Abstract

The current government focuses on the development of the village itself by creating a dana desa program. The research objectives are to evaluate the process of village development with the dana desa program in Karangasem Regency, to analyze the value of legal aspects, aspects of human resources, social aspects, and aspects of the use of technology & information in influencing the success of the dana desa program, and to analyze the solutions to the identified obstacles. This study uses a qualitative descriptive method by looking at the results of open questionnaires, closed questionnaires, interviews and reviewing village fund documents. In the closed questionnaire analysis using SEM-PLS analysis using the SmartPLS program. The evaluation results from the legal aspect, human resource aspect, social aspect, financial aspect, and information technology aspect in the process of implementing the dana desa program are in good category. In the process of implementing the village fund program, various obstacles were identified. All aspects reviewed have a significant effect on the success of the implementation of the Dana Desa program. Legal aspects have the most significant positive influence on the success of the Dana Desa program, followed by information technology aspects, social aspects, financial aspects, and HR aspects respectively.. One of the solutions to the identified problems is to increase the competence of human resources in the village to be able to carry out the dana desa program properly.

Abstract

Projects carried out by PT. Tunas Jaya Sanur during 2017 is quite diverse, so there is often a variety of potentials related to work safety and has an impact on the surrounding environment. Therefore, PT. Tunas Jaya Sanur implements the Safety, Occupational and Environmental Health Management System. In addition, the director of the company PT. Tunas Jaya also measures the achievement of Management of Occupational Health, Safety and Environment (SMK3L) by using a Key Performance Indicator (KPI). The purpose of this study is to find out work safety and environmental problems (K3L) and to determine the level of success that has been obtained by PT. Tunas Jaya Sanur during 2017 in terms of occupational and environmental safety risks (K3L) based on the main performance indicators (KPI) set by the company. Data collection was conducted using a questionnaire involving 88 respondents who were directly involved in the PT. Tunas Jaya Sanur during 2017. The method of analysis in this study is a quantitative analysis method carried out based on Australian / New Zealand (AS / NZS) standards 4360: 2004, then to measure KPI (Key Performance Indicators) on procedures for calculating KPIs main). The results of the analysis of risks issued by PT. Tunas Jaya is a medium risk (medium risk) of 30 risks, a large risk (high risk) of 14 risk-related risks (very high risk) are 2 risks. The level of success in controlling and controlling that has been done by PT. Tunas Jaya Sanur during 2017 showed that the work safety and environmental management (K3L) of PT. Tunas Jaya Sanur Bali in 2017 is classified as "Very Healthy", with the AA category with a performance score of 94.58%

Abstract

The project implementation process from planning to implementation sometimes encounters problems ranging from cost, quality and time. In the implementation process, there are obstacles, namely the soil conditions in the image do not match the actual conditions and the architectural work undergoes a design change, because the previously planned floor plan does not match the desired function. These problems lead to the need for additional costs and additional time for project completion. This study aims to identify, assess risk acceptance to determine dominant risk, mitigate risk and determine risk ownership that will be obtained as a result of these problems. The study used a qualitative descriptive method. Data were collected by means of brainstorming, interviews, observations and questionnaires. Questionnaires were distributed to 28 respondents. The results show that there are 40 valid risk identifications. There are 10 unacceptable risks and 21 undesirable risks which include dominant risk and 9 acceptable risks that do not require mitigation measures. Mitigation is carried out with 3 types of actions, namely by reducing, transferring and holding risks. The dominant risk is unacceptable, namely the occurrence of design changes more than once. Mitigation is done by ensuring the design is approved by all parties involved or who have an interest in the design to be carried out such as the owner or management of the hospital so that the design is in accordance with the desired function so that there is no design change more than once. The allocation of ownership of the largest risk is the responsibility of the contractor, namely the risk of financial problems to the contractor. The dominant risk impact on the additional cost and time added to this work has a major impact on the technical and project aspects. The total amount of additional costs is Rp. 10,825.600.000,- and the total additional time is 117 days on the project.

