Abstract

Police education plays a strategic role in developing professional, ethical, and competent human resources within the Indonesian National Police (Polri) to address the dynamics of modern policing. The Police Academy (Akpol), as a higher education institution, is required to provide quality education, where the role of educators is a key factor in the success of the educational process. This study aims to examine in depth the role of educators in improving the quality of learning at the Police Academy, identify the obstacles faced, and analyze the strategies applied in efforts to improve the quality of learning. This study uses a qualitative approach with a case study design. The research participants consisted of educators and Akpol cadets from Levels I to III. Data collection techniques included in-depth interviews, participatory observation, and documentation studies. The data obtained were analyzed using thematic analysis. The results showed that educators at the Police Academy have a multidimensional role, not only as teachers but also as facilitators, mentors, motivators, and role models in shaping cadets' academic competence, professional skills, and attitudes of discipline and leadership. However, several obstacles were found in the implementation of learning, including limited variety of learning methods, suboptimal use of technology, the dual workload of educators, and limited supporting facilities and infrastructure. To overcome these obstacles, educators applied contextual learning strategies, field experience-based learning, and competency development through training and certification. This study concludes that improving the quality of learning at the Police Academy requires the support of sustainable institutional policies, particularly in strengthening the competence of teaching staff and providing adequate learning facilities.

Abstract

Magelang Regency is a region with a high level of disaster vulnerability, as recorded by the Regional Disaster Management Agency in 2020-2024, showing several disasters that occurred, including landslides, earthquakes, extreme weather, building fires, forest fires, droughts, volcanic eruptions, and floods. This situation demands concrete steps in disaster mitigation, especially for vulnerable groups such as children. Children are not physically and mentally prepared to face disasters, and their knowledge of disaster risk reduction is still limited. Schools are strategic places to build preparedness while providing legal protection for children in emergency situations. This study aims to analyze the urgency of establishing disaster resilient schools as a mitigation strategy and analyze the concept of conservation based disaster resilient schools to realize legal protection from disaster risks in Magelang Regency. The research method used is empirical juridical research. The results of the research on the urgency of disaster resilient schools as disaster mitigation in Magelang Regency are seen from the aspect of Pancasila, especially the 5th principle. The sociological aspect is that there are 106 Elementary Schools and 21 Junior High Schools located in disaster prone zones, while legally supported by various regulations related to formulating disaster resilient schools. The concept of conservation based disaster resilient schools realizes legal protection from disaster risks in Magelang Regency, namely by integrating elements of legal protection and conservation principles to realize sustainable legal protection for all school residents in facing potential disasters in Magelang Regency. The conclusion of the study shows the urgency of having disaster resilient schools and the concept of conservation based disaster resilient schools that integrate legal protection as a guarantee of safety and sustainability of children's educational rights in disaster prone areas. Suggestions for the need a synergistic relationship between schools in Magelang Regency, the Magelang Regency Education Office, and the Magelang Regency Regional Disaster Management Agency in the formation of conservation based disaster responsible schools as an effort to provide legal protection from disaster risks.

Abstract

This study aims to develop and validate a Virtual Reality (VR)-based laboratory model and examine its effects on student engagement, confidence, perceived conceptual understanding, and short-term cognitive performance in undergraduate science learning. Using a design-based research and development approach with iterative cycles, the VR laboratory was designed following Outcome-Based Education (OBE) principles and validated through expert judgment and classroom implementation. Data were collected using questionnaires, observations, qualitative reflections, and pretest-posttest assessments. The results indicate that the VR laboratory model demonstrates high pedagogical feasibility and is associated with increased student engagement, learning motivation, operational confidence in using immersive technology, and short-term improvements in conceptual understanding. Qualitative findings highlight the benefits of safe simulation, enhanced spatial visualization, and contextualized experiential learning, while usability issues and learner comfort remain practical challenges that require further refinement. At the institutional level, the validated VR laboratory model is positioned as a pilot-ready digital learning infrastructure that has the potential to support inclusive and quality science education (Sustainable Development Goal 4) and foster educational innovation and digital infrastructure development (Sustainable Development Goal 9). However, the findings primarily reflect short-term, context-specific outcomes; therefore, further large-scale, longitudinal studies with controlled comparisons are required to substantiate claims about long-term learning retention, scalability, and systemic SDG impact.

Abstract

This study conducts a juridical analysis of legal uncertainty in the replacement of elected Regional Legislative Council (DPRD) candidates, specifically examining its threat to the essence of the open proportional electoral system in Indonesia. Drawing upon legal certainty theories, this research identifies ambiguities within Article 426 of Law No. 7 of 2017 on General Elections, particularly concerning the "resignation" clause and the potential for misuse under "failure to meet requirements". These legal loopholes grant political parties excessive discretion in candidate replacement. The manifestation of this uncertainty is evident in the 2024 General Election in Central Java, where specific cases of elected DPRD candidates were replaced based on pre-signed resignation letters. This practice, stemming from internal party strategies, led to the subsequent rejection of lawsuits by the State Administrative Court (PTUN) in Semarang, which further legitimized these formalistic interpretations, despite underlying substantive issues. This practice fundamentally undermines voter sovereignty and distorts the core principles of the open proportional system. It effectively negates voters' direct choices, transforming the de jure open system into a de facto party-controlled mechanism. Such inconsistencies erode the legitimacy of political representation and public trust in the electoral process, as highlighted by prior academic criticisms that remain unaddressed in legislative reforms. The study concludes with urgent recommendations for legislative amendments and enhanced regulatory oversight to ensure substantive legal certainty and protect citizens' fundamental political rights.
