Abstract

This article addresses nongovernment organizations (NGOs) accountability, relationship with stakeholders, and what kind of mechanisms - tools or processes have NGOs put in place to ensure all types of accountabilities. The assumption in this study is that Palestinian NGOs, individually and collectively, are more accountable to their donors and to the Palestinian Authority to a lesser extent as NGOs need these two which are the only stakeholders with a real power to exercise on the NGOs and enforce their accountability requirements. The research argues that stakeholders’ power is therefore determining NGO accountability. The findings highlighted the failure of NGOs in meeting the most pressing needs of the public and the poor in particular. The upward-accountability also signals of the sector’s inability to consolidate its legitimacy or define an agenda or develop down-ward accountability. On top of that, political parties’ involvement in the non-profit organizations is another factor that has compounded the sector’s lack of public accountability, negative competitiveness, fragmentation, self-serving leadership, and exploitation as a substitute of political arena.  In NGOs’ opinion, the relationships to various stakeholders range from satisfactory to good especially where the PA, foreign donors, and political factions are concerned. The PA’s hostility towards NGOs stems from suspicion of their political or donor affiliations and NGOs critique of PA policies and performance. However, NGOs accountability flows towards two powerful external stakeholders, the donors and the PA. Consequently, the NGOs are more concerned with upward accountability than with down-ward ones such as to the general public and the non-profit sector as a whole.  Finally, NGOs accountability dilemma is both a cause and a result of low level of public participation in NGOs affairs due to public’s lack of trust and the general feeling that NGOs are distant, self-absorbed, and wasting foreign funds on activities lacking sufficient relevance to actual needs.This conclusion based on huge investigation, a combination of qualitative and quantitative methodologies, survey, interview, focus groups in the West Bank, gathering huge data to build a theory from the field.

Abstract

This study aims to determine the perception of the community on the implementation of Village Fund Allocation that is used for the Implementation of Village Governance, Village Development, empowerment of rural communities, and Community Activities. with the influence of moderation good governance. The purpose of village fund allocation in principle to improve the welfare and equity of village development through improving public services in the village, promoting the village economy, overcoming the inter-village development gap and strengthening the village community as the subject of development. This is in accordance with the substance of Village Law No. 6/2014 to grant greater autonomy to the village in order to become self-reliant. currently there are still many parties who do not understand the use of village funds. There needs to be an appropriate and understandable media for village community can see and know the village government has done in the use of the village budget. This study uses secondary data collected from village administration, while primary data is collected from Bantul village community. Data analysis used Structural Equation Modeling based variance with the help SmartPLS software. The results showed that the simultaneous administration of village funding for all programs has a positive and significant impact on the perception of the village community perception, while the program partially for each funding does not significantly affect. Good governance as an independent variable significantly influences the perceptions of village communities, but the role of  Governance for the implementation of each partial funding program has no significant effect on community village perception.

Abstract

Salah satu prinsip penting dari penyelenggaraan pelayanan publik adalah pelayanan bagi masyarakatnya, artinya pelayanan publik memuat prinsip-prinsip keadilan/equity dimana semua masyarakat berhak atas pelayanan publik yang sama tanpa adanya perlakukan diskriminatif. Pelayanan diberikan tanpa memandang status, pangkat, golongan dari semua masyarakat. Namun tidak dapat dipungkiri beberapa sektor pelayanan publik masih memberlakukan pembedaan pelayanan melalui penciptaan kelas, salah satunya adalah pelayanan di rumah sakit. Demi terwujudnya pelayanan prima dan memuat prinsip adil/equity RSUD Wates menerapkan inovasi baru yaitu pelayanan rawat inap tanpa kelas bagi keluarga miskin (Gakin). Adanya inovasi tanpa kelas bagi masyarakat miskin nantinya bisa menciptakan pelayanan yang memuat prinsip-prinsip keadilan/equity, sehingga masyarakat mendapatkan pelayanan public yang sama dan tidak ada kata diskriminatif terhadap pelayanan publik. Pelaksanaan rumah sakit tanpa kelas bagi masyarakat miskin relative berjalan dengan lancar, hal ini ditunjukkan dengan tidak adanya syarat yang menyulitkan pasien untuk mendaftarkan diri. Setiap masyarakat yang menggunakan kartu jaminan kesehatan berhak mendapatkan pelayanan yang sama dan tidak ada perbedaan. Hal inilah yang dilakukan di RSUD Wates dalam pelaksanaan pelayanan tanpa kelas bagi masyarakat miskin.

