Abstract

The skills, competencies, and attitudes of employees determine the success or failure of any organization. The attainment of the objectives of an organization is determined in terms of profit or advancement of status. Thus, when employees do not perform well, the productivity of the organization suffers.This is a correlation study which explores the work attitude of employees using the variables such as generation, length of service, academic achievement, and employment status. A work attitude questionnaire (α=0.856) composed of statements relating to the manifestation and consideration of attitudes, habits, and behaviors was utilized. A total of 147 participants were determined using the purposive-convenient sampling procedure.Major findings include that female millennials as the foremost office personnel in the Institute. Majority are permanent employees with college degrees and have been working for more than ten years. The work attitude of the participants was excellent for Generation X participants, Master’s degree holder, employed as casuals, and those who have been working for more than five years. There is a significant relationship which was found between the participants’ work attitude and the variables generation, academic achievement, length of service, and status of employment.With these findings, it is then deduced that the work attitude of the employees is affected with their status of employment, generation, academic achievement, and length of service. Thus it is recommended that office personnel must pursue higher education and the management should provide avenue for their scholastic development. It is also recommended that further studies be undertaken to explore work attitudes alongside the performance of the participants such as punctuality and output.

Abstract

National health insurance scheme has been used as a strategy to address health inequalities in Ghana in the past ten years. In ensuring all inclusive governance, the government has instituted a system which aims at bringing together various actors at all levels of government. However, little is known about the challenges involved in such multi-level and multi-actor system. In order to open this ‘black box’, we explored the views of those involved at the district levels to understand the challenges that are associated with this system of governance. We used face-to-face interviews and document review. The study area was Bosumtwi District and the sample size was 25 stakeholders. Data were recorded and later analysed. The findings of the study revealed some challenges which include: working with different set of stakeholders with incompatible interests and divergent goals; the existence of power differentials; limited opportunities for various stakeholders at lower levels to make independent decisions and finally, the problem of coordinated action. It was concluded that while the system is a laudable idea, it would be better if such system helps to bring various actors to existing hierarchical and state-centric apparatuses so as to enhance better coordination of ideas.

Abstract

Expenditures on grants (Hibah) and sosial assistance (Bansos) which are included in the category of discretionary funds are very vulnerable to be used as campaign funds to gain popularity of incumbent couples. The purpose of this study is to investigate the possibility of an indication of abuse of discretionary funds in the APBD. This study used an interactive analysis model using three stages, namely; data condensation, presentation of concluding data, and verification. The results of this study indicated that the allocation of regional expenditures on grants and sosial assistance that carried out regional head election (Pemilukada) with the incumbent candidates is greater than before the election, which means there was the use of incumbent discretionary funds for their political interests. The allocation of regional discretionary funds that carried out the election with incumbent candidates was greater than the regions that do not implement the election. Increased of discretionary funds continue to occur despite the unhealthy / deficit regional financial condition. It coupled with the findings of the allocation of expenditure of goods distributed through 100 SKPD of Rp. 504,938,020,140,34 to the public. This was a strong indication that the incumbent was trying to keep providing the assistance to attract voters  on the Pemilukada in 2015.

Abstract

Local elite competition occurs in many regions in Indonesia. One of them was in West Sulawesi, which was issued by three clans, the Manggranian Clan, the Mengga Clan, and the Masdar Clan. At present, the competition between the Mengga Clan and the Masdar Clan continues. Several political contestations in West Sulawesi have followed by-elections, both governor and regent elections. In the 2012 gubernatorial election, the Masdar Clan was defeated by Aladin S. Mengga (the Mengga Clan) and in the 2017 gubernatorial election, the Masdar Clan could win his victory. This article discusses the role of the Masdar clan socio-political capital in political marketing strategies using qualitative research methods, this study shows the socio-political capital used by the Masdar Clan is related effectively in political marketing activities. Social capital consists of bureaucracy, public trust and characterization carried out in activities through marketing. Political capital in the form of political party support/coalition, representative pairs, political experience, and successful team support is carried out in push marketing and pull marketing activities. Overall, socio-political capital is capital that is superior to the Masdar Clan. However, if examined closely, then social capital "figure" is the most decisive, the capital can make another capital.

Abstract

This article discusses the nexus between ICT and transparency in local governance in Southwestern Nigeria. There appears to be little or no attempt at investigating the role of ICT usage in transparency in local governance in Southwestern Nigeria. This article takes this as a point of departure. The article relies on primary data sourced through mixed approach method of administering of questionnaire on local council ICT officers, registered voters, local community and youth leaders and key informant interview of officers of ICT non-governmental organisations. For the Quantitative design, 418 respondents were administered with questionnaire while 18 key informants were purposively interviewed. Data were analysed using SPSS; correlation co-efficient analysis using tables, while the interview responses were presented using content analysis. Results showed a positive correlation of +0.421 between ICT and transparency in local governance. Abstract

