteriorated due to inadequate maintenance, indicating that infrastructure support for tourism remains suboptimal. This study aims to evaluate the extent to which infrastructure supports tourism activities in Labuan Bajo. A descriptive qualitative method is employed, involving observations of infrastructure developed by the central government between 2020 and 2024, as well as interviews with infrastructure managers. The findings reveal that the suboptimal performance of infrastructure support is influenced by several factors, including inadequate infrastructure management quality, the lack of collaboration or partnership by the local government in managing and utilizing infrastructure, limited local government budgets for operation and maintenance, and a shortage of personnel assigned according to service needs and risk levels.

Abstract

Land is a crucial resource that is highly vulnerable to price speculation and monopoly. The fact that land supply is fixed, while the demand for physical development continues to increase alongside population growth, creates complex land-related issues. In some areas, land that should be productive remains idle. This condition has driven the establishment of land banking. The practice of land banking has been implemented in various countries around the world. This study provides an overview of land banking practices in United States, France, Netherlands, and Indonesia through a literature review. The analysis method used in this review is content analysis. The results indicate that land banking aims to ensure land supply for sustainable development in the future, particularly to fulfill human rights and other public interests. However, the effectiveness of land banking may vary depending on several factors, such as local governance, funding mechanisms, community involvement, and the specific objectives for which land banks are established in each country.

Abstract

Small islands in Indonesia are highly vulnerable to shoreline changes caused by human activities, natural factors, and global warming. Rangsang Island experiences annual shoreline changes that have adverse environmental impacts on community livelihoods. This study aims to identify the environmental impacts of shoreline changes on the northern coast of Rangsang Island. A qualitative descriptive method was employed, using word cloud analysis to identify the most dominant impacts experienced by the community based on the frequency and weight of each impact, where larger words or phrases indicate greater intensity and frequency of occurrence. The results reveal several environmental impacts caused by shoreline changes on Rangsang Island, including the loss of plantation and agricultural land, degradation and disappearance of coastal vegetation, land erosion, sea waves inundating inland areas, increased sedimentation, loss of marine resources, seawater intrusion, damage to residential areas, deterioration of environmental infrastructure, collapse of seawalls and wave barriers, soil erosion, and challenges in mangrove reforestation. This study highlights the serious environmental consequences of shoreline changes and provides considerations for mitigation measures to reduce their impacts on small islands in Indonesia, particularly on the northern coast of Rangsang Island.

Abstract

Transportation infrastructure development, such as Light Rail Transit (LRT), has a significant impact on land price changes in surrounding areas. This study aims to analyze changes in residential land market prices before and after the development of the LRT in the Transit-Oriented Development (TOD) area of Cikunir I LRT Station, Bekasi. This research employs a mixed-methods approach with a concurrent design, in which quantitative and qualitative data are integrated for comprehensive analysis. Quantitative data were collected through a survey of 150 respondents, while qualitative data were obtained through interviews with seven stakeholders. Data analysis utilized Kriging interpolation to map the spatial distribution of land prices. The results indicate that residential land market prices in Jatibening increased by an average of up to 106% after the LRT development, with the highest price reaching IDR 16,000,000 per square meter. Areas with the highest land prices are concentrated around the LRT station and main roads, driven by improved accessibility and connectivity. A comparison between NJOP (Tax Object Sales Value), ZNT (Land Value Zone), and market prices shows that market prices better reflect actual dynamics. This study highlights the importance of TOD-based spatial planning to maximize the economic benefits of transportation infrastructure development.

Abstract

One type of housing built in coastal areas is planned housing, where 54% of the total planned housing in Banda Aceh City is in coastal areas. This finding indicates a developer preference to build in the area. This study aims to explore developer preferences in determining the location of planned housing in coastal areas of Banda Aceh City. The approach used in this research is descriptive qualitative. The results showed that there were seven field findings that became factors of developer preferences in choosing planned housing locations, namely aspects of location, regulations and development permits, property markets, market preferences (consumers), cooperation and partnership systems, physical aspects and infrastructure and disaster risk mitigation. Factors that are very influential or most often appear in interviews are aspects of location, market potential and market preferences (consumers) related to economic aspects. The development of cities that lead to coastal areas opens up opportunities for developers to build housing in the area.

