Abstract

The birth of Qanun number 17 of 2013 concerning the Aceh Truth and Reconciliation Commission is the result of a derivative of Law number 11 of 2006 concerning the Government of Aceh (UUPA), which is a derivative of the result of the Helsinki Peace Memorandum of Understanding (MoU) between the Republic of Indonesia (RI) and the Free Aceh Movement (GAM) on August 15, 2005 in Helsinki, Finland. This paper discusses the opportunities for the Acehnese Conflict Survivors/Victims Association as Social Capital in the existence of Qanun number 17 of 2013 to settle the fulfillment of the rights of victims of human rights violations that occurred in Aceh in the period 1976-2005. This type of research is a qualitative research. The process of collecting data using the method of observation of the object of research related to the one being studied, interviews starting from listening, arranging words, and summarizing the results of the interviews without losing the substance of the information conveyed by the informants. The data analysis technique in this study used descriptive techniques using data reduction. The results of this study indicate that from its journey, especially after the Aceh Peace, SPKP-HAM Aceh was present in various issues related to human rights violations during the Aceh conflict, especially after the Aceh peace. The birth of Qanun number 17 of 2013 was a part of the SPKP-HAM advocacy with other institutions as well as Acehnese students in 2010 during the occupation of the Aceh DPR building. Furthermore, various issues regarding the fulfillment of the rights of victims of human rights violations, this organization also criticizes government policies that do not take sides with victims of conflict.

Abstract

This paper aims to discuss rights of non-Muslim citizens in Indonesia at government refers to the conception of the state of Dien wa Ni'mah. The main argument in this paper that the concept of Dien wa Ni'mah prioritize law as an important pillar can accommodate pluralism and contextual with the system of the Unitary State of the Republic Indonesia based on Pancasila. The research method used was a historical study, based on a comprehensive literature review from various sources in books and journals about the concept of Dien wa Ni'mah. The results of this study explain that Dien wa Ni'mah is a concept of the manifestation of Islam as a religious teaching that is Rahmatan Li al-Alamin and build human life through law as the main universal pillar, not only as the theological framework and spiritual principles of mankind, also in the life of society, nation and religion. So this concept accommodates the rights of non-Muslims in government by considering pluralism and democracy. Thus making the concept of Dien wa Ni'mah as the nation's perspective to the Civil Society will have an impact on the participation of all parties.

Abstract

Prophet Muhammad is a role model that Allah gave to mankind. Rasulullah teaches human everything that is in accordance with the Qur'an and hadith; included in politic. The politic taught by the Prophet Muhammad had been exemplified by him in its application when the Prophet Muhammad led Mecca and Medina.Rasulullah forming a country could not be separated from the support of the Arab community at that time. Rasulullah also applied correct moral and ethic in politic. However, we find in this 4.0 industrial revolution that everything becomes sophisticated and fast, the officials forget that moral. The leaders are too addicted to power and insane from office, so that they make politics as a bridge to pleasure without seeing the people in distress. Politics taught by the Prophet has been eroded more and more. Liberal official even provide separation on religion and politic. Religious matters are left to be the business of the Ulama and the state should be left to the business of politicians. Basically we already know that religion and state are of course inseparable. Religion must be upheld in politics and as a state; in order to create peace and peace as expected by the whole community.

Abstract

During 2017 to 2021, there were 120 land conflict complaints in Aceh that were submitted to the Aceh Government. Based on the data from the field study, information was obtained that the typology of the land conflicts was HGU land conflicts, Land Acquisition, Use Rights/HPL, Land Overlap, Cultivated Land, Customary Land, Forest Land, Certified Land, Inheritance Land, Land Claims, Land Transmigration, Waqf Land, Land Limits and Land Grants. The government's role in resolving land conflicts is carried out by the Aceh Land Office through the Land Conflict and Dispute Resolution Coordination Team that involves the relevant agencies. Settlement is carried out non-litigation (outside the court) through coordination between agencies by taking an inventory of conflicts arranged in a typology of conflict for resolution through the relevant agencies according to the authority. Furthermore, if the settlement is needed, mediation of the parties will be carried out by a land mediator so that a decision can be made by the District Court on the agreed minutes.

