Abstract

During this time, the concept of tourism is only designed for people who are normal and has not beendesigned for disabled people. Tourism is right for human being including disabled people. Friendly tourismfor persons with disabilities should provide the facility and accesibility for disabled people. Sen (2007)defines that there are three requirements for disabled people in tourism, those are: availability foraccessibility, transportation, and accomodation.This research is intended to find out what extent tourismmanagement can provide facilityand accesibility for disabled people and what the obstacles and supportingfactors are to develop the friendly tourism for disabled people. This research uses qualitatif method. Tourismplaces proposed in this research are shopping tourism (Malioboro zone), history tourism (Taman Sari andKeraton), and educational tourism (Taman Pintar). Data collected in this research use interview technique,observation, and questioner. This sample of this research has been taken from 100 disabled tourists whotravel to those three objects. The result of this research shows that the facility and accesibility provided todisabled people are still less. Moreover, there is no regulation that obligates the tourism place to servefriendly facility and accesibility for disabled people. Budget resource and human capital are still limited fortourism management to establish friendly tourism place for disabled people. Hence, the research resultrecommends the tourism policy maker to provide friendly facility and accesibility for disabled people.

Abstract

Penelitian ini membahas penerapan Akuntabilitas Pengelolaan Anggaran Pendapatan dan Belanja Desa (APBDes) dengan tujuan untuk mendeskripsikan Akuntabilitas Pemerintah Desa dalam Pengelolaan Anggaran Pendapatan dan Belanja Desa (APBDes) Tahun 2015. Penelitian ini dilakukan karena sebagian besar desa terkait keterbatasan dalam keuangan desa adalah APBDes yaitu terdapat Laporan pertanggungjawaban Bendahara Pengeluaran yang belum dibuat; terdapat Sisa Lebih Perhitungan Anggaran Tahun 2015; dan penyerahan laporan pertanggungjawaban pengelolaan keuangan desa pada  akhir tahun 2015 melewati batas waktu yang telah ditentukan. Penelitian ini diharapkan dapat bermanfaat bagi Kecamatan Sedayu, khususnya Desa Argorejo dan desa Argodadi dalam upaya meningkatkan akuntabilitas pengelolaan Anggaran Pendapatan dan Belanja Desa. Penelitian ini dilakukan di Kecamatan Sedayu, sebagai lokasi pelaksanaan Anggaran Pendapatan dan Belanja Desa. Sebagai informan terpilihnya adalah Tim Pelaksana Desa serta masyarakat yang dianggap dapat mewakili unit penelitian dalam pengelolaan Anggaran Pendapatan dan Belanja Desa. Penelitian dilakukan dengan wawancara secara mendalam, kuesioner dan dengan cara studi dokumentasi pada pelaksanaan Anggaran Pendapatan dan Belanja Desa. Hasil penelitian ini menunjukkan bahwa prinsip akuntabilitas dalam pengelolaan Anggaran Pendapatan dan Belanja Desa (APBDes) Tahun 2015  di desa Argorejo dan desa Argodadi Kecamatan Sedayu Kabupaten Bantul secara bertahap mulai dari tahap perencanaan, pelaksanaan, penatausahaan sampai pada tahap pelaporan dan pertanggung jawaban APBDes telah sesuai dengan Permendagri No.113 tahun 2014, namun dari sisi administrasi masih diperlukan adanya pembinaan lanjutan, karena belum sepenuhnya sesuai dengan ketentuan serta masih ada keterlambatan pada pelaporan akhir. Kendala utamanya adalah belum efektifnya pembinaan aparat pemerintahan desa dan kompetensi sumber daya manusia, sehingga memerlukan pendampingan dari Pemerintah Daerah secara berkelanjutan.

Abstract

The objective of this study is to clarify the prevailing vague and sometimes misguided understanding regarding the articulation of economic policy, especially in the context of socioeconomic systems in structural crisis.The distortions of the economic policy are keep reproducing and spreading usually because of three disorientating conceptual sources: a) the view of economic policy supposedly as a de-ideologized construction, or as a de-technicalized voluntarism, b) the view of economic policy supposedly as a de-strategized synthesis, c) the view of economic policy as a supposedly automatic, ungradated and timeless procedure.For a socioeconomic system to exit from its crisis and by applying these concepts to the Greek case, we see as a prerequisite the interruption of this vicious circle of misconceptions, towards the trajectory of a virtuous circle of valid understanding the meaning of economic policy.

