Abstract

Indonesia already has legal instruments related to storing and hoarding staple food: Law No.18 of 2012 on Food and Law No. 7 of 2014 on Trade. Repressive and preventive efforts havebeen carried out to combat this problem. However, it is far from what expected resulted inthe frequent occurrences of food hoarding to date. The condition raises questions on how tomake an effective law enforcement in preventing recurring food hoarding in Indonesia. Toknow the effectiveness of law enforcement as an effort to overcome the stockpiling of thebasic commodity, the theory of legal system is used. From the study conducted, it is proventhat the law enforcement of food hoarding is still ineffective. In addition, the Trade MinisterRegulation (Permendag), as mandated by Article 53 of Law No.18 of 2001., has yet to issuethe technical regulations which contribute to the failing in the substance of Food Law.Moreover, it is necessary to limit the prohibited number/quantity of staple food to store orhoard through government stipulation. From the structural side, there exists a sectoral egowithin institutions having authority on food security. Therefore, to establish a strong nationalfood institution which has a cross-sectoral authority is urgently required. The lack of controlfrom the society in the form of community participation in combating food hoarding crimehas more or less contributed to the ineffectiveness of law enforcement.

Abstract

Auxin has a role in the growth and development of plant roots. This research examinedthe effect of IAA and NAA growth regulators in in vitro culture of potato. Employing grouprandomized design, this research was conducted in "Plant improvement" in vitro laboratoryof FPP UMM. The results showed that the auxin compound which served as a growthregulator substance had a significant effect on shoot and root induction of in vitro potato. IAAcompound was faster in inducing roots compared to NAA, but IAA could also reduce thenumber of roots. IAA addition could strengthen the plant during acclimatization.

Abstract

The development of industrial zones in the region will have an impact for the area, particularly for the people. The impact area of industry not only in economic, but also social aspects. Therefore the aim of this study was to determine the development aspects of the economy in the period 1981 - 2015 in Bekasi District associated with the development of industrial zones and to determine the development of the social aspect in the period 1981 - 2015 in Bekasi District associated with the development of industrial estates. This research used secondary data from Bekasi District data from 1981 - 2015. The data obtained will be analyzed to see the trend of time series data and to see the changes that occur before and after the existence of an industrial area. Bekasi District election as a study by the consideration that in this district there are many industrial areas (there are seven industrial zones). The development of the economic aspects of labor seen working and not working, harvested area and production of rice, the GDP, export-import and the growing amount of companies. Social aspect seen growing amount of housing, population growth, the development of a number of schools. Increasing the number of companies in the industry is a provider of employment that should be able to absorb the labor force in Bekasi District. However, from the number of jobs available is not able to absorb all workers coming from Bekasi District, jobs are filled by manpower from outside the Bekasi District. Import-export developments showed that the export activity showed a decline but import activity remained stable at a low level. Overall economic indicators shown by the GDP showed a significant increase. Social conditions indicated by fluctuations in the number of inhabitants but the construction of houses is increasing and needs education facilities has also increased.

Abstract

The overflow of marine sources of Indonesia can be alternative nourishment supplies to support food sovereignty which is currently rice oriented. One of efforts in fishery sectorutilities as the main support to food sovereignty is through coastal management. In line withthe purposes of the declaration sustainable development Goals / SDGs proposed by theUnited Nations related to food sovereignty is to conserve and sustainably use the oceans, seasand marine resources for sustainable development. In his inauguration speech, PresidentJokowi stated that maritime development will be one of the priorities of his cabinet. Since2014-2016, FAO reported the second ranked position of Indonesia as the country of fishproducers under China; Indonesia's seas achieve at least 529 of potential biota to supportfood security. This evidences that Indonesia can reach the target of food sovereignty infisheries sector. The overall sea use agrees with regulations, first, Law No. 31 Year 2004 onFisheries as amended by Law No. 45 Year 2009 on Amendment to Law No. 31 Year 2004 onFisheries, second, Law No. 27 year 2007 on The Coastal Areas and Small Islands Managementas amended by Law No. 1 Year 2014 on Amendment to Law No. 27 year 2007 on The CoastalAreas and Small Islands Management. The marine sources to support food sovereignty arerich and potential but are not supported with the government policy as shown by the pass ofcoastal reclamation application regulation. Reclamation will decrease the sources quality ofthe coastal and marine environment. Reclamation impacts the fisherman food needed fromfisheries sector because they lost ocean space and sources. Ocean grabbing by coastalreclamation threats the fisheries livelihood and damage food sovereignty from fisheriessector.

