Abstract

Inclusive access to higher education for persons with disabilities in Indonesia remains limited, as indicated by data from the National Disability Committee (2022) showing that only 2.8% of persons with disabilities continue to higher education. This study addresses the issue of weak inclusive governance in universities by examining two institutions in East Kalimantan-one public and one private-selected to compare managerial practices. Using a descriptive qualitative approach, data were collected through in-depth interviews with university leaders, lecturers, administrative staff, and students with disabilities, as well as through campus facility observations and policy document reviews. Thematic analysis was applied to identify key patterns. The findings reveal that inclusive practices remain partial and highly dependent on individual initiatives. For instance, Campus A has established a Disability Service Center, but its authority is limited, while Campus B lacks a formal structure and relies on ad-hoc solutions. Major challenges include the absence of standardized service guidelines, insufficient budget allocation, and weak monitoring systems. This study recommends the establishment of dedicated disability service units with clear authority, special budget allocation, and participatory monitoring mechanisms to ensure the sustainability of inclusive education in higher education institutions.

Abstract

Waste management is one of the most urgent environmental problems in Indonesia, especially in urban centers like Bandar Lampung City, where waste generation has risen to over 870 tons per day, putting pressure on landfills and creating serious environmental and health risks. Conventional disposal approaches have proven insufficient, prompting the introduction of the Emak.ID Waste Bank program as a community-based solution that combines waste reduction with empowerment. The purpose of this study is to analyze how the program fosters empowerment across four key dimensions Awakening, Understanding, Harnessing, and Using—while assessing its role in strengthening community participation in sustainable waste management. This research employed a qualitative descriptive design, using in-depth interviews, observations, and document analysis centered on the Gunter community group, which has successfully practiced independent weighing since late 2022. The findings show that the program improved waste segregation, enhanced environmental literacy, and provided modest financial incentives from recyclables, while also fostering social cohesion through regular training and collective weighing activities. However, participation remains inconsistent due to low environmental literacy, competing daily priorities, and limited economic returns. Despite these challenges, the Emak.ID model demonstrates how waste banks can operate not only as environmental interventions but also as platforms for community empowerment and micro-entrepreneurship. The study concludes that for long-term sustainability, waste bank initiatives require stronger integration of educational, economic, and institutional support. This case highlights the potential of participatory waste governance as a replicable model for advancing sustainable urban development and circular economy practices in Indonesia.

Abstract

Kelurahan Campang Raya, Kecamatan Sukabumi, Kota Bandar Lampung is one of the areas prone to flood disasters. This is due to the geographical location of Kelurahan Campang Raya, which is traversed by the flow of rivers from other neighborhoods with a fairly wide river. The river in this neighborhood often overflows, especially during the rainy season. Unfortunately, the residents of Kelurahan Campang Raya do not have adequate awareness regarding disaster mitigation actions and response efforts. This activity aims to provide education to the residents of Kelurahan Campang Raya, through the role of students from SMP N 31 Bandar Lampung. It is hoped that these students can become agents of change for their respective families. Using data collection techniques through pre-test and post-test questionnaires, we conducted a study with a total population of 150 students, and a sample size calculation of 10% of the population, thus the research involved 15 students as samples. Furthermore, the results of the pre-test and post-test were analyzed using the gain formula with gain criteria indicators to determine the improvement. Based on the analysis results, it indicates success in improving students' knowledge regarding disaster mitigation with more than half of the students from SMP N 31 Bandar Lampung. Keywords: students, capacity building, disaster mitigation.

Abstract

Adaptive social protection represents a novel form of approach that is more holistic in addressing issues related to disasters associated with climate change and social shifts. Adaptive social protection has resurfaced social protection as a new approach to assist an individual or society to mitigate vulnerability or potential harms related to poverty and climate change. Despite the necessity for enhanced comprehension of adaptive social protection approaches, there exists a dearth of scholarly research on this subject. This study strives to address this gap. Therefore, the primary objective of this research is to map the gaps in studies related to the topic of adaptive social protection, thereby enabling us to identify future research agendas. Through this article, we systematically review existing studies in social adaptive protection within two decades. 305 articles are categorized and analyzed using the SPAR-4-SLR protocol by Paul (2021) and employs the VosViewer 16.1.19 to scrutinize and dissect this topic in a bibliometric approach and map the distribution on authorship, countries, institutes, and keywords. We found that the existing publications in adaptive social protection primarily originated from the United States, United Kingdom, and Canada. By synthetically analyzing the keywords, the dominant hot spot of adaptive social protection research could be concluded as "adaptive management", "climate change", or "adaptation".

Abstract

Pesisir Barat Regency produces approximately 1.2 tonnes of waste every day. This condition makes it imperative for the West Pesisir District Government to take waste management more seriously and of course requires the support of many parties. One of the communities actively involved in waste management is Krui Kecah Ko. This research uses a qualitative method. Data collection was done through interviews, observation and documentation in the research. Then compile the theory and data. Community participation in waste management at Krui tourism site in West Lampung Regency was initiated by a youth-led community. The concern and attention by this young group is an excellent social capital in changing the behaviour and culture of the community and tourists in disposing of waste. The movement is combined with the use of digital media (both news coverage and social media campaigns) so as to encourage Gen Z participation to care and be involved in handling waste in tourist areas.

Abstract

East Lampung Regency, known as one of the main food-producing regions, has been designated as a priority area in the agricultural sector. In this context, the Way Seputih Conservation Foundation (YKWS) has undertaken advocacy efforts related to climate change issues in the region. This study aims to examine the advocacy process carried out by YKWS and to identify various factors that hinder its implementation. A qualitative approach with descriptive analysis was used, employing Rahardian’s (2020) theory as the main analytical framework. The findings indicate that YKWS's advocacy efforts have not been fully optimal. This is due to limited community and media involvement, an overly theoretical approach, insufficient use of digital media, and the absence of evaluation and post-advocacy consolidation. These findings underscore the importance of collaboration among various stakeholders to support the sustainability of the advocacy process in order to produce tangible and lasting change.
