Abstract

Pada era globalisasi ini, teknologi informasi sangat berperan penting dalam mendukung keberhasilan pemerintah dalam memimpin suatu daerah , karena teknologi informasi dapat memudahkan pemerintah berinteraksi dengan masyarakat. Pemerintah mengemas serangkaian informasi penting dan melakukan berbagai macam layanan publik melalui halaman web yang diterbitkan melalui internet. Ini merupakan upaya menuju good governance dengan menciptakan E-Government yang berbasis web. Pemerintah Kabupaten Banyuwangi merupakah salah satu pihak yang memanfaatkan teknologi informasi untuk memperbaiki pengelolaan tatanan pemerintahan di berbagai bidang. Tujuan dari penelitian ini adalah untuk menganalisis dan menggambarkan bahwa dalam meningkatkan pengelolaan publik menuju good governance dapat memanfaatkan teknologi informasi dengan menciptakan E-Government yang telah diterapkan oleh pemerintah Kabupaten Banyuwangi. Penelitian ini menggunakan pendekatan kualitatif. Pemanfaatan E-government oleh Pemerintahan Banyuwangi dalam menciptakan good governance telah tercapai karena masyarakat dapat menggali informasi penting dan dapat melakukan registrasi atau melakukan pembayaran dengan mudah dan cepat melalui E-Government.

Abstract

Pertumbuhan ekonomi inklusif menjadi pembahasan menarik dan menjadi arah sasaran kebijakan di berbagai negara. Salah saru sektor yang memiliki peran penting dalam mendorong pertumbuhan ekonomi adalah sektor Usaha Mikro Kecil dan Menengah (UMKM). Ditengah berkembangnya teknologi saat ini, financial technology (FINTECH) menjadi strategi yang efektif untuk mendorong peningkatan akses keuangan serta pembiayaan UMKM dimana tujuan akhir untuk menurunkan kesenjangan di suatu negara dapat tercapai. Selain itu penerapan good governance juga penting diterapkan sebagai kerangka konsep sustainability. Penelitian ini bertujuan untuk mengetahui bagaimana sinergi UMKM melalui financial technology dan good governance dapat menurunkan kesenjangan dan mendorong pembiayaan bagi sektor UMKM. Metode Penelitian yang digunakan yaitu metode analisis deskriptif untuk menjawab permasalahan dalam penelitian ini. Berdasarkan hasil temuan ini diperlukan harmonisasi kebijakan yang dikeluarkan oleh Bank Indonesia, Otoritas Jasa Keuangan dan Pemerintah untuk mendorong pembangunan UMKM melalui kemuadahan akses permodalan. Selain itu, konsep good governance juga sangat penting agar unit usaha mampu bertahan ditengah persaingan bisnis serta tantangan perekonomian global.

Abstract

Semua organisasi, apapun jenis, bentuk, skala operasi dan kegiatannya memiliki risiko terjadinya fraud atau kecurangan. Fraud dapat menimbulkan banyak kerugian seperti hancurnya reputasi organisasi, kerugian organisasi, kerugian keuangan negara, dan rusaknya moril karyawan. Dengan menggunakan elemen- elemen dalam fraud diamond theory (Wolfe & Hermanson, 2004), penulis berkeinginan untuk mendeskripsikan faktor-faktor yang mempengaruhi kecenderungan perilaku fraud pegawai di perguruan tinggi negeri. Elemen Fraud Diamond Theory ini selanjutnya diproksikan ke dalam beberapa variabel. Elemen tekanan (pressure) diproksikan dengan variabel kepuasan kompensasi, keadilan organisasi, dan variabel tekanan situasional berupa otoritas atasan. Elemen kesempatan (opportunity) diproksikan dengan variabel keefektifan pengendalian internal, penegakan hukum/aturan, dan asimetri informasi. Elemen rasionalisasi (rationalization) diproksikan dengan variabel budaya organisasi dan komitmen organisasi. Abstract

Sustainability of Sidomulyo smallholder coffee agro industry as a part of Jembercoffee agribusiness should be attempted by improving their high quality of coffee bean.Development of sustainability assessment indicators is needed to determine the factors thatare feasible to support coffee agro industry. Case studies conducted in smallholder coffeeplantation at Jember District, East Java. Through Rap-Coffee simulation, sustainabilitystatus is moderate (58.94%). Improving the status can be achieved based on the keyattributes of sustainability framework. Supports from stakeholders such as government,research institute and banking with incentives, credit, maintaining equipment and qualitystandards assistance would increase productivity and quality while improving smallholdercoffee prices.

