Abstract

The study aims to determine the implementation and the factors that play a role in the PKH program conducted in thedistrict Berbah 2013. The research method used is descriptive qualitative research. Data was collected throughinterviews and documentation. The data analysis done by qualitative descriptive. The results showed: 1. Aspects ofcompliance in the implementation of CCT programs in the district Berbah can be seen from: a). PKH implementationrules in the district Berbah besides the rules of the center, are also required to attend group meetings, b). Commitmentto the rule implementing CCT implementation in districts Berbah year 2013 has been very good, c). Implementingcompliance in implementing the phases of activity in the district PKH Berbah in 2013 is good, and 2. Factors that playa role in the implementation of the poverty reduction program (PKH) in the district Berbah in 2013: a). Resource; tosource funds using budget funds I, II budget, and governmental organizations, and to human resources from thedistrict level up to the hamlet level has been good, b). Communication fellow companion if no help each activity, c).Implementing attitude if there are conditions on the ground which is not in accordance with the rules of implementationof the CCT, the immediate improvement to validate the data, d). Socio-economic conditions of communities in thedistrict Berbah fish farmers have had good production, the trade sector has also been improved.

Abstract

This study aims to know: 1) the regent Rustriningsih transformational leadership style, and 2) the transformation ofthe bureaucracy in Kebumen district under the leadership Rustriningsih from 2000 until 2008. Deskiriptif researchusing qualitative methods with case study approach. Collecting data through interviews and documentation. Interviewswere conducted to Rustriningsih former Regent of Kebumen and the four officials in Kebumen who have theleadership of Rustriningsih namely: the head of the Forest Service, Asekwilda 2, Secretary, and the Chairman ofParliament Kebumen. Data were analyzed through the stages of data reduction, data display and conclusion orverification. The results showed: First, transformational leadership is characterized by the idea or decision Rustriningsihin improving government bureaucracy in the public service. One stop service, e-government, direct mail, Ratih TV, InFM as the radio broadcast area, and positions in the government auction Kebumen prove Rustriningsih prominentleadership. Second, the transformation of the bureaucracy appears from the performance of the bureaucracy indelivering services to the public / community Kebumen. The local government to open a dialogue with many stakeholdersin making policy, looking at society as a customer to be served a maximum, in collaboration with communityorganizations and the private sector in providing services to the public, works by adjusting the will or the needs of thecommunity and the market, and seek transparency.

Abstract

The many problems of education in Indonesia makes its own ambiguity for the executors, where policy-makersthink only of quantity without quality. One example is the Curriculum 2013, which are in a hurry to implement it soas to make the policy implementers be confusion as to a delay in textbook for teachers and training is notmaximized. This study aims to determine how the curriculum policy implementation in 2013 at a high schoolteacher in Kebumen with the location of this research is SMA Negeri 1 Kutowinangun, SMA Negeri 1 and 2Kebumen and education departments and sports Kebumen. The results of this study using the theory of George C.Edward III which indicates that the variable communication on indicators trasmisi and clarity executed well, this isbecause the education department and sports in collaboration with LPMP activities directly in the form of training,workshops, discussions, and technical guidance to teachers and principals. While the indicators consistentcommunication can be said is not consistent, which in the implementation of Curriculum 2013 regulations alwayschanging so make the school confusi implement it. Then the variable resources with indicators of humanresources (staff) and non-human (infrastructure) can be said not optimal this is because there are manyteachers who find difficulty in implementing Curriculum 2013. Variable disposition or attitude of policyimplementation can be quite good, where in the implementation of the implementers are always ready andresponsible with what is being implemented. In addition the system has to be undertaken systematically and inaccordance with the rules of Curriculum 2013. The fourth variable is a bureaucratic structure with indicatorStandard Operating Procedure (SOP) this can be evidenced by the guidelines in the implementation of Curriculum2013, then a good cooperation between agencies physical education and high school party in Kebumen.

