Abstract

In early 2019, Indonesia launched its Covid-19 vaccination program. However, this was met with controversy and widespread hoax news, resulting in increased vaccine hesitancy and lower vaccination rates. To combat this, the government implemented a penalty system for those in the target vaccination group who refused the vaccine without medical justification. These penalties included travel bans, restrictions on public services, and delayed salary payments for government employees. As the pandemic and global situation evolved, the government adjusted the regulations multiple times. Despite the controversy surrounding the penalty system, it has proven effective in increasing vaccination rates dramatically. This article reviews the impact of the penalty system on the Covid-19 vaccination program in Indonesia between 2021 and 2022. This review highlights that the effectiveness of the penalty system in increasing vaccination rates, despite its controversy.

Abstract

This research examines the circulation of narcotics in Aceh, which is increasingly very worrying. Narcotics in Aceh are now a real threat that must be considered by all components of society. The location of Aceh Province, which is in the Malacca Strait, makes Aceh a strategic area. So this is a serious threat to Aceh Province, especially related to smuggling and illicit narcotics. This study aims to find out how collaborative governance is used in carrying out the implementation of Aceh Qanun Number 8 of 2018 concerning the facilitation of the prevention of narcotics abuse in North Aceh. In this study, we used qualitative research methods with a descriptive approach to gain a comprehensive understanding. The results of the research show that the dynamics of collaboration in preventing narcotics abuse in the North Aceh district are not good enough because there is no collaboration, so the socialization function that should be carried out together is not working and there is no joint discussion between parties to start a collaboration plan, so the goals of cooperation mandated in the qanun are not achieved. The process of promoting collaboration was null because there was no collaboration, so several parties urged the North Aceh district government to immediately take steps to realize this collaboration.

Abstract

The trend of drug abuse in Indonesia is increasing, and one of the areas that have problems with drugs is Banda Aceh. Anti-Drug Peers Youth is a program that is included in the scope of National Priority (PN) activities and is a drug abuse prevention program under the auspices of the BNN main program. The purpose of this studio was to find out how the communication strategy used by the National Narcotics Agency (BNN) of Banda Aceh in campaigning for the Anti-Drug Peer Youth Program for Generation Z in Banda Aceh. The research method used is descriptive qualitative, using interview techniques with three informants. The results of the study show that regardless of the communication strategy implemented by youth they are selected and are seen as active and have been competent. They are considered capable of being activists in compiling messages using simple language that is easily understood by teenagers. The message delivery used is through canalizing and educative methods and uses spoken words and printed writing media.

Abstract

Digital developments, expected to contribute to efficiency and ease in the development process, are often used reversely. Specific communities also use digital technology as a means of communication and information in carrying out practices that violate norms and laws. In Aceh Province, which incidentally is the implementation area of Islamic Shari'at, the use of digital is used in practices that violate the Qanun (regional regulation) of Islamic Shari'at. Prostitution, one of the criminal cases of Islamic Sharia, was found that all perpetrators revealed that they carried out these 'unlawful' transactions through online media. This study aims to explain the driving factors for prostitution behavior and explain the government's collaborative efforts in dealing with online prostitution in Aceh. This study uses a qualitative approach that descriptively describes the primary and secondary data. Preliminary data were obtained through interviews and observation techniques, while secondary data was obtained through document review. Data analysis was passed through classification, reduction, and conclusion. The study results show that the driving factor for the dominant prostitution behavior is motivated by personal desires. In addition, it is also caused by environmental and lifestyle factors, the economy, family problems, as well as experiences of sexual harassment, and the loss of virginity. The government's collaborative efforts in dealing with online prostitution are carried out by controlling prostitution. The government and other elements of society conduct routine raids and patrols and hold outreach to the community down to the community level.

Abstract

This research is about the ASN supervisory strategy by the West Aceh District BKPSDM. strategy is an idea that is arranged before carrying out an action or action in doing something so that what is the goal can be achieved. So that the results achieved are maximized and efficient before taking an action there must be a strategy used. This study aims to see how far the strategy has been carried out by BKPSDM towards ASN. This research uses qualitative research methods and data collection is carried out through interviews, observation, and documentation. the results of the study show that the supervision strategy is good enough, supervision is carried out through online attendance. However, there are still obstacles such as the lack of maximum supervision carried out due to a lack of BKPSDM personnel in supervising ASN which exceeds the number of BKPSDM. The conclusion from this research is that the supervision strategy has been going well. but there are inhibiting aspects such as the lack of BKPSDM personnel in supervision.

Abstract

Maintaining religious harmony at the regional, provincial, and central levels is the obligation of all citizens and other government agencies. Islamic law in Aceh actually does not only deal with matters of faith, maisir, khalwat, and khamar, but actually also takes care of all aspects of life including relations between religious adherents. So that the Aceh government issued a form of regulation in the form of Perda No. 25 of 2007 concerning Guidelines for the Establishment of Houses of Worship. The case in Aceh Singkil several years ago shows that religious harmony has not been fully created in Aceh. Therefore, in this discussion conducted an assessment of Islamic views on religious harmony and efforts to overcome inter-religious conflicts. The research results show that rules for religious harmony in Islam are contained in the Medina Charter, while the Republic of Indonesia Law states that the state guarantees the freedom of every citizen to embrace their own religion and to worship according to their religion and beliefs. While the rules related to the establishment of houses of worship in Aceh have also been regulated in the Form of Regional Regulation No. 25 of 2007 concerning Guidelines for the Establishment of Nanggroe Aceh Darussalam Houses of Worship. The conflict between religious communities in Aceh Singkil was caused by the government's lack of attention and its occurrenceclash of wisdom, breach of agreement and regulation, social prejudice, bigotry, and lack of communication. The solution with examine the root causes of conflict, process it in a fair and transparent manner and increase outreach and dialogue between religious leaders.

Abstract

Regional General Elections or often referred to as regional elections are a method or mechanism for electing regional heads that are based on the constitution and are legal according to law. With the regional election, it is hoped that a fair, honest and wise leader can be elected to form a democratic government, but in the process there are disputes over the results of the vote count so that it has the potential to cause conflict if not resolved quickly. To overcome this, the government appointed the Supreme Court which has the right to adjudicate the dispute, over time the authority was then transferred to the Constitutional Court, causing a tug of war against the authorities authorized to adjudicate disputes over the results of the elections. Therefore, the writing of this paper will try to provide a study that aims to provide input to the government to choose the right institution for adjudicating the results of regional election disputes. This writing uses a normative juridical method with a statutory, historical, and conceptual approach and is supported by primary and secondary data. The results of this paper have four recommendations for institutions that have the right to adjudicate regional elections including the Constitutional Court, High Administrative Court, Election Watchdog, and the Special Court.
