Abstract

Numfor Island is located in Cenderawasih Bay. Numfor Island is one of the strategic islands that were established by Japan and the Allies during the Pacific War. To protect Biak Island from the threat of enemy aircraft, the Dutch set up radar in West Numfor. From existing references that the Dutch put the MK IV type 15 radar made in England. This radar has a range of up to 200 NM. The need for socialization about the existence of this tower as a warissan cultural heritage protected by law, so that this tower does not disappear slowly without a trace. ABSTRAKPulau Numfor terletak di Teluk Cenderawasih. Pulau Numfor merupakan salah satu pulau yang strategis yang diperbutkan oleh Jepang dan Sekutu pada masa Perang Pasifik. Untuk melindungi Pulau Biak dari ancaman pesawat udara musuh, maka Belanda mendirikan radar di Numfor Barat. Dari referensi yang ada bahwa Belanda menempatkan radar jenis MK IV tipe 15 buatan Inggris. Radar ini memiliki daya jangkau sampai 200 NM. Perlunya sosialisasi tentang keberadaan tower ini sebagai warissan cagar budaya yang dilindungi oleh undang-undang, agar tower ini tidak hilang secara perlahan-lahan tanpa bekas.

Abstract

The war between Indonesia and the Netherlands led to the Round Table Conference (KMB) negotiationsin The Hague in 1949 with the main result being the formal recognition by the Netherlands of Indonesian sovereignty on 27 December 1949. One of the points of the KMB agreement stipulates that the West Irian issue will be resolved within a year. But in reality the Netherlands did not keep its promise. The effort to return West Irian back to Indonesia is a big agenda. To find out these efforts, historical research was carried out using the steps of descriptive qualitative research methods with data collection techniques using library research. The results of the study found that the Government of Indonesia in its efforts to restore West Irian had gone through three stages as follows: The first stage was through the bilateral negotiation table between Indonesia and the Netherlands. The second stage is through international mediation and the third stage is by way of confrontation or military campaign. This effort finally succeeded in forcing the Netherlands to return to negotiations to settle the West Irian issue and sign the 1962 New York Agreement.

Abstract

This study aims to analyze the application of the Trikora spirit in public administration practices to build the welfare of the Papuan people. The research method used in this study is a qualitative approach by conducting a literature review. The results of this study show that the Trikora spirit can be applied in public administration practices, particularly in optimizing governance, coordination, and supervision, as well as in improving the implementation of programs and policies in Papua. Various efforts have been made by the government to resolve existing problems through the enactment of Law No. 21 of 2001 concerning Special Autonomy for the Province of Papua. However, twenty years after the implementation of special autonomy, the results are still not optimal. This is because, among other things, governance is still not optimal, there is no supervision and assistance from the center, and programs from ministries and institutions have not been well coordinated and integrated. I hope that the mobilization of all potential national resources, the spirit of one unit, synchronization and coordination as well as command and control when the Trikora to seize West Irian need to be imitated and continued to build the development of Papua's welfare

Abstract

The purpose of this study is to analyze the Strategic Utilization of Demographic Dividends to Build Resilient Defense Capabilities in Developing Countries. The method used is Systematic Literature Review (SLR). The results show that to take advantage of the demographic dividend for defense, developing countries should focus on several key strategies. First, investing in education, particularly in STEM fields, is critical to building a skilled workforce for both the economic and defense sectors (Bloom et al., 2003). Managing the youth bulge by integrating young people into productive roles, including defense-related sectors such as cybersecurity and military technology, can help drive national security. Encouraging technological innovation through public-private partnerships will further strengthen defense capabilities. In addition, addressing the aging population by modernizing military infrastructure and increasing automation is critical for long-term defence readiness.

Abstract

Admiral Malahayati, a female figure in the history of the Aceh Sultanate, played a significant role in defending regional sovereignty from colonial threats in the late 16th century. This study explores Malahayati's contribution to naval warfare strategies and community participation, especially war widows, in defense efforts. Using a qualitative approach and theories of maritime war and general warfare, this study analyzes how Malahayati utilized community support and local resources to build an effective military force. The entry of Inong Balee (widows) troops who lost their husbands in the conflict gave a new dimension to the concept of maritime resilience. They not only played a role as logistical support but were also actively involved in the resistance against the invaders. Using the principle of civil society involvement expressed by Reznikova, this study shows that civil society participation, especially the active role of women, is an important element in maintaining a country's sovereignty. The results of this study highlight the importance of integrating the roles of women and society in defense strategies, as well as the significance of Malahayati's history in the context of modern debates about community involvement in national defense, especially among women. These findings are expected to provide new insights into women's contributions to Indonesian military history and open new discussions about national resilience in the face of contemporary threats.