Abstract

Bencana adalah suatu peristiwa atau rangkaian kejadian yang mengakibatkan korban penderitaan manusia dan dapat mengganggu tata kehidupan dan penghidupan masyarakat. Bencana pada dasarnya tidak bisa dihindari, namun manusia hanya mampu sebatas untuk mencegah dan mempersiapkan diri sebelum bencana itu datang secara tiba-tiba. Saaat ini dibutuhkan pengembangan Sumber Daya Manusia yang telah menjadi hal penting dalam manajemen suatu bencana. Penelitian ini bersifat deskriptif kualitatif. Untuk mengumpulkan data dalam penelitian ini digunakan 3 teknik meliputi wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa pengembangan secara informal dilakukan dengan pegawai membaca dan mempelajari buku/literature. Sedangkan pengembangan secara formal dilakukan dengan pegawai mengikuti pendidikan atau pelatihan. Dengan adanya pengembangan SDM baik secara informal dan formal dapat membantu BPBD dalam melakukan tahapan-tahapan manajemen bencana. Dari tahapan manajemen bencana di atas masih ada 3 tahapan yang belum dilakukan diklat yaitu diantarannya Mitigasi, Rehabilitasi, dan Rekonstruksi. Faktor penghambat dalam Pengembangan SDM di BPBD Kabupaten Wonosobo meliputi, perbedaan tipe organisasi, keterbatasan sarana dan prasarana, heterogenitas pegawai. Sedangkan faktor pendukungnya meliputi motivasi pegawai yang tinggi, dukungan kebijakan Pemerintah, serta partisipasi masyarakat dan swasta.

Abstract

Purpose - The paper aims highlight the state of ICT integration to the educational system of the Philippines, including the challenges, efforts, and possible solutions.   Design/Methodology/Approach - The study is a review of two scholarly works focusing on the case of ICT integration in the educational system of Philippines. The paper reviewed were the paper of Kubota, Yamamoto, and Morioka (2018) entitled, Promoting ICT education in developing countries: Case Study in the Philippine and the  research work of Bonifacio (2013) entitled, Developing Information Communication Technology (ICT) Curriculum Standards for K-12 Schools in the Philippines. Findings - The critical analysis of the reviewed papers revealed several policy actions to fully integrate ICT in education in the case of Philippines such as added trainings for teachers, provision of computer infrastructures, integration of ICT in the curriculum in a strategized manner, and lastly a strong leadership. Originality - The paper provided a lens both on the problematic situation on the actual school set-ups and also the possible key steps to be undertaken for improvement. It is a review of the selected academic papers which delves into the ICT-Integration in the Educational System of Philippines. The formal efforts of the government were also highlighted including the prime importance of ICT in education. The paper does not only embolden a problem of the inadequacy of the school facilities but it highlights how this problem affects the competitiveness of Filipinos in the job market and the backwardness of the standing of the country in technological advancement.

Abstract

The purpose of this research is to analyse and examine the effect of total budget, opinion of financial performance, corruption perception index, and performance accountability on the budget absorption in the Government Institutions. It is an associative-causal research. This research includes 66 government institutions which have complete dataset for research variables. The data were the secondary data in the form of financial publications of the government institutions in Indonesia. The hypotheses were tested with the multinomial linear regression analysis. The results of this research showed that, simultaneously, total budget, opinion of performance, corruption perception index, and performance accountability affected the budget absorption in government institutions. After the research was conducted and it was analysed statistically, only one variable were highly significant to the accumulation of budget absorption that is opinion of performance of a government institution.

Abstract

With a watershed area of 690,571, 57 hectares, Citarum is a source of agricultural irrigation water, hydroelectric power, and a source of raw water for drinking water as well as fishing and cultivation land that is utilized by residents in 10 districts and two cities in the province West Java. But Citarum today is faced with acute pollution which results in huge losses to health, economic, social, ecosystem, and environmental resources. This study will discuss how the government deals with SDGs 2030 by cleaning the Citarum River. In the future, it is normal that with government projects to clean up the waterway, the Citarum river is expected to be the cleanest river and can be used as much as possible. This study uses a literature review study with the focus of the study on how the government's role in solving the problem of water pollution in the Citarum river, then also focuses on how the government implements Citarum river cleaning programs. Government programs to clean up the Citarum river are considered good, but not yet optimal. Because until now there is still a recalcitrant industry that often dumps waste into the River Basin. Water pollution that occurs in the Citarum River ought to be of sure worry to the Indonesia government, particularly in West Java. By the several programs, neutral policies that protect the environment, and strict supervision it will be useful and works. Not only about the programs and policies that benefit the one-party but also other parties such as the environment and society.

