Abstract

Pada penilitian ini regulasi yang dijadikan pedoman yaitu Peraturan Gubernur No. 174 Tahun 2015 tentang Bantuan Biaya Personal Pendidikan Bagi Peserta Didik dari Keluarga Tidak Mampu Melalui Kartu Jakarta Pintar (KJP).  Fenomena yang menarik untuk diteliti berkaitan dengan faktor komunikasi dalam Program Kartu Jakarta Pintar yang  selama ini belum optimal. Tujuan penelitian ini adalah untuk mendeskripsikan dan menganalisis tentang  pentingnya faktor komunikasi dalam Program Kartu Jakarta Pintar  Pada Sekolah Dasar (SD) Negeri di Kota Administrasi Jakara Timur serta memberikan rekomendasi kepadaa mplementor. Penelitian ini bertipe deskriptif dengan pendekatan  kualitatif. Pengumpulan data dilakukan dengan wawancara sebagai data primer. Sedangkan data sekunder diperoleh dari kepustakaan, media elektronik, dan sumber lain yang dapat dijadikan sumber informasi. Masukan yang diberikan yaitu UPT P6O perlu  memperbaiki kerjasama dengan pihak sekolah dengan mengadakan sosialisasi rutin secara berkala, menjalin  kerjasama dengan pihak swasta, melaksanakan koordinasi dan sinkronisasi dengan seluruh instansi atau SKPD terkait, pihak sekolah harus aktif mensosialisasikan tentang segala informasi KJP, membuat peraturan bahwa pembelian barang yang  menggunakan dana KJP hanya bisa digunakan di koperasi sekolah agar mudah dalam mengontrol penggunaan dana, pihak sekolah perlu memperketat pengawasan dan bersikap tegas atas segala pelanggaran yang terjadi pada peserta didik penerima dana bantuan.

Abstract

Departing from the problems of weak evaluation planning at local government level work unit, we conducted this study with the aim to get an overview of the evaluation work plan on working units, and the formulation of solving the problem and provide solutions. This research was conducted with a qualitative approach, using in-depth interviews and documentation of data, and then analyzed with domain analysis techniques.The results showed evaluation work plan in Bappeda still not effective. Bappeda only to evaluate the results of the work plan at this stage, while at the policy and implementation stages have not been carried out. Some of the main problems found in the evaluation work plan Bappeda are no guidelines for internal evaluation work plan, limited information technology support, the limited number and quality planners, and not the good aspects of the legality of the work plan.Recommendations for addressing concerns in Bappeda evaluation work plan are: strengthening the commitment of the planning; the establishment of guidelines for the evaluation of the work plan, the data developing regional planning system; to improve coordination, communication and development planning; increased monitoring of the quarter; utilization of evaluation results; and improving the quality and welfare of workers planner.

Abstract

Poverty is a main issue tosolve. National Urban Program for People Empowerment (PNPM MP) has main program to alleviate poverty by involving participation of the villagers. The purpose of the  research is to analyze the implementation and identify the inhibiting factors of PNPM MP, in Mangunharjo residence Tembalang District Semarang. The approach used is descriptive qualitative approach. The implementation of PNPM MP in Mangunharjo was started in 2007. Direct People Assistance (Bantuan Langsung Masyarakat/BLM) received are used to alleviate poverty through three areas: economy, social and environment. Self-Assistance Groups (Kelompok Swadaya Masyarakat/KSM) has easy access to obtain additional capital to run a business. Poor villagers are asissted through house rehabilitation program and education package. The negative Impacts  also come up that there is  social envy especially for those who do not receive the assistance. The inhibitting factors of the implementation of PNPM MP in Mangunharjo Residence include the internal factors: The limited number of the operating unit members, Some BKM members are not active in some activities, The KSM members do not have sufficient skill to arrange the proposal. While the external factors include: the distrust of villagers toward the credibility of KSMmembers to implement physical projects, and the envy shown by those who do not get  BKM. To increase the awareness of the BKM and KSM members are through trainings, assistingKSM to prepare the project proposals and eventhe reports regularly and continuously. There should be a socialization to the villagers about the programs managed by BKM through regular meetings of RT / RW or the engagement of the community leaders to take a part routinely in the annual meeting forum of  the villagers (Rembug Warga Tahunan/RWT).

