Abstract

The digital transformation of government through the development of the National Data Center (PDN) aims to improve the efficiency of public services and data integration between government agencies. However, centralizing data in a single system also creates new vulnerabilities in the form of high dependence on a single core infrastructure. This research uses a qualitative approach with a case study design and data collection techniques through desk research. Data sources were obtained from scientific journals, government documents, reports from related institutions, and credible news regarding the PDNS 2 incident in 2024. The results show that the disruption to PDNS 2 had a domino effect on hundreds of public services and government agencies due to the high dependence on a single central system. In addition to cyberattacks, the widespread impact of the disruption was also influenced by weak data backup systems, delays in threat detection, and the interconnectedness of government digital services. This research concludes that data centralization can create manufactured risk in the form of systemic vulnerabilities that have the potential to develop into a public service crisis if not accompanied by adequate risk mitigation.

Abstract

The Development Planning Conference (Musrenbang) is a forum for public participation in the preparation of regional development plans. However, discussions on the socio-psychological factors that influence the quality of public participation in Musrenbang remain understudied. This study aims to analyze the phenomenon of self-censorship in the Surabaya City Musrenbang and its impact on the representation of public aspirations. The study used a qualitative approach with a case study design and the self-censorship theory from Bar-Tal (2017). Research data were obtained through a literature review including scientific journals, books, online news, and official government publications. The results show that self-censorship practices are still found in the implementation of Musrenbang due to low confidence in the effectiveness of aspirations, limited understanding of development planning mechanisms, and obstacles in utilizing available participation spaces. These conditions have an impact on the less than optimal representation of public aspirations in the regional development planning process.

Abstract

Women's representation in politics is an important indicator of inclusive democracy and gender equality in the political system. Although a 30% quota policy for women has been implemented in legislative nominations, the increase in the number of women in parliament does not necessarily reflect substantive representation in policy formulation and decision-making. This study aims to analyze the implementation of the 30% quota policy for women in legislative nominations for the Indonesian House of Representatives (DPR RI) in the 2024 General Election and its implications for women's political representation. The research employed a qualitative approach using a literature review method and was analyzed through the perspective of the Politics of Presence theory. Data were obtained from legislation, academic literature, election reports, and relevant scientific publications. The findings indicate that the quota policy has successfully increased women's descriptive representation by expanding opportunities for political participation and legislative nominations. However, substantive representation remains constrained by several factors, including the dominance of political party elites in candidate selection, high political costs, patriarchal political culture, and limited access to strategic decision-making positions. As a result, the numerical increase in women's representation has not been fully accompanied by stronger influence in advancing gender-responsive policies and representing women's interests in parliament. This study concludes that strengthening women's political representation requires not only quota policies but also institutional reforms, political party commitment, and capacity-building programs to ensure meaningful participation and more inclusive democratic governance.