Abstract

The purpose of  this study was to describe the quality of  public services in the Air Abik dan Pejam, Gunung Muda in2012-2013. While the service quality measurement instrument in this study using Zeithaml thinking that; direct evi-dence / keterwujudan (tangible), responsiveness (responsiveness), reliability (Reliability), assurance (assurance)and empathy (empathy). Accompanied programs, practices and factors of quality of health care in the hamlet Air Abikand closed. The method used is the method mix (mix method). The results of  the study indicate that the quality ofhealth services provided by Polindes and Pustu to Komunitas Adar Terpencil (KAT) People in Dusun Air Abik dan Pejam,Desa Gunung Muda and closed is good with 3:50 cumulative index value of a maximum value of  5. The dimensions ofempathy into the dimension with the highest value ie 4:10 and indicators assurance to a low of  2:30. tangible scored3.73, responsiveness got 3.78 and reliability with a value of  3.62. The service practices are in accordance SOP, andthe health care program is still equated with the program in the  district. Is a factor that affects the law of  customary/local knowledge, infrastructure, location and quality of the resource geogerafis aparatur. Conclusion of this researchis that the quality of  health services provided by Polindes and Pustu on KAT People Lom in Hamlet Air Abik and closedeither with the index value 3.50 of  the maximum value. The practice of health care provided was appropriate SOPexisting health services. The recommendation is that the government should pay more attention Bangka khsusunyahealth care quality improvement and  infrastructure  facilities.

Abstract

In recent decades, in Indonesia, there have been many social protection policies as social and political agendas that are not public knowledge in the form of “Kartu Sakti”. One of the magic cards that are very popular during the COVID-19 pandemic is the Prakerja card. The purpose of this paper is to analyze the process of implementing the Grindle theory (2017) involving interest actors. The research method was carried out qualitatively by using secondary data which was analyzed in depth. The results show that the grindle theory includes Content of Policy and Content of Implementation in the social protection policy implementation process of the Prakerja card program, there are problems and are difficult to implement properly by the implementers, this causes the real purpose of social protection policies has not shown the impact on community welfare during the COVID -19 pandemic compared to other social protection policy programs on target. in addition, the actors of the Prakerja card program have different interests and goals from both the implementor and the recipient side. The Indonesian government is obliged to evaluate and take strategic and regulatory action in the form of pra Kerja program innovation as a long-term priority scale to avoid any gap in the process of implementing social protection policies that adversely affect the welfare of the Indonesian community.

Abstract

The implementation of direct elections is a from of regional autonomy in addition to the area where given the right toregulate its own territory, the people are also exempt determine their leaders. Unfortunately there is beyond theelections held in accordance with law and justice corridore, It triggers a conflict between elements of society andgovernment, as happened in the election of a Peak District, Papua years 2011-2012, the country peak conflict thatoccurs as a result dualism Gerindra party recommendations, which the DPP and DPD Gerindra party to give S.K SimonAlon-Josiah Tenbak as incumbent Gerindra, while DPC provide recommendations to Elvis Tabuni-party Herri Dosinaen,this in because there is an emotional bond between Thomas Tabuni (DPC chairman of the country party Gerindrapeak) as a child and Elvis Tabuni (district candidate) as a father.The type of the research conducted by the authors isto use a descriptive study, where the study site is Ilaga, peak district, while the authors explore how the information isto direct observation and interviews while also utilizing literature-literatur from the published literature and analysisused is purpose random sampling analysis using descriptive to analyze the data. The peak district of Puncak Jayadistrict Proliferation of 2007, and in 2011 made this a highlight of the country election that claimed the lives of 300people died and 900 people were injured, this conflict is a conflict since most victims in law election in Indonesia.Leveling system of one man one vote democracy make electoral conflicts in Papua can not be avoided due to theimmaturity of the people on the system, so that a recommendations is the author of the government to change thesystem becomes Nokens democratic systems, which is represented by the 1025 and 1 person as a democratic peopleof Papua.
