Abstract

Distribusi kekuasaan secara horizontal, menunjukkan bahwa lembaga legislatif mempunyai kekuasaan untuk membuat undang-undang. Lembaga ini bisa pula disebut sebagai Parlemen dan Dewan Perwakilan Rakyat (DPR), yang anggotanya merupakan wakil-wakil rakyat dan direkrut melalui pemilihan umum (sistem distrik atau sistem proforsional). Transparansi legislatif hendaklah berawal dari transparansi rekrutmen calon anggota legislatif pada pemilihan umum. Hal ini dimaksudkan agar tampil wakil-wakil rakyat yang memiliki komitmen yang kuat untuk memperjuangkan aspirasi dan kepentingan rakyat.

Abstract

Abstract: This journal describes a model of innovation licensing services in order to increase local revenue (PAD) in the neighborhood of Makassar city government get the spotlight of various parties, es­pecially from the aspect of service performance in increasing revenue. based on the view that the study aims to describe and analyze forms of innovation services in unit licensing services, factors that support and obstacling the implementation of service innovation, permitting an ac­countable, transparent, effective and efficient way to increase revenue in the department of li­censing services, and investments in the government city of makassar and as an indicator of good governance.Keywords: PAD, Services, licensing, good governance.Abstrak: Jurnal ini menjelaskan tentang model inovasi pelayanan perizinan dalam rangka peningkatan Pendapatan Asli Daerah (PAD) di lingkungan pemerintah Kota Makassar mendapatkan sorotan dari berbagai   pihak   terutama   dari   aspek kinerja pelayanan dalam peningkatan pendapatan asli daerah. Abstract

This study aimed to determine analysis of development sub office Lalabata Soppeng regency as well as the factors that influenced them. to achieve those goals, the type of research is descriptive analysis. Data collecting technique was conducted through observation, interview, and document by using descriptive-qualitative analysis. Based on the results of this research, it is known that the management of the construction sub office Lalabata Soppeng regency haven't optimal. This is apparent from the cessation of the construction in 73% of the physical building. As for the factors that influence the development sub office Lalabata Soppeng regency includes Supporting and inhibiting factors. Supporting factors is desire to create a more representative office, Position of strategic area, and There is a plan to make a Green open space (RTH) in the old location (Jl Attang Benteng) and inhibiting factors development is, The location of the sub new office is problematic and the contractor handling the project is considered negligent and not ready to handle the development

Abstract

Abstract: This paper aims to determine the leadership style Lurah in the process of governance at Kelura-han Yabansai and to view related leadership styles in performing their duties and obligations as a Lurah. The style of leadership is measured by democratic leadership style indicators, bureau-cratic leadership style and autocratic leadership style. While governance seen from the indica-tors of decentralization and motivation. How the authors used in collecting data are observa-tion, questionnaires and interviews. While the method is a method of writing a descriptive quali-tative data analysis techniques. The results showed that the leadership style be applicable by Yabansai Lurah in governance is bureaucratic democratic leadership style. While the duties and obligations as permanent urban village road in accordance with the style of leadership used by Lurah.Keywords: Leadership Style, GovernanceAbstrak:Tulisan ini bertujuan untuk mengetahui gaya kepemimpinan kepala kelurahan dalam proses penyelenggaraan pemerintahan di Kelurahan Yabansai serta untuk melihat gaya kepemimpinan terkait dalam menjalankan tugas dan kewajibannya sebagai lurah. Gaya kepemimpinan diukur berdasarkan indikator gaya kepemimpinan demokratis, gaya kepemimpinan birokratis dan ga-ya kepemimpinan otokratis. Sedangkan penyelenggaraan pemerintahan dilihat dari indikator desentralisasi dan motivasi kerja. Cara yang digunakan penulis dalam mengumpulkan data ada-lah observasi, kuesioner dan wawancara. Sedangkan metode penulisan adalah metode kuali-tatif deskriptif dengan teknik analisa data. Hasil penelitian menunjukkan bahwa gaya kepem-impinan yang diterapakan oleh kepala kelurahan Yabansai dalam penyelenggaraan pemerinta-han adalah gaya kepemimpinan demokratis birokratis. Sedangkan tugas dan kewajibannya se-bagai lurah tetap jalan sesuai dengan gaya kepemimpinan yang digunakan kepala kelurahan tersebut.Kata kunci: Gaya Kepemimpinan, Penyelenggaraan Pemerintahan.

