Abstract

The institutionalization of a political party is one of the factors that affect the stability of the votes or the number ofseats of a political party in the election.In the 2014 legislative election, the votes or the number of seats of theDemocrat Party of the Province of Lampung decreased compared to the 2009 legislative election. However, the vote orthe number of seats in the 2014 legislative election is still fairly stable when compared with the vote or the number ofseats of the Democrat Party in other regions.The stability of the votes or the number of seats of the Democrat Party ofthe Province of Lampung in the 2014 legislative election is interesting to study to investigate whether the stability isinfluenced by the factor of the institutionalization of the party or be influenced by other factors such as patronage andclientelism.This research uses descriptive method with qualitative approach. In this study, the researchers alsoconducted an analysis of the index of institutionalization of political party to determine the level of institutionalization ofthe Democrat Party of the Province of Lampung.This study takes the research sites in the Province of Lampung with theDemocrat Party as the research object. This study concludes that: First, the level of institutionalization of the DemocratParty of the Province Lampung is in the medium category.Second, the stability of the votes of the Democrat Party of theProvince of Lampung is not solely influenced by the institutionalization of the party, but is influenced by two otherfactors which are more dominant, namely the practice of patronage and clientelism in governor election and legislativeelection which are carried out simultaneously and the practice of patronage and clientelism performed by the DemocratParty candidates. The recommendation of this study is that the Democrat Party of the Province of Lampung mustimmediately resolve the flaws in the institutionalization dimension, especially in the number of the power of members orcadres, the number of the networking of mass organization or organizational wing of the party, so that in the future, thepotential of the power of the members or cadres and mass organizations or organizational wing of the party can runmaximally so the party machinery can operate more effectively during the elections.

Abstract

Pariwisata merupakan sektor yang bisa menunjang kemajuan suatu daerah, terutama dengan adanya peraturan mengenai otonomi daerah. Kebijakan ini diberlakukan atas dasar masyarakat daerahnya memiliki modal sehingga dapat diandalkan untuk kemajuan daerahnya, salah satunya dengan kegiatan pariwisata. Hampir setiap daerah memiliki obyek wisata sebagai identitas daerah  tersebut, bahkan seperti yang kita ketahui bagaimana Provinsi Bali yang sangat fokus dalam mengelola sektor pariwisatanya hingga dapat diakui oleh dunia. Merupakan suatu langkah jitu jika industri pariwisata dipergunakan oleh daerah-daerah di Indonesia yang miskin akan sumber daya alam sebagai suatu ssarana untuk meningkatkan PAD. Namun sebagai konsekuensinya, daerah-daerah tersebut harus melakukan pembangunan terhadap potensi-potensi pariwisata masing-masing daerah, mencari dan menciptakan peluang-peluang baru terhadap produk Pariwisata yang diunggulkan. penelitian ini menggunakan pendekatan kualitatif yang dilakukan dalam penelitian deskriptif pada penelitian studi kasus. Teknik pengambilan data yang digunakan yaitu menggunakan teknik wawancara, observasi serta dokumentasi. Dalam menganalisis data yang diperoleh, peneliti menggunakan analisi data yang bersifat induktif yaitu analisis yang berdasarkan data yang diperoleh. Penelitian menunjukan hasil dari wawancara yang dilakukan peneliti bahwa dalam upaya pengembangan yang dilakukan oleh DINPORABUDPAR Kabupaten Banyumas khususnya di Lokawisata Baturraden untuk meningkatkan PAD dari sektor pariwisata masih terdapat beberapa hal yang harus di perhatikan. Kurangnya keterlibatan pegawai yang berada di lapangan dalam proses pengembangan obyek wisata menjadikan hasil yang dirasakan kurang sesuai dengan keinginan dari pemberi masukan. Kemudian yang harus menjadikan perhatian bagi dinas terkait adalah kurangnya pelatihan bagi pegawai, terutama pegawai yang berada di lapangan.

