Abstract

National Health Insurance Program is held BPJS Health is an insurance program that helps communities in order toimprove community health status. BPJS Health is a legal entity formed to administer the health insurance program. Thus,this research is very important as the evaluation of health care programs implemented JKN BPJS in Sleman. This studyused mix-method research methods or a combination of qualitative research and quantitative. Thus, the method of datacollection using surveys and interviews, accompanied by direct observation in the field. The research location is in thedistrict of Sleman, precisely at the level of health facilities I. While the process of data analysis in this study begins with thisdata collection, mengkodefikasi the data, calculate the index, interpret the data, categorize data and linking the findings.Based on the results of the study, the authors found that people's judgment JKN Program is organized by the Health BPJSin Sleman district on a service model gets pretty good value, and the quality of service also get pretty good value.Although there are some problems such as the lack of public knowledge at the service model, and problems in the workforce, but queried the whole program is going pretty well

Abstract

Program One Village One Product atau OVOP adalah suatu program yang diinisiasi Dr.Morihiko Hiramatsu. Salah satu daerah di Indonesia yang melaksanakan OVOP adalah Kabupaten Bantul, Daerah Istimewa Yogyakarta, yang menerapkan program OVOP sebagai upaya mengentaskan kemiskinan dengan memberdayakan kemampuan masyarakat miskin pada produk tertentu dan meningkatan pendapatan mereka. Penelitian ini difokuskan pada tahap Agenda Setting. Penelitian ini bertujuan untuk mengetahui bagaimana proses Agenda Setting program One Village One Product (OVOP) di Kabupaten Bantul. Penelitian ini menggunakan adalah jenis penelitian deskriptif-kualitatif dengan teknik pengumpulan datanya berupa wawancara, observasi, dan dokumentasi. Wawancara dilakukan kepada narasumber-narasumber yang mewakili institusi mereka, dan semuanya terlibat di dalam proses Agenda Setting program OVOP, sedangkan observasi dilakukan kepada kelompok usaha yang mengikuti program OVOP. Dokumentasi dilakukan kepada dokumen-dokumen terkait dengan OVOP seperti draft kebijakan, data kemiskinan, dan lain-lain. Hal-hal yang dapat dianalisa dengan ketiga teknik pengumpulan data di atas, yaitu: metode Agenda Setting program OVOP, teknik menyusun prioritas masalah publik  terkait OVOP, dan proses Agenda Setting program OVOP yang melibatkan Three Stream Theory. Berdasarkan hasil penelitian yang dilakukan oleh peneliti, didapatkan hasil bahwa Agenda Setting Program OVOP Kabupaten Bantul menggunakan metode Quick Decision Analysis. Sedangkan Teknik Penyusunan Prioritas Masalah Publik yang digunakan yakni melewati tahap penyusunan prioritas masalah publik, penilaian oleh stakeholders terhadap alternatif kebijakan, dan penyimpulan prioritas masalah. Proses Agenda Setting menurut Three Stream Theory, yaitu dari segi Problem Stream, diketahui pemetaan masalah dilakukan oleh BAPPEDA Bantul. Apabila dari Policy Stream, single-issue yang menjadi latar belakang adalah isu kemiskinan yang kemudian dikaji lalu menghasilkan program OVOP. Apabila dari Politics Stream, program ini mendapatkan dukungan semua fraksi di DPRD Bantul dan penganggarannya masuk di dalam RKA-SKPD yang mengampu yang kemudian masuk di dalam KUA-PPAS dan APBD. Keywords: Agenda Setting, Program, Kebijakan, One Village One Product, OVOP, Bantul