Abstract

Higher education is one of the key factors in the effort to improve the lives and well-being of a nation. The experience of developed countries in Asia showed that the quality of higher education correlated significantly with the increased competence of human resources as a whole which eventually forms a high competence in the global competition. Globalization proactively answered by the governments in various parts of the world through international cooperation in the form of teaching, research, and dedication to the university in the form of the internationalization program. Through descriptive qualitative method enriched by quantitative techniques with intrinsic case study design (intrinsic case study), this research found that the success of internationalization is driven by capacity building supported by horizontal and hands on leadership. Therefore, the leadership of a university is not only an academic but it must be a manager who is able to read the signs of change.

Abstract

Percepatan reformasi administrasi di daerah adalah mewujudkan tata kelola pemerintahan daerah yang baik (good localgovernance) yang terfokus pada peningkatan kualitas penyelenggaraan pelayanan publik. Didalam meningkatkan kualitas penyelenggaraan pelayanan publik diperlukan inovasi pelayanan publik. Pelayanan Administrasi Terpadu Kecamatan (PATEN) merupakan inovasi sederhana untuk melaksanakan reformasi Administrasi di tingkat daerah (local), khususnya di Kecamatan. Penelitian Reformasi Administrasi Pelayanan Publik (Studi Pelayanan Administrasi Terpadu Kecamatan di Jawa Tengah )  ini menggunakan metode penelitian kualitatif – diskriptifAnalisa  data dilakukan melalui tahap reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian Pelaksanaan Pelayanan Administrasi Terpadu Kecamatan (PATEN) di Jawa Tengah telah 0.Tengah. Dengan persyaratan PATEN yaitu syarat substantif, administratif dan teknis telah mendorong Bupati/Walikota di Jawa Tengah untuk melimpahakan kewenanganya kepada camat dan memperkuat peran dan fungsi Kecamatan. Tidak hanya sebagai Satuan Kerja Perangkat Daerah dan pelaksanana tugas pemerintahan umum, namun juga melaksanakan peran fungsi sebagai unit pelayanan terpadu di Kecamatan. Hal ini telah membuat kecamatan menjadi sangat strategis di tingkat Kabupaten/Kota, yaitu menjadi simpul pelayanan terpadu bagi Kantor/Badan Pelayanan Terpadu di Kabupaten.Dengan adanya PATEN di Jawa Tengah, membuat Kecamatan – Kecamatan di Jawa Tengah  memiliki visi, misi, maklumat pelayanan, Standart Operating Procedure (SOP) sehingga tingkat akuntabilitas dan budaya kerja di Kecamatan meningkat. Hal lain yang menonjol pada umumnya dengan pelaksanaan PATEN adalah peningkatan sarana prasarana pelayanan.

Abstract

Minimnya sosialisasi informasi persyaratan dan penggunaan E-Samsat, terbatasnya jumlah sumber daya manusia untuk tenaga operator mobil Samsat keliling dan operator gerai Samsat, masih sering terjadi gangguan jaringan internet sehingga E-Samsat masih belum bekerja optimal, terbatasnya sarana dan prasarana pendukung dalam pelaksanaan E-Samsat menjadi beberapa permasalahan dalam penerapan E-Government di Kantor Samsat Kabupaten Merangin. Oleh karena itu, penelitian ini bertuuan untuk mendeskripsikan pelaksanaan E-Government pembayaran pajak kendaraan bermotor melalui E-Samsat beserta kendalanya. Metode penelian yang digunakan adalah deksriptif kualitatif dengan pendekatan studi kasus pada penerapan E-Samsat. Hasil penelitian diketahui bahwa pelaksanaan E-Goverment pembayaran Pajak Kendaraan Bermotor dalam mendukung Good governance dilakukan melalui inovasi penambahan fasilitas pelayanan Samsat Online, fasilitas pelayanan mobil Samsat Keliling, dan fasilitas pelayanan Gerai Samsat. Untuk saat ini E-Goverment pembayaran Pajak Kendaraan Bermotor masih belum optimal karena terkendala minimnya sosialisasi informasi persyaratan dan penggunaan E-Samsat, terbatasnya jumlah SDM untuk tenaga operator mobil Samsat Keliling dan Operator Gerai Samsat, sering terjadi gangguan jaringan internet, terbatasnya sarana dan prasarana pendukung dalam pelaksanaan E-Samsat. Rekomendasi yang bisa diberikan untuk peningkatan kualitas dan kuantitas sumberdaya yang berhubungan langsung dengan pelayanan E-Samsat seperti SDM dan sarana prasarana.

