Abstract

Abstract Badung regency in Bali, where the tourism industry is growing very rapidly. Building continues to grow, such as hotels, villas, resorts, hospitals, and so forth. Implementation of building construction projects in Badung not be separated from the issue of costs, quality of execution and completion time of the project. These problems arise due to lack of skills / competencies project manager of the responsibility to integrate and coordinate all available resources for the achievement of project objectives. In this case the role of Project Manager will determine the success of a project. So, there should be a study of the basic capabilities that must be owned by the Project Manager, among others: Conceptual Skills, Technical Skill, and Soft Skills. Data collection is done by the method of observation and surveys. Factor analysis was conducted to identify factors / characteristics Project Manager that affect the quality of the construction project implementation performance. Multiple linear regression analysis determined the relationship of the performance characteristics of the project manager building construction projects in Badung. Factor analysis resulted in the identification of 22 variables that affect the quality of the building construction project implementation performance. Multiple linear regression analysis determines the characteristics of the Project Manager greatest influence on the quality of the building construction project implementation performance is Social Skills aspect of 33.08% compared to the other two aspects, namely the conceptual skills (32.10%) and Technical (9.40%) . The total value of the influence of the three aspects of the characteristics of the project manager of 74.58% means that there are still approximately 25.42% influenced by other factors, such as the state of nature, the environmental situation, location, and so on, the implementation of building construction projects in Badung.

Abstract

ABSTRAK Proyek konstruksi sering mengalami keterlambatan yang tidak dapat diperhitungkan sebelumnya, sehingga menghambat penyelesaian proyek konstruksi tersebut. Berdasarkan hasil survey di Kabupaten Badung dan Kota Denpasar, empat puluh proyek hotel tahun 2015 mengalami keterlambatan penyelesaian. Penyebab keterlambatan penyelesaian proyek beragam, namun ada yang sering muncul dan memberikan pengaruh yang besar pada keterlambatan. Penelitian terhadap penyebab keterlambatan proyek konstruksi dilakukan agar dapat mengidentifikasi penyebab keterlambatan dan memberikan solusi agar dapat membantu menyelesaikan proyek tepat waktu. Penelitian ini mengambil sampel proyek konstruksi pembangunan hotel-hotel di wilayah Kabupaten Badung dan Kota Denpasar. Identifikasi penyebab keterlambatan dilakukan dengan study pustaka, menyadur penelitian-penelitian sejenis sebelumnya, brainstorming dan wawancara. Metode pengumpulan data yang digunakan untuk mengelompokkan dan merangking penyebab keterlambatan adalah metode kuisioner yang disebarkan kepada tiga puluh responden. Responden diklasifikasikan sebagai project manager, site manager dan penanggung jawab proyek di lapangan. Data dari pengisian kuisioner tersebut dikelompokkan dan di rangking dengan menggunakan metode analisis faktor. Hasil dari identifikasi penyebab keterlambatan yang dilakukan adalah 49 penyebab keterlambatan. Penyebab keterlambatan dikelompokkan menjadi 6 faktor yaitu faktor owner, konsultan perencana, konsultan pengawas, kontraktor, masyarakat sekitar dan pemerintah dan yang terakhir faktor alam. Setelah dilakukan analisis faktor masing-masing kelompok faktor, diperoleh ranking tertinggi untuk masing-masing faktor. Ranking tertinggi faktor owner adalah keterlambatan dalam membuat keputusan. Ranking tertinggi faktor konsultan pengawas adalah kurangnya pengalaman staff. Ranking tertinggi faktor konsultan perencana adalah keterlambatan dalam membuat keputusan. Ranking tertinggi faktor kontraktor adalah pelaksanaan tahapan pekerjaan yang kurang baik. Ranking tertinggi faktor pemerintah dan masyarakat adalah keterlambatan perijinan. Ranking tertinggi faktor alam atau force majeur adalah hujan deras.