Abstract

Government Policy in the Covid-19 Pandemic Period Agains the Benefits of MSME Development in Ie Masen Kayee Adang Village Banda Aceh enforced a system with theEnforcement of Community Activity Restrictions so as to reduce activities outside the home. This study aims to determine the impact of the Covid-19 pandemic on the development of MSMEs in Ie Masen Kayee Adang Village and government policies during the Covid-19 period for the benefit of MSME development in Ie Masen Kaye Adang Village. This study uses a qualitative descriptive approach by collecting data using the method of observation, documentation, and interview methods. The results of this study indicate that a number of parties related to the presence of the COVID-19 pandemic have had a major impact due to the policy of school and office holidays as well as social distancing. There has been a decline in the income of MSME actors by more than 50%.

Abstract

This paper analyzes the readiness of the West Sumatra provincial government in establishing foreign affairs. This study identified perceptions and implementation of foreign affairs conducted by the regional government of West Sumatra province. Furthermore, this Research is expected to map the challenges, opportunities, and obstacles faced by the regions in formulating foreign affairs. This Research uses a qualitative approach in processing and analyzing data collected through interviews with stakeholders in the government level of West Sumatra province and collection of policy documents on West Sumatra provincial government related to foreign affairs. The results show that the West Sumatra provincial government is not fully prepared to carryout foreign affairs. The regional government of the province of West Sumatra continues to improve it self to prepare its institutions to establish and run foreign affairs. Then, the government aware that local government has support central government in doping foreign affairs. It has various obstacles for the implementation of foreign affairs such as human resources, mechanisms, and limitations of local government initiatives to follow kupon foreign Cooperation carried out by the central government.

Abstract

The high interest of the Acehnese people towards education at private Islamic Boarding School schools, namely the integrated dayah, provides space for discrimination between students who are able and those who cannot. The purpose of this study was to examine access to policy and budget for the poor in obtaining education at integrated dayahs in Aceh. The research method uses a descriptive qualitative approach with data collection techniques by interview and documentation. The results found are in the formal legal aspect, accessibility from the central government is obtained by the poor, namely the existence of BOS and PIP, while the regional government of Aceh province is scholarship assistance for orphans, orphans, orphans and orphans but not specifically for the poor, while the internal Dayah policy is integrated is to determine their own policies such as the foster parent program, maximizing business entities implementing zakat mal dayah. In terms of budget sources, it can be seen from the APBN, DIPA and integrated Dayah internal finance.

Abstract

A survey in Indonesia shows that the range of 2018-2021 from before the COVID-19 pandemic to after the Covid-19 pandemic, narcotics cases increased significantly. The purpose of this study is to analyze the Strategy of the National Narcotics Agency in Preventing Narcotics During the Covid-19 Pandemic in Indonesia. This research uses qualitative and descriptive methods. Sources of data obtained through journals, twitter and websites. The data analysis technique uses Nvivo 12 plus analysis through chart features, twitter sociogram, website. The results showed that the BNN RI strategy in preventing narcotics during the COVID-19 pandemic was through three strategic steps, namely the Soft Power Approach (in the form of prevention activities, community empowerment, rehabilitation and post-rehabilitation so that people have self-defense and deterrence against narcotics abuse), Hard Power Approach (by focusing on strict and measurable law enforcement aspects in dealing with narcotics syndicates) and Smart Power Approach (using information technology in the digital era in efforts to combat narcotics). This strategy is used for sustainable development in the health, economic and social fields of Indonesian society in preventing narcotics crime.

Abstract

This paper will discuss the role of Islamic Religious Education in Higher Education in shaping the character of students. Integrated Islamic Religious Education (PAIT) is one of the most important pillars of character education. Character education will grow well if it starts from the instillation of a religious spirit in children, therefore PAI material in higher education is one of the supports for character education. Through PAI learning, students are taught aqidah as their religious basis, taught the Koran and hadith as a guide for their lives, taught fiqh as legal signs in worship, teaches Islamic history as an example of life, and teaches morals as a guide for human behavior whether in the good or bad category. bad. Therefore, the main goal of PAI learning is the formation of personality in students which is reflected in their behavior and mindset in everyday life. In addition, the success of PAI learning in schools is also determined by the application of appropriate learning methods.
