Abstract

Government Regulation No. 18 of 2016 has explained that the organizational restructuring process of regional apparatus is a process that has gone through the stages and roles that apply. Then, regional readiness in conducting institutional arrangements, so that the downsizing and fattening of the organization has an impact on the renewal of the organizational structure and renewal of field affairs which ultimately the organization can increase/decrease. The object of the research used was organizational restructuring in Dharmasraya Regency. This study uses the theory of Robbins (1994) which describes the related work, departmentalization, chain of command, range of control, centralization and decentralization and formalization. To find out the factors that influence organizational restructuring, researchers use indicators of formal rule approaches, performance evaluations, political processes, and human resources and apparatus. This study uses descriptive qualitative methods. Data collection techniques are carried out by direct interviews, indirect interviews and interpretation analysis of document documentation, reports, and other supporting documents. The results of this study are that the restructuring process of regional apparatus organizations in the Dharmasraya Regency is still largely supported by financial and budgetary factors, human resource factors or regional government apparatus, legislation factors, and political factors. In this study it can be concluded that the Dharmasraya District Government is still weak in the level of delegation of authority, the organization is still very poor in structure, and fattening is too large. Therefore, the factors that greatly influence the process of restructuring the regional apparatus organization in the Dharmasraya District Government are political interests and their implementation is political in nature.

Abstract

This research uses descriptive qualitative, by describing in detail the process of implementing policies related to the formulation of youth development policies. This research was conducted based on the Edward III policy implementation model, where Edward III assessed implementation policy with four variables in public policy namely Communication, Resources, dispositions or attitudes, and bureaucratic structure. It can be denied that the Medan Municipality Youth and Sports Agency has not yet implemented Law No. 40 of 2009 concerning optimal youth, especially in terms of giving attention to youth organizations in developing and empowering youth in their communities. This study also found Law No. 40 of 2009 concerning Youth has not yet got a place in the Department of Youth and Sports (Dispora) Medan as a leading and strategic leader, in the development of youth development in Medan. This causes youth development by the Medan City Youth and Sports Agency to proceed slowly in directing youth development policies to realize Medan City to be a City of Youth where is youth development one of the priority programs of the Ministry of Youth and Sports in improving the quality of youth standardization throughout Indonesia.

Abstract

The arrangement of the slum settlement area is still a problem faced by the Makassar City Government. There are 740.10 hectares of slum areas in Makassar City, one of which is the Untia coast. This study aimed to analyze the advocacy coalition in slum area management. The research method used was a qualitative method. The results showed that at the beginning of 2019, Untia had become a light slum area from the previous heavy slum. This happened because Untia received many programs from the government for a relatively long time. This activity was a collaborative activity of several government institutions and Kotaku government agencies that are members of the Working Group (Pokja). Therefore, Untia is still in the category of a slum area, not because of a lack of assistance from the government, but rather because the programs implemented are not integrated. So, the result was that the settlements that receive the program only come out of the slum indicator partially. In addition, the institutions involved in the Working Group (Pokja) often overlap programs due to a lack of face-to-face communications.

Abstract

Abstract

This article addresses nongovernment organizations (NGOs) accountability, relationship with stakeholders, and what kind of mechanisms - tools or processes have NGOs put in place to ensure all types of accountabilities. The assumption in this study is that Palestinian NGOs, individually and collectively, are more accountable to their donors and to the Palestinian Authority to a lesser extent as NGOs need these two which are the only stakeholders with a real power to exercise on the NGOs and enforce their accountability requirements. The research argues that stakeholders’ power is therefore determining NGO accountability. The findings highlighted the failure of NGOs in meeting the most pressing needs of the public and the poor in particular. The upward-accountability also signals of the sector’s inability to consolidate its legitimacy or define an agenda or develop down-ward accountability. On top of that, political parties’ involvement in the non-profit organizations is another factor that has compounded the sector’s lack of public accountability, negative competitiveness, fragmentation, self-serving leadership, and exploitation as a substitute of political arena.  In NGOs’ opinion, the relationships to various stakeholders range from satisfactory to good especially where the PA, foreign donors, and political factions are concerned. The PA’s hostility towards NGOs stems from suspicion of their political or donor affiliations and NGOs critique of PA policies and performance. However, NGOs accountability flows towards two powerful external stakeholders, the donors and the PA. Consequently, the NGOs are more concerned with upward accountability than with down-ward ones such as to the general public and the non-profit sector as a whole.  Finally, NGOs accountability dilemma is both a cause and a result of low level of public participation in NGOs affairs due to public’s lack of trust and the general feeling that NGOs are distant, self-absorbed, and wasting foreign funds on activities lacking sufficient relevance to actual needs. This conclusion based on huge investigation, a combination of qualitative and quantitative methodologies, survey, interview, focus groups in the West Bank, gathering huge data to build a theory from the field.

Abstract

Finding New Public Management is applied not only in countries with high levels of prosperity but also applied in countries with levels similar to the conditions in Indonesia. Apart from deficiencies in the implementation of regional autonomy, the application of NPM in the management of local government in Indonesia has a positive impact on several matters, more trapped performance of accountability of government institutions and moratorium and early retirement policies for civil servants who do not qualify as an effort to improve efficiency and the productivity performance of local governments, which in turn will improve the quality of public services. The creation of partnerships between the public and private sectors or public-private partnership (PPP) has now become a standard concept in the local government environment.
