Abstract

sosialisasi pengelolaan Dana Desa di Negeri Tamilouw, Maluku Tengah. Latar belakang kegiatan didasari oleh mandat regulasi nasional serta tantangan empiris berupa keterbatasan kapasitas aparatur, lemahnya pengendalian internal, dan rendahnya transparansi serta partisipasi masyarakat. Pendekatan pengabdian meliputi pemetaan kebutuhan, sosialisasi interaktif, klinik kasus, dan evaluasi pra–pasca untuk menilai perubahan pengetahuan dan komitmen. Hasil menunjukkan peningkatan pemahaman aparatur sebesar 85 persen, penguatan praktik pelaporan berbasis bukti, serta penerapan indikator SMART dalam perencanaan. Di sisi sosial, partisipasi warga meningkat melalui community scorecard dan citizen report card yang memperpendek jarak antara warga dan pemerintah desa. Integrasi dimensi keberlanjutan ekonomi, sosial, dan lingkungan menghasilkan perencanaan yang lebih inklusif dan adaptif terhadap karakter kepulauan. Dengan tingkat kepuasan 89,5 persen dan dukungan 95 persen untuk pendampingan lanjutan, model good village governance ini dinilai relevan, praktis, dan siap direplikasi pada konteks desa pesisir lainnya..

Abstract

This study assesses the quality of public services at the Benteng Village Office in Nusaniwe District, Ambon City, utilizing the SERVQUAL model across five dimensions: Tangibles, Reliability, Responsiveness, Assurance, and Empathy. While most indicators for Tangibles, Reliability, and Assurance are being met, there are notable gaps in the comfort of physical facilities and the technological proficiency of staff. The Responsiveness dimension aligns with community expectations; however, there are concerns regarding staff friendliness in the Empathy dimension. Key factors affecting service quality include the professionalism of human resources, IT infrastructure, and community oversight. The study recommends enhancing staff skills, upgrading facilities, and promoting a positive service culture to elevate service quality in Benteng Village.

Abstract

This study investigates how information and communication technology (ICT) can enhance health services at the Central Maluku District Health Office. The findings reveal that website and mobile applications, telemedicine, and GIS need infrastructure upgrades, improved technological literacy, enhanced data security, and training for medical staff. Social media is utilized to raise public awareness, while Electronic Medical Records (EMR) streamline administrative efficiency and coordination. However, management systems for clinics and hospitals are still inadequate, leading to long wait times and scheduling problems. On a positive note, digital reporting is advancing, allowing for real-time monitoring and analysis at RSUD Masohi.

Abstract

Political participation is a central pillar of village-level democracy in Indonesia, yet in customary (adat) villages facing prolonged leadership vacuums, the mechanisms through which residents exercise this right remain understudied. This study examines the political participation of the rural community of Negeri Rutah, Amahai Sub-district, Central Maluku Regency, Maluku Province, a customary village that has been administered by an Acting Head of Government for approximately thirteen years in the continued absence of a definitive traditional ruler. Employing a descriptive quantitative design supported by a community-based outreach intervention, data were collected through a structured satisfaction questionnaire administered to residents, village officials, and community leaders, complemented by observation and discussion. The results show that participants rated the outreach highly relevant (95%), well delivered (88%), effective in enhancing political knowledge (85%), beneficial for governance practice (90%), well facilitated and coordinated (87%), and strongly warranting follow-up (95%), yielding an average satisfaction of approximately 90 percent. These findings indicate that structured political education measurably strengthens residents' understanding of participatory mechanisms even where formal customary leadership is absent. The study contributes new empirical evidence on political participation in an eastern Indonesian customary-village context and recommends sustained political literacy programmes, strengthened deliberative forums, and inclusive engagement of women and vulnerable groups.

Abstract

The implementation of elections is very important for a country, because elections are a means of constitutionally changing leaders, gaining legitimacy, and allowing the people to participate in the political process. Implementing the 2014 election was considered successful, but the level of the process in the field still needs to be improved. Some of these problems are directly related to the governance or implementation of the election management function, which greatly affects the function of the Ambon City General Election Commission as a technical institution organizing elections. The study's results indicate that: 1. Implementing management functions at the General Election Commissions of Ambon City in the governance of the 2014 Election still needs to be functional. The organization of the 2014 General Elections showed various challenges faced by the Ambon City General Election Commission, including the lack of harmonious inter-agency relations, low human resource capacity, and limited information technology infrastructure. These conditions become empirical/concrete evidence that can be used as a basis for formulating efforts to simplify the electoral management system; 2. Factors inhibiting the implementation of the functions of the Ambon City General Election Commission are the external institutional relations factor, causing symptoms of disharmony between the General Election Commission and other LPPs (General Election Supervisory Body); the knowledge factor of the apparatus is still very limited due to the limited number of training activities, especially during non-election stages; and inadequate information technology infrastructure. This has the potential to greatly inhibit the implementation of the functions of the Ambon City General Election Commission.