Abstract

Consumer has an important role in determining whether one product can attract him or notseen from several attributes available. This research aims at analyzing the main attributespossessed by processed product of people’s coffee ‘Robusta’ in several regencies of Jember,Lumajang and Malang. Meanwhile, the data required in this research were primary datawhich could be obtained by conducting a deep interview through questionnaire.Furthermore, this research was descriptive quantitative. The questionnaire was given to 180respondents of coffee’s consumers taken from the three regencies (Jember, Lumajang andMalang) employing accidental sampling method. The data obtained were then processed byemploying behavior’s method of consumer’s trust to multi attributes of Fishbein Model.Based on the data analysis, it showed that the highest score was aroma attribute (1,254), thentaste (1,106), obtaining easiness (0,804), price (0,739), packaging design (0,661), label(0,535), brand (0,527), storage length (0,452), packaging size (0,077), and the lowest wascolor’s sharpness (0,063). This result showed that the consumer of people’s coffee Robustawould prefer coffee’s aroma as their priority, taste, ease of obtaining, price, packaging designto the other attributes.

Abstract

This study aims to determine 1) Self reliance of Besuki Na-Oogst tobacco farmers in adapting to climate change. 2) Strategy to increase the self reliance of Na-oogst tobacco farmers in adapting to climate change. The research area determination is conducted purposely in Tanjungrejo, Wuluhan, Jember on the basis of consideration. The research method is using descriptive and analytical. The sampling technique used is Purposive Sampling. The samples is obtained by calculating (20%) of each population of farmers applying Good Tobbaco Practice (GTP) of 80 people and who do not apply GTP of 110 people. Based on the calculation results, it is obtained a sample of 18 people applying GTP and 22 people who do not apply GTP. The method of data analysis used is descriptive analysis. Formulation of self reliance improvement strategy is using SWOT analysis (Strength, Weakness, Opportunity, Threat). The results shows that 1) Indicator of self-reliance of farmers which include: a) Obtaining 43% credit loans in banking. b) Participation level in agricultural extension; 22% Present; 55% rare and 18% absent. c) Identifying the phenomenon of climate change 100%. d) Adaptation measures already undertaken (80% improvement of irrigation techniques, 20% improvement in soil processing techniques, 60% planting time change and 80% pest prevention techniques). 2) Based on the results of SWOT analysis is obtained IFAS score of 2.80 and EFAS is 2.9 so by using the matrix model of Internal External Wheelen Hunger can be determined the position of the strategy in the growth zone with the concentration strategy through horizontal integration.

Abstract

Biochar is a highly resistant source of carbon to the decomposition process so it can storecarbon in the long term and improve soil characteristics. However, the macro nutrientcontent in biochar is so low that it has not been able to increases soybean plant prductionespecially its dry weight, thus lowering the root nodules. Therefore, biochar needs to beenriched with nutrients, especially NPK, adjusting the requirement of soybean plants bycomparison (8: 5,1: 4) in biochar. The addition of inappropriate nutrients especially nitrogenwill also affect the development of root nodules. Therefore, this study aims to determine (1)the effect of enriched biochar on soil properties, (2) the effect of soil properties on soybeanroot nodules, (3) the best combination of biochar and NPK in improving the development ofroot nodules. This research was conducted using Factorial Randomized Block CompleteDesign (RBCD) consisting of two factors with three replications. The first factor (B): Biocharsource, consisting of four levels and then the second factor (D): Enriched Biochar Dose,consisting of four levels. Based on the correlation result, the root nodules is significantlyinfluenced by soil pH, total N, N uptake, P uptake, and K uptake in acid soil, while measuredphysical and biological characteristic have not significantly influence. Total N and N uptakehave negative correlation so that its enhancement will reduces development of root nodules.The results show that enriched biochar is not significantly influential in increasing total soilN, while significantly reduces soil pH. In soybean crops, enriched biochar significantlyinfluences N, P, and K uptake, vice versa significantly reduces root nodules at doses greaterthan 2.5 ton / ha. The best combination was found in 2.5 ton / ha dose of rice straw biocharand wood biochar for optimize development of root nodules