Abstract

Private vehicle ownership does not pay attention to the capacity of the road that will cause congestion of the road network in urban areas. Setting The Tohpati Junction with Traffic Signaling Tool is not able to cope, the solution to this condition is to build an underpass. The purpose of the study is to analyze the performance of existing intersections and underpasses in 2025, analyze the amount of costs required for the underpass, analyze the direct benefits of underpass construction, and can be known whether the project is feasible or not with an economic feasibility analysis of the underpass investment built. In addition to using primary data and secondary data in calculations, the method of economic feasibility analysis as a comparison of costs and benefits with indicators Net Present Value (NPV), Benefit Cost Ratio (BCR) and Internal Rate of Return (IRR). The results showed the performance of existing intersections obtained a delay of 373 seconds /smp morning peak hours, for the peak hour of noon 364 seconds / smp, and the peak afternoon 364 seconds / smp, including the level of service F. Simpang assumption underpass built the value of delay peak hours morning 19.02 seconds / smp, for the peak hours of noon 19.33 seconds / smp, and the peak afternoon 18.32seconds / smp, including the level of service A. In realizing the construction of the underpass, it is necessary to pay Rp. 224,964,665,195.28 and direct benefit from the construction of the underpass at Simpang Tohpati in Denpasar City for the cost savings of road users.amounting to Rp.10.407.740.934,00. In general, the underpass construction project at Simpang Tohpati in Denpasar city is economically viable and the terms of the three bank interest rates of 12%,15% and 18% in one year result in a non-negative NPV value, BCR is not less than one and the IRR is not below the bank's interest rate, hence the analysis related to the sensitivity of the bank to the condition of I, II and III.

Abstract

Assessment of road conditions using the SDI method and inventoried in the GIS in Klungkung Regency is carried out on the Jl. Gn Agung, Jl. Gn Rinjani, Jl. Gn Batukaru, Jl. Gn Semeru, and Jl. Gn Batur. Selection of district roads used by roads in the city of Semarapura which is the center of travel in Klungkung district should get more attention through road handling. In addition, the sections used are roads that visually have road damage. This research was conducted because there are still damaged roads that must be treated quickly. This study aims to analyze road conditions, analyze road handling types and inventory road conditions in a GIS map. The data used in this research are primary data and secondary data. Primary data was obtained through a survey of road conditions by measuring road damage, while secondary data was obtained from the Bina Marga section of the PUPRPKP Office of Klungkung Regency, namely, SK Klungkung regency roads, Klungkung regency road maps and Klungkung district road baseline data. The stages of research analysis were identification of road damage by measuring, data recapitulation by processing survey results, data analysis using the SDI method and inventorying in a GIS map. The results of the assessment for the Jl. Gn Agung is in moderate condition 0.416 km and slightly damaged condition is 0.300 km. Jl. Gn Rinjani, 0.277 km is slightly damaged. Jl. Gn Batukaru is slightly damaged by 0.119 km. Jl. Gn Semeru is slightly damaged by 0.288 km. Jl. Gn Batur condition is slightly damaged 0.546 km. For the type of handling carried out Jl. Gn Agung periodic maintenance and routine maintenance, Jl. Gn Rinjani, Jl. Gn Batukaru, Jl. Gn Semeru and Jl. Gn Batur is regular maintenance. Inventory of road condition data and basic road data of Klungkung district using GIS provides an overview of road conditions in the form of a road network map so as to provide convenience in monitoring road conditions and determining the type of handling. This research can be used as a reference in determining the type of handling of district roads in Klungkung district.

Abstract

In 2019 there are indication of decresed performance of Padangbai Port which can be seen from the long vehicles queues. Decline in performance is due to the high volume of vehicles unsuitable availability of facilities and infrastructure. This condition is exacerbated by the use of Padangbai Port to also serve the crossing to Nusa Penida. Damage to the pier or bad weather can also be the cause of reduced port performance. As an evaluation of the problems in 2019 and the impact of the Covid-19 pandemic in 2020, an analysis of operational performance evaluation is needed. To get ideal operational performance in the future, an analysis of the needs of ships, docks and ideal facility space is needed. The analysis is based on the prediction of the volume of passengers and vehicles by taking calculation from effect of the opening of the Banyuwangi - Lembar crossing route, which operates from 2021. In this study, the analysis of operational performance ata Port Padangbai in serving route Padangbai – Lembar was based on the Regulation of DJPL No. HK/103/2/2DJPL-17. The prediction of passenger and vehicle volume is carried out using 4 methods whics is growth factors based on GRDP, based on population growth, based on vehicle growth and regression analysis. From the 4 prediction methods, a representative prediction result will be selected. The calculation of ideal number of ship is based on the load factor and the calculation of the ideal dock is based on the ideal BOR value. The method of calculating the ideal facility space based on KepMen Perhubungan No. KM 52 Tahun 2004. The result show that the performance level of Port padangbai in 2020 is waiting time 13 minutes, approach time 19 minutes, ET/BT 63,42%, BOR in 2020 49% and BOR in 2019 85,74%. Prediction result of passanger and vehicle volume did not show a significant increase in the future. Result of the calculation ideal number of vessels are in 2019 26 units, 2020 19 units, 2025, 22 units, 2030 26 units, and 2040 30 units vessel. The ideal number of dock based on the calculation result show in 2019 ideally there are 3 docks, from 2020 to 2030, ideally there are 2 docks and in 2040 ideally there are 3 docks. The ideal facilty space calculation obtained the land side existing facility space is still adequate for 2019, but the availability of parking areas for crossing vehicles is prone to shortages. Meanwhile, the availability of land side facilities is currently still adequate for 2020 to 2040. The availability of water side facilities is not sufficient enough from 2019 to 2040.

