Abstract

The Monitoring and Evaluation System of Development Planning (Simonev) is one of the policies that is part of the e-government system. Therefore, in monitoring and evaluating, it is necessary to be done, one of which is by implementing information technology in the process of monitoring and evaluating the performance of local governments. The results of pre-research observations indicate that program indicators are not yet outcome-oriented. In addition, the lack of unified planning data is also a problem that occurs. This study examines the implementation of the Monitoring and Evaluation System (Simonev) in measuring the achievement of development planning programs at the Regional Development Planning Agency of Lampung Province using Richard E. Matland's theory, which consists of policy accuracy, implementation accuracy, target accuracy, and environmental accuracy, as well as inhibiting factors. Based on the research results using descriptive qualitative methods with data collection techniques, interviews, observations, and documentation, the implementation of Simonev with the theory in question is not optimal based on Richard E. Matland's theory (1995). The measurement of program achievements in Simonev explains that the achievement of programs based on the lack of synchronization between Development programs and performance indicator achievements in planning documents towards evaluation documents

Abstract

Pesisir Barat Regency produces approximately 1.2 tonnes of waste every day. This condition makes it imperative for the West Pesisir District Government to take waste management more seriously and of course requires the support of many parties. One of the communities actively involved in waste management is Krui Kecah Ko. This research uses a qualitative method. Data collection was done through interviews, observation and documentation in the research. Then compile the theory and data. Community participation in waste management at Krui tourism site in West Lampung Regency was initiated by a youth-led community. The concern and attention by this young group is an excellent social capital in changing the behaviour and culture of the community and tourists in disposing of waste. The movement is combined with the use of digital media (both news coverage and social media campaigns) so as to encourage Gen Z participation to care and be involved in handling waste in tourist areas.

Abstract

Permasalahan utama yang hendak diatasi melalui kegiatan ini antara lain: (1). Belum optimalnya pemanfaatan Social Media dan pengemasan gerakan sadar bencana bagi kelompok pemuda dalam menghadapi resiko bencana di Kota Bandar Lampung?, (2). Belum maksimalnya peningkatan kapasitas resiliensi kelompok pemuda melalui penerapan Social Media dan pengemasan gerakan sadar bencana dalam menghadapi resiko bencana di Kota Bandar Lampung?. Metode pengabdian yaitu berupa pelatihan dengan pendekatan pragmatis teoritis dan pendekatan pragmatis praktis. Dalam tahap pelaksanaan, kegiatan utama yang dilakukan adalah penyampaian materi, pelatihan, dan pendampingan. Kegiatan pelatihan yang telah dilakukan menghasilkan perubahan rasio skor pengetahuan dan sikap peserta pelatihan, sehingga menghasilkan total skor rasio sebesar 89,4%. Diperlukan kegiatan lanjutan yang sifatnya lebih proaktif dengan melibatkan pihak lainnya yang dianggap lebih mampu mendorong pengaruh luas terhadap upaya pemanfaatan sosial media guna kepentingan memperkuat ketahanan terhadap bencana.

Abstract

Purpose - This study aims to explore the phenomenon of digital loneliness among students in Yogyakarta and understand the role of media literacy in reducing the negative impacts of digital loneliness. Design/methodology/approach - This study uses a qualitative approach with a case study method, involving in-depth interviews with 17 students selected based on inclusion criteria. Interview questions were designed to examine the level of media literacy of students and its impact on the experience of digital loneliness. Findings and Discussion - The results of the study indicate that most students have a good understanding of media literacy, which helps them navigate information in digital media more critically. However, digital loneliness remains a challenge that affects their mental health, with effects on anxiety, stress, and decreased academic productivity. Students who have better media literacy tend to be able to reduce feelings of digital loneliness through more meaningful content selection and interactions. Conclusion - Media literacy plays an important role in helping students overcome digital loneliness. It is hoped that educational institutions can improve media literacy through training and creating wider opportunities for direct social interaction. This will help students manage their use of social media wisely and support their emotional well-being.