Abstract

After post-Reform Indonesia, Indonesia has been employing a dramatic decentralization practice in Indonesia nationwide. Since 1999, Indonesia has been electing for representative council (DPR RI) and regional representation so called DPD RI in very direct way. This paper aims to analyse the local politics especially at the case of DPD’s election in Yogyakarta special region of Indonesia in the competition process among the different group interests which are Islamic group (Muhammadiyah, NU, PKS), Kraton /aristocrat interest, and nationalist group interest (PDI-P). Those groups are the big four that have been playing important role in the competition in DPD election sequentially in 2004, 2009, and 2014. In Yogyakarta special region, four members of DPD since the first election has been represented by three Islamic group both modern and traditional ones and by Yogyakarta palace. this paper more focus on the 2014 election which were followed by more competitor from Pakualaman palace, and also from nationalist group that have same mass with the Palace. this competition was really interesting to explain, how people decide their representative members and how different group compete each other in this election. Also, what strategy and by manner they collect voters in this individual based-individual candidate election.  From the field research, it can be concluded at least there are three point (1) each candidate was strongly endorsed by established organization and community to support for the election since 2004. So, four incumbents easy to win the competition; (2) the success team have many thing in common for example the focus on the core of supporter (basis masa) by using strategy ‘by name by address list”; and lastly (3) they were employing any symbolic that really easy to understand for the common people such as Islamic value, organization value, ideology, etc.  by adopting many social activity and ritual in promoting candidates for example club goods, voluntary organization, and other forms of informal communities.

Abstract

Forests are the source of community life. In recent years the problem of natural disasters in forest fires (Kerhutla) in two provinces in Kalimantan and Sumatra has been very detrimental to the state and local communities. Disasters are events that can be social, economic and political. Based on the results of this study it can be concluded that forest fires compared to 2015 and 2019, the largest forest and land burning was in 2015, which is the largest forest and burning area of around 2.6 million hectares. Meanwhile, in 2019 forest and land fires will reach 328,722 hectares. On average, forest fires are caused by humans such as land clearing and illegal logging, land clearing usually occurs every year, but this time the forest fires are organized. they are irresponsible parties who deliberately ride local communities to intentionally commit forest fires. In this study, research is analyzed through state-centric and communal analysis and market-based dynamics. The result is when viewed from the state-centric that the State through its governmental institutions has issued several policies at the national level to the local level while these countries are invited to participate in international cooperation to reduce and minimize fires. If viewed from a communal analysis that forest fires are not free from the surrounding culture. This is evidenced by the tradition claimed every year to open land for settlements. Apart from illegal logging and when viewed from a Market Based analysis that forest fires are precisely caused by companies that play to their advantage. In the case of forest and land fires, there is actually an interest to be achieved from forest and land fires. There is some data that results that there is political competition by the local political elite so that the forest fires occur. Forest fires will continue if the government cannot provide strict laws to irresponsible parties. The state must be present as a tool to control its citizens so as not to burn forests and land that harms the country.

Abstract

Public complaints service today’s has become part of  the efforts to improve public services in Indonesia. Government,both central and local levels is appropriate to give special attention to the improvement of  service quality of  publiccomplaints. The government’s attention can be achieved either by continuously innovate to create public complaintsservice that is not only easily accessible by the public, but  also can be received and responded  to effectively by localgovernment. Yogyakarta City’s Government innovates by providing the services of  public complaints were based oninformation technology and communication (e-government). Innovations made by the government of  Yogyakar ta isexpected to provide ease of  access for the public and can be input which should be followed up effectively by thegovernment of  the city of  Yogyakarta so as to create improved quality of  public services in general in the future.

Abstract

The purpose of this study was to examine the effect of leadership style and compensation on work motivation and its implications for the performance of the staff of the Merangin Regency Secretariat, Jambi, Indonesia. Research on 245 respondents from the Merangin Regency Secretariat staff, Jambi, Indonesia. The research method uses descriptive research and survey methods. The analysis model uses SEM (Structural Equation Modeling) analysis. The results showed: (1) There was a positive and significant influence of leadership style on work motivation, (2) There was a positive and significant effect of compensation on work motivation, (3) There was a positive and significant influence of leadership style on employee performance. (4) There is no effect of compensation on employee performance, (5) There is a positive and significant effect of work motivation on employee performance. From the results of the analysis of direct and indirect effects, motivation in this study is an intervening variable. The work motivation variable is intervening, especially for the compensation variable. It is recommended to the Merangin Regency Secretariat, Jambi, to improve employee performance, it is necessary to pay attention to the variables of leadership style, compensation, and work motivation.

