Abstract

This research focused on implementing class observation to get the whole idea of what existing models applied by the teachers to carry out their instructional activities were like. There were two state and two private elementary schools observed in this study. Observing class activities were accompanied with analyzing class teaching documents such as RPP and review paper to get the idea of what the existing model applied by the teachers was like. Yet, this study is focusing only on class observation. The research objective was to find out the quality of the existing model for teaching English in year 4 of the elementary school.  The method was carrying out class observations amounting from four to five times to each class.  The observer sat at the back of the class watching the activities and noted down what the teacher and students did along the period.  The note was later changed into field notes, giving comments after several minutes observation, focusing what the teacher did and what the students responded to what the teacher instructed them to do. The result showed that students responded accordingly to the teachers’ instruction either in group or individual work.  Thus, to get students’ involvement for the whole period, teachers have to be well prepared in terms of both materials and techniques. They can be written completely in their teaching preparation (RPP)

Abstract

The planning of education budget plays a strategic role in every school. The budget must be managed, monitored, and evaluated effectively. The aims of this study are (1) to gain a better picture of budgeting model in SMK including its supporting and obstructing factors, (2) to develop a performance-based budgeting model in SMK, (3) to know the effectiveness level of the model, (4) to investigate the response of school managers such as Principals, School Committees, Teachers and Staffs in SMK, (5) to identify the characteristics, strengths, and weaknesses of the model. The budgeting model in SMK is a process, starting from planning, implementation, monitoring, evaluation, and follow up stages. The model is resulted from a Research and Development approach undergoing some stages namely: (1) needs analysis, condition analysis, and theoretical review, (2) conceptual model development, (3) model validation, (4) hypothetical model development, (5) the trial of hypothetical model, (6) the development of empirical model, (7) the trial of empirical model, (8) the development of final model, (9) the dissemination of product. Budgeting process involves an active participation and commitment from school principals, school committees, school vice-principals, head of program, teachers, and staffs in achieving understandable and easy-implemented policy which works effectively.

Abstract

There is a problem in policy implementation of budgeting for basic education in the study area, especially in providing budget which is less than normative standard so the disparity is not deniable. The objectives of the research are: (1) to analyze factual model of budgeting for basic education; and (2) to develop a modelofr financial policy for basic education. This study uses research and development approach. The data of the research consist of primary and secondary ones. Data collecting is conducted by using observation and interview. The analyses of data use descriptive-taxonomy. There are some main findings. Firstly, responding to the policy implementation, there is a significant disparity between factual budgeting and normative one in the basic education.  Secondly, the model of financial policy for basic education which is developed, needs analysis based on AE2 (adequacy, equity and efficiency). The principle of adequecy is useful to eliminate the problem of financial disparity. The principle of Equity is useful to eliminate the gap among the schools with over standard of pupils and the schools with under standard of pupils. Then the prinsiple of efficiency is useful for supporting management in financial policy for basic education in the study area. Thirdly, based on the feasibility-test carried out by FGD and expert judgement, the model of financial policy for basic education based on AE2 in the area study, is in the category “highly feasible”. Based on the findings, it is better for stakeholder to develop and impmenent a financial policy for basic education, which is oriented to adequacy, equity and efficiency (AE2).
THE DEVELOPMENT OF INCLUSIVE EDUCATION MANAGEMENT MODEL TO IMPROVE PRINCIPALS AND TEACHERS PERFORMANCE IN ELEMENTARY SCHOOLS

