Abstract

Eco-house is an environment friendly house that is utilizing optimally the potential of local natural thus it is longed for both a thrifty and economical house, even cheap on its development process and a thrifty energy on its operation as well. The Balinese Traditional House Rumah is essentially categorized as the eco house seen intern of: its integrity on environment, the arrangement of the buildings unit, the use of land, the attention on environment, the use of material, natural energy, and the other natural resources as well.Nowadays, the Balinese Traditional House has rapidly developed to the modern affect, it is perhaps caused by: the population growth, the influence of modern and global, the change of employment, the land agriculture and the change of the house to shopping facilities. Formerly, it was very rarely to demolish the house fence to be store or shop area. But now it is effortless to detect the number of store/shop at house resident in particular residents who live at barrier of the main road.Its development has become intensely to be overcome, how the eco house could be seemingly applied on the development of Balinese Traditional House? Could it be revealed as the house that is both friendly environment and thrifty energy? The answer are: the eco house on development of Balinese Traditional Bali at Desa Adat Mengwi has been far away left and become barely to finding out the house that is thrifty energy and friendly environment at Desa Adat Mengwi.

Abstract

Belum hilang dari ingatan bagaimana proyek reklamasi pantai Padang Galak Sanur, pembangunan BaliNirwana Resort (BNR), Garuda Wisnu Kencana (GWK), akuisisi lahan di Desa Selasih Puhu untuklapangan golf, eksistensi hutan Bakau Suwung yang semakin menyusut, penolakan masyarakat Kutaterhadap proyek saluran limbah yang lebih dikenal dg nama DSDP, masalah persampahan dan tingginyapencemaran sepanjang perairan di Bali, telah menimbulkan polemik sekaligus keprihatinan akankeberlangsungan lingkungan fisik dan sosial di Bali (Supartha 1998, Suartika 2005b). Belum pula surut,terjadi lagi pembabatan hutan lindung guna mendukung pembangunan pembangkit listrik tenaga panasbumi (PLTP), Geothermal Bedugul. Bapak I Nyoman Gelebet MSi. secara definitif menyatakan PLTPadalah proyek dengan tiga cacat: hukum, sosial dan lingkungan. Pandangan pesimis juga dilontarkanoleh Ibu Ida Ayu Mas (Bali Post, 22/08/05) salah satu anggota Dewan Perwakilan Daerah yangmenganggap PLTP ini sebagai tindakan non-kondusif terhadap lingkungan. Ibu Mas lebih lanjutmendiskripsikan, ketakutan akan kepetengan, lebih pada wujud aspirasi pelaku-pelaku bisnis pariwisatayang tidak menginginkan turis meraba-raba di gulitanya malam tanpa secercah sinar penerang.Artikel ini menyimak pendekatan konsepsual dengan mengintegrasikan kelompok kepentingan dalampembangunan yang beragam dan kompleks, dikaitkan dengan eksistensi keruangan yang terbatas.Pendekatan yang dirumuskan diposisikan dalam kerangka berpikir keberadaan ruang, lahan dalam halini, yang di satu pihak adalah wujud fisik pendukung praktek-praktek budaya keruangan atau territorialcultural practices (Hall, 1973), sedangkan di pihak lain adalah faktor produksi yang definite.Pemanfaatannya harus diatur jika pembangunan diopsikan sebagai metode menjamin hak setiapkomponen kepentingan untuk memperoleh akses yang adil dan proporsional: salah satu kunci pendukungpembangunan yang berkeseimbangan, equilibrium, sekaligus menyeluruh dan berkesinambungan,holistik & sustainable. Tulisan ini memiliki latar belakang kontekstual berupa wujud-wujud pembangunanyang terjadi di Pulau Dewata yang tidak bisa dipisahkan dari industri pariwisata, dan sekaliguskepentingan menjaga keberlangsungan lingkungan fisik dan sosial jika sektor pariwisata dan sektorlainnya hendak dipertahankan.

Abstract

Balinese Traditional Housing and Settlement is a place of unity and harmonious life that has a traditionally pattern and consists of three elements i.e. element of the village temple (kahyangan tiga), element of the village inhabitants (krama desa), and element of the village region (karang desa) and predominantly based on traditionally norm and value background. The Balinese Traditional Housing and Settlement is in essence sustained by concepts such as: harmonious relations between Bhuana Agung with Bhuana Alit, Manik Ring Cucupu, Tri Hita Karana, Tri Angga, Hulu-Teben till developing the value arrangement of Sanga Mandala that offers the guidance to the spatial pattern both on the house and the settlement scale. In this study, those concepts are mainly concluded into four aspects in the Balinese Traditional Housing and Settlement such as: a social, symbolic, morphology and functional aspects.

