Abstract

This study aims to explain the Bugis ethnic considerations in the Legislative Elections of 2014 in Toli-Toli. This studyused qualitative methods (qualitative research) and in-depth interviews (deep interview) to the resource persons whoare considered able to answer related to problems that intended by the author. based on the data captured, it can beconcluded that the instrumentation of local identities such as ethnicity plays an important role in determining thecandidates to be selected. It has become a phenomenon of the present era, but in this study, the author presents dataon the ethnic Bugis ethnic immigrants in Toli-Toli, but the procession of legislative elections, ethnic Bugis is able toshow its existence. On behalf of the social and economic similarities, the election of the candidate of the group into themajor. Human Resources should be the guarantee of someone who was worthy to be their representative in thelegislature become a factor not taken into account by people of ethnic Bugis ethnic krena only see the similarity ofidentity. As for the recommendation of the author that the local government as the supreme authority needs tosocialize through social activities which contains items essential to living together in the frame of unity without distinguishingone another, as well as community leaders of ethnic Bugis as people in by society should regardless ofkeberpihakannya, in that it has always adhered to a single diversity diversity.

Abstract

When the Law No. 32 of 2004 on Regional Government was passed, which was originally centralized to decentralized, then wujudkannya regional autonomy. In addition to the inception of the autonomous regional government also established a special department to conduct government functions that are specific, D.I Yogyakarta one with Act No. 13 of 2012 on Privileges D.I Yogyakarta. Special Region of Yogyakarta has authority to maintain cultural values, the need for institutions that are able to maintain the cultural wisdom. This type of research is descriptive quantitative research. The type of data that are used are primary data and secondary data, with interview techniques and documentation. The analysis unit is composed of the  Department of Culture DIY, DIY DPRD Commission D and the palace DIY. Interactive analysis techniques using a model consisting of three things: data reduction, data presentation and conclusion. Based on the results of the study concluded that the regulatory pillar in this study was measured by an indicator of rules or laws relating to cultural values, sanctions and monitoring. Regulative as factors supporting the implementation of cultural values able to push all the elements in the institution and community groups in order to apply the values of the culture in daily life hari.Pilar normative in this study was measured by an evaluation and the obligations and responsibilities in the institutional Autonomy jawab.Evaluasi field Culture has been done by issuing a regulation on protecting the culture in DIY. Abstract

Pembangunan Izin penggunaan pemanfaatan tanah masih menjadi suatu permasalahan yang cukup rumit di Indonesia.Pemanfaatan ruang dibanyak daerah di Indonesia, dalam pelaksanaannya tidak selalu sejalan dengan rencana tata ruang yang telah ditetapkan. Pelanggaran tersebut disebabkan oleh beberapa faktor antara lain, tekanan perkembangan pasar terhadap ruang, belum jelasnya mekanisme pengendalian dan lemahnya penegakan hukum. Pengendalian pemanfaatan ruang pada saat ini tidak efesien dan efektif, karena instrumen perizinan yang merupakan langkah awal dalam pengendalian pemanfaatan ruang sering saling bertentangan dan bahkan melanggar rencana tata ruang yang ada, contohnya di daerah Kecamatan Gamping banyak sekali pembangunan perumahan.Pemanfaatan ruang sudah diatur dengan kebijakan dalam penyusunan RTRW (rencana tata ruang wilayah) melalui mekanisme pengendalian, dimana dalam mekanisme tersebut terdapat kegiatan pengawasan dan penertiban.Kegiatan tersebut dimaksudkan untuk mengawal berjalannya RTRW secara konsisten.Instrumen yang digunakan adalah melalui mekanisme perizinan pemanfaatan ruang. Izin Peruntukan Penggunaan Tanah atau disingkat IPPT menjadi tolak ukur bagi keberhasilan sebuah produk tata ruang ditinjau dari kesesuaian penggunaan lahan dengan rencana pemanfaatan ruang yang ada dalam rencana tata ruang tersebut sebagai sebuah instrumen pengendalian pemanfaatan ruang.Tujuan dalam penelitian ini yaitu mengetahui tentang Efektivitas Kantor Pengendalian Pertanahan Daerah (KPPD) menjalankan dan menerapkan prosedur proses pengendalian pemanfaatan ruang melalui izin peruntukan penggunaan tanah (IPPT) di Kecamatan Gamping Kecamatan Sleman. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif yaitu menggunakan pendekatan pada kenyataan yaitu data primer dan data sekunder.yang berhubungan dengan penelitian. Hasil penelitian ini menunjukan bahwa,  efektivitas KPPD dalam pengendalian pemanfaatan tanah belum efektif, dilihat dari empat indikator yang diteliti. Empat indicator tersebut yaitu komunikasi, sumberdaya, disposisi, dan struktur birokrasi.Pengendalian pemanfaatan ruang di Kecamatan Gamping belum efektif, sebab mas5h banyak pelanggaran hukum dan peruntukan tanah yang tidak sesuai dengan yang ditentukan.Hal ini bisa dilihat dari empat indicator yang diteliti, yaitu; pengendalian melalui pengaturan perizinan, instrument ekonomi, pengendalian melalui pengadaan prasarana, dan pengendalian dengan melibatkan masyarakat/swasta.