Abstract: This journal provides an overview and explanation of the implementation rather than parking on the edge of the public road in the makassar city. the implementation of parking policy in the makassar city can not be implemented under the provisions of Makassar city area number 17 of 2006 on the management of public roadside parking in the area of the city of Makassar. occurs discrepancy between the contents of the policy implementation in the field and there are still many illegal parking attendants interpreter due to several aspects that influence. besides it there are still lacking the resources as implementing the policy with facilities and infrastructure as well as the attitude of the implemented. The satisfaction of people is low against the maid of parking makassar city.Keywords: Implementation, policy, parkingAbstrak: Jurnal ini memberikan gambaran serta penjelasan tentang pelaksanaan dari pada perparkiran di tepi jalan umum di wilayah Kota Makassar. Dalam rangka Implementasi Kebijakan Perparkiran di Kota Makassar tidak dapat terlaksana sesuai ketentuan Peraturan Daerah Kota Makassar Nomor 17 Tahun 2006 tentang Pengelolaan Parkir Tepi Jalan Umum dalam Daerah Kota Makassar. Terjadi ketimpangan antara isi kebijakan dengan pelaksanaan di lapangan dan masih banyak terdapat juru-juru parkir liar dikarenakan oleh beberapa aspek yang mempengaruhi. Selain itu masih kurang sumberdaya sebagai pihak pelaksana kebijakan dengan sarana dan prasarana yang kurang memadai serta sikap dari pada implementor. Hal inilah yang menyebabkkan kepuasan masyarakat masih terbilang rendah terhadap pelayan perparkiran di Kota Makassar.Kata kunci: Implementasi, Kebijakan, Parkir

Abstract

This research aims to find out how the traditional institute of Balla west village in collecting and channeling aspirations to the developing community, as well as to know how customary institutions in improving activities in Balla West Village, Balla District, Mamasa Regency.The research method used is qualitative method with descriptive type. Data collection using literature study techniques, and interviews. Furthermore, the data are analyzed qualitatively. The results of this study indicate that first, the role of traditional institute in Balla west village in accommodating and channeling the aspirations of the community has not been implemented properly, it is seen from the parties responsible. The suggestions provided by the traditional institute can not be used well by the public in collecting information and responses, since they are inaccessible to all communities. As well as the traditional institute also does not schedule the right time to hold a joint meeting. Secondly, the role of the traditional institute in increasing community participation in this case does not exist, it is seen that the traditional institute in Balla west village are not proactive towards physical development. The program of physical development in Balla west village on the third party is transferred to an institution formed from the traditional institute.

Abstract

Abstract: The purposes of this research are to explain the development of organizational capacity in improving the quality of public services in the forestry and plantation office of Bone regency and explain the steps conducted by the office in developing its organizational capacity by focus on three aspect: the devolopment of phiysical resources, the development of operational pro­cesses, and the development of human resources. It is found that: (1) the development of the capacity of physical resources, in general, is quite good, as it is shown by some indicators including physical resuorces, organizational struc­ture, financial matters, legal instruments(rules), and facilities and infrastructure; (2) the development of operational process (management) capaci­ty is generally good, the indicators are work procedures, work culture, and leadership; (3) the development of human resource capacity. The indi­cators are knowledge of employees, skills of employees, and work attitude and ethic. Keywords: capacity development, organizations, public service Abstrak: Penelitian ini bertujuan untuk menjelaskan pengembangan kapasitas organisasi dalam peningkatan kualitas pelayanan publik pada Dinas Kehutanan dan Perkebunan Kabupaten Bone dan menjelaskan langkah-langkah yang ditempuh Dinas Kehutanan dan Perkebunan Kabupaten Bone dalam pengembangan kapasitas organisasi pemerintahnya guna peningkatan kualitas pelayanan publik  yang difokuskan pada tiga aspek yaitu pengembangan sumber daya fisik, pengembangan proses operasional dan pengembangan sumber daya manusia. Hasil temuan dari penilitian diketahui: (1) pengembangan kapasitas sumber daya fisik secara umum cukup baik, indikatornya yaitu sumber daya fisik, struktur organisasi, keuangan, perangkat hukum (aturan), dan sarana dan prasarana, hanya satu indikator yang mendapat penilaian  kurang baik, yaitu kapasitas perangkat hukum; (2) pengembangan kapasitas proses operasional (ketatalaksanaan) secara umum baik dengan indikatornya yaitu prosedur kerja, budaya kerja, dan kepemimpinan; (3) pengembangan kapasitas sumber daya manusia,  indikatornya yaitu pengetahuan pegawai, keterampilan pegawai,  serta  perilaku dan etika kerja. Kata kunci : pengembangan kapasitas, organisasi, pelayanan publik

