Abstract

The efforts to tackle poor people problems are through basic right fulfilment like food, health, education,work, water, sanitation and housing. Housing is one of fulfilment which difficult to get by poor people inIndonesia. About 4,5 millions backlog unit of housing, also improving of slump area that are the problemsof housing in Indonesia.The objective of this study is to know the fulfilment strategy of housing and settlement for poor people, tocarrying out of Nation Strategy of tackling poverty especially housing. In Order to achieve this objective,this research uses literature studies method from any reference.Building material engineering is one method to obtain the cheap houses with safety, comfort and healthaspect, whether standardization construction system and modular coordination’s system.

Abstract

THE IMPLEMENTATION OF VALUE ENGINEERING ON SCHOOL BUILDING CONSTRUCTION PROJECT (CASE OF STUDY SANUR INDEPENDENT SCHOOL) ABSTRACT In a construction project, the cost is one of the factors that determine the sustainability of the project, especially in the case of study school building project at Sanur Independent School. Because of that, the austerity measures undertaken to produce an economical construction project. The selection of materials and construction methods can precisely determine the amount of savings to be gained in the implementation of the construction project, wherein the choice of materials and alternative methods will not necessarily reduce nor change the value of the function, quality and architectural value of the project itself. Therefore there is a need for job costing analysis to control these aspects. One of the methods that used for cost efficiency in a construction project especially on the building construction is Value Engineering Method that is a systematic way of defining the value of a subject to its function so that an innovative and structured approach can be adopted with the aim of reducing unnecessary costs. By using this method can obtained two alternative combinations of designs such as , the best combination of alternative designs and the cheapest combination of alternative design, and based by the result of the researched, by using a combination of the best alternative design on this construction project wherein the initial BoQ have a value of Rp 2,003,372,657.68 obtained savings of Rp 36.492.428,34 atau 1,82 %. While using a combination of the cheapest alternative designs obtained savings of Rp 248,161,362.38 or 12.39 %.

Abstract

Construction equipment, especially heavy equipment, is one of the important resources in the implementation of construction projects. Heavy equipment can streamline the number of workers and the completion of projects can be faster. The selection of heavy equipment must be in accordance with the work during construction, and the efficiency of the equipment must be considered. The construction project of the Sanjiwani Hospital, Gianyar Regency is a construction project that requires heavy equipment, so this project needs management in terms of time and cost efficiency of using heavy equipment. The purpose of this study was to analyze the most optimum combination of heavy equipment in terms of time and cost in excavation and soil embankment work, so that losses due to project delays can be avoided. The method used in this research is the calculation of production capacity and cost efficiency on each heavy equipment. The results of the analysis show that the effective combination of heavy equipment for excavation work is 9,153.89 m3 and embankment is 456.80 m3, namely a combination of 2 Komatsu PC200-8 Excavator, 3 Komatsu WA200-1 Wheel Loaders, and 11 Hino Dutro Dump Trucks capacity 9 m3. The work can be completed in 185 hours at a total cost of IDR 162,363,500.00. The use of this combination can speed up the time by 95 hours (33.93%) and can save costs of IDR 47,468,500.00 (22.62%) of the existing condition.