Abstract

Salah satu prinsip penting dari penyelenggaraan pelayanan publik adalah pelayanan bagi masyarakatnya, artinya pelayanan publik memuat prinsip-prinsip keadilan/equity dimana semua masyarakat berhak atas pelayanan publik yang sama tanpa adanya perlakukan diskriminatif. Pelayanan diberikan tanpa memandang status, pangkat, golongan dari semua masyarakat. Namun tidak dapat dipungkiri beberapa sektor pelayanan publik masih memberlakukan pembedaan pelayanan melalui penciptaan kelas, salah satunya adalah pelayanan di rumah sakit. Demi terwujudnya pelayanan prima dan memuat prinsip adil/equity RSUD Wates menerapkan inovasi baru yaitu pelayanan rawat inap tanpa kelas bagi keluarga miskin (Gakin). Adanya inovasi tanpa kelas bagi masyarakat miskin nantinya bisa menciptakan pelayanan yang memuat prinsip-prinsip keadilan/equity, sehingga masyarakat mendapatkan pelayanan public yang sama dan tidak ada kata diskriminatif terhadap pelayanan publik. Pelaksanaan rumah sakit tanpa kelas bagi masyarakat miskin relative berjalan dengan lancar, hal ini ditunjukkan dengan tidak adanya syarat yang menyulitkan pasien untuk mendaftarkan diri. Setiap masyarakat yang menggunakan kartu jaminan kesehatan berhak mendapatkan pelayanan yang sama dan tidak ada perbedaan. Hal inilah yang dilakukan di RSUD Wates dalam pelaksanaan pelayanan tanpa kelas bagi masyarakat miskin.

Abstract

The administration of government is certainly very influenced by bureaucracy which is an instrument or an organization that helps in realizing or implementing a policy that has been previously set. The open selection is the process of filling in a position by opening a selection to all those who have the competency or ability determined to fill a certain position. This study is aims to analyze the open selection for echelon II Officials both in Yogyakarta Province which is Sleman Regency. The method that used in this study is a qualitative approach which did the depth interview with several stakeholders that involved. The result of this study are the selection mechanism conducted in Sleman Regency in 2017 lasts 2 times and all of them have referred to the applicable regulations and most importantly have implemented a merit system. In the selection implementation the position was carried out by a selection committee formed based on recommendations from KASN (Commission Of The State Civil Apparatus). The involvement of political officials in this case the regent in the open selection process only exists after the selection committee has issued 3 names that have passed. However, the involvement of political officials is positive because it considers the results of the selection. This is also because the Regent will cooperate with one of the 3 names to realize the vision and mission that has been set.Keyword: Open selection, Echelon II, Promotion.

Abstract

Capacity Building as a form of institutional progress for the creation of better organizational performance in perfecting the implementation of the bureaucracy during the COVID-19 pandemic. The purpose of this study is to analyze capacity building in the Department of Women's Empowerment, Child Protection, Population Control and Family Planning, Bintan Regency. The research method used a qualitative approach by reviewing secondary data in the 2020 Government Agency Performance Accountability Report (LAKIP) and other documents which were then analyzed in-depth using the concept of institutional capacity building as a form of evaluating organizational performance in the future in reform bureaucracy. The results show that institutional capacity building in the Department of Women's Empowerment, Child Protection, Population Control, and Family Planning in Bintan Regency has to support and inhibiting factors during the COVID-19 pandemic. it focuses on regulations and rules during a world health emergency that makes the government system not in a normal condition so that these inhibiting factors cannot be guaranteed to disappear. In addition, the supporting factor is organizational leadership ensuring that the vision and mission of the regional head as stated in the RPJMD in the Department of Women's Empowerment, Child Protection, Population Control and Family Planning in Bintan Regency, which gets special attention as stated in the mission of the Regent of Bintan Regency 2021-2026.