Abstract

Rice straw is found abundantly in rice fields because the average straw produced from rice field area is 1.4 times the amount of its harvest. If the straw is composted, the yield ofcompost is 60%. This compost was made as a biopestisida after added with bacteriumPseudomonas putida H10. Beside of this, it also acted as biofertilizer because it was rich innutrient content. When rice crops were sprayed three times with this biopesticide, the plantswere resistance to rice blast and neck rot disease (Piricularia oryzae) and brownplanthopper that attacked the area at that time, and increased the growth. This was indicatedby the more number of tillers, more greener leaves, panicles were grown earlier, so that wereharvested five days earlier than that plants not sprayed wih biopesticide. This biopestisidewas also tested on tomato plants in order to control Fusarium wilt disease. It was sprayed inthe earlier growth, the flowering and fruiting periods. It was turn out that this tomatoes wereresistance to Fusarium wilt, thrips and leaf-eating pheasants (Spodoptera litura), alsogrowing much better and more dense fruits.

Abstract

The purpose of this study is included: Analyzing the socioeconomic factors that caused thedecrease in livestock farming profits tarp African catfish ponds in the study area; Knowingthe profit rate of African catfish farming pond tarp in the study area, and analyze the level ofefficiency of African catfish pond fish farming sheeting in the area of research both allocativeefficiency technical and economical. Furthermore, to achieve the three objectives referred to,then usedquantitative descriptive method with survey techniques The population in thisstudy were African catfish pond fish farmers in the village tarp Cangkring Jember District ofJenggawah efforts that have experienced a declining rate of profit. The data analysistechnique used is the analysis of Cobb - Douglass function of profit , and the frontierproduction function analysis of profit. The results of this study concluded : 1) socio-economicfactors are thought to influence the profit decline in fish farming catfish pond tarp at the sitesrun significantly at 5 % significance level α with the level of determination of 0,618; 2 ) Theaverage rates of profit breeders catfish in the study site is IDR 1.255.000,85 per businessscale or as much as IDR 484.556,31 per 1,000 fry the profitability of 42.38 %, and 3) averageuse of all inputs in the production of African catfish farming has a pool tarp technicalefficiency of 2,11, at 6,36 allocative efficiency and economic efficiency level of 13,43.

Abstract

The increasing trend of fishery business development in Jember Regency, in fact notaccompanied by a decent Fishermen's (proportional) Exchange Rate. This is due to thelimited fishermen to access market opportunities, technology, and easy capital, so that thefishermen have not enjoyed much real results. This condition is caused by the production ofthe catch is still low, the quality of the fish has not met the standard, the price of fish is lowand the lack of support from the business world as well as the prerequisite condition of thefish market facilities and infrastructure are clean, so less attract consumers to come buy. Thepurpose of this research is to analyze the impact of the implementation of marketing strategymodel of marine fish marketing through hygienic fish market to new market structure,marketing channel pattern, and marketing efficiency of marine fish in Jember Regency. Inorder to achieve the purpose of this research, it is used descriptive quantitative andqualitative research methods through survey technique of acidental sampling andsnowbolling sampling. Types of population in this study are Fishermen, Traders includinggroups who are members of Poklaksar, and Consumers. The data collection techniques usedFGD, Indepth Interview and observation. Data analysis used included descriptive analysis,and marketing margin. The results of the research conclude: 1) Market structure in HygienicFish Market model in Jember Regency is classified as Monopolistic Market which is moreaimed at oligopoly market, 2) Pattern of marine fish marketing channel that occur in hygienicfish market model is covering three kinds of marketing channel pattern, and 3) Hygienic FishMarket Model can provide a fairly high share of Fisher (Farmer's share) margin (58.95%),meaning that the marketing of marine fish model has been achieved Efficiency.