Abstract

Badung Regency government has 116 activities in 2018 where there were 77.5% experiencing Contract Change Order (CCO) during construction phase. This study aimed to analyze the influential factors of CCO on the construction project performanceand to formulate prevention strategies. Data was collected by distributing questionnaires to 55 respondents. Data was analysed using RII and multiple linier regression methods. The most dominant factor causing the occurrence of CCO was the discrepancy between the project designand the field condition, as indicated bythe RII value of 0.735. The multiple linear regression analysis demonstrated that there were 5 dominant factors (the best predictors) that affect the project performance. Among the 5 factors, the discrepancy between the project design and the project field condition was indictaed as the most influential factor on the overall project performance in term of quality, cost and time. Based on separate regression analysischanges in the project work scopeor the project additional volume of work become the most influencing factors to the project quality.Strategies for preventing CCO was formulated based on interview with the experts, that cover conducting field survey to complete the required data, using BIM software to provide accurate volume of work, and synchronizing planning document to ensure the project design fulfilled the requirement of the building users.

Abstract

Construction equipment, especially heavy equipment, is one of the important resources in the implementation of construction projects. Heavy equipment can streamline the number of workers and the completion of projects can be faster. The selection of heavy equipment must be in accordance with the work during construction, and the efficiency of the equipment must be considered. The construction project of the Sanjiwani Hospital, Gianyar Regency is a construction project that requires heavy equipment, so this project needs management in terms of time and cost efficiency of using heavy equipment. The purpose of this study was to analyze the most optimum combination of heavy equipment in terms of time and cost in excavation and soil embankment work, so that losses due to project delays can be avoided. The method used in this research is the calculation of production capacity and cost efficiency on each heavy equipment. The results of the analysis show that the effective combination of heavy equipment for excavation work is 9,153.89 m3 and embankment is 456.80 m3, namely a combination of 2 Komatsu PC200-8 Excavator, 3 Komatsu WA200-1 Wheel Loaders, and 11 Hino Dutro Dump Trucks capacity 9 m3. The work can be completed in 185 hours at a total cost of IDR 162,363,500.00. The use of this combination can speed up the time by 95 hours (33.93%) and can save costs of IDR 47,468,500.00 (22.62%) of the existing condition.

Abstract

Budget limitations are a problem in road handling programming. The purpose of this study is to determine the hierarchical arrangement and quantitative measurements of each sub-criteria so that a mathematical formula is formed to develop a priority scale for handling district roads with the study location in Klungkung Regency. The decision making method used is Analytical Hierarchy Process (AHP). The hierarchical arrangement of the research results consisting of Level-1 is the objective, namely determining the priority scale for handling district roads in Klungkung Regency. Level-2 is a criterion, and Level-3 is a sub-criteria that affects the criteria. The criteria used are i). Network system (A) with sub-criteria for road conditions (A1), pavement width (A2) and disaster-prone areas (A3), ii). Land Use System (B) with sub-criteria for access to government offices (B1), to areas of tourist attraction (B2), to strategic transportation areas (B3), and to areas of holy places and cultural heritage (B4), iii). Movement System Criteria (C) with sub-criteria LHR (C1), and iv). Institutional System Criteria (D) with subcriteria included in the proposal in the Musrenbang (D1), according to the direction of RENSTRA (D2), and equal distribution of road stability (D3). The weights of each sub-criteria A1, A2, A3, B1, B2, B3, B4, C1, D1, D2, and D3 are 15.23%, 7.80%, 5.80%, 3.25%, respectively. 9.50%, 8.10%, 3.24%, 19.9%, 6.32%, 7.63%, and 13.24%. The mathematical formula based on the weight of the quantitative measurements, namely Y = 15.23A1 + 7.80A2 + 5.80A3 + 3.25B1 + 9.50B2 + 8.10B3 + 3,24B4 + 19.9C1 + 6,32D1 + 7,63D2 + 13 , 24D3. Obtained a priority scale arrangement of road handling, namely 62 very high priority scale roads, 58 high priority scale roads, 60 medium priority scale roads, 59 low priority scale roads, and 60 very low priority scale roads.