Abstract

Dalam pembangunan proyek konstruksi, biaya merupakan salah satu faktor penting yang menentukan keberlangsungan proyek. Pada studi kasus proyek pembangunan RSUD Sanjiwani Gianyar terdapat permasalahan bahwa terjadinya perubahan desain awal pada ruang isolasi terkait protokol COVID-19 yang menyebabkan kurangnya anggaran biaya rencana awal, sehingga perlu dilakukan penghematan biaya. Salah satu metode yang dapat digunakan untuk melakukan penghematan biaya yaitu metode Value Engineering (VE). VE adalah suatu metode pendekatan yang kreatif dan terencana dengan tujuan untuk mengefisienkan biaya-biaya yang tidak diperlukan. Tujuan dari penelitian ini adalah untuk menganalisis item-item pekerjaan yang berpotensi dihemat, menganalisis alternatif terbaik pengganti desain awal, dan menghitung besar penghematan biaya setelah dilakukan penerapan VE tersebut. Pada penelitian ini digunakan metode penelitian deskriptif kuantitatif. Analisis VE dilakukan dalam enam tahapan yaitu: tahap informasi, tahap analisis fungsi, tahap kreatif, tahap evaluasi, tahap pengembangan, dan tahap presentasi. Hasil analisis VE menunjukkan bahwa penghematan dapat dilakukan pada pekerjaan struktur beton dengan mengganti balok dan pelat konvensional menjadi balok precast dan pelat metal deck yang menghasilkan penghematan sebesar Rp1.046.477.531,18 atau 4,47%, pada pekerjaan penutup lantai digunakan alternatif lantai keramik sebagai pengganti lantai granite tile didapat penghematan sebesar Rp1.058.532.387,51 atau 34,64%, dan pada pekerjaan kusen, pintu, jendela digunakan alternatif daun pintu aluminium sebagai pengganti daun pintu plywood lapis HPL yang menghasilkan penghematan sebesar Rp117.598.489,53 atau 4,41%. Total penghematan biaya setelah dilakukan analisis VE adalah sebesar Rp2.043.035.163,40 atau 1,50% dari anggaran biaya awal.

Abstract

ABSTRAK Pemerintah Daerah Kabupaten Badung, khususnya Bidang Cipta Karya pada tahun 2017 mengadakan lelang sebanyak 114 proyek dan sekitar 35-40% proyek yang berjalan menghadapi masalah dalam penyelesaian proyeknya. Penelitian ini bertujuan untuk mengidentifikasi faktor yang mempengaruhi kinerja proyek, menganalisis seberapa besar faktor tersebut mempengaruhi kinerja proyek dan mencari upaya yang efektif untuk memaksimalkan kinerja proyek. Hasil penelitian menunjukkan terdapat 4 faktor yang mempengaruhi kinerja proyek, yaitu: (1) kualitas, kuantitas, dan biaya tenaga, bahan, dan alat bantu proyek; (2) kompetensi pihak-pihak yang terlibat dalam proyek; (3) perencanaan pre-konstruksi dan persiapan kerja proyek; dan (4) sistem pengendalian dan komunikasi proyek. Hasil penelitian juga menunjukkan bahwa faktor perencanaan pre-konstruksi dan persiapan kerja proyek memiliki pengaruh lebih besar dibanding faktor lainnya, dan dari hasil pengujian koefisien determinasi diketahui bahwa 94% dari variasi yang ada di dalam variabel indikator kinerja proyek secara bersama-sama dipengaruhi oleh keempat faktor tersebut, sedangkan sisanya 6% dipengaruhi oleh faktor lain, diluar faktor yang telah diuji. Upaya yang dapat dilakukan untuk memaksimalkan kinerja proyek meliputi pemberian pelatihan kepada kontraktor tentang cara menjalankan manajemen proyek dan mempelajari sistem manajemen proyek yang telah diterapkan dari negara-negara berkembang lainnya, memasukan biaya overhead pada RAB untuk melaksanakan perencanaan, dan adanya inspeksi untuk mengevaluasi apakah kontraktor sudah melakukan pekerjaan yang harus dipenuhi terkait dengan biaya overhead tambahan tersebut.