Abstract

Purpose - The paper aims highlight the state of ICT integration to the educational system of the Philippines, including the challenges, efforts, and possible solutions.   Design/Methodology/Approach - The study is a review of two scholarly works focusing on the case of ICT integration in the educational system of Philippines. The paper reviewed were the paper of Kubota, Yamamoto, and Morioka (2018) entitled, Promoting ICT education in developing countries: Case Study in the Philippine and the  research work of Bonifacio (2013) entitled, Developing Information Communication Technology (ICT) Curriculum Standards for K-12 Schools in the Philippines. Findings - The critical analysis of the reviewed papers revealed several policy actions to fully integrate ICT in education in the case of Philippines such as added trainings for teachers, provision of computer infrastructures, integration of ICT in the curriculum in a strategized manner, and lastly a strong leadership. Originality - The paper provided a lens both on the problematic situation on the actual school set-ups and also the possible key steps to be undertaken for improvement. It is a review of the selected academic papers which delves into the ICT-Integration in the Educational System of Philippines. The formal efforts of the government were also highlighted including the prime importance of ICT in education. The paper does not only embolden a problem of the inadequacy of the school facilities but it highlights how this problem affects the competitiveness of Filipinos in the job market and the backwardness of the standing of the country in technological advancement.

Abstract

The objective of this study is to clarify the prevailing vague and sometimes misguided understanding regarding the articulation of economic policy, especially in the context of socioeconomic systems in structural crisis.The distortions of the economic policy are keep reproducing and spreading usually because of three disorientating conceptual sources: a) the view of economic policy supposedly as a de-ideologized construction, or as a de-technicalized voluntarism, b) the view of economic policy supposedly as a de-strategized synthesis, c) the view of economic policy as a supposedly automatic, ungradated and timeless procedure.For a socioeconomic system to exit from its crisis and by applying these concepts to the Greek case, we see as a prerequisite the interruption of this vicious circle of misconceptions, towards the trajectory of a virtuous circle of valid understanding the meaning of economic policy.

Abstract

Abstract-Since the implementation of Special Autonomy law, the system of governance of Papua province experiencing changes in terms namely institutional establishment of the Papuan People's Assembly (MRP). The presence of MRP institutions greatly affect the implementation of the Provincial Government of Papua, especially in the manufacture of specific local regulations. The purpose of this study was to determine the effectiveness of the network between local governance institutions in the manufacture of specific local regulations (Perdasus) in Papua province. This study uses "triangulation" that combines qualitative and quantitative methods. The use of this method to produce a general overview of the phenomenon to be studied. In this study suggest that the making of specific local regulations (Perdasus) involving the three institutions namely the provincial government, the DPRP and MRP have done quite effectively. It is characterized by involvement, commitment, roles, and the implementation of mechanisms of each institution towards making Perdasus based authority. The study recommends that the need for institutional capacity development, especially against the MRP as a representative institution of the Papuan people.

Abstract

This paper aims to analyze religion’s roles related to the political activities in the contemporary Middle East. Constructivism is a framework that offers the way to understand the phenomenon. Constructivism provides a place for the influence of non-material factors such as the value, identity, and purpose of actor behavior in politics. In this article, the author examines through two levels of analysis, ie state level and regional level. At the state level, Islamic political ideology grows in a modern state and often confronts democracy. The debate over the application of Islamic law, the involvement in elections, and the adaptation of Islamic justice principles and the principle of equality are the discourses that characterize political activity in the Middle East. At the regional level, Islam exerts impact in foreign policy in the region. The regional tensions between Sunni and Shiite groups, the resistance in the context of jihad, and the emergence of ISIS are part of the conflict that contributes to regional instability. These political behaviors shows that Islam is not a religion with a single interpretation.Keywords: Islam, Middle East, constructivism, modern states, foreign policy

