Abstract

Abstract: This study aimed to describe the analysis of implementation of Public Service in District Tanralili and the factors that influence the process of implementation of public services in the district Tanralili Maros. Author of the research methods used in this research is qualitative descriptive, using two kinds of data, primary data and secondary data.Research results obtained in the field shows that the implementation of public services can be seen not only in terms of the simplicity of the service but rather the positioning of the executive services and understand the duties and obligations as service providers.The conclusion of this study indicate that the constraints or problems encountered in the service process must be adapted to the procedure. As well as the quality of work discipline, the quality of work discipline adequate government officials, the bureaucrats at the district level is able to provide public services effectively.Keywords: Implementation, bureaucratic, service Abstrak: Penelitian ini bertujuan untuk menggambarkan Analisis Pelaksanaan Pelayanan Umum di Kecamatan Tanralili serta faktor-faktor yang berpengaruh terhadap proses pelaksanaan pelayanan umum di Kecamatan Tanralili Kabupaten Maros.Metode penelitian yang digunakan penulis dalam penelitian ini adalah Deskriptif Kualitatif, dengan menggunakan dua macam data, yaitu data primer dan data sekunder.Hasil penelitian yang didapatkan di lapangan menunjukkan bahwa pelaksanaan pelayanan umum tak hanya dapat dilihat dari segi kesederhanaan pelayanan tetapi lebih kepada penempatan posisi para pelaksana pelayanan serta memahami tugas dan kewajiban sebagai pemberi pelayanan.Kesimpulan dari penelitian ini menunjukkan bahwa kendala atau permasalahan yang dihadapi dalam proses pelayanan harus disesuaikan dengan prosedur. Serta kualitas disiplin kerja, dengan kualitas disiplin kerja aparat Pemerintah yang memadai, maka birokrat di tingkat kecamatan mampu memberikan pelayanan kepada masyarakat secara efektif.Kata kunci: Pelaksanaan, birokrasi, Pelayanan

Abstract

Abstract: This study attempts to know about management analysis tourism is in town baubau and how much impact contributions given by the tourism sector for the community and in terms of increasing local revenue for regional autonomy in the city Baubau. The results of the study showed that contribution given by tourism sector in its contribution on local revenue city baubau is still low , it was proven by contribution given by tourism sector is only 1.4 % to the total revenue baubau the area of a city. Although contribution is still low but seen from sector the development and pem-berdayaan the community, tourism sector has also contributed real main to those who is located near the tourism are located in the baubau both in terms of sales food, souvenirs, and rental lodging so public can feel directly the impact of contributed to pariwisata management in the implementation of regional autonomy in the city Baubau. Keywords: local authonomy, tourism, baubau Abstrak: Penelitian ini bertujuan untuk mengetahui tentang analisis pengelolaan potensi pariwisata yang ada di Kota Baubau dan seberapa besar dampak kontribusi yang diberikan oleh sektor pariwisata bagi masyarakat dan dalam upaya peningkatan pendapatan asli daerah terhadap pelaksanaan otonomi daerah di Kota Baubau. Hasil penelitian menunjukan bahwa kontribusi yang diberikan oleh sektor pariwisata dalam sumbangsihnya terhadap pendapatan asli daerah Kota Baubau masih rendah, hal ini terbukti dengan kontribusi yang diberikan oleh sektor pariwisata yang hanya sebesar 1,4% terhadap total pendapatan asli daerah Kota Baubau. Walaupun kontribusinya masih rendah akan tetapi dilihat dari sektor pengembangan dan pemberdayaan masyarakat, sektor pariwisata telah memberikan kontribusi nyata utamanya terhadap masyarakat yang berada di sekitar lokasi obyek wisata yang berada di Kota Baubau baik dari segi penjualan makanan, cinderamata, maupun penyewaan penginapan sehingga masyarakat dapat merasakan secara langsung dampak kontribusi terhadap pengelolaan pariwisata dalam pelaksanaan otonomi daerah di Kota Baubau. Kata kunci: pariwisata, otonomi daerah, baubau

