Abstract

Education budgeting has become an increasingly relevant issue as local governments face competing priorities between advancing educational modernization and addressing schools’ fundamental needs. This study aims to examine how the 2025 Depok City Regional Budget allocation of IDR 30 billion for interactive whiteboard procurement reflects priority conflicts in local education budgeting while essential educational facilities remain unevenly fulfilled. This research employed a qualitative approach using a single case study design. Data were collected through document analysis of local government documents, budget records, news reports, and relevant academic literature. Data analysis was conducted using thematic analysis and qualitative content analysis through data reduction, data presentation, and conclusion drawing. The findings indicate that education budget allocation in Depok illustrates tensions between educational digitalization initiatives and the fulfillment of schools’ basic infrastructure needs. The study also found that budget priority setting is shaped by differences in orientation among government actors, limited policy transparency, and public participation that remains less than optimal. Although educational technology has the potential to support learning quality, its effectiveness depends heavily on school infrastructure readiness and the supporting capacity required for implementation.

Abstract

The development of Artificial Intelligence (AI) has transformed digital democracy practices and technology-based governance (e-governance), including the implementation of elections in Indonesia. This study aims to analyze the utilization of Pemilu.AI as a digital democracy innovation and its influence on transparency, public participation, and electoral accountability within the perspective of e-governance. This research employed a qualitative approach using a descriptive-analytical method through document analysis of scientific journals, digital publications, online news, and information available on the Pemilu.AI platform. Data were analyzed using thematic analysis to identify patterns and meanings related to the use of AI in digital democracy. The findings indicate that Pemilu.AI contributes to improving access to political information in a faster, more interactive, and accessible manner. The platform also supports public information transparency and expands public participation in the digital democratic sphere. However, the implementation of AI in digital elections still faces several challenges, including low digital literacy, potential algorithmic bias, the spread of disinformation, and the lack of comprehensive regulations governing AI in political spaces. Therefore, stronger regulations and improved digital literacy are necessary to ensure that the use of AI in elections remains transparent, accountable, and democratic.

Abstract

Perkembangan teknologi digital mendorong transformasi pelayanan publik menuju sistem yang lebih efektif, transparan, dan responsif, termasuk dalam pengelolaan pengaduan masyarakat melalui Sistem Pengelolaan Pengaduan Pelayanan Publik Nasional–Layanan Aspirasi dan Pengaduan Online Rakyat (SP4N-LAPOR!). Meskipun demikian, platform ini masih menghadapi berbagai kendala, seperti tingginya volume laporan, lambatnya respons birokrasi, serta kompleksitas koordinasi antarinstansi. Penelitian ini bertujuan untuk menganalisis potensi pemanfaatan Artificial Intelligence (AI) dalam sistem SP4N-LAPOR!, menilai efektivitas penggunaannya dalam meningkatkan kualitas pelayanan pengaduan masyarakat, serta mengidentifikasi berbagai tantangan implementasinya dalam birokrasi publik. Penelitian menggunakan metode kualitatif dengan pendekatan studi kasus dan studi literatur, yang didukung pengumpulan data melalui dokumentasi serta Google Form untuk memperoleh gambaran pengalaman pengguna layanan. Penelitian ini menunjukkan bahwa AI berpotensi mendukung peningkatan efektivitas pelayanan melalui otomatisasi klasifikasi laporan, percepatan respons, serta peningkatan efisiensi pengelolaan aduan masyarakat. Implikasi penelitian ini menekankan pentingnya kesiapan birokrasi, penguatan tata kelola digital, perlindungan data, dan pengawasan manusia agar penerapan AI dalam pelayanan publik tetap akuntabel dan berorientasi pada kebutuhan masyarakat.

Abstract

The development of e-government within the smart city framework has encouraged local governments to provide more integrated digital public services, including Jakarta’s transportation system through JakLingko. The integration of cashless payments across TransJakarta, MRT, LRT, and Mikrotrans has improved mobility efficiency and convenience through electronic cards and digital applications. However, alongside these benefits, privacy and security concerns have increasingly emerged in everyday use. Open visibility of balance information during tap-in transactions, dependence on assistance in crowded spaces, and risks such as card swapping reveal vulnerabilities within the system that may influence public perceptions of government digital services. This study applies a descriptive qualitative approach using trust in e-government theory to examine how privacy security issues affect public trust in JakLingko. The findings indicate that digital transformation alone does not automatically generate trust through efficiency or technological integration. Public trust is shaped by whether users feel secure, protected, and free from vulnerability during transactions. The study also shows that continued service use does not always reflect genuine trust, as users may rely on JakLingko due to limited alternatives. Therefore, successful e-government implementation should emphasize not only efficiency and technological advancement but also stronger privacy protection and user security.