Abstract

E-Procurement merupakan proses pelaksanaan pengadaan barang atau jasa yang pemanfaatannya menggunakan teknologi informasi dan komunikasi. Implementasi berawal dengan Perpres Nomor 54 Tahun 2010. 80 persen tingkat kasus korupsi kolusi dan nepotisme berasal pengadaan barang dan jasa sehingga implementasi atau pengaplikasian e-Procurement di Kota Kupang digambarkan dengan tidak efisien dan transparan. Pola pikir, etika pegawai dan aktivitas pegawai untuk melakukan kejahatan yang tidak terdeteksi oleh sistem, adanya beberapa pihak yang mampu membobol sistem dan beberapa kasus pengawasan yang hanya dilakukan secara internal. Kasus-kasus ini yang menjadikan faktor kompetensi sumber daya manusia, infrastruktur dan pengawasan resisten dalam implementasi e-Procurement di Kota Kupang. Penelitian ini bertujuan untuk mendapatkan bukti empiris pengaruh faktor kompetensi sumber daya manusia, infrastruktur dan pengawasan dalam implementasi sistem e-Procurement dan memberikan rekomendasi strategi dalam meningkatkan implementasi sistem e-Procurement di Kota Kupang. Jenis penelitian adalah penelitian mix methods. Penentuan sampel yaitu metode nonprobability sampling, dengan cara pengambilan sampel yang digunakan adalah sampling jenuh. Sampel penelitian adalah pegawai Bagian Pengadaan Barang dan Jasa Setda Kota Kupang dengan jumlah 33 responden. Metode survei melalui pengisian kuesioner dan wawancara merupakan teknik pengumpulan data yang digunakan. Alat analisis yang digunakan adalah Smart Partial Least Square 3.2. Hasil dalam penelitian menunjukkan bahwa faktor kompetensi sumber daya manusia, infrastruktur dan pengawasan berpengaruh terhadap implementasi sistem e-Procurement Kota Kupang. Dengan meningkatkan kompetensi sumber daya manusia, infrastruktur dan pengawasan akan meningkatkan kesuksesan implementasi sistem e-Procurement. Setelah membuktikan pengaruh secara empiris maka diberikan rekomendasi strategi dengan merangkum dari hasil wawancara dan brainstorming. Beberapa rekomendasi strategi dalam meningkatkan implementasi sistem e-Procurement yakni penyelenggaraan pendidikan dan pelatihan, server bantuan melalui Dinas Kominfo, memperbaiki jaringan data atau internet dan sosialisasi untuk mengajak masyarakat memonitoring, meningkatkan transparansi dalam evaluasi dengan memberi saran untuk menambah menu evaluasi pada website Lembaga Pengadaan Secara Elektronik, melaksanakan e-audit dan juga membuat regulasi atau peraturan tentang pelaksanaan e-audit untuk proses pengadaan barang/jasa. Utilization of information and communication technology to carry out the procurement of goods/services is called e-Procurement. Implementation began with the Presidential Regulation Number 54 of 2010. 80 percent of the level of corruption, collusion and nepotism stemming from the procurement of goods and services, so that the implementation of e-Procurement in Kupang City is categorized as inefficient and transparent. The mindset, employees and activities of employees to commit crimes that are not detected by the system, there are several parties who are able to break into the system and there are several cases of supervision that are only carried out internally. These cases are the factors of human resource competence, infrastructure and resistance monitoring in the implementation of e-Procurement in Kupang City. This study aims to obtain empirical evidence of the influence of competency factors of human resources, infrastructure and supervision in the implementation of the e-Procurement system and provide strategic recommendations in improving the implementation of the e-Procurement system in Kupang City. This type of research is a mixed methods research. sample determination is non-probability sampling method, with the sampling method used is saturated sampling. The research sample is the employees of the Procurement Section of the Regional Secretariat of Kupang City with a total of 33 respondents. The survey method through filling out questionnaires and interviews is a data collection technique used. The data analysis technique used is Smart Partial Least Square 3.2. The results in this study indicate that the competence of human resources, infrastructure and supervision has an effect on the implementation of the e-Procurement system in Kupang City. By improving the competence of human resources, infrastructure and supervision will increase the success of the implementation of the e-Procurement system. After determining the effect empirically, a strategy recommendation is given by summarizing the results of interviews and brainstorming. Some strategic recommendations in improving the implementation of the e-Procurement system are the provision of education and training, improving the internet network and server assistance through the Information and Communications Service, outreach to invite the public to monitor, improve evaluation in evaluation by providing suggestions for adding an evaluation menu to the Procurement Institution's website. In general, Electronic, carrying out e-audits and also making regulations or regulations regarding the implementation of e-audits for the process of procuring goods/services.