Abstract

Abstract: This paper is intended to reveal actors and the relationships among actors in the decision mak-ing of the appointment of civil servants in a structural position in Makassar. The study was con-ducted in Makassar using qualitative descriptive method. This study focused on describing the decision making of the appointment of civil servants in a structural position that has been done by the Mayor of Makassar ranging from echelon II, III, and IV. The data collection technique us-ing the technique of triangulation methods of observation, study documents and interviews. The results of the research suggests if there are several actors involved in the appointment of civil servants in a structural position that is including the Mayor, Tim Baperjakat, Head of SKPD and Head of mutations associated with that of the Regional Employment Board. However, the mayor is the main actor who has the greatest authority in determining the appointment, pro-motion and demotion of civil servants in structural positions in particular is regarded as strate-gic positions.Keywords: actor relationships, appointments, structural position of government Abstrak: Tulisan ini dimaksudkan untuk mengungkapkan aktor dan relasi antar aktor dalam pengambilan keputusan pengangkatan PNS dalam jabatan struktural di Kota Makassar. Penelitian dilakukan di Kota Makassar dengan menggunakan metode deskriptif kualitatif. Penelitian ini difokuskan untuk mendeskripsikan pengambilan keputusan pengangkatan PNS dalam jabatan struktural yang telah dilakukan oleh Walikota Makassar mulai dari eselon II, III, dan IV. Teknik pengumpulan data menggunakan teknik triangulasi metode yatu observasi, studi dokumen dan wawancara langsung. Hasil penelitian mengemukakan jika ada beberapa aktor yang terlibat dalam pengangkatan PNS dalam jabatan struktural yaitu diantaranya Walikota, Tim Baperjakat, kepala SKPD, dan Kepala Bidang yang terkait dengan mutasi yang ada pada Badan Kepegawaian Daerah. Meski demikian, Walikota merupakan aktor utama yang memiliki wewenang paling besar dalam menentukan pengangkatan, promosi maupun demosi PNS dalam jabatan-jabatan struktural khususnya yang dianggap sebagai jabatan Strategis.Kata kunci: relasi aktor, pengangkatan jabatan, jabatan struktural pemerintahan

Abstract

This study aimed to know and analyze the role of local government especially the local govern-ment of Bulukumba Regency, in the process of settling the agrarian conflict between PT. PP. London Sumatra and the civil society in Bulukumba Regency and to know the factors that caused the people to resist an extension of PT. PP. London Sumatra’s Rights to Exploit in Bulukumba Regency that will end in the next 2023. Type of research used in this research is de-scriptive with qualitative techniques, which will provide a clear and factual overview about the role of local government in the process of settling the agrarian conflict. The results of this study indicate that: 1) The role of local government especially the local government of Bulukumba Regency, in the process of settling the agrarian conflict between PT. PP. London Sumatra and the civil society in Bulukumba Regency is by making an attempt to conciliation and to form a team of complete conflicts. 2) The factors that caused the people to resist an extension of PT. PP. London Sumatra’s Rights to Exploit in Bulukumba Regency affected by two things that are the status of conflict is still unfinished and minimize contributions of PT. PP. London Sumatra for community and general local construction.

Abstract

Abstract: This paper will show an example of governance practices and innovations of good governance (good practice) in large framework of good governance in Indonesia. This paper describes how the community is involved in the development process. By using the perspective of the ladder of participation from Bovaird and Loffler (2004) or participation ladder in the development process, the local district government of West Sumbawa successfully carry out the spirit of good governance at the grass roots level in the community.  Key Words: Good practice; ladder of participation; governance inovation;     Abstraksi: Tulisan ini akan menunjukkan salah satu contoh praktik tata kelola dan inovasi tata pemerintahan yang baik (good practice) dalam kerangka besar good governance di Indonesia. Paper ini menggambarkan bagaimana masyarakat dilibatkan dalam proses pembangunan. Abstract

Abstract: This study aims to determine how the government's role in the implementation of Good Urban Governance in the District Tamalanrea Makassar by analyze the principles of the Good Urban Governance for regional development in the District Tamalanrea which is known as the area of education. The research uses descriptive method with qualitative approach. The data collection techniques are participatory observation and in-depth interviews. Informant taken by purposive sampling and snowball sampling methode. Research shows that the role of government in the implementation of Good Urban Governance in the District Tamalanrea known as the integrated area of higher education not performing well. It can be seen from the effectiveness and efficiency not realized on the principle of sustainability, fairness, transparency and accountability, involvement of civil society/population. Keywords: role of government, development, Good Urban Governance Abstrak:  Penelitian ini bertujuan untuk mengetahui bagaimana peran pemerintah dalam pelaksanaan Good Urban Governance di Kecamatan Tamalanrea Kota Makassar dengan menganalisis prinsip-prinsip dalam Good Urban Governance terhadap pembangunan wilayah yang ada di Kecamatan tamalanrea yang dikenal sebagai wilayah pendidikan. Metode penelitian yang digunakan adalah deskriptif dengan pen­dekatan kualitatif. Adapun teknik pengumpulan data yang digunakan adalah observasi partisipatif dan wawancara secara mendalam. Teknik penentuan informan dilakukan secara purposive sampling dan snowball sampling. Hasil penelitian menunjukkan bahwa peran pemerintah dalam pelaksanaan Good Urban Governance di Kecamatan Tamalanrea yang dikenal seba­gai kawasan pendidikan tinggi terpadu tidak terlaksana dengan baik. Hal ini dapat dilihat dari efektifi­tas dan efisiensi yang tidak terwujud pada prinsip keberlanjutan, keadilan, transparansi dan akuntabilitas, keterlibatan masyarakat sipil/penduduk.  Kata kunci: peran pemerintah, pembangunan, Good Urban Governance