Abstract

The interpretation of identity politics as a source and political means in the implementation of the election is well recognized by the candidates for regional head. In the Local Election North Maluku  2013 identity politics occurs at the practical level that is used as a tool-manipulation tool to raise political power to achieve an interest. This study looks at how the mapping of identity politics ethnic and religious backgrounds that occurred in North Maluku election in 2013. This research uses qualitative research methods with the type of descriptive analysis research. This research data is obtained from interviews and articles related to research conducted. The results of this study indicate that in the election there is a mapping of identity politics based on ethnic and religious identity. Ethnic identity and religious identity become a tool for raising political power to each candidate of regional head, so that the candidate of the head of region only excels in ethnic or religious base areas.Keywords: Identity, political identity, ethnic idenitity, religion identity.

Abstract

This study uses the literature review method through journals and supporting reports that are related to this study and explained descriptively through data obtained from journals or reports. The findings generated in this study are corruption cases involving regional heads in East Kutai and their ranks are inseparable from the existence of oligarchic politics, all of these cannot be separated from the compatibility of a project. Cases like this are rife in bureaucratic and political elites who sometimes use family connection mechanisms. According to records from the Corruption Eradication Commission (KPK) from 2015 to 2018 in terms of cases and the number of suspects continues to increase. In 2018, the KPK handled 57 cases with 261 suspects and a total loss of Rp385 billion. Where the average cases handled by the KPK per month are five cases with an estimated value of Rp6.6 billion. Corruption acts carried out by the KPK mostly function as chairmen or members of the Regional House of Representatives (DPRD) with a total of 103 suspects. Acts of corruption are often carried out by political elites in the DPR as well as in law enforcement agencies. However, the most vulnerable to corruption is the village. the most vulnerable sector in 2018 is the village budget. There were 96 cases of corruption related to the village budget involving 133 suspects with state losses of Rp. 37.2 billion. Meanwhile, the sector that caused the highest state loss was the banking sector amounting to Rp2,100 billion (16 cases).

Abstract

In accordance with the ratification of the Water Resource Law, which was established after Law Number 7 of 2004 is canceled by the Constitutional Court in 2015, water has now becoming fully controlled by the state through the Law no. 17/2019 concerning Water Resource Law. The identification of emerging interests on who would advantage from the use of water are not only coming from the communities but also from the various stakeholders. The method used in this journal is theoretical qualitative as basis for discussion and analysis. The purpose of this journal is to examine thoroughly the part of the policy which addressing water compliance, water security with an increasing threat on water crimes and water conflicts and involving stakeholders in enforcing the sustainability of water management upon the enactment of the latest Water Resource law.

Abstract

This research aimed to know how mitigasi non-structural Tempe lake overflow flood disaster through ordering roomand to express cooperations inter-government regency in mitigasi non-structural Tempe lake overflow flood disasterthrough ordering room. This research is descriptive qualitative research with triangulation method data collection. Itso happens data analysis method used namely descriptive qualitative data analysis method. Result research indicatethat mitigasi non-structural effort Tempe lake overflow flood disaster through ordering room has look in some articlein lay-out plan regional policy area in Sidenreng Rappang, Soppeng and Wajo regency although inside regulation thatis same still found articles that are potentially detain that effort. Besides, this research found that do not have cooperationamong each one government regency in mitigasi non-structural through ordering room.