Abstract

The implementation of Smart City aims to improve the economy, quality of life and community welfare. Based on data from Yogyakarta City as one of the pilot projects of the 100 Smart City movement, the objectives of Smart City development have not been optimally realized in Yogyakarta City. Community involvement is key in the success of Smart City implementation, but the top-down development of Smart City has an impact on the lack of public literacy related to Smart City and results in the lack of utilization of Smart City products in Yogyakarta City. Based on the Smart City Masterplan document, the implementation of Smart City in Yogyakarta City always involves the community in 5K elements, namely Kota, Kampung, Kampus, Komunitas and Korporat. This research aims to identify the extent of citizen engagement in the implementation of Smart City in Yogyakarta City with qualitative research methods, data collection through interviews, field observations, and documentation studies with interactive data analysis techniques. The results showed that the increase in Smart City literacy and the utilization of Smart City technology in general in Yogyakarta City is still lacking. The engagement of 5K elements is included in the high engagement spectrum, namely the spectrum of citizen engagement at the collaboration level. The high level of engagement of the 5K element is more dominant in programs in the dimensions of smart branding and smart society, but the 5K element tends not to know that these activities are part of the Smart City program in Yogyakarta City because there is no notification from the implementing OPD and the Smart City program in Yogyakarta City tends to be related to tourism and community-driven local economy. Therefore, the involvement of the 5K element does not directly implicate the literacy of the general public in the development and utilization of Smart City products in Yogyakarta City.

Abstract

Ambon, as a member of the UNESCO Creative Cities Network (UCCN) in the field of music, has demonstrated a strong commitment to leveraging local potential to support creativity-based development. This achievement is significant and warrants an examination of the factors influencing its success to ensure its sustainability. This study aims to describe the factors influencing Ambon’s achievement as a Creative City of Music. The research employs a descriptive qualitative approach, involving data collection through document studies, observations, and interviews with stakeholders in Ambon. The results indicate that there are two main factors influencing Ambon’s achievement: internal and external factors. Internally, government commitment—reflected in policy support and budgeting—shows a moderate level of influence, while collaboration among stakeholders is categorized as strong. Externally, the influencing factors include commitment and collaboration. The implementation of national creative city policies demonstrates a strong influence, supported by significant local government policies. However, budget support through funding assistance from Badan Ekonomi Kreatif (Bekraf) and the Maluku Provincial Government is inconsistent, resulting in a moderate level of influence. On the other hand, collaboration between Ambon Music Office (AMO) and various stakeholders, including Bekraf and Indonesian Creative Cities Network (ICCN), shows a strong influence, with sustained partnerships that continue to support Ambon as a Creative City in the field of music.

Abstract

Indonesia, as one of the countries with the largest forest cover and ranked third in biodiversity, has experienced a decline in forest ecosystem coverage. Based on periodic data from 2001 to 2022, forest cover has decreased by approximately 11%. Data from Badan Pusat Statistik indicate that deforestation reached 514,835 hectares between 2013 and 2022, with the highest rates occurring in Sumatra and Kalimantan, ranging from 200,336 to 203,713 hectares. Kalimantan, as the largest contributor to forest cover, has experienced significant deforestation of up to 14.68%. The loss of forest cover due to deforestation is a major concern, considering the critical role of forests in providing ecosystem services. These services include the provision of food and timber, climate regulation through carbon sequestration and cycling, as well as the preservation of local cultural heritage, as highlighted in studies by Ranganathan (2008), Locatelli (2016), and Potschin (2016). Therefore, this study aims to predict carbon stocks under various land cover scenarios using QGIS, ArcGIS Pro, TerrSet, and InVEST. The predicted carbon stocks will then be compared with existing spatial planning policies to assess their implications for spatial structure and land use planning.

Abstract

Climate change is a global issue with significant implications for urban planning. This study examines Vegetation Density (NDVI) and Land Surface Temperature (LST) in Semarang City to support climate-adaptive urban planning. Using Landsat 8 imagery data from 2015 and 2023, analyzed through a Geographic Information System (GIS) approach, the findings reveal a substantial decline in vegetated areas. The moderately dense vegetation category decreased by 1,085.13 hectares (10.82%), while non-vegetated areas expanded by 1,988.64 hectares (30.05%). Additionally, there was a significant rise in surface temperature, from a maximum of 28.445°C in 2015 to 35.730°C in 2023. A strong negative correlation between NDVI and LST indicates that vegetation loss contributes to increased temperatures. To mitigate these effects, this study recommends adaptation strategies such as enhancing urban vegetation, expanding green open spaces, and implementing sustainable water management. These measures are expected to assist policymakers in developing strategies to enhance urban resilience to climate change.