Abstract

This research aims to find out how the position of village chief to increase welfare community in the village of Toabo, with looked the role of village chief as the authority implement task from the local government district/city and as the authority implement based on origin and local scale village in increase the welfare community. The type of this research used is deskriptif analysis that give a systematic social overview, factual and accurate about obtained in the field. Data collection used the techniques of observation, interview, and the study of literature. The result of the research indicate that the position of village chief to increase welfare community in Toabo village as the authority implement task from the local government of district/city less than optimal because the health fasilities and infrastructure and environment have not done well white, the role of village chief as the authority implement based on rights origin and local scale village on health and nutrition, employment, houses and environment, still limitation the provision of fasilities, infrastructure and job.

Abstract

Good Governance dikenal sebagai paradigma yang menarik, dengan prinsip pada penekanan terhadap keterlibatan seluruh elemen, baik yang berada dalam birokrasi maupun yang berada diluar birokrasi. Dalam paradigmanya terlihat adanya pergeseran dari rule government ke good government (Ryaas Rasyid; 1998), yakni proses pemerintahan tidak lagi semata-mata menyandarkan pada aspek peraturan dan perundang-undangan, akan tetapi lebih menekankan kepada partisipasi seluruh elemen masyarakat. Konsep ini memiliki relasi yang sangat signifikan dengan demokratisasi, untuk mewujudkan pemerintah yang lebih dekat dengan rakyatnya. Otonomi daerah pun juga merupakan konsekuensi logisnya dalam negara kesatuan seperti Indonesia.

Abstract: This writing at analyzing the implementation effectiveness of Inspectorate Performance of Kabupaten Pangkajene dan Kepulauan and to analyze factors that influence the supervision effectiveness of inspectorate performance of Kabupaten Pangkajene islands. This research is done by doing direct interview with competent and relevant informants. The result of this research shows that performance implementation done by the Inspectorate of Kabupaten Pangkajene islands comprises investigation, examination and investigation functions are running well and this fact is strengthen by the achievement of the inspectorate of Kabupaten Pangkajene islands to get (WTP) or Fair without Exception predicate for the second time.Keywords: inspectorate, effectiveness, controlling Abstrak: Tulisan ini menganalisis efektivitas pelaksanaan fungsi Inspektorat Kabupaten Pangkajene dan Kepulauan dan untuk menganalisis faktor-faktor yang mempengaruhi efektivitas Pengawasan kinerja Inspektorat Kabupaten Pangkajene dan Kepulauan. Penelitian ini dilakukan dengan melakukan wawancara secara langsung dilokasi penelitian dengan narasumber yang kompeten dan relevan. Hasil wawancara dan kemudian melakukan analisis terhadap data tersebut. hasil penelitian ini menunjukan bahwa pelaksanaan fungsi yang dilakukan Inspektorat Kabupaten Pangkajene dan Kepulauan dalam hal ini meliputi fungsi pemeriksaan, pengujian dan pengusutan sudah berjalan dengan baik dan diperkuat dengan berhasilnya Inspektorat Kabupaten Pangkajene dan Kepulaun meraih WTP (Wajar Tanpa Pengecualian) untuk yang kedua kalinya.Kata kunci: inspektorat, efektivitas, pengawasan

Abstract

This study aims to determine the level of women's participation in the process of formulating local regulations on APBD in institutions legislative areas of Barru regency and influential fac-tors inside it. The research method used is qualitative research by parsing the data descriptively. Data collection technique done by observation, interview, literature study, as well as documentation using qualitative descriptive analysis techniques. The results of this study indicate that women's participation in the process of forming Regional Regulation of Regional Budget of Fiscal Year 2017 Regency Barru start from the design stage, discussion and determination yet optimal. This is seen in the process of discussion, the liveliness of members women in following the agenda of the hearing less though the trial running according to the specified groove. In quantity on essentially the needs of women and men are certainly different, for accommodate and understand women's issues as well formulating a policy is certainly more ideally if women are more active in the formulation. Women's participation in leadership government especially in the issue of the formation of local regulations on APBD are certainly influenced by some factors that support or inhibit. Supporting factors include policies related to women's opportunities, party involvement as a means communications, patriarchal culture, and Intra-intitial communication. Factor inhibitors include the quantity of women and capability of women to be involved in the process decision-making.