Abstract

This study aims to do comparative analysis of what influence the SWM in Indonesia and the Philippines. As Sustainable Development Goals (SDGs) will not be achieved as long as the Solid Waste Management problem is left unsolved. Municipal Solid Waste Management (MSWM) has become a common issue in most developing country along with the rapid urbanization development and globalization. Qualitative approach chosen to analyze literatures selected related to SWM during 2000-2020. Data obtained from previous studies in this article were analyzed by the NVivo 12 Plus. The results shown that governance and participation become the main factors affected the status of MSWM as it is mentioned in most of the previous studies in the Philippines. Which is different with the previous studies in Indonesia.

Abstract

Conflicts on political parties is a routine phenomenon that occurred in Indonesia. This happens due to lack of awarenessin organizing both the elite and party leaders in reducing conflict.Meanwhile, the Golkar Party is the party whoplaced second in the 2014 election yesterday, but Golkar did not choose/decide a candidate to be a President. Suchconditions are the initial emergebce of internal conflict in the Golkar party DPD West Sulawesi, where there is a viewdifference of cadres in the district against the direction of the coalition that was built under the leadership of the DPPhandled by Aburizal Bakri. That difference led to the dismissal of Anwar Adnan Saleh, chairman of DPD Golkar Party ofWest Sulawesi.Based on the explanation above, while the issues raised in this study is:first, how far is the extent of theinternal conflicts within the Golkar DPD of West Sulawesi, second, how is the relations of conflict with the election ofcadres on the nomination of the head of the region in several districts in West Sulawesi.Meanwhile, the method usedin this research is qualitative descriptive with the use of case studies (case studies) that intensively conducted,thorough and in-depth on aorganization, institution or certain symptoms. While data collection techniques that wasused are observation: to observe the objective conditions in the field, interviewing actors involved in the internalconflict DPD Golkar Party and Documentation.The results showed that: first, the cause of the conflict is a result of thedeactivation of DPD Golkar chairman by the board of DPP that involving protests by a number of cadres in the areaover the dismissal. Secondly, the presence of Nurdin Halid as a Tasks Executor increasingly heat uo the embryo ofInternal conflicts in the party. Third, as a result of doing the dismissal by the board DPP to Anwar make part of otherDPD to highlight and heat uop the conflict because they think that the central committee does not consider the resultof the dismissal, fourth, a split that occurred in the internal of Golkar Sulbar greatly affect the electability of cadres inthe nomination due to conflict rushing in Golkar, thus forcing the heads of district administrators do the election offigure to win the elections. Not even a half-hearted to enforce Golkar to form a coalition with the bearer party of acandidate in one district in West Sulawesi.

Abstract

CSR merupakan kegiatan perusahaan dalam mengelola proses bisnis untuk menghasilkan dampak positif pada masyarakat, ekonomi dan lingkungan. Keterlibatan perusahaan dalam melakukan kegiatan CSR merupakan tuntutan dalam tanggung jawab atas dampak kerugian yang dialami masyarakat khususnya pada kerusakan lingkungan. Tulisan ini menempatkan bagaimana suatu kegiatan CSR yang dilakukan suatu perusahaan dapat mengurangi dampak kerusakan lingkungan, metodologi dalam penelitian ini menggunakan deskriftif kualitatif. Dalam penelitian  ini melibatkan  tiga desa antara lain Desa Padang Loang, Seppang dan  Desa Bijawang dan  sebanyak 45 informan antara pemerintah, tokoh masyarakat dan massyarakat. Dari hasil penelitian secara umum bahwa perusahaan PT. Agung Perdana tidak pernah melakukan kegiatan CSR, yang mereka lakukan hanya memikirkan keuntungan pada perusahaan serta banyak impack negatif yang mereka berikan kepada masyarakat terutama pada kerusakan lingkungan, hanya ada satu indikator yang memberikan nilai positif pada perusahaan  yaitu dalam  peningkatan ekonomi, sebagian masyarakat setempat diberikan lapangan pekerjaan sebagai buruh lepas. Faktor yang menjadi tidak adanya suatu kegiatan CSR yang dilakukan oleh perusahaan adalah kurangnya pemahaman perusahaan tenatang  CSR, serta tidak adanya pengawasan dan langkah kebijakan yang diambil oleh pemerintah untuk memberikan tuntutan pada perusahaan agar mau melakukan kegiatan CSR,  terhadap dampak yang ditimbulkan oleh perusahaan. Dari pemaknaan hasil penelitian, apakah perusahaan mampu menanggulangi dan mengurangi kerusakan lingkungan yang telah terjadi pada wilayah tersebut, ini menjadi suatu tantangan bagi pemerintah dan stacholder dalam permasalahan CSR.
