Abstract

Government digital transformation has become a global strategic agenda that fundamentally reshapes the public service paradigm. However, a critical question remains inadequately addressed: to what extent does digital transformation genuinely create public value for citizens? This article aims to analyze the concept of public value creation within the context of government digital transformation through a literature review of twenty scientific articles published between 2022 and 2026. The findings indicate that government digital transformation holds significant potential for creating public value through enhanced service efficiency, transparency, accountability, and citizen participation. Mark Moore’s Strategic Triangle theory serves as the dominant analytical framework linking digital innovation to public value creation. Nevertheless, the digital divide, low digital capacity among government officials, and data system fragmentation remain major barriers limiting inclusive public value realization. This study recommends digital-based co-production approaches, strengthening digital literacy for citizens and officials, and integrating national service platforms (INA Digital, SPBE) as instruments for sustainable public value creation.

Abstract

This study aims to analyze the implementation of e-government in the transformation of public services in Indonesia through a systematic literature review approach. Using the narrative review method, this study examines 20 selected academic journals from 2020 to 2026, sourced from Scopus-indexed, SINTA-indexed, and reputable international databases. The findings reveal that e-government implementation significantly accelerates service delivery, enhances transparency, accountability, and citizen satisfaction. Key success factors include strong political leadership commitment, digital infrastructure readiness, human resource capacity building, and inter-agency integration. Nevertheless, persistent challenges such as the digital divide, low public digital literacy, uneven infrastructure distribution, and bureaucratic resistance continue to hinder optimal implementation. This study recommends a comprehensive national e-government framework, equitable digital infrastructure investment, public digital literacy programs, and an integrated inter-agency governance platform to achieve a fully transformed public service ecosystem across Indonesia.

Abstract

Natural disasters pose a serious threat to human life and sustainable development. The advancement of artificial intelligence (AI) technology opens new opportunities for more effective and efficient disaster management. This article aims to systematically review the use of AI in various phases of disaster management, from mitigation, preparedness, emergency response, to post-disaster recovery. Through a PRISMA-based literature review of 20 Scopus Q1-Q2 and SINTA-indexed articles (2020-2025), this study finds that AI including machine learning, deep learning, Generative AI, NLP, and IoT has significantly contributed to improving prediction accuracy, detection speed, effectiveness of Early Warning Systems (EWS), and disaster response coordination. Key findings include: (1) 15.61% annual growth in AI-disaster research; (2) dominance of application in the mitigation phase; (3) large implementation gaps in developing countries; and (4) urgency of developing transparent AI (Explainable AI/XAI). This article contributes to the development of a theoretical and empirical framework for AI adoption in disaster governance in Indonesia.

Abstract

Digital transformation has become a central agenda of bureaucratic reform in Indonesia. This study aims to analyze the role of digitalization in improving public administration performance through a literature review approach covering twenty academic articles published between 2020 and 2025. Using a thematic analysis framework based on Good Governance dimensions, the study finds that digitalization consistently contributes to improvements in efficiency, transparency, accountability, and responsiveness of public administration. However, the effectiveness of this contribution is conditional and moderated by digital human resource capacity, technology infrastructure quality, leadership commitment, and regulatory conduciveness. The study also identifies three major research gaps: the scarcity of multidimensional studies, the lack of inter-regional comparative research, and the absence of integrative frameworks. This article contributes to the development of a conceptual model of the digitalization-public administration performance relationship.

Abstract

Smart city implementation in developing countries has expanded rapidly over the last decade; however, its success remains constrained by challenges that differ significantly from those faced by developed countries. This article aims to analyze the patterns of smart city implementation, identify the determinants of success and failure, examine existing research gaps, and propose an integrative analytical framework for the context of developing countries. The study employs a literature review method with a narrative-thematic approach, drawing on twenty scientific articles published between 2020 and 2025. The findings indicate that smart city implementation in developing countries is still largely dominated by technology-driven and digital governance approaches, with research heavily concentrated in more developed urban areas while paying limited attention to archipelagic regions and vulnerable groups. The key determinants influencing implementation include digital infrastructure inequality, fragmented governance and regulatory frameworks, limited human resource capacity, and low levels of social inclusivity and public participation. The review also identifies six major research gaps: gender inclusivity, smart city development in archipelagic and disadvantaged regions, long-term impact assessment, perspectives of non-digital citizens, comparative studies across ASEAN countries, and integrated evaluation frameworks. Based on the synthesis of these findings, this study proposes the “Tri-Nexus Smart City” framework, consisting of the Infrastructure Nexus, Governance Nexus, and Social Inclusivity Nexus as simultaneous prerequisites for successful smart city implementation in developing countries. These findings provide both theoretical contributions and policy implications for the development of more adaptive, inclusive, and sustainable smart city initiatives.

Abstract

The digitalization of public services has become a strategic agenda for governance development in the Industry 4.0 era. In Indonesia, implementation of the Electronic-Based Government System (SPBE) through Presidential Regulation No. 95/2018 has driven significant bureaucratic digital transformation, evidenced by a 43-rank improvement in the UN E-Government Development Index from 107th (2018) to 64th (2024). However, the relationship between digitalization and citizen satisfaction still reveals gaps requiring deeper examination. This article narratively reviews key findings from 16 Scopus and SINTA academic articles (2019–2024) as the primary review corpus, using a narrative literature review approach that relies on thematic synthesis and critical analysis of 16 purposively selected articles. Five major themes were identified: (1) conceptualization of digital transformation, (2) e-government service quality and citizen satisfaction, (3) digital governance and co-production, (4) the Indonesian and developing country context, and (5) digital infrastructure impacts. Findings consistently demonstrate that digitalization positively influences citizen satisfaction through improved accessibility, efficiency, information quality, and system trust. The digital divide, low digital literacy, and bureaucratic resistance are critical moderators that weaken these positive effects. Four research gap dimensions are identified: contextual, methodological, thematic, and temporal, indicating the urgency of quantitative empirical research in the Indonesian context.

Abstract

Modern governance faces transformative pressure from rapid digital technology development. Smart governance emerges as a new paradigm integrating digitalization into public administration to enhance efficiency, transparency, accountability, and citizen participation. This article aims to examine the role of digitalization in realizing smart governance and its implementation challenges, particularly in Indonesia. A literature review method was applied to 17 selected scientific sources published between 2019 and 2025, sourced from Scopus Q1–Q2 indexed journals and SINTA-accredited journals. Findings indicate that government digitalization significantly impacts bureaucratic performance, public trust, and civic participation, though success is largely determined by human resource readiness, digital leadership, and equitable infrastructure. In Indonesia, SPBE implementation, the LAPOR! platform, and SmartASN demonstrate digital transformation commitment, though the digital divide across regions remains a significant challenge.