Abstract

The purpose of this study was to (1) describe the current condition of implementation of inclusive education in primary schools, (2) to develop a model of inclusive education management, and (3) to examine the effectiveness of the management model of inclusive education in primary schools. Method of Research and Development (R & D) was used in this study, with the following stages: (1) a preliminary study to see the existing implementation of inclusive education in elementary schools through literature review and field study, (2) developing a model of inclusive education management, and (3) examining  the effectiveness of inclusive education management model. This research was conducted in 51 inclusive schools located in four districts namely; Surakarta, Boyolali, Sukoharjo, and Karanganyar. The subject of this research consisted of principals, class teachers, students with special needs education (SNE), students without SNE, and school committee. The results of the preliminary study concluded (1) the use of existing performance indicators principals and teachers, the implementation of inclusive education in primary schools did not meet the expected criteria, (2) one of the most widely perceived obstacle is the unavailability of standardized management of inclusive schools, (3) response of the school committee, students with SNE, and students without SNE to inclusive education category is quite positive, (4) the inclusive schools did not run functions and aspects of school management adequately, (5) the schools urgently needed guide management of inclusive education. The final product of the development of inclusive education management model requires that inclusive schools run the four functions of management; planning, organizing, implementing, and controlling, by combining the nine aspects of school management in terms of institutional management, curriculum, teaching process, evaluation, student, facilities, human resources, public participation and financing. To run the management model of inclusive education effectively, guide book on inclusive education management should be provided. The result of the evaluation by principals and teachers indicated that inclusive education management model was very effective. From the result, it is recommended that the guide book be disseminated for use as a guideline in the management of inclusive education in elementary schools in Indonesia.

Abstract

The study aims to: describe the design of the training model, obtain the experimental results of the model, and investigate the effectiveness of the training model. This study employs the approach of Research and Development (R&D). The stages are: undergoing a preliminary study, setting up the empirical models based on the results of the preliminary analysis, drafting the hypothetical model based on the empirical models, designing validation by some experts, improving the model design, testing the effectiveness of hypothetical models, refining the hypothetical model into a finding model. The data are collected through observation, interview, questionnaire, and documentation. The descriptive data are analyzed qualitatively and analytically, using a paired t-test at a significance level of 5%. The model is equipped with a manual book of management training as its outcome product. The hypothetical model validation results show: the model performs very high effectiveness toward the mean score of teachers’ ability in designing entrepreneurship learning based on production unit after the application of the model at the score of 4.89 and before the application of the model at 1.36. The t value = 36,085> t table = 2.776 at 0.05 significance level, the difference of mean scores of instructional practices in schools for trained and untrained teachers at SMK 1 Jepara is at 4.83 and 1.83; SMK Kedung is at 4.83 and 1.50; SMK Kalinyamatan is at 4.67 and 1.67; SMK Pakis Aji is at 4.83 and 1.67, and SMK Muhammadiyah Keling is at 4.33 and 1.50. The evaluation results of the hypothetical model effectiveness based on its mean score is at 4.26 (very high) over 13 indicators. The study concludes that the training model of entrepreneurship learning based on production unit is effective to improve the quality of teachers in teaching entrepreneurship.

Abstract

Muhammadiyah as an organization hasthe values ofa strong organizational culture. Efforts Muhammadiyah Universities (PTM) is how the culture ofthe organization with the right strategy could predispose Human Resources (HR) professionals and character based on the value of Muhammadiyah. One of the objectivesof this studyare identify the role ofTheory Zand the factors that support the process of internalization of organizational culture in Muhammadiyah Universities. This study uses qualitative research sites at the Muhammadiyah University of Surakarta in Central Java and Universitas Ahmad Dahlan in Yogyakarta. Samples taken are leaders include Vice Rector, the head units such as HR, BIFAS, LPSI as well as lecturers and employees. Internalization process of organizational culture to form employee orientation required three basic elements that support each other, namely: a conducive environment, leadership and exemplary. In this study a conducive environment can be created through the implementation of Theory Z in the field of education that takes into account the following six elements: (1) trust, (2) self-motivation, (3) the reward system, (4) training for enhancing skills, (5) control and shared decision-making as well as (6) quality learning. Activities carried UAD and UMS forinternalization process such as religious activities together, pray, kultum, memorial religious holidays and forms of professional activity as well as other shared ritual that characterize organizations that bring together all employees and lecturers from various faculties and units that exist as an important aspect in creating organizational culture.