Abstract

The purpose of this research is to know and analyze the implementation process of Regional Regulation Number 6 of 2013 in Makassar about the fulfillment of the rights of people with disability in Makassar city, and also factors that influence the process of implementation of the regulation. The method used is a qualitative research method, that is giving description or explanation about data acquisition research procedure, data obtained from interview, observation, and archive. Based on the results of the research, the role of Makassar city government in giving protection rights and the right of empowerment of women and children with disability has been implemented by the regional work units into the sample in the research, namely the Social Department of Makassar, empowerment implemented through empowerment program for women with disability, skills such as sewing, baking and crafting. The process of protecting women and children with disabilities is implemented by the Center for Integrated Women Empowerment and Children of Makassar (P2TP2A), protection is provided through the process of assistance and handling cases of violence, exploitation, discrimination and neglect. Overall implementation of the policy of fulfilling the right of empowerment and the protection of its implementation has not been maximally due to several factors. The supporting and inhibiting factors; First, the supporting factors are communication factor, resource (staff) and disposition; Secondly, inhibiting factors are Bureaucracy Structure (SOP and Fragmentation), resources (budget) and external factors (social environment).

Abstract: This research describes tourism development strategy planned and undertaken by the department of cultural and tourism basic strategy is multi-plier effect, strategy associated with interset management tourism, the association and product development, monitor marketing strategy, development strategy human resources, spatial tourist development strategy, development strategy distribution tourism sector. Where from 7 this strategy has been implemented in time 2011-2016. There are however strategy not run maximally so desired results have not reached well. Then nature, culture, the community, tourism, and promotion tourist market being stalwart tourism Tana Toraja. The road, facilities, human resources, law and the legal basis, the management of tourism, a factor that block the implementation of the tourism development in the Tana TorajaKeywords: strategy, development, tourismAbstrak: Penelitian ini menggambarkan tentang strategi  pengembangan pariwisata yang  direncanakan dan dilakukan oleh dinas kebudayaan dan  pariwisata  yaitu  strategi  dasar yang bersifat multiplier effect, strategi terkait dengan pengelolaan interset pariwisata, strategi keterkaitan dan pengembangan produk, strategi pemantapan pemasaran, strategi pengembangan sumber daya manusia, strategi spasial pengembangan wisata, strategi pengembangan pariwisata bidang distribusi. Dimana dari 7 strategi ini telah dilaksanakan dalam waktu 2011-2016. Akan tetapi ada strategi yang belum   berjalan   maksimal   sehingga hasil yang diinginkan belum tercapai dengan baik. Kemudian Alam, budaya, masyarakat, objek wisata, dan promosi pasar wisata menjadi pendukung pariwisata  Tana  Toraja.  Akses  jalan, sarana, sumber daya manusia, peraturan dan landasan hukum, pengelolaan objek wisata ,menjadi faktor yang menghambat jalannya pelaksanaan strategi pengembangan pariwisata di Kabupaten Tana Toraja.Kata kunci: strategi, pengembangan, pariwisata

Abstract

This study aims to describe the efforts of the tourism development conducted by the Tourism Office of Mamuju Regency in increasing Income of the original area (PAD) in the Mamuju Regency, as well as to explain the factors that affect the development of tourism in boosting PAD in Mamuju Regency.The research method used is qualitative method with descriptive type. Data collection using literature study techniques, and interviews. Furthermore, the data are analyzed qualitatively.The results of this research show that the efforts made, the first Department of culture and tourism has not been fullest Mamuju Regency in increasing Income of the original area (PAD) through the development of tourism, ranging from promoting tourist attraction, implement the Event and Festival, carry out movements of groups conscious tourism, Tourist Villages, running the program do the increased socialization of human resources both Government related surroundings as well as the community and maintains a presence form cooperation with the Community Manager tourist attraction. Second, the factors that affect Indigenous Areas increased revenue through the development of tourism in Mamuju Regency is a supporting factor, namely the location of the strategic areas and the existence of supporting facilities for tourism, i.e. restricting factors of policy issues, the lack of a budget while the finance, the promotion of the tourist attraction has not been fullest, management of tourist attraction has not been serious, human resources are still limited in scope local governments or community around tourist attraction and there is no local government cooperation with private parties.
