Abstract

Road Minimum Service Standards (MSS) is a road’s technical measure that must be realized by the road administrator so that the roads are able to operate in accordance with the service standards stipulated. The stipulation of road MSS is regulated through Regulation of Minister of Public Works No. 01/Prt/M/2014 on Minimum Service Standards of Public Works and Spatial Planning that have two indicators basic road service are the level of good and medium provincial road conditions as well as the connection between activity centers and production centers (connectivity) in the province. This research aims to discuss about evaluation the condition and connectivity of the road that is implemented in the provincial road segments in Kendari City. The method that used in this research are indentified about the existing condition and connectivity of the road and distribute questionnaires to the road users to knowing about their perception about the service of Province’s road in Kendari City with using secondary datas from Dinas Sumber Daya Air dan Bina Marga Provinsi Sulawesi Tenggara dan primary datas from observation on provincial roads in Kendari and questionnaires distribution to road users. Evaluation factors consisting of public services factors that have been implemented on the provincial road segments in Kendari with the Discrepancy Evaluation Method that direct comparison between the data obtained from the observation and interviews with the target achievement stipulated in Ministerial Regulationof Public Works No. 1/PRT/M/2014. The result of this research on 10 (ten) provincial roads in Kendari City shows the level of good and medium provincial road conditions as well about 55,60% with the standard is 60%, the level of the connectivity in the province about 89,40% with standard in the regulation is 100% and according to the perception of road users, level of service road conditions about 49,25% and level of connectivity of the provincial roads in Kendari City is about 81,2%.

Abstract

The Air transport demand still increasing continuously both of number passengers, cargo and aircraft movements will have a direct impact on the capacity of the airport. Juanda International Airport has one runway that serves about 35-40 aircraft per hour. The number of aircraft movements cause the problem of delay and wasting fuel. Delay can reduced the productivity airport services and airlines. This goal of this paper is to analyze the airport capacity, delay and effect of delay on the aircraft's fuel consumption. Calculations using simulation software arena with arrivals and departure modelling. The results showed that in the calculation of the existing runway capacity as much as 44 scheduled aircraft movements during peak hours there are only 33 aircraft for 1 hour with an average delay of 29 minutes. Simulations using the software arena, delay for arrival varied between 0.6 minutes to 4.2 minutes and delay for departure varied between 0.8 minutes to 19 minutes. Aircraft fuel consumption A320 for the queue 1 to 4 of aircraft varied between 67.56 lb to 270.26 lb. While fuel consumption B737-500 for the queue 1 to 4 of aircraft varied between 131.31 lb to 525.26 lb

Abstract

Infrastructure has a very important role as certain to instigates economic growth and regional development. Transportation serves facility for production and investment systems that enables regional services and activities. Region developed on potential itself, to support it how determines best alternative of road links is required. To obtain weight of criteria in this research using pairwise comparison, and furthermore the Technique for Order Preference by Similarity to Ideal Solution is used to discover preference value from each road links. This research indicates that preference inter-districts road Bendo-Surodakan is the main priority with value of preference 3,07, then Suruh-Pule, Gandusari-Kampak road link with score 2,44 and 2,30, consecutively. Road link with lowest score obtained by Bangunsari-Bulu as 0,057

Abstract

Delays are the global phenomena occur in the construction industry. Delays negatively affect project performance. Based on the category which causes delay, this research especially discussing about Non-Excusable Delays, in which contractors holds the responsibility for the delay. The purpose of this study is to analyze the relation between factors, and its effects on delays in Manado. Model development is based on previous research and literature review. Primary data collection was done through distribution of questionnaires to project managers, site managers or implementers of contractors who had or are currently dealing with building construction projects in Manado. Data was analyzed using Partial Least Square. The results reveal that Improper Execution Planning directly and positively influence Construction Project Delay. On the other hand, Improper Execution Planning is influenced by Inefficient Site Management while Inefficient Site Management is significantly influenced by Poor Contractor Competencies

Abstract

This paper presents the results of the study of one of the alternative decision support systems in determining the priority of irrigation maintenance. One of the obstacles in maintaining irrigation assets is the limited budget, hence the need for priority maintenance of irrigation. Batu City as an agricultural area, has not applied objective assessment criteria in determining the priority scale of irrigation asset maintenance to support the success of agriculture. Especially the irrigation area of Kali Brantas Sub Watershed which is the downstream area of Batu City, there are still many damaged irrigation assets infrastructure. This study aims to determine the priority of irrigation maintenance of Kali Brantas Sub Watershed Batu City. Analysis using Simple Additive Weighting method with the following stages: The assessment of each criterion directly in the field (Physical Condition, Functioning, Service Area and maintenance cost) according to Regulation of Minister of Public Works No. 13 / PRT / M / 2012, , determine the rating of each alternative match, normalization of alternative value of each criterion and ranking of normalization product with weight of importance. The result of the analysis shows that irrigation infrastructure which become the first priority in irrigation maintenance activity of Kali Brantas Sub Watershed Batu City is Genengan Dam. For second priority up to five consecutive are; Bend Beji I, Beji II, Ngukir Mranak II and Ngukir Mranak I Dam..