Abstract

Urbanization by means of the infiltration of urban functions into rural area has caused many problems. In human settlement sector, low quality houses emerged on rural-urban transformation area, without any concern on safety, comfort and health factors as well as any other living standards. The main cause was probably a cultural shock, the lack of education and environmentally awareness, but things have been worse since no access can be build for the community to the help of professional environment designer. As a result, the settlement is growing without any proper direction, generated merely by economic aspect producing new slum enclaves.Several ways are suggested to solve this problem, one of them is by establishing modular standard in housing. For the last several years many building codes and standards have been built. Unfortunately, those standards are too general or even too sophisticated, only limited number of people could understand.Standard system described in this article is a ‘down to earth’ modular housing standard for people from any kind of background. Simple people without any building knowledge could benefit from it. The implementation would not need any special skilled laborer while still maintain to meet the minimum standard for safety, comfort and health aspects. Modular standard also provide an opportunities for small scale construction industries, thus open a new field of work among the community. This standard is also eliminating the difficulties on people’s access to the assist of professional environment designer, in this case architect.

Abstract

The settlement pattern of Bali tradition is a local genius which be manifested from philosophy and concept of Hindus community. Geography factor has role in developing the diversity of the pattern settlement typology. This typology is a place to ongoing settle in accordance with the idealism, social culture and society behavior.The Settlement morphology of Bali tradition is evidently a process of change, from the process leading to an adaptation till the process that totally changes from its original form. The process morphology is essentially influenced by both internal and external factors. The main issues are happening at a various level of morphology and its problem is a degradation of physic and non physic values.Nowadays, the morphology shows obviously the rapid movement from the rural tradition settlement pattern towards an urban area. Thus, it seems that we strongly require the integrated and sustainable effort to precisely understanding the issue between tradition and modernization in order to take the right and proper decision.

Abstract

Balinese traditional landscape defend is an important effort to preseve a vernacular traditional landscape, which is can give calamity, beauty, peaceful, comfort feeling, for healthy, happiness as well as to give Balinese identity. It is also supported by the government program of “ Bali to head for Garden Island”. Principally, Balinese traditional landscape is soul by the philosophy of Balinese culture such as Tri Hita Karana concept, Rwa Bhineda concept, Desa Kala Patra concept, Sekala Niskala concept, etc. Structurally, Balinese traditional landscape can divide into five types as follows Regional landscape, Villages landscape, City landscape, highway landscape and Inheritance Garden. Balinese landscape can begin firstly through the landscaping in the house, where we can placed the garden. The most uniqueness of landscape in the traditional housing of Bali, there are including natah as an orientation of buildings, its garden, back yard/teba, lebuh and telajakan.

Abstract

Catuspatha has a meaning not just a simple word “crossroad” but it means a crossroad which has a sacred value and a specific meaning and known as pempatan agung. At kingdom era, the catuspatha is as center of kingdom and this means that it is a center of country. While, since colonialism of the Netherlands in Bali, there are an idea to put aesthetic elements as focal point or city landmark at core of the catuspatha. Furthermore, this idea is obviously pursued by republic government on independent era.The aim of the research is to explore evidently concept of the catuspatha, the transform of the concept and changes of the catuspatha as a kingdom center from the kingdom era till the republic era and its impact. This research have been conducted through surveying on nine catuspatha as heritage of the kingdom era in Bali, collecting literatures, and interviewing the priest of siwa, budha, bujangga and other main actors as well.The research shows that there are any critical changes of the catuspatha. Firstly, it is the change of idea or perspective of the catuspatha. The center of the catuspatha as an empty space has changed to be the aesthetic element of the city and even it has been operated as traffic sign and orientation. Secondly, regarding to political context, it has influence to the tradition values of the catuspatha. The symbolism of the kingdom authority which is expressed obviously on arrangement of palace with its facilities is changed as town hall and other offices. Thirdly, with regards to transportation technology, on the catuspatha, it is located traffic signs to manage and control the traffic flow.
