Abstract

Tujuan dilakukannya penelitian ini adalah untuk mengetahui Bagaimana Implementasi Bantuan Program Keluarga Harapan (PKH) di Kecamatan Indralaya Utara Desa Timbangan Kabupaten Ogan Ilir. Metode penelitian yang digunakan dalam penelitian ini adalah penelitian kualitatif. Hasil analisis dan temuan di lapangan dari penelitian ini adalah (1)Komunikasi dilihat dari penyampaian informasi, kejelasan informasi dan sosialisasi sudah berjalan dengan baik, hal ini terlihat dari adanya sosialisasi dan koordinasi yang dilakukan secara. (2)Sumber Daya juga sudah cukup karena baik dari sumber daya manusianya berjumlah 99 orang yang memang merupakan orang-orang yang berkompeten dan telah banyak mengikuti pelatihan maupun pembinaan. (3)Disposisi pada indikator ini peneliti menemukan adanya penyimpangan yang dilakukan oleh pendamping PKH pada saat pencairan dana bantuan yang tidak sesuai dengan Pedoman Pelaksanaan Keluarga Harapan dan Petunjuk Teknis Penyaluran Bantuan PKH. (4)Struktur Birokrasi pada indikator ini Struktur Birokrasi sudah jelas karena SOP dalam pelaksanaan bantuan ini berpedoman pada buku teknis penyaluran bantuan PKH dan buku pedoman pelaksanaan keluarga harapan. Berdasarkan hasil penelitian dan pembahasan yang dilakukan maka peneliti dapat menyimpulkan mengenai Implementasi Bantuan Program Keluarga Harapan (PKH) di Desa Timbangan Kecamatan Indralaya Utara Kabupaten Ogan Ilir sudah berjalan dengan baik walaupun terdapat beberapa hambatan tetapi dapat diatasi oleh pihak yang telibat dalam program bantuan ini. Saran dalam penelitian ini adalah para pendamping PKH harus selalu diberikan pelatihan dan training dengan tema etika dan perilaku dan untuk keberlangsungan program bantuan ini sebaiknya digantikan dengan program bantuan lain dengan cara pemberian modal usaha kepada warga tidak mampu agar dapat menumbuhkan sikap mandiri dan meningkatkan perekonomian. Kata Kunci : Implementasi, Kesejahteraan Sosial,PKH