Abstract

Intensive nutrient managements for crop production are one of agriculture management strategies that are not yet widely adopted in most third world countries.Precise N Fertilization as a part of intensive nutrient managements is a great way tomanage input efficiency; yet, the technology is feasible enough for farmers to apply, inorder to increase the farm product quality while improve access in modern market.Nitrogen (N) required for plant growth and development in large numbers, but the plant isonly capable of absorbing an average of less than 50% N provided through conventionalfertilization. Greenhouse gases emissions are increasing mostly because of expanding useof N fertilizers, while the carcinogenic effect of N residue on farm products is a dangerousrisk for human health. By increasing the awareness on health and environmental effects forfarm products especially concerning precise N fertilization, consumer will get healthbenefit while producer will get an added value for their products. Thus, by applying betterinput efficiency farmers could simultaneously increase the price while meeting the higherconsumer demands even with gradually stricter standards in term of farm product qualityand market requirements.

Abstract

AccaciaMagniumWilld. is one of plant species which is used for industrial rawmaterials pulp and paper. Since 1984, government has allocated 1,4 million hectares ofthis plant but the annual average abilityof Sumatera is just about (70.000 – 120.000). thegrowth and the development of acacia depend on seeds sources and the condition of soilnutrient in the media used. Themassively use of topsoil as the seedling media will makebad effect to the land, so that other alternatives which are can be used such as : sawdust,rice huskash, municipal solid wastecompost, organic material or fallenleaves ofplantscompost and dung compost is needed. N element in right amount has important rolein the growth of seed, still we need 0,46 gram/polybag (1 gram TSP/ polybag) of Pelement. Supplementaryfertilizer is given twice to 15-day-old and 30-day-oldafter weaningseedlings, the dose is 0,1 gram/polybag (0,2 gram of Urea/polybag and 0,2 gram KCL/polybag) for each of N and K element. The aims of the research are: to know the kind ofsuitable alternative media; the dose of nitrogen fertilizer and the interaction of them both tothe growth of AccaciamangiumWilld seed. The research is done in the Kranjingan village,Sumbersari sub-district, Jember at altitude ± 89 m above sea level in April to July 2009.The research usesrandomized block design which is factorialy (4x3)repeated3 times. Thefirst factor is the kind of growing media (M) which is consist of 4 experimental stage thoseare: M1= top layer of the soil (topsoil); M2=municipal solid waste, sawdust , rice huskash(1:2:1); M3=municipal solid waste, sawdust , rice huskash (2:2:0); M4:municipal solidwaste, sawdust , rice huskash (0:2:2). The second factor is the dose of nitrogen fertilizer(P) which is consist of three experimental stage those are: P0=0 gram N/ polybag (0,0 gramurea/polybag); P1 =0.09 gram N/polybag (0,2 gram urea/polybag); P2 = 0,18 gramN/polybag (0,4 gram urea/polybag). Observationalparametersinclude: height, the amountof leaf, stemdiameter which is observed on 14, 28, 42, 56, 70, and 84 HST; The lengthandnumber ofmainroot at 84 HST and the arise of crescent leaf (HST). The result of theresearch: a. alternative media M1 (topsoil which is contain of organic material that ispineleaf litter) is the best media for all of the growthobservation of seedlingsparameters; b. application offertilizer dose P1 (0,09 gram N/polybag or 0,2 gram urea/polybag) is the bestdose for all of growthobservation of seedlingsparameters and more efficient use; c. Interaction occur and MIPI treatment (topsoil alternative media which is contain ofpineleaf litter with 0,09 gram/polybag of nitrogen) is the best result especially fordiameterobservationparameters and the time when crescent leaf of the plant appear.