Abstract

The increase of vehicles is one of the impacts of activity growth in a region. The high number of vehicles has an impact on the high saturation rate and the decreasing level of effectiveness and performance through Gajah Mada Medan Street. One of the solutions offered for performance improvement in Gajah Mada Street is the construction of flyover. Therefore, it is necessary to analyze the performance alteration due to the constructed of flyover.The analysis process development in Gajah Mada Street is conducted on the number of vehicles, speed, capacity, and delay analysis at the intersection. From the analysis result obtained the volume roads, degree of saturation, travel time and forecasting from Gajah Mada Street.

Abstract

Water supply in southern part of Lamongan Regency, i.e. Mantup District (Mantup Village), Tikung District (Takeranklating and Bakalanpule Village), and Kembangbahu District (Puter Village) will be served by PDAM from Mojolamong Regional Water Supply System. About 70% villagers in these rural area use groundwater well and others sources of water, while the rest 30% get their water from Hippam. PDAM of Lamongan Regency purchased treated water from Mojolamong Regional Water Supply System and then distribute it to the customer. One of basic principle in the determination of water tariff is full cost recovery, i.e. calculating all basic costs collected from investation, operation, and maintenance, so that the earned income can replace all cost have been spent. Study result show that water tariff rate based on full cost recovery with 9.48% of MARR generated NPV value on Rp.2,876,367,948 (NPV>0), IRR value at 10.74% (IRR≥MARR), and Payback Period through 19 years operation is determined with water tariff at Rp.3,700/m3.

Abstract

Data update from Public Works and Housing Ministry records the existence of slum area in Kerantil District, Blitar City. Blitar City government has tried to address slum problem in that district, but until now slum improvement programs still not showing significant result. Based on the existing condition, research on priority infrastructure is conducted in Kerantil slum area, Blitar City. The aim of this research is to address proper program response for Kerantil slum area, Blitar City. This research begins with determining factors causing slum in Kerantil slum area using Confirmatory Factor Analysis. After the factors are determined, infrastructure response priority is determined by means of Service and quality (servqual) Analysis and Importance Performance Analysis (IPA) by comparing the level of importance and performance about infrastructure in slum area based on respondent answer. Several factors causing slum in that area are street infrastructure, drainage infrastructure, water infrastructure, waste infrastructure, building infrastructure, fire protection infrastructure, and green open space infrastructure. The other factors are government role, social, economy, society, and legality. The prioritized infrastructure in Kerantil slum area are waste infrastructure, fire protection infrastructure, and green open space infrastructure.

Abstract

The contribution of the Surabaya construction sector to the growth of the Surabaya economy over the past few decades is highly phenomenal, but many of construction projects in Surabaya are experiencing delays. While much research has been done about the cause of the delay, but the chronic problem of delay time is still very difficult to clearly discovered. The primary objectives of this research are to identify the main factors of non-excusable delay in construction projects and analyze the interdependence relationships of one factor with another. Based on literature, structural model has been developed and then use Partial Least Square to analyze the relationships with quantitative impact value among identified factors. In order to collect the data on the measured attributes, a questionnaire survey was designed in the form of an affirmative question. Respondents for this study are selected from a project manager, head project and director in the Surabaya construction firms were worked on building projects and experienced of dealling delays problem. The results of the research suggest that poor field management is one of the most significant factors significant affecting construction project delay. While path coefficient of poor capability of contractors and improper planning indicated possitive, neither of these two factors has any impact on time delay. On the other hand, poor capability of contractor to be one of the key contributing factors resulting in improper planning and improper planning affecting in poor field management.

Abstract

The central government through the Directorate of Environmental Sanitation Development (PPLP) of the Directorate General of Human Settlements of the Ministry of Public Works and Public Housing participated in the implementation of drainage of Surabaya by providing assistance for the construction of Greges pump house. The pump house Greges as one of the pump house located in Surabaya, is one of the drainage system controllers around Bozem Morokrembangan area especially the flow of water along the Greges channel which is also an outlet for several channels. In the aid of the pump house choose to use Genset as the main power source (SDL). While the Government of Surabaya always wants the use of SDL from PLN. The purpose of this study was to analyze the use of SDL to meet the needs of the Greges Pump House by performing the cost analysis required for the Greges pump house for the use of Genset and PLN power sources, and determining the better SDL selection that would be used to meet the needs of the Greges pump house. Based on the analysis of costs, the use of generators is better than PLN in the investment cost analysis. Based on PLN operational cost analysis is better than generator. In the first year period the total cost for the use of PLN is Rp. 5.102.223.905 greater than the generator Rp. 4.789.084.970,16,, in the second year the cost of using PLN approaches the generator cost, and on the third and so the use of generator is higher than the PLN.