Abstract

ABSTRACTThis study discusses the role of the village government in improving government administration to the people of Mekar Jaya Village, Keluang District, Musi Banyuasin Regency. The research method used in this study is a descriptive qualitative method by extracting data through interviews with informants from the Government Office of Mekar Jaya Village, which are village and community officials and through researching document data from related parties. The results of this study indicate that 1.) Tangible dimensions (physical evidence) are quite good, due to the comfort of the place, the employee's appearance of comfort in the file settings. And employee discipline does not have any problems apart from the community, it's just that for the use of facilities some employees have not been able to use it well. 2.) Dimensions of Reliability (Reliability) shows the quality of service is still low, because only the accuracy of employees are recognized and accepted by the community very well with the SOP used. 3.) Dimensions of Responsiveness (responsiveness) indicate a very good quality of service, seen from employees who have responded to all service users and have also provided services quickly, precisely, and accurately. 4.) Dimensional Collateral (Guarantees) show a very good quality of service, because they provide Guarantees on time, and Guarantee costs clearly and well while providing services to the community. 5.) The Empathy Dimension (Empathy) shows a very good quality of service, this is due to employee competence and does not cause discrimination in service. Prove that employees are very satisfied with the community first, the interests of customers (society) rather than personal interests and this is accepted and accepted by the community.Keywords : Village Government, Administrative Service StandardABSTRAKPenelitian ini bertujuan untuk mengetahui peran pemerintah desa dalam meningkatkan pelayanan administrasi kepada masyarakat Desa Mekar Jaya Kecamatan Keluang Kabupaten Musi Banyuasin. Metode penelitian yang digunakan dalam penelitian ini adalah metode deskriptif kualitatif yaitu dengan melakukan penggalian data melalui wawancara dengan informan dari Kantor Pemerintahan Desa Mekar Jaya yaitu perangkat desa dan masyarakat serta melalui pengumpulan data dokumen dari instansi terkait. Hasil penelitian ini menunjukan bahwa 1.) Dimensi Tangible (bukti fisik) cukup baik, karena untuk kenyaman tempat, penampilan pegawai kemudahan dalam mengurus berkas. Serta kedisiplinan pegawai tidak memiliki masalah ataupun keluhan dari masyarakat, hanya saja untuk penggunaan fasilitas beberapa pegawai belum bisa menggunakannya dengan baik. 2.) Dimensi Reliability (Kehandalan) menunjukan kualitas pelayanan masih rendah, karena hanya kecermatan pegawai yang di akui dan dirasakan masyarakat sangat baik serta SOP yang digunakan. 3.) Dimensi Responsiveness (ketanggapan) menunjukkan kualitas pelayanan pegawai sangat baik, terlihat dari pegawai yang telah merespon semua pengguna layanan dan juga telah memberikan pelayanan dengan cepat, tepat, dan cermat. 4.) Dimensi Assurance (Jaminan) menunjukkan kualitas pelayanan pegawai sangat baik, karena memberikan jaminan tepat waktu, dan jaminan biaya dengan jelas dan baik selama memberikan pelayanan kepada masyarakat. 5.) Dimensi Empathy (Empati) menunjukkan bahwa kualitas pelayanan sangat baik, hal ini disebabkan oleh keramahan pegawai dan tidak adanya diskriminatif dalam pelayanan. Membuktikan bahwa pegawai sangat menghargai semua masyarakat serta pegawai mendahulukan, kepentingan pelanggan (masyarakat) dari pada kepentingan pribadi dan hal ini diakui dan dirasakan oleh masyarakat.Kata kunci : Pemerintah Desa, Standar Pelayanan Administrasi.

Abstract

The focus of this study is the comparison of the level of participation of voters on Election Mayor of Palembang in 2008 and in 2013 as well as the factors that influence the level of participation of the voters. While the purpose of this study was to determine and analyze comparative novice voter turnout on Election Mayor of Palembang in 2008 and in 2013 as well as the factors that influence the level of participation of the voters. Overall voter turnout on Election Mayor of Palembang in 2008 as many as 682,445 voters, while at the Election Mayor of Palembang in 2013, overall voter turnout as much as 757 797 voters. Based on these data, it turns voter turnout in the city of Palembang is not too high only around 67% in 2008 while in the year 2013 down to 63%. While the voter turnout for the beginner, the Year 2008 of the number of voters as much as 156 493 people, which gives the percentage voting rights of 70% or 109 545 souls who turn out to vote. Participation rate for the beginner in 2013, the number of voters as many as 283 372 people, which gave voting rights percentage drops to 65% or as much as 184 192 souls who turn out to vote.Key Words: Participation, Level of Participation, Election Mayor of Palembang

Abstract

Penelitian ini bertujuan untuk mengetahui Bagaimana Indeks Kemerdekaan Pers di Sumatera Selatan Tahun 2021. Metode penelitian yang digunakan dalam penelitian ini adalah menggunakan purposive survei. Survei ini dilakukan terhadap kelompok ahli dibidang media/pers sebanyak 10 orang informan ahli.. Hasil analisis daripenelitian ini Secara umum, Indeks Kemerdekaan Pers (IKP) 2021 Provinsi Sumatera Selatan berada dalam kategori “Cukup Bebas” dengan nilai 81,03. Nilainya meningkat 1,88 poin dibandingkan tahun sebelumnya, yakni 79,15. Tren nilai IKP Provinsi Sumatera Selatan meningkat dimulai sejak tahun 2020. Ketika itu peningkatannya mencapai 5,05 poin dibandingkan tahun 2019. Sejak 2018, IKP Provinsi Sumatera Selatan selalu berada dalam kategori “Cukup Bebas” ada dua kondisi yang nilainya meningkat dibandingkan tahun sebelumnya. Yakni, nilai Lingkungan Fisik dan Politik (3,73 poin)  berada dalam kategori “Cukup Bebas” dengan nilai 82,69.  dibandingkan tahun lalu, yakni 78,97. Kondisi Lingkungan Ekonomi pada IKP 2021 Provinsi Sumatera Selatan berada dalam kategori “Cukup Bebas” dengan nilai 80,09. Nilainya meningkat 0,95 poin dibandingkan tahun 2020, yakni 79,14. Tahun lalu, Lingkungan Ekonomi mengalami peningkatan nilai cukup signifikan hingga 7,70 poin. Kondisi Lingkungan Hukum IKP 2021 Provinsi Sumatera Selatan kembali berada dalam kategori “Cukup Bebas” dengan nilai 78,56. Abstract