Abstract

The purposes of the research are to analyze the people’s cane marketing activities covering: (1) margin analysis and farmer‘s price share, (2) analysis of price transmissionelasticity and market integration, and also (3) analysis of established market structure. Theresearch is brought about in cane-farming-on-dry-land in the district of Ngawi, which ischosen with purposive sampling, then the sub district of Pitu as representation of theDistrict of Ngawi is also picked up with purposive sampling, while as the sites of theresearch, two villages namely Ngancar and Papungan are taken with simple randomsampling method. In current research 87 farmers for sample are obtained with stratifiedrandom sampling method. The traders chosen as sample are decided with purposivesampling considering that the traders chosen can represent the trader population and it isintended to avoid repeated sampling on the same traders. In this research, 25 retailers fromabout 85 retailers and 10 wholeslers from total 36 wholesalers in Ngawi are sampled. From87 farmer in the sample, all their cane crops are collected by 25 retailers and 10wholesalers chosen, so that it is expected that traders in the sample can represent otherretailers and wholesalers in Ngawi. The results of the research show that (1) in marketingprocess phase show that the longer the cane marketing chain (the first and the secondmarketing pattern) make the marketing margin the larger so the lower farmer’s share price,(2) the longer the cane marketing chain , the lower the transmission elasticity (not quiteperfect) and market integrity occurs in the long run, which makes the marketing patternless efficient,(3) on the short chained marketing pattern (the third marketing pattern) tendsto make the marketing margin narrower, the farmer price share gets larger, the pricetransmission elasticity gets higher (perfect) and market integrity occurs in the short run(ideal for cane marketing), and it all means that marketing pattern will be relatively moreefficient.

Abstract

The objectives of this study are: 1) to review the assignments of BULOG in the recent time, 2) to understand impact of the recent BULOG policies toward consumers and farmers. This study showed that BULOG functions are weakening by the liberalization, and market share becomes smaller time by time. RASKIN program, national stock and domestic rice procurement are the government instrument by BULOG to protect consumer’s wealth, farmers’ income guaranty and national food security. BULOG policy also aimed to give protection to farmer and consumers and to give a guarantee in rice distribution for poor groups. Regarding farmers’ observation, major problems on rice agribusiness is marketing aspect especially low and fluctuated price. Most of them expect government good policies to develop farming and to increasing income. Yet, BULOG 1 function as a market regulator is still required.

Abstract

This research is aimed to identify: (1) consumer perception towards the local ground coffee (powder) products; (2) factors affecting consumer decision to purchase coffee; (3) characteristics of coffee powder sought by consumers; and (4) right product development strategy for the local coffee. Study area is determined by deliberately (purposive method). Analyses of the data used are analytical hierarchy process (AHP) and factor analysis. The results show: (1) the respondents perceived that “Kapal Api” coffee is better than the local coffee and other branded coffee, (2) availability and product, price and social environment factors, and product quality are identified as the factors affecting consumer decision to purchase coffee in Jember, (3) Based on priority scales, characteristics of coffee powder sought by consumers are price (St2), product (St1),promotion (St4), and place (St3) respectively, (4) Based on the perceptions of respondents in details, product strategy consists of the taste (P5), aroma (P6), brand (P4), practicality (P1), packaging design (P3), package size (P2), meanwhile promotion strategies consists of advertisement (P7), sales promotion (P8), public relations (P10), and face to face sales (P9).

Abstract

The objectives of the study are to 1) identify the income distribution among farm households, 2) identify food security of farm household level, and 3) analyze the determinants of farm household food security in Sleman district. The study was conducted in Depok and Godean sub districts, Sleman district. The location was chosen purposively by considering its characteristic. Depok subdistrict represents sub urban area, whileGodean subdistrict represents rural area. Sixty five farm households was interviewed at random. The Gini ratio was applied to measure the equality of income distribution among households. The Jonsson and Toole clasification of food security was used to identify the farm household food security. An ordinal logistic regression model was employed to analyze the determinants of farm household food security. The study shows 1) the onfarm income is high unequally distributed among farm households, 2) farm household are less secure 46.2 percent, secure 33.8 percent, vulnerable 12.3 percent and insecure 7.7 percent, 3) the determinants of farm household food security are the price of rice, price of sugar,family size, off farm income and asset.