Abstract

The Denpasar One-Stop Integrated Service and Investment Service of Denpasar city often hears public complaints about the quality of Building Construction Permit, both regarding requirements that are deemed unclear, late issuance of permits, and facilities and infrastructure considered inadequate. The purpose of this study is to determine the quality of Building Construction Permit services and find out the indicators that are priorities for improving service quality so that efforts can be sought to improve the quality of Building Construction Permit services. Data collection was conducted by questionnaire survey of 95 respondents with 26 questions. This study uses Servqual analysis and Importance Performance Analysis (IPA). Based on the results of Servqual analysis, it was found that public satisfaction with Building Construction Permit service quality was classified as dissatisfied, both seen from tangibles, reliability, responsiveness, assurance, and emphaty variables. Of the 26 indicators that require quality improvement, using the Importance Performance Analysis (IPA) analysis obtained 7 indicators which are the top priorities in improving the quality of Building Construction Permit services. Efforts that can be made are the addition of seats in the waiting room, conduct re-examination of files, socialization of regulations and requirements for IMB, conduct training and counseling for employees, and impose strict sanctions on employees who commits a violation.

Abstract

DEVELOPMENT OF COMPUTER BASED CONSTRUCTION PROJECT COST ESTIMATING SYSTEM ABSTRACT The process of calculating construction project cost estimates, especially detailed estimates, requires high accuracy and relatively long time depending on the size of the project, the number of estimators involved, the level of expertise and experience of the estimator. On the other hand, the advances in computer technology have not been fully optimized to aid cost estimation calculations. The objective of this research is to develop computer based cost estimation system of construction project. The system is designed to estimate project cost throughout the project life cycle both conceptual and detailed estimates. The method of development system used phased development which was modeled using Data Flow Diagrams (DFD) for process modeling, and Entity Relationship Diagram (ERD) for data modeling. Based on the results of weakness analysis on the old system, the proposed system architecture was using Client-Server Architecture model, with Microsoft SQL Server as database server. In the database server, it was created functions to serve requests for information sent by the client computer. To support the required information, the proposed concept integrated PBS (Product Breakdown Structure), WBS (Work Breakdown Structure) and RBS (Resource Breakdown Structure) to produce detailed cost estimation based on building components, work items and project resources. The cost estimation of the ongoing projects can be recorded as a database of cost estimation for future projects.

Abstract

ANALYSIS OF FACTORS THAT INFLUENCE THE MARKETING OF LIGHT STEEL ROOF TRUSS IN DENPASARABSTRACTAs the need for residence in Denpasar continues to increase, the demand for building materials, especially lightweight steel roof truss also increases. This leads to a tight competition among lightweight steel sellers. This study aimed at investigating factors that influence lightweight steel roof truss marketing in Denpasar and strategies that can be done by business people in facing such competition. This research used Factor Analysis and SWOT Analysis as a research approach. Questionnaires and interviews are used to assist the method of data colection. In Factor Analysis, selected respondents were the parties who understood the marketing strategy of lightweight steel roof truss in Denpasar. The SWOT Analysis was done on Company X, which sold lightweight steel roof truss in Denpasar. The respondents of the SWOT Analysis were two persons from internal company. Based on the results of Factor Analysis, three main factors was formed, namely product popularity, service quality and product attractiveness. Meanwhile, through SWOT Analysis, it was found that the company position is in quadrant I, so it supported the SO (Strength-Opportunity) strategy. This strategy maximized strength and utilized opportunities. It involved building new branches, increasing the quantity and variety of products, maintaining service and product quality, providing products that always follow the development of consumer tastes, efficiency of the company's operational costs, increasing the quantity of purchases of products to be traded and buying goods directly from the producers.