Abstract

The purpose of  this study was to describe the role of the  PDI-P in the formulation of  public policy in Kulon Progo2010-2012. This research method is qualitative research. Data collection techniques used were interviews and docu-mentation. Retrieval of  data from these sources is snowball, which is derived from selected informants that in theperspective of  researchers mengetahuiproses public policy formulation. Data analysis technique used is the tech-nique of  triangulation. The results of  this study of the PDI-P, Kulon Progo Regency has a strategic role for the welfareof  the people through various programs and building articulation of  community interests. Factors that affect the roleof  the PDI-P Kulon Progo is a factor in the formulation of a strong party leadership as well as the solidity of  the partyorganization. as the three pillars is a key player in the process of the emergence of public policy formulation. Each ofthese pillars has aspirations and authority, but in the unity of  responsibility.

Abstract

The COVID-19 Pandemic has struck many countries, including Indonesia. The Indonesian government has created and implemented various policies in dealing with this epidemic, from the central government to the villages. The COVID-19 pandemic response at the local level is regulated in a Village Minister Circular Number 8 of 2020. In tackling the outbreak at the village level, leadership that can embrace all stakeholders is required. This study examines further the collaborative leadership of Wali Nagari in mitigating the COVID-19 pandemic in Nagari Rancak in West Sumatra Province. The research approach used was qualitative with descriptive analysis. The research was conducted in five villages in West Sumatra Province. Data collection techniques in the form of interviews and documentation. This study concluded that the three Nagari Rancak, namely Nagari Batu Bulek, Nagari Sungayang, and Nagari Pakan Sinayan, did not apply collaborative leadership to the maximum, while the other two Nagaris, namely the Nyalo IV Koto Mudiek River Village and the Taram Nagari, had implemented a collaborative leadership model. With collaborative leadership, the Nagari’s Wali (leaders) could cover the limitations to overcome COVID-19 impacts in the village.

Abstract

The problem in bureaucracy like bigness and inefficiency with huge organizational structure by large number ofemployees caused high expenditures. Moratorium on civil service recruitment policy that aims to suppress the growthpercentage of employees as well as pressing the personnel expenditure. Local Government Response for moratoriumon civil service recruitment policy, in this study was measured by parameters, 1). personnel expenditure budget; 2)Estimated Receipts civil servants;and 3) Workload. A high percentage of personnel expenditure is influenced by thenumber of civil servants, the number of certified teachers. To suppress the percentage by responses with completlymoratorium 1) The aspect of personnel arrangements. The existence of the moratorium, push Bantul Municipality tooptimize existing human resources. Implementation through the map position, and workload analysis, and 2) theaspect of institutional arrangements .Bantul Municipality Response in this aspect by preparation of a grand design inthe form of streamlining the organizational structure. B) based on the finding, the specific result showed the model ofinstitutional arrangement is implemented the business process models. This model emphasizes the effectiveness andefficiency of organizational processes. This model have the organizational structure with the same organizationalstructure in any organization. the difference is in the core output.

Abstract

This research to intend for the describe and analyze about the political participation a minority communities by takingthe case on Towani Tolotang in Sidenreng Rappang. The method used in this research is descriptive qualitative andanalysis is done through collection, reduction, and categorizing. The result showed that political participation TowaniTolotang high at 64.3 % Towani Tolotang high political participation can not be separated from the strong relationshipthat woke persuasive in the group through activities Tudang Sipulung (seated together). The participation aims tobuild a network/political connection to the government in order to maintain its existence. Tolotang Towani behavior inchoosing a traditional-critical. Traditional form that they always choose the candidate who comes from the group, whilethe critical Hape that they see the private candidates before settling on the choice. The factors that influences the highparticipation that is the compromise between Towani Tolotang with the government. The form of compromise that is allthe government did not prohibit their customary activities and the government also does not deviate from the NKRIthen along the Towani Tolotang always believe and support the government.