Abstract

Abstract: Contruction project is began by the necessity of the owner who than passed on to other parties such as consultant, contractor, sub-contractor, supplier, labour that are interlinked into a chain of construction project . The relationship between these parties put contractor as the chain in this relationship, known as construction supply chain (CSC).  In CSC there are  possibilities of risks that can increase the project cost, thus impact on the declining of the contractor’s profit. These source from three flows of supply chain system, that is flow of informations, flow of material and flow of funds. This  research  aims to analysis the supply chain risks on building construction project in Bali that affect on the declining of contractor’s profit.  Data was collected using a questionnaire survey. The respondents were selected  based on purposive sampling method, covers the experst on building construction projects. The method of analisys covers risk assement and linear regression analysis. The risk assement analysis shows that there are 26 major risks (6 risk in flow of information, 16 risks in flow of material and 4 risks in flow of fund). The regression analysis suggests that risks sourced from flow of informations is the most significant  factor that increase the projects cost, therefore mitigating focused on the flow of information with develop project’s administration as shop drawing, work permits, material’s approval, completeness of contract and daily coordination.

Abstract

FIDIC Conditions of Contract merupakan suatu format standar kontrak Internasional yang memuat secara rinci kewajiban umum dari pihak contractor, Employer, dan Engineer. Kontrak FIDIC juga menyediakan tiga aturan dasar yaitu : risk sharing, variation, dan dispute resolution. Penggunaan kontrak FIDIC pada proyek konstruksi di Indonesia, tidak pasti dapat menghilangkan risiko pada saat pelaksaanaannya, kesulitan implementasi karena klausal yang komplek dan proses yang lama menjadi bagian yang mempengaruhi ketepatan mutu, waktu dan biaya ketika terjadinya perubahan kontrak. Penelitian ini bertujuan untuk menganalisis risiko-risiko yang terjadi pada pelaksanaan proyek konstruksi gedung yang menggunakan kontrak FIDIC Condition of Contract for Construction For Building And Engineering Works Designed By The Employer 1999 (RED BOOK), untuk mengetahui dampak terhadap biaya, mutu dan waktu serta merumuskan tindakan mitigasi terhadap major risk yang ditimbulkan. Pengumpulan data dilakukan dengan wawancara dan survei menggunakan kuesioner. Responden ditentukan dengan metode purposive sampling meliputi 40 responden (kontraktor, konsultan, owner representative) pada proyek gedung yang menggunakan kontrak FIDIC. Hasil penelitian menunjukkan risiko-risiko yang teridentifikasi adalah 51 risiko. Tiga belas diantaranya termasuk kategori major risk yaitu intervensi perubahan desain oleh owner, keterlambatan supplier oleh owner, pengguna Jasa tidak membayar denda, kenaikan mata uang asing, penolakan klaim akibat kenaikan harga, interpretasi baru berdampak dihapusnya klaim biaya/overhad, kekeliruan Hirarki dokumen, perencanaan yang kurang baik, spesifikasi tidak lengkap, ketatnya jadwal pelaksanaan, kegagalan Nominated SubContractor /subkontraktor, Pekerjaan provisional sum, dan hak perpanjangan waktu ditolak. Dari 13 major risk tersebut, 6 risiko diantaranya berpengaruh terhadap biaya dan waktu, 4 risiko berpengaruh terhadap biaya, satu risiko berpengaruh terhadap mutu dan waktu, satu risiko berpengaruh terhadap waktu, dan satu risiko yang berpengaruh terhadap biaya, mutu, waktu. Tindakan mitigasi terdiri dari tahap pra pelaksanaan konstruksi, perlunya koordinasi yang baik antara stake holder dalam penentuan desain dan biaya, serta pada pelaksanaan konstruksi dimana perlunya koordinasi yang baik, cepat serta terarah antara stake holder dalam melengkapi kekurangan desain atau informasi sesuai schedule kontraktor.

Abstract

THE IMPLEMENTATION OF VALUE ENGINEERING ON SCHOOL BUILDING CONSTRUCTION PROJECT (CASE OF STUDY SANUR INDEPENDENT SCHOOL) ABSTRACT In a construction project, the cost is one of the factors that determine the sustainability of the project, especially in the case of study school building project at Sanur Independent School. Because of that, the austerity measures undertaken to produce an economical construction project. The selection of materials and construction methods can precisely determine the amount of savings to be gained in the implementation of the construction project, wherein the choice of materials and alternative methods will not necessarily reduce nor change the value of the function, quality and architectural value of the project itself. Therefore there is a need for job costing analysis to control these aspects. One of the methods that used for cost efficiency in a construction project especially on the building construction is Value Engineering Method that is a systematic way of defining the value of a subject to its function so that an innovative and structured approach can be adopted with the aim of reducing unnecessary costs. By using this method can obtained two alternative combinations of designs such as , the best combination of alternative designs and the cheapest combination of alternative design, and based by the result of the researched, by using a combination of the best alternative design on this construction project wherein the initial BoQ have a value of Rp 2,003,372,657.68 obtained savings of Rp 36.492.428,34 atau 1,82 %. While using a combination of the cheapest alternative designs obtained savings of Rp 248,161,362.38 or 12.39 %.