Abstract

This paper is aimed to investigate strategies of Southeast Asian local governments in addressing the COVID-19 situation by applying the framework of good governance principles and, in turn, to figure out the determinant factor of the successful strategy in each country. It is qualitative research by applying multiple cases of three cities in Southeast Asian countries, i.e., Indonesia, Malaysia, and Thailand. For data gathering, it takes relevant sources of News channels, whether in English or local languages of those countries. The finding demonstrates that Indonesia, Malaysia, and Thailand can adopt all principles of good governance in addressing the COVID-19 pandemic situation. Nevertheless, each country has its determinant factor of the successful strategy in handling a such situation. Indonesia is more excellent in the implementation of transparency, Malaysia has a well performance in the operation of participation, while Thailand is more successful in the application of accountability. These depict that each state has a typical strategy in coping with this global pandemic situation.

Abstract

Several regional governments in Indonesia have implemented paid plastic shopping bags policy to reduce micro-plastic waste. However, there are only a few studies to evaluate this program. To fill the research gap, the researchers seek to implement the regulation by investigating policy effectiveness factors. The ultimate purpose of this paper is to illuminate what factors affect the policy. The researchers studied the implementation of paid plastic bags in Depok City, West Java, Indonesia, by employing a survey to achieve the objective. One hundred and thirty-four respondents had participated in this research and shared their responses on the policy. A partial least square structural equation modeling (PLS-SEM) was applied to analyze the data. The results showed three factors contributed to policy implementation: knowledge, awareness, and compliance. The current research extends Grindle’s theory by examining individual determinants as predictors of policy implementation. This study also adds the researchers’ knowledge into how society responds to Indonesia’s paid plastic shopping bags policy and contributes to the government designing a suitable strategy to implement the program effectively.

Abstract

This study aims to compare the rhetoric of SBY Jokowi's state speeches during the administration of President Susilo Bambang Yudhoyono in the first period between 2009 and 2014 and President Joko Widodo in the first period, namely between 2014 and 2019 using Aristotle's rhetorical perspective. This study uses a qualitative method approach. The data sources in this study were taken from SBY's state speech (2009-2014) and 498 Jokowi dodo citizenship speeches (2014-2019) which were published in national ceremonies. The findings in this study indicate that SBY combines deliberative and forensic rhetoric in delivering his speech, while Jokowi consistently uses deliberative rhetoric in each theme. In maintaining executive-legislative relations, Jokowi's political communication style seems to be more effective than SBY's, but in maintaining relations within the executive, especially in the cabinet. SBY is more effective.

Abstract

The COVID-19 pandemic marks the importance of coordination, cooperation, and collaboration to reduce the virus’ spread and its impacts. Although a lot of literature has explored how the government works during the COVID-19 pandemic, only a few studies have examined it at the local government level. Therefore, this study aims to fill this gap by exploring the local government’s workings and the agencies. This study used narrative qualitative research with the main data source from interviews with the Ogan Ilir Regency COVID-19 Task Force for the Acceleration of Response. This study found that government agencies have not accomplished at the action level despite having a common goal as a condition of coordination. The findings of this study reaffirmed that the silo mentality still exists in the bureaucracy of local government in Indonesia.

Abstract

Massive damage and loss of natural hazards occurred in Indonesia, raising numerous questions about the government's capacity to minimize disaster risk through appropriate disaster governance strategy. This article explores the strategy to manage the disaster and budgetary mechanism currently underpinned by the rationalist principle. However, during the dynamic situation and high degree of uncertainty, the effectiveness and efficiency of the rationalist principle remain questionable. It has been supported by a set of notorious consequences of the disaster that the government has undertaken in recent years. Therefore, by using a qualitative approach, this article aims to seek the performance's description and shortcomings of current strategy based on theoretical analysis and literature study. The findings illustrate the vague mechanism, particularly local disaster strategy, political decision-making, and flexibility of reimbursement mechanisms. Finally, this article also gives a specific recommendation for policymakers to give plenty of space for a current strategy to be more adaptive toward any turbulences in the future.