Banyuasin regency on 6 Juni 2013, held direct election to choose candidate for regent and vice regent in the period 2013-2018. In this local election an interesting to study because one candidate of regent is a son of the previous regent Amiruddin Inoed. The candidate is Yan Anton Ferdian. In the end Yan Anton Ferdian won on Banyuasin local election. The purpose of this study is to reseach about strategies are applied by Yan anton Ferdian to win local election in Banyuasin 2013. Theories and consepts used in answering research questions using political strategy, theory of the social capital of piere bourdiue and voter behaviour. While the method in this reseach, using qualitatif analytical reseach method using primary data types, with descriptive methodelogy. From the reseach, it was found that the winning of Yan Anton Ferdian come from the power of sosial capital by his father, who bought on behavior of voters to choose Yan Anton Ferdian In Banyuasin election 2013.Keywords: Local election, Sosial Capital , and Voter Behavior

Abstract

AbstractEvery year the interest of the Indonesian people to hajj continues to increase. In 2019 the number of Indonesian hajj will increase to 229,613 pilgrims. For this reason, appropriate policies are needed in making decisions in determining the amount of Hajj Operational Cost (BPIH) from Indonesia to Saudi Arabia. The study in this paper is a literature study of Political Economy. Political Economy is a theory or study of the role of public policy in influencing economic and social welfare in political relations (Merriam, 2018). According to Investopedia Political Economy is the study of production and trade, and its relation with costums, government and law. But in determining the amount of BPIH also influenced by many factors, such as world oil prices and the exchange rate of the rupiah. In relation to the determination of BPIH, this is inseparable from fiscal policy. Fiscal policy is a government instrument to influence the economy in the context of realizing national development, which is elaborated through the management of the National Budget (Republic of Indonesia, 2015). Fiscal policy is an economic policy carried out by the government in order to manage and direct economic conditions in a better or desired way by changing or updating government revenues and expenditures, one of the highlights of this fiscal policy is controlling government expenditure and revenue or countryKeywords : Policy, hajj, fiscalAbstrakSetiap tahun minat masyarakat Indonesia untuk menunaikan ibadah haji terus mengalami peningkatan. Tahun 2019 jumlah jamaah haji Indonesia meningkat menjadi 229.613 jamaah. Untuk itu diperlukan kebijakan-kebijakan yang tepat dalam pengambilan keputusan dalam menetapkan besaran Biaya Penyelenggaraan Ibadah Haji (BPIH) dari Indonesia ke Arab Saudi. Kajian dalam tulisan ini merupakan studi literatur Ekonomi Politik. Ekonomi Politik adalah teori atau studi tentang peran kebijakan publik dalam mempengaruhi kesejahteraan ekonomi dan sosial dalam kaitan politik (Merriam, 2018). Menurut Investopedia, Ekonomi Politik adalah studi tentang produksi dan perdagangan dan hubungannya dengan adat, pemerintah dan hukum. Dalam penentuan BPIH telah diatur sesuai dengan mekanisme yang ada di Indonesia. Namun dalam menetukan besaran BPIH juga dipengaruhi oleh banyak faktor, seperti harga minyak dunia dan kurs nilai tukar rupiah. Kebijakan fiskal merupakan instrumen Pemerintah untuk mempengaruhi perekonomian dalam rangka mewujudkan pembangunan nasional, yang dijabarkan melalui pengelolaan APBN (Republik Indonesia, 2015). Kebijakan fiskal adalah kebijakan ekonomi yang dilakukan oleh pihak pemerintah guna mengelola dan mengarahkan kondisi perekonomian ke arah yang lebih baik atau yang diinginkan dengan cara mengubah atau memperbarui penerimaan dan pengeluaran pemerintah, saalah satu hal yang ditonjolkan dari kebijakan fiskal ini adalah pengendalian pengeluaran dan penerimaan pemerintah atau Negara.Kata kunci : Kebijakan, haji, fiskal