Abstract

Village-Owned Enterprises (BUMDes) are Village business institutions managed by the community and the Village government in an effort to strengthen the Village economy and are formed based on the needs and potential of the Village. The Lampung Provincial Government, especially the Dinas PMDT of Lampung Province is a regional apparatus that has the authority to assist the central government in encouraging village economic development and growth through BUMDes. This study aims to analyze the strategy implementation process by Dinas PMDT of Lampung Province in developing BUMDes and to identify what are the inhibiting factors from implementing strategy implementation by Dinas PMDT of Lampung Province in developing BUMDes. This research is a qualitative descriptive study that was studied using 3 indicators of strategy implementation according to Hunger & Wheelen (2003), namely programs, budgets, and procedures. The results of this study indicate that the implementation of strategies in the development of BUMDes by Dinas PMDT of Lampung Province namely by running the E Samdes Program with its activities namely Bimtek and Coaching Clinic, but the program does not have budget transparency and does not have a clearly structured program implementation procedure. The inhibiting factors for implementing this strategy in the development of BUMDes are internal factors, namely the absence of technical guidelines for codifying BUMDes and the lack of competence in human resources.

Abstract

Masih terdapat kesenjangan antara pemahaman teoritis mahasiswa dengan praktik birokrasi dalam pembelajaran Manajemen SDM Sektor Publik di Universitas Lampung. Tujuan program ini adalah menjembatani kesenjangan tersebut melalui Praktisi Mengajar, yakni pelibatan langsung praktisi birokrasi dalam pembelajaran. Kegiatan dilaksanakan dalam tiga tahap: persiapan, pelaksanaan, dan evaluasi, dengan metode studi kasus, diskusi, dan simulasi. Mitra kegiatan adalah praktisi dari instansi pemerintahan, dengan 74 mahasiswa sebagai peserta. Evaluasi dilakukan melalui survei pre-test dan post-test. Hasil menunjukkan peningkatan soft skill berupa kerja sama (68%), motivasi belajar (65%), dan kemampuan problem solving (61%), serta peningkatan kemampuan menerapkan konsep (63%) dan relevansi materi pembelajaran (58%). Sebanyak 70% mahasiswa menilai program ini sebagai inovasi pembelajaran yang potensial dan 75% menilai kolaborasi dosen dan praktisi sangat baik. Program ini terbukti efektif dan layak direplikasi sebagai model pembelajaran kolaboratif di sektor publik.

Abstract

This research aims to determine the potential of oil palm plantation land located in Basidondo District, Tolitoli Regency, by weighting and overlaying mapping and looking at the economic value support. By using Land Suitability analysis which is then matched or matched to the land suitability matrix and land capabilities owned by Basidondo District, potential land use directions are obtained. This research is descriptive qualitative in nature with the geographical approach used being the Spatial Approach. This research uses observation techniques and literature review collection. The research results show that the actual land suitability class for oil palm plants in the research area has 1 (one) subclass, namely: Class S2 (quite suitable) at SPL 3 with a land area of ​​115,939.80 ha, and for SPL 4 with a land area of ​​11. 151,500 ha, generally limited by nutrient retention (f), available nutrients (n), and flooding. Class S3 (according to Marginal) is found at SPL 1 with a land area of ​​215,648.99 ha and SPL 2 with a land area of ​​442,386.00 ha, generally limited by nutrient retention (f), erosion hazard (e) slope, nutrient available (n).

Abstract

Employees are essential assets of an organization, serving as planners and controllers of institutional activities. In government institutions, high-performing employees are vital for achieving organizational goals. Among the factors influencing employee performance are competence and work discipline. This study aims to examine the extent to which competence and work discipline affect employee performance at the Secretariat Office of the Regional House of Representatives (DPRD) of Muara Enim Regency. The research employed an associative method with a quantitative approach. The population comprised 38 respondents, and a saturated sampling technique was applied, involving all civil servant employees at the DPRD Secretariat Office of Muara Enim Regency. The study findings reveal that: (1) competence positively influences employee performance, with a beta coefficient (β) of 0.108 and a contribution of 24.8%; (2) work discipline positively affects employee performance, with a beta coefficient (β) of 0.115 and a contribution of 21.2%; and (3) competence and work discipline jointly have a positive effect on employee performance, with a combined contribution of 33.1%, while the remaining 66.9% is influenced by other factors.