Abstract

The study examined the road transport system reform in Nigeria. This was intending to assess the adequacy of road transport reform in Nigeria. The study employed both primary and secondary data. This study employed a stratified sampling technique for the choice of civil servants who are at directorate cadre with a total population of 35 in the Federal Ministry of Transport, Federal Ministry of Works and Federal Road Maintenance Agency. For interview administration, a purposive sampling technique was used to select the sample size of (FMW 3; FMT 2; FERMA 1) 6 Directors which constituted 17.1% who are the custodian of road transport policy. Observation of road infrastructures and office equipment was carried out. The secondary sources of information that were employed included relevant official publications and records from the Federal Ministry of Transport, Federal Ministry of Works and Federal Road Maintenance Agency who are a major player in road transport; journal articles, periodicals, and internet sources. Data collected through the use of the in-depth interview from the Directors of the two ministries and agency were analyzed using descriptive statistics such as percentages, tables, and frequency distribution and graphs. The results revealed that the road transport system reform in Nigeria was structurally deficient as it did not address all social classes especially the physically challenged and the elderly among others. The study concluded that as a result of hindrances associated with road transport reform the expected road infrastructure expansion and facilities upgrade through the reform recorded a partial success.

Abstract

The hospital has a strategic role in the effort to accelerate the improvement of  public health degree. The new para-digm of  health care requires hospitals provide quality services according to the needs and wishes of  the patient withreference to the code of  professional conduct and medical. Performance of health care organizations typically use aminimum standard criteria of  service in accordance with the Regulation of  the Minister of Health No. 741 / Menkes /Per / VII / 2008. These regulations outline covers; a) basic health services, b) health care referrals, c) epidemiologicalinvestigation and prevention of  outbreaks and d) health promotion and community development. The purpose of thisstudy was to determine the implementation of  the minimum service standards in the field of  health referral at RSUDBaubau and to determine the factors that affect the minimum service standard reference in the field of  health at RSUDBaubau. The method used in this research is descriptive qualitative. The data collection techniques in this research isinterview and documentation. Meanwhile, the techniques used to analyze the data in this study is a descriptive analysistechniques. This analysis includes data checking, data grouping, data checking, data analysis and conclusion. Theresults of  this experiment showed that the implementation of the minimum service standards in the field of  healthreferral at RSUD Baubau has been good. A slight lack of implementation of  the health sector MSS reference in RSUDBaubau is the amount of  human resources required. The factors that affect the implementation of  minimum servicestandard reference in the field of  health, namely RSUD Baubau; Communication, disposition and bureaucratic struc-ture. As for the factor of  resources because there is still a shortage of  only 80% to meet the needs of  humanresources at RSUD Baubau.

Abstract

Expenditures on grants (Hibah) and sosial assistance (Bansos) which are included in the category of discretionary funds are very vulnerable to be used as campaign funds to gain popularity of incumbent couples. The purpose of this study is to investigate the possibility of an indication of abuse of discretionary funds in the APBD. This study used an interactive analysis model using three stages, namely; data condensation, presentation of concluding data, and verification. The results of this study indicated that the allocation of regional expenditures on grants and sosial assistance that carried out regional head election (Pemilukada) with the incumbent candidates is greater than before the election, which means there was the use of incumbent discretionary funds for their political interests. The allocation of regional discretionary funds that carried out the election with incumbent candidates was greater than the regions that do not implement the election. Increased of discretionary funds continue to occur despite the unhealthy / deficit regional financial condition. It coupled with the findings of the allocation of expenditure of goods distributed through 100 SKPD of Rp. 504,938,020,140,34 to the public. This was a strong indication that the incumbent was trying to keep providing the assistance to attract voters  on the Pemilukada in 2015.

Abstract

The problems in this study include how the performance of the NGOsis in achieving Good Governance and the factorsthat affect the NGOs in achieving Good Governance. The study aimed to know and describe the performance of theNGOs to achieve Good Governance and also to know the factors that influence the performance of the NGOs in doingso. The study showed that the performance of the NGOs in Makassar to achieve good government from 2010 to 2012is good. This good performance works on the objects under the study which are Kopel, ACC, LBH APIK, and OXFAM andcan be seen from the works that those NGOs conducted such as encouraging financial transparencyof the localgovernment, enhancing the accountability of the work of local government, encouraging the rule of law in the country,developing agreement orientation to the government, encouragingthe equality between the government and thepublic, responding to a variety of problems that occur in the country, and encouraging the efficiency and effectivenessof government work. Meanwhile, the factors that affect the performance of the NGOs in achieving Good Governanceare the human resource factors, the donating agencies, the accountability of the NGOs, the independence, the networks,the idealism and leadership. The government should facilitate the NGOs which have good work performanceand are well-trusted by the public as they have contributions to the nation development. The NGOs should receive aserious attention by all related parties from the government and the society. It is because the NGOs function as abridge between the public and the government. As the NGOs are directly connected with the donors from the developedcountries, it is possible that there can be particular intentions or interests that those countries put through theNGOs.