Forests are the source of community life. In recent years the problem of natural disasters in forest fires (Kerhutla) in two provinces in Kalimantan and Sumatra has been very detrimental to the state and local communities. Disasters are events that can be social, economic and political. Based on the results of this study it can be concluded that forest fires compared to 2015 and 2019, the largest forest and land burning was in 2015, which is the largest forest and burning area of around 2.6 million hectares. Meanwhile, in 2019 forest and land fires will reach 328,722 hectares. On average, forest fires are caused by humans such as land clearing and illegal logging, land clearing usually occurs every year, but this time the forest fires are organized. they are irresponsible parties who deliberately ride local communities to intentionally commit forest fires. In this study, research is analyzed through state-centric and communal analysis and market-based dynamics. The result is when viewed from the state-centric that the State through its governmental institutions has issued several policies at the national level to the local level while these countries are invited to participate in international cooperation to reduce and minimize fires. If viewed from a communal analysis that forest fires are not free from the surrounding culture. This is evidenced by the tradition claimed every year to open land for settlements. Apart from illegal logging and when viewed from a Market Based analysis that forest fires are precisely caused by companies that play to their advantage. In the case of forest and land fires, there is actually an interest to be achieved from forest and land fires. There is some data that results that there is political competition by the local political elite so that the forest fires occur. Forest fires will continue if the government cannot provide strict laws to irresponsible parties. The state must be present as a tool to control its citizens so as not to burn forests and land that harms the country.

Abstract

The administration of government is certainly very influenced by bureaucracy which is an instrument or an organization that helps in realizing or implementing a policy that has been previously set. The open selection is the process of filling in a position by opening a selection to all those who have the competency or ability determined to fill a certain position. This study is aims to analyze the open selection for echelon II Officials both in Yogyakarta Province which is Sleman Regency. The method that used in this study is a qualitative approach which did the depth interview with several stakeholders that involved. The result of this study are the selection mechanism conducted in Sleman Regency in 2017 lasts 2 times and all of them have referred to the applicable regulations and most importantly have implemented a merit system. In the selection implementation the position was carried out by a selection committee formed based on recommendations from KASN (Commission Of The State Civil Apparatus). The involvement of political officials in this case the regent in the open selection process only exists after the selection committee has issued 3 names that have passed. However, the involvement of political officials is positive because it considers the results of the selection. This is also because the Regent will cooperate with one of the 3 names to realize the vision and mission that has been set.Keyword: Open selection, Echelon II, Promotion.

Abstract

The long clamor of the Moro people, an Islamized group in southern Philippines, is not only a clamor that has been systematically ignored but one that is left unresolved and often politicized. This has led to a series of disappointing legal attempts to better the underdeveloped Muslim region through the failed experiment of decentralizing financial resources and political power. In light of this, the paper aimed to analyze the system-rooted social closure that the case of the Autonomous Region of Muslim Mindanao reflects. It is analyzed in the lens of the systematic exclusion apparent in the compiled statistical data from the Philippine Statistical Authority and other scholars. Also, social closure is analyzed by looking into the usurpationary activities undertaken by Moro armed groups to gain access from resources; political and economic. The paper is a qualitative explanatory study which provides an analytical lens to the secondary data gathered from government websites of the Philippines and from scholarly reports and published studies. It was confirmed in the study that the Moro People are socially excluded and some are supporting if not affiliated to the Armed groups fighting the government for a better autonomous region, some even for an independent state for the Moro nation.

Abstract

Community empowerment is an effort to develop community skills through various activities by utilizing the potential of existing resources so that it has a positive impact on the socio-economic activities of the community. One significant role in community empowerment is the Non-Governmental Organization (NGO). This study aims to analyze the role of the NGO Spedagi in empowering rural communities based on local wisdom through the Papringan Market activity in Temanggung, Central Java.This study used a qualitative method. The researchers collected the data through observation, documentation, and interview techniques. The observation was examining various activities in Spedagi NGOs and the community, as well as the condition of the Papringan Market, was the observation. The researchers collected data for documentation from several types of literature, documents, websites, and official social media. The NGO's manager, the village leaders, the community, and Papringan Market traders were the parts of interviews. The results of this study found two purposes of the NGO Spedagi in empowering communities based on local wisdom through the Papringan Market. They were political and non-political purposes. The political role could be seen from the efforts to strengthen the capacity and articulation of community interests to increase community bargaining to influence village government policies while the non-political role could be seen from the efforts of the NGO Spedagi along with the local community to carry out physical development, economic empowerment, and social empowerment that lead to sustainability by utilizing the local potential.

Abstract

The involvement of three pillars in tourism management, namely the government, society and the private sector is very important, this is called collaborative governance. Recently the center of attention is the exotarium or mini zoo Jogja. Jogja Exotarioum or mini zoo and education center is an educational tourism park that displays knowledge about animals. Jogja exotarium offers a variety of animal rides equipped with various facilities, such as children's swimming pools, fishing ponds, children's tubing, fisheries education, livestock education, agricultural education, outbound training to café and restaurant and spot selfi for visitors. The method used in this study is a qualitative method in which one of the research procedures that produces descriptive data in the form of speech or writing and the behavior of the people observed. Data collection techniques carried out are by way of in-depth interviews with each of the stakeholders, namely the government, the private sector and the community. Besides this, it is also supported by secondary data such as regulations, journals, books, and others. The results of this study indicate that the role of each stakeholder in the management of Jogja Exotarium education tours in Sleman Regency is the government as a control over education tourism management, the community as employees, and the private sector as the tourism manager. The process of collaborative governance in the management of educational tourism with 5 indicators used to measure collaborative governance is good, but the collaborative level carried out is still the beginning, which means harming the government, because the government has not been able to interfere too far in managing the tourism. Even if you have shared the risk and there is government involvement in implementation, it will benefit the government.