Abstract

Madrasa is now much demanded by the public. However, getting a quality education in madrasa requires high cost and quality management. By using a qualitative approach, this study aims to analyze the financing management in Public Madrasa Tsanawiyah (MTs) in Central Bengkulu district that focuses on: (1) planning, (2) implementation, and (3) monitoring. The results showed that public MTs in Central Bengkulu district: (1) the Financing planning in madrassas is routinely carried out prior to the following year budget implementation with the following stages: the principals of the madrassa learn the vision, mission, programs and activities in the future, then the principals invite teachers and committee to draft RAPBM. After that, RAPBM is sent to the Regional Office for the preparation of RKKS planning and DIPA proposals in the upcoming year; (2) The financing implementation in school is done after each disbursement, expenditure, accounting, until reporting in each month; (3) The financing control in madrassas is conducted in madrassas. And the agencies that participate in the supervision and internal audit madrasah are Iten, BPKP and the Ministry of Religious Affairs (MORA) of provinces/districts level.

Abstract

The facts showed that traditional ceramic arts are one of the local cultural heritages in which their existence is not easily maintained and continued because of competition with modern industrial products in market. The opposite condition occurs in Mayong Lor village that this local cultural heritage is still well maintained and developed from generation to generation for about six centuries in communities. Thus, a fundamental question arises why and how this phenomenon occurs. This study examines ceramics enculturation problems of crafters in Mayong Lor village communities, Jepara as the manifestation of adaptation strategies in the preservation and continuation of local culture creative potential. Two approaches used as the basis of assessment strategies. First, the theoretical approach was applied through the approach of culture, aesthetics, structural functionalism, adaptation, and education. Next, the methodological approach was used through anthropological research approach operated by using qualitative research method. The results show that the ceramics enculturation of artisans’ in Mayong Lor village communities naturally appear to function as a cultural mechanism of ceramics traditional activities in the environment of crafter families. This cultural mechanism is the form of informal education as the manifestation of adaptation strategies in maintaining and continuing creative potential of ceramics culture in the community, across generations since 15th to 21th century. The local culture stakeholders are recommended to adopt or adapt the findings of this study as a model in determining policies for the development of conservation programs and local culture potential in their respective regions.

Abstract

One way to achieve an effective education is by implementing life skills education in every level of formal and informal education. Most education in Islamic boarding schools (Pondok Pesantren) has not developed life skills education although life skills education is very important for the students (santri). The study aims at describing the factual model of life skills education training management, designing a model of life skills education training management based on local potential, determining the validity of the conceptual model of management training, and determining the effectiveness of the management model of life skills training. This study employed research and development (R & D). The stages of R & D in this study included: preliminary studies, model development, model validation, and testing the model. Research data collection techniques used interviews, documentation, observation and questionnaires. The validity was measured using triangulation technique and experts validation. Test model was conducted through a limited testing and expanded trials for 20 santris at Pesantren Miftahul Huda Pulokulon Grobogan in March 2014. The results show that the final model of the life skills education training has higher efficacy. Life skill education training model based on local potential can improve the competence of santris in independently developing life skill, especially in improving knowledge, skills and attitudes of santri in the development of their life skill. The results could be used by a Pondok Pesantrenl or other educational institutions to provide life skill education training independently, easily and quickly.

Abstract

This study aims to develop a comprehensive evaluation system on Bahasa Indonesia learning outcome for Junior High School students based on Gall & Borg model. The study has some findings. First, the SWOT analysis results show the need of developing a comprehensive evaluation system on Indonesian learning outcomes at grade level. Second, the rules of the comprehensive evaluation system are packed into three parts; the conceptual rules of learning outcomes evaluation, the implementation rules of the evaluation of learning outcomes at the beginning, on the process, and at the end of the study, and follow-up of the learning outcomes evaluation. Third, the research product in the form of a comprehensive evaluation system of learning outcomesmanual book for Indonesian teachers is considered feasible by expert and very well perceived by the teacher. Fourth, the try-out results with the technique of one-sample t-test (one-tail) at a 95% confidence level showed a significant increase on teachers’ pedagogical competence. This is shown by the group A, t-value 6.6149 is greater than the table of t-values1746, group B, t-value 7.8257 is greater than the table of t-values 1729, and the group C 10.0857 t-count is greater than the table of t-values1697. Thus, this comprehensive Indonesian learning outcomes evaluation system is effective to improve teachers' pedagogical competence.