Abstract

Recognition and protection towards customary law communities in Kampar Regency are inevitable, remembering that the existence of these communities far before the establishment of this nation. A very progressive response was issued by the Regent of Kampar by Forming Registration Team for The Establishment of Customary Law Communities, Customary Territory, and Customary Forests in Kampar Regency. The Registration Team came from local government organizations, national land agencies, academicians, ministries element, non-governmental organization, and customary community institution shows collaboration that involves state actors. This collaboration successfully initiates the acknowledgment toward customary law communities and customary law with the release of Regent Decree in some areas under the Kampar Regency. This study uses a qualitative method with the type of phenomenological research. This collaborative governance is initiated by NGOs that focus on the environment and sustainable development. dominance is still found in the implementation of duties, the unequal power / authority of all parties, conflicts of interest, political will from regional heads and communication and coordination issues are still major obstacles.

Abstract

The regional administration is directed to accelerate the realization of public welfare through the improvement ofservice, empowerment, and community participation, as well as increased competitiveness of the region by observingthe principles of democracy, equality, justice, and the peculiarities of an area in the Unitary State of the Republic ofIndonesia. To the head area in demand to improve the quality and not merely rely on institutions and is supported byintellectual ability, sharpness of vision, and the ability of ethical and moral civilized. The issues raised in this study isAre there any significant effect of Transformational Leadership Regional Head Against Employee Performance in theRegional Secretariat of the Government of North Maluku province. This study aims to determine the significant influenceof regional leadership to employee performance in the Regional Secretariat of the Government of North Malukuprovince. In this study, the type of study is a survey research type. The method used is explanatory, as it explains thecausal relationship between the variables through hypothesis testing. This was done to demonstrate a wide range ofdata and theories that have been obtained to then be in the know the level of significance between the discussion ofissues were raised with the reality that has been found, the closer to the type of Quantitative Research. These resultsindicate that the Regional Head of Transformational Leadership, influence the variable (Y) Performance Officer at theSecretariat of the Regional Government of North Maluku province with the number of correlation of 0.25 in the lowcategory but has particularly certainty. This study uses the sample, based on the test of the hypothesis that thesample is proven to represent the population as a whole. In a matter of determination as well as the contribution ofvariable (X) of the variable (Y) is low at 6.25% above the value interpretation. From the test results, the reality in thefield, the hypothesis of this study is: “the influence of Transformational Leadership Regional Head on EmployeePerformance in the Regional Secretariat of the Government of North Maluku province.” Has been proven and testedempirically in the field can thus be said that the leadership Gebernur North Maluku, including the leadership styletrasformasional with low category.Recommendations from this study are: (1) In order to leadership which is run by thegovernor can be run with both the need for a courageous stand to think and act in accordance with the applicableprovisions, (2) be more active to transform attitudes in the form of policy making and policy should based on theability to mengaplikasinya, (3) To the employees to work in accordance with scientific qualification in order to improveperformance by improving the quality, quantity and integrity. In addition to realizing the public service is always openand not favoritism.

Abstract

The purpose of this research is to describe and analize the implementation of Authory of the head of Sub- Districtbased on law No. 32 of 2004 on Regional Government (studies on the office of Tanjung Selor and Tanjung Palas Sub-District of Bulungan, North Berneo) about the implementation in terms of sub-district in Tanjung Selor and TanjungPalas sub-District of Bulungan. Based of the law No. 32 of 2004 concerning local government in which the delegationof authory from the regent to the head of sub-distruct is a from of desentralized system of govenment in strengtheningthe organizational structure at districtand maximizing the service. The reseach method used a descriptive studywith a qualitative approach. Reseachs used data collection techniques though interviews, observation, and documents.The focus of reseach is the Analycis on the implementation of Authory of the head of Sub-Distruct based onlaw No. 32 of 2004 on regional Govenment (studies on the office of Tanjung Selor and Tanjung Palas Sus Distruct,Distruct of Bulungan, North Borneo). Based on the results of a study conducted reseachers at Tanjung Selor andTanjung Palas Sub-Distruct are there several problems associated with the authory of the head of sub-district, such asthe coordination on the soceity development, the coordination and maintenance of public intrasstructure and facilities,the coordination of govenments activities in sub district level, and village in order to carry out community serviceinto a scope of duties that can not be carried out optimally. The finding of this research is that in the implementationof the task is not in accordance with what is expeted, the authory i not yet clear, lack of community participation andlaw human resources in the sub-district office. The inhibiting factors are innefective communication, minimum resources,disposition and bureaucratic structures that do not fuction properly. It is suggersted that the service wouldbe optimal by revamping the Tnajung Selor and Tanjung Palas sub-district office..