Abstract

The digital transformation of government through the development of the National Data Center (PDN) aims to improve the efficiency of public services and data integration between government agencies. However, centralizing data in a single system also creates new vulnerabilities in the form of high dependence on a single core infrastructure. This research uses a qualitative approach with a case study design and data collection techniques through desk research. Data sources were obtained from scientific journals, government documents, reports from related institutions, and credible news regarding the PDNS 2 incident in 2024. The results show that the disruption to PDNS 2 had a domino effect on hundreds of public services and government agencies due to the high dependence on a single central system. In addition to cyberattacks, the widespread impact of the disruption was also influenced by weak data backup systems, delays in threat detection, and the interconnectedness of government digital services. This research concludes that data centralization can create manufactured risk in the form of systemic vulnerabilities that have the potential to develop into a public service crisis if not accompanied by adequate risk mitigation.

Abstract

The development of digital public services has encouraged the Provincial Government of DKI Jakarta to develop JAKI as a digital-based platform for public services and citizen complaints in supporting smart city and digital governance initiatives. This study aims to analyze the role of the JAKI application in improving public service effectiveness and to examine the extent to which the platform encourages public participation in digital governance in DKI Jakarta. This research employs a descriptive qualitative approach through literature review, policy document analysis, and previous studies related to digital public services and public participation. The findings indicate that JAKI has accelerated the public complaint handling process, improved accessibility to public services, and strengthened the integration of government services through a digital system. However, the form of public participation that emerges remains largely administrative and has not fully encouraged substantive citizen involvement in digital public services. In addition, the implementation of JAKI still faces several challenges, including digital literacy gaps, limited technological access, system transparency issues, and allegations of AI manipulation in responding to public complaints. This study shows that the digitalization of public services is not solely related to technological efficiency, but also to the relationship between government, society, and digital governance practices within smart governance.

Abstract

Program Kartu Jakarta Pintar (KJP) merupakan inovasi pelayanan publik yang diluncurkan Pemerintah Provinsi DKI Jakarta sejak tahun 2012 untuk meningkatkan akses pendidikan bagi peserta didik dari keluarga kurang mampu. Penelitian ini bertujuan menganalisis implementasi KJP sebagai inovasi pelayanan publik, mengidentifikasi faktor pendukung dan penghambatnya, serta melihat bagaimana program ini mencerminkan pelaksanaan otonomi daerah di DKI Jakarta. Penelitian menggunakan pendekatan kualitatif deskriptif dengan metode studi pustaka. Analisis dilakukan menggunakan teori implementasi kebijakan George C. Edwards III yang mencakup empat aspek: komunikasi, sumber daya, disposisi, dan struktur birokrasi. Hasil penelitian menunjukkan bahwa implementasi KJP secara umum berjalan cukup baik, didukung oleh anggaran yang memadai, komitmen pelaksana, dan mekanisme birokrasi yang terstruktur. Namun, aspek komunikasi masih menjadi tantangan karena sebagian masyarakat belum memahami prosedur dan tujuan program sepenuhnya. Hambatan lain meliputi ketidaktepatan sasaran penerima dan kelemahan dalam pengawasan penggunaan dana. Program KJP juga mencerminkan pelaksanaan otonomi daerah, di mana pemerintah daerah memanfaatkan kewenangannya untuk menghadirkan kebijakan yang responsif terhadap kebutuhan masyarakat lokal.

Abstract

Academic ethics and moral agency are central to EFL writing, yet they remain underexamined in rural vocational schools where students often face limited linguistic, academic, and digital literacy support. This study examines academic ethics and moral agency in EFL writing among students at a small rural vocational school located on the West Sumatra-Riau border, Indonesia. Using an explanatory sequential mixed-method design, the study first conducted a census-based survey involving all 74 students, followed by interviews to explain the quantitative patterns. The findings showed moderate levels of academic ethics (M = 3.187, SD = 0.330) and moral agency (M = 3.182, SD = 0.350). Spearman correlation indicated a significant positive association between academic ethics and moral agency (? = .476, p < .001). Bootstrapped regression showed that academic ethics positively predicted moral agency (B = .599, 95% CI [.340, .834], R² = .319). Interview data revealed barriers related to limited vocabulary, weak grammar, translation-tool dependence, uncertain citation practices, copy-paste habits, and unequal group participation. The study contributes context-bound evidence that moral awareness in EFL writing does not automatically lead to ethical enactment. It argues for explicit, scaffolded, and context-sensitive writing ethics instruction in rural vocational EFL classrooms.