Abstract

The implementation of elections in Papua always has its own dynamics, one of which is the existence of the noken system. This system is a tangible recognition of the political and legal rights of the indigenous people of Papua, as guaranteed by the constitution, and has even received legal legitimacy through Constitutional Court Decision No. 47-81/PHPU.A-VII/2009, further reinforced by Constitutional Court Decision No. 06-32/PHPU-DPD/XII/2014. Noken refers to a traditional bag made by the Papuan people. This study aims to identify and analyze the challenges in predicting security situations in electoral districts with the noken system. The results of this study are expected to provide insights and recommendations for stakeholders in managing a safe and peaceful election process. This study uses a qualitative approach with a descriptive analysis method. Data sources include scientific journals, books, and articles relevant to the research topic. The full noken system is still in use in six districts in Central Papua Province: Puncak Jaya, Puncak, Paniai, Intan Jaya, Deiyai, and Dogiyai. The full and mixed Noken systems implemented in the Papua Pegunungan Province, namely Nduga Regency (Full Noken System) and Jayawijaya, Yahukimo, Mamberamo Tengah, Lanny Jaya, and Tolikara, use a mixed system in several districts and villages. The Noken system, although considered a form of local democracy in Papua, faces significant challenges in predicting security situations in electoral districts. The main challenges include limited oversight, potential communal conflicts, and a lack of transparency. To address these challenges, it is necessary to enhance the transparency of the electoral process, encourage active community participation, and foster close collaboration among stakeholders to maintain security stability in electoral districts using the Noken system.

Abstract

This research aims to analyze the implementation of aviation security in the face of cyber threats and formulate the best strategies to strengthen national digital defense in the perspective of the Universal War Strategy. The background of this research is driven by the increasing frequency and complexity of cyberattacks against global and regional aviation systems, which threaten aviation safety and national sovereignty. Based on data from the International Civil Aviation Organization (ICAO, 2023), cyberattacks in the aviation sector increased by 46% between 2020–2023, while the State Cyber and Cryptography Agency (BSSN, 2023) recorded more than 210 cyber incidents targeting Indonesia's air transportation system. This study uses a qualitative descriptive method, with two main theoretical foundations, namely George C. Edward III's policy implementation theory and Carl von Clausewitz's military strategy theory which is operationalized through SWOT-AHP analysis. The results of the study show that the implementation of cybersecurity policies in Indonesia's aviation sector still faces obstacles in terms of communication, resources, executive disposition, and bureaucratic structure. Factually, only 37% of national airport operators have cyber incident response teams (CSIRTs), while the digital security budget allocation is still below ICAO's recommendation of 2% of the total operational budget. A special finding from this study is the application of the concept of "Digital Universe War", which is the synergy of civilian, military, and technological forces in the national cyber defense system that is integrated with the ASEAN regional security ecosystem. Based on the SWOT-AHP results, the best priority strategy is the integration of national cybersecurity and aviation systems (weight 0.36), followed by increasing human resource capacity and strengthening regional cyber intelligence cooperation. This research contributes significantly to expanding the paradigm of universal warfare to the digital realm as a strategic instrument to maintain national aviation security and sovereignty in the cyber era.

Abstract

This research article discusses how film as a medium for propaganda can damage the Indonesian national order. The purpose of this study is to analyze how film can be a tool to damage the Indonesian national order. This study uses a literature review study or literature review, researchers analyzed each data obtained from various sources such as journal articles, government documents, websites and interviews. The results, film can be a medium for propaganda that can divide the Indonesian national order if it contains fake news and the spread of hatred. In conclusion, film can be a strategic tool to introduce the richness of the nation's arts and culture if used appropriately. However, film can also be dangerous if it contains propaganda that can divide the Indonesian nation through the narrative conveyed so that it can indoctrinate its audience.

Abstract

Fenomena manusia perahu Rohingya di Aceh pada tahun 2009 menghadirkan tantangan kemanusiaan dan politik yang kompleks bagi Indonesia, terutama karena ketiadaan kerangka hukum spesifik tentang pengungsi. Penelitian ini bertujuan menganalisis strategi pemerintah dan militer dalam menangani krisis tersebut dengan menggunakan metode kualitatif studi pustaka, berlandaskan teori kebijakan publik dan hubungan sipil-militer serta mempertimbangkan pendekatan human security. Hasilnya menunjukkan sebuah strategi hibrida dan reaktif yang terbentuk oleh empat elemen kunci. Pertama, respon awal tidak di inisiasi oleh negara, melainkan masyarakat lokal yang menjadi pemicu utama. Kedua, pemerinta pusat mengadopsi kebijakan ad-hoc yang pragmatis berupa penampungan sementara. Ketiga, TNI menjalankan peran ganda sebagai penghubung antara upaya kemanusiaan dan pengamanan wilayah. Keempat, krisis ini mengungkapkan kelemahan institusional yang kemudian menjadi katalisator lahirnya perpres no. 125 tahun 2016. Kesimpulannya, krisis 2009 menjadi pelajaran penting yang membuat indonesia beralih dari penanganan yang bersifat spontan menjadi lebih terencana, dan meletakkan dasar bagi kebijakan pengungsi di masa depan.

Abstract

Pandemi COVID-19 menghadapkan sistem pertahanan nasional Indonesia pada krisis kesehatan global nirmiliter, menyoroti relevansi kritis dari konsep pertahanan semesta. Studi ini menganalisis implementasi pertahanan semesta dalam merespons pandemi COVID-19 di Indonesia, dengan fokus pada keterlibatan terpadu unsur militer, pemerintah sipil, dan masyarakat sipil. Menggunakan metode deskriptif kualitatif dengan pendekatan studi kasus dan analisis dokumen, penelitian mengevaluasi efektivitas koordinasi multi-sektoral ini. Temuan menunjukkan bahwa meskipun strategi pertahanan semesta memungkinkan respons yang komprehensif namaun muncul tantangan dalam koordinasi antar-lembaga, hubungan sipil-militer, dan kepercayaan publik. Studi ini menggarisbawahi perlunya kerangka kerja pertahanan nasional yang adaptif dan terintegrasi untuk mengatasi ancaman kesehatan global di masa depan.