Abstract

After post-Reform Indonesia, Indonesia has been employing a dramatic decentralization practice in Indonesia nationwide. Since 1999, Indonesia has been electing for representative council (DPR RI) and regional representation so called DPD RI in very direct way. This paper aims to analyse the local politics especially at the case of DPD’s election in Yogyakarta special region of Indonesia in the competition process among the different group interests which are Islamic group (Muhammadiyah, NU, PKS), Kraton /aristocrat interest, and nationalist group interest (PDI-P). Those groups are the big four that have been playing important role in the competition in DPD election sequentially in 2004, 2009, and 2014. In Yogyakarta special region, four members of DPD since the first election has been represented by three Islamic group both modern and traditional ones and by Yogyakarta palace. this paper more focus on the 2014 election which were followed by more competitor from Pakualaman palace, and also from nationalist group that have same mass with the Palace. this competition was really interesting to explain, how people decide their representative members and how different group compete each other in this election. Also, what strategy and by manner they collect voters in this individual based-individual candidate election.  From the field research, it can be concluded at least there are three point (1) each candidate was strongly endorsed by established organization and community to support for the election since 2004. So, four incumbents easy to win the competition; (2) the success team have many thing in common for example the focus on the core of supporter (basis masa) by using strategy ‘by name by address list”; and lastly (3) they were employing any symbolic that really easy to understand for the common people such as Islamic value, organization value, ideology, etc.  by adopting many social activity and ritual in promoting candidates for example club goods, voluntary organization, and other forms of informal communities.

Abstract

This study aims at figuring out the causes of land disputes and the settlement between Gamsungi and Tosoa villagers in South Ibu District of West Halmahera Regency. This study applies qualitative descriptive method in which it is a series of procedures used in solving the problems being investigated by describing the state of research objects at present time based on existing facts. The data sources used are primary and secondary data. While the technique of data collections are observation, document interview and secondary data aid.          The results show that the causes of land dispute between Gamsungi and Tosoa villages due to: a). The arrival of ex-refugees from Lata-lata village in South Halmahera regency, b). Land expropriation and/ or land disposal by ex-refugees of Lata-lata village to the agricultural field of Gamsungi villagers, and c). Felling of plants in the agricultural field of Gamsungi villagers done by Lata-lata refugees. Therefore, the mechanism or way of settling land disputes between these two villages is through negotiation (consensus). Negotiations were done between the two villages’ representatives (Gamsungi and Tosoa villages): the two villages’ heads, secretaries, customary figures, religious leaders, and heads of BPD, and witnessed by Subdistric Head of South Ibu, Head of Criminal Investigation Unit of West Halmahera, Representatives of West Halmahera Government, Police Chief of Ibu, Sambung Rasa Team, and Koramil of Ibu.

Abstract

One of the primary functions of the state is to provide public services. Through their authority, the state is required to provide excellent service, in order to respond to public demands which gets increasingly complex. Ideally,  high-quality public services should not only be given to people in the urban areas, but also towards marginalized people, including isolated indigenous communities. This study intends to determine the extent of the quality of the public services provided to the Tengger Tribe community in Probolinggo Regency, East Java. The research is conducted in Ranupane Village, Probolinggo Regency. And the research method used is qualitative method, with the techniques for collecting data are interviews, observation and documentation. Results showed that the quality of healthcare services for the people of Tengger Tribe was not optimal. The influential factors are local culture, geographical location, infrastructure and the quality of government official resources. As for the recommendations offered are for the regional government to give an optimal healthcare service, through the placement of health workers (doctors, nurses, midwives) with adequate experience, repair infrastructures and build health facilities on Maternity Cottage (Polindes) and Assisting Health Center (Pustu) level, and creating innovation in healthcare specifically for marginalized communities like the Tengger Tribe and other tribes in Indonesia, in order to create a synchronization between medical and non-medical treatments.