Abstract

The main objective of this paper is to see the struggle of village leaders since the birth of law number 6 of 2014 concerning Villages with a description of the phenomenon of simultaneous village head removal in the northern Halamhera district in 2018. The birth of the village law made the village position shift from the administrative area in Under the regency and sub-district becomes the right to regulate and manage self-government affairs with its privileges to provide recognition and respect for existing villages with their diversity before and after the formation of the Unitary State of the Republic of Indonesia, strengthening village communities as the subject of development known as Village Development means participating in planning and decision making and Village Building means as the main actor (subject) who plans, finances and implements it. The phenomenon of seizure of power in the village also occurred in North Halmahera through the Village Head Election  simultaneously in 2018, the number of participants participating in the village head electoral competition reached 8 to 9 people / village, in addition academics with Doctoral degrees also participated in taking leadership village. The research method used is a qualitative method.

Abstract

The Village Government is the spearhead in implementing existing government functions. Government functions according to Ryas Rasyid itself are four, namely Service, Development, Empowerment, and Regulation. The function that will be focused in this paper is the function of the service) carried out by the Village Government, namely the Village Head, Village Secretary and Other Village Devices to the Village Community. There are various services available at the Village Office, such as a cover letter for the management of Electronic Citizenship Cards, Family Cards, Birth Certificates, Death Certificates, Police Records and others. Although the services provided at the Village Office are only limited to a cover letter, good and satisfying services are a demand of the village community and must be fulfilled by village officials everywhere. This Conceptual Idea was created with the aim of identifying classic problems in the implementation of public services by the Village Government so that appropriate solutions can be found to answer these problems. There are so many classic problems that occur in the services provided by village government officials. For example, there are still village officials who do not have the ability to listen to complaints made by the village community about the services provided by the village officials. In addition, another classic problem is the ethics and attitude of the village officials in providing services to the community that are still not good. Of course with the ethics and attitude that is not good from the village apparatus, the community becomes uncomfortable in dealing with village officials. Classic problems like this are undeniably still found in many Village Offices throughout Indonesia. A formulation is needed so that the classic problems can be gradually lost and no longer become a disease in the Services carried out by the Village Government

Abstract

Korupsi dalam implementasi dana desa masih menjadi isu yang tidak pernah habis. Dana desa yang tujuan utamanya untuk mensejahterakan masyarakat desa dalam kenyataannya juga rawan untuk dikorupsi. Hal ini tidak lepas dari banyaknya jumlah desa berbanding dengan system pengawadan yang selama ini dilakukan. Permasalahan yang dalam penelitian ini adalah apakah kewenangan dan otonomi desa dengan meletakkan kepala desa sebagai puncak pimpinan memberikan pengaruh dalam implementasi dana desa. Penelitian ini menggunakan studi pustaka melihat berbagai informasi mengenai isu-isu korupsi yang berkembang terkait dengan implementasi dana desa. Kesimpulan dari penelitian ini adalah urgensitas peran unit pengawas yang melakukan monev implementasi dana desa.

Abstract

In Article 67 paragraph (2) of Law Number 6 Year 2014 concerning Villages, it is stated that the village has an obligation, among others, to improve the quality of life of the village community, develop village community empowerment, and provide and improve services to the village community. One program carried out by the government to realize this is the provision of Village FundsThe purpose of this paper is to find out how the quality of service in the village government of Borobudur after the allocation of village funds. This research is a type of survey research. This research was conducted on the residents of Borobudur Village. The population in this study was 9,030 with sampling determination techniques using the Slovin formula with an error rate of 10%, so the number of samples in this study were 100 respondents. Data collection techniques using questionnaires were then analyzed using index analysis. The results of the study prove that only the tangible aspect has the highest index value