Abstract

ABSTRAK Perkembangan ilmu pengetahuan dan teknologi yang semakin cepat, dimana pertumbuhan dan perkembangan disebabkan oleh kebutuhan akan sarana dan prasarana yang memadai. Hal ini juga terjadi di Indonesia dimana perkembangan terjadi di bidang konstruksi baik dari segi disain maupun metode konstruksinya. Pemilihan strategi pembangunan sangat penting, karena pemilihan metode yang tepat sangat berpengaruh dengan hasil yang akan dicapai, dimana pemilihan metode tepat dan baik dapat diukur dari kinerja biaya, mutu, dan waktu. Pada pembangunan Mandarin Oriental Resort, PT. Bali Ragawisata selaku owner pada tahap konstruksinya menggunakan metode design and build. Sebelum dilakukan tahap konstruksi untuk mengurangi kerugiaan karena keterlanjuran penanaman modal, maka perlu dilakuknan analisis studi kelayakan. Analisis studi kelayakan pada resort ini akan menganalisis aspek pasar, aspek legalitas, aspek teknis, dan aspek finansial. Pada analisis aspek pasar untuk resort ini dikatakan layak karena masih memiliki peluang sebesar 3.482 kamar untuk tahun 2018. Analisis pada aspek legalitas yaitu kepemilikan dokumen-dokumen pelegalan perusahaan karena berhubungan dengan perizinan dan sebagai bukti kepatuhan terhadap hukum. Analisis pada aspek teknis menunjukan layak dimana KDB sebesar 47% dari persyaratan minimum 60%, KLB dengan nilai 21.465 m2 lebih rendah dari syarat yang ditetapkan sebesar 33.408 m2, nilai KDH 19% sudah melebihi batas maksimum 30%, dan Kebutuhan lahan parkir sebesar 33% dimana sudah melebihi syarat minimum 30%. Untuk analisis aspek finansial menunjukan hasil layak dimana nilai Net Present Value sebesar Rp. 292.137.054.746,00, Benefit Cost Ratio sebesar 1,223, Interal Rate of Return 18,236% dimana lebih besar dari nilai nilai MARR 13%, Discounted Payback Period Rp. 18.906.074.093,00, BEP pada tahun ke 9 bulan 8, nilai sisa dari bangunan dan tanah sebesar Rp. 22.660.800.000,00 dan pada analisis sensitivitas pada kondisi penurunan pendapatan sebesar 10 % dan kenaikan operasional 10% proyek dikatakan tidak layak. Hasil dari wawancara, observasi, dan telaah dokumen bahwa pemilihan strategi pembangunan yang di terapkan owner pada proyek Mandarin Oriental Resort dengan metode design and build memiliki keuntungan dari sisi biaya, mutu dan waktu

Abstract

THE SUCCESS FACTORS IN THE ISSUANCE OF BUILDING PERMIT (IMB) IN GIANYAR REGENCY, BALIABSTRACTThe improvement of development sector in Gianyar Regency has increased every year. This leads to the increasing of the number of the registration of Building Permit (IMB). Normally, IMB registration process takes 7 working days.. In fact this process can take longer than 7 working days, therefore disappointing to the applicants. The number of complaints that arise as well as the occurrence of cases of illegal levies in the permit service IMB caused the accountability of the service and the level of satisfaction of the applicants were questioned. Based on this situation, there is a need to analize the factors that influence the accountability and the level of satisfaction of the applicant. This research used a mixed methodinvolved survey and interview using a questionnaire. The respondents were selected based on nonprobability sampling technique (purposive sampling), covered the respondent which completed all stages of IMB’s registration process, ranging from the consultation stage to the issue of the permits in 2017. Analysis was performed using Analytical Hierarchy Process (AHP) method by assessing the importance level among alternatives under certain criteria, to obtain the weight of each alternative. The results showed that several important factors that influence on the evaluation of accountability of IMB service and the satisfaction of the applicant included timeliness (14,6%), accuracy and honesty (12,8%), responsible and non-discriminative (12,8%), and accuracies of staff (12.6%). Meanwhile, the important factors related on the evaluation of the applicant's satisfaction were timeliness (15.0%), responsible and non-discriminatory factor (13.3%), retribution cost factor (12.7%).

Abstract

The current government focuses on the development of the village itself by creating a dana desa program. The research objectives are to evaluate the process of village development with the dana desa program in Karangasem Regency, to analyze the value of legal aspects, aspects of human resources, social aspects, and aspects of the use of technology & information in influencing the success of the dana desa program, and to analyze the solutions to the identified obstacles. This study uses a qualitative descriptive method by looking at the results of open questionnaires, closed questionnaires, interviews and reviewing village fund documents. In the closed questionnaire analysis using SEM-PLS analysis using the SmartPLS program. The evaluation results from the legal aspect, human resource aspect, social aspect, financial aspect, and information technology aspect in the process of implementing the dana desa program are in good category. In the process of implementing the village fund program, various obstacles were identified. All aspects reviewed have a significant effect on the success of the implementation of the Dana Desa program. Legal aspects have the most significant positive influence on the success of the Dana Desa program, followed by information technology aspects, social aspects, financial aspects, and HR aspects respectively.. One of the solutions to the identified problems is to increase the competence of human resources in the village to be able to carry out the dana desa program properly.

Abstract

Proyek pembangunan Rumah Sakit Bali Mandara merupakan proyek konstruksi gedung bertingkat yang memiliki risiko K3 dalam pelaksanaan pembangunannya. Manajemen risiko K3 dilakukan dengan tujuan untuk mengetahui, menganalisis, memberikan penanganan dan menentukan kepemilikan risiko K3 yang teridentifikasi. Metode yang digunakan pada penelitian ini pada tahapan identifikasi risiko adalah brainstorming, kuesioner dan wawancara kemudian pada tahap penilaian/klasifikasi risiko dianalisis menurut AS/NZS 4360:2004, tahap penanganan diperoleh dari hasil brainstorming dengan SHE Officer dan tahap pengalokasian risiko menurut Flanagan dan Norman. Hasil identifikasi risiko pada penelitian diperoleh sebanyak 80 item risiko, 54 risiko dari penelitian terdahulu dan 26 risiko dari penelitian ini kemudian dibedakan menjadi 3 kategori/klasifikasi yaitu high risk 21 risiko (26,25%), kategori medium risk 32 risiko (40 %), kategori low risk sebanyak 27 risiko (33,75%). Risiko dominan diperoleh sebanyak 21 risiko seluruhnya dengan kategori high risk. Tindakan penanganan risiko K3 dominan diantaranya perbaikan pondasi dan melakukan sondir untuk mengetahui daya dukung tanah, melakukan perbaikan dan pengecekan kelayakan alat sebelum dipakai bekerja, penyiapan APAR dan menyediakan sistem pemadam yang baik, mempersiapkan petugas untuk segera mengantarkan pasien ke rumah sakit, segera menelepon emergency call (Rumah Sakit), memasang pagar pembatas antara site dan bangunan sekitar, memasang turap pelindung tanah, memasang jaring pengaman, menggunakan sling penjaga baja untuk memegang baja agar tidak bergerak saat dilakukan pengangkutan dengan crane, menggunakan perancah sesuai SNI dan lolos uji kelayakan, menggunakan sistem perancah yang baik, rutin cek kelayakan perancah/alat yang digunakan untuk bekerja, menggunakan formwork yang baik, memasang kornes/pagar pembatas, memakai APD lengkap. Kepemilikan risiko K3 keseluruhan dibebankan kepada pihak kontraktor yaitu petugas K3 atau SHE Officer yang memiliki tanggungjawab pelaksanaan, pengendalian dan penanganan masalah K3 pada pelaksanaan Pembangunan Rumah Sakit Bali Mandara.