Abstract

House Renovation program is building house or housing built on the invitiative, and afforts of the include repair, restoration/ expansion or construction of new homes and their environment. House Surgery Program aims to assist Low-Income Communities in building livable housing for public welfare. The purpose of this study is to describe about the process and its implementation and problematic that happened in the vilage Rejo Mulyo Sub Districh Way Serdang Mesuji Districh year 2014. Based on the research results ; (1) Implementation of the house surgeon , at the first stage raises the problem that occurs miss communication between the community and the government resulting in one of the public perception of to the terms specified by BAPPEDA for the disbursement of the second stage , so that people are forced to seek a loan to continue construction of the half- finished to complete the requirements not supposed. (2) there are some rules that the setregional regulatory agenciesodd lies in the requirement to have this assistance housing stimulant assistance, recipient family must have a self-financing in the form of savings that you can use additional funds housing stimulant assistance, This shows that the program is not entirely aimed at the poor , but d aimed at the middle to lower. Abstract

Protection in the placement of Indonesian Workers (TKI) to enable them to obtain employment services quickly and easily while maintaining safety the physical, morals and dignity. In the implementation of the protection of Indonesia workers has been implemented but not optimal, the existing problems such as external communications executive agency is not going well, this is due to the lack of communication between BBLK and PPTKIS. Communications are not yet well established is also seen in the defense of the fulfillment of the rights of Indonesia workers  because the insurance consortium has not been able to realize the obligation to pay compensation claims no later than seven (7) working days in accordance with applicable regulations. Social conditions that do not support the activities of pre placement protection of Indonesia workers, this is due to re-entry Indonesia workers objected to the payment of insurance premiums are charged at the time of manufacture KTKLN.The results showed that the implementation Protection of Indonesian Workers Abroad pre placement has been implemented, but not optimal. Abstract

The title of this thesis are appointed based on the identification of existing problems, related to the service of the creation of the E-ID CARD that is still experiencing constraints in the manufacturing process, so that the ministries still do not meet the standards of service that is oriented to the satisfaction of the users of the service. This research uses the theory that there is a mention of Zeithaml five dimensions of service quality: Tangibels (tangibles), Resposiveness (responsiveness), Reliability (reliability), Assurance (assurance) and Emphaty (empathy). The method of this research is descriptive research using qualitative approach. The results of this study showed that the quality of public services in district Talang Kelapa already apply dimensions Tangibel, Realiability, Responsiviness, Assurance and Emphaty and their charge indicators will. But there are several indicators that have not run in accordance with the wishes of the community, for example: Discomfort place service including facilities and infrastructure are not yet complete, yet his employees in using the tools, services and ketidakramahan employees in the service of process.Keywords : Services, Public Services, The Quality Of Public Services.

Abstract

The family planning village program is a new innovation packaged by the government to strengthen the family planning and family development population program by narrowing the scope of targets, namely the village level area unit and certain criteria. The research raised the problem of how the village family planning program was implemented in Sribunga village, Buay Pemuka Bangsa Raja sub-district, Ogan Komering Ulu Timur district and how the village family planning program was implemented in improving community welfare. The purpose and usefulness of the writer of this thesis is to know the implementation of the KB village program in Sribunga Village, Buay Pemuka Bangsa Raja Subdistrict, East OKU Regency. In this thesis the author uses qualitative research methods ranging from data collection methods used are observation, interviews and documentation, descriptive with the stages of data reduction, data exposure, and conclusions. The results showed that by using the theory of Edward III to analyze there are four indicators, namely (1) communication seen from the delivery of information, clarity of information and socialization has gone well, it's just that the clarity of information has not gone well as expected because the target group has not been that way. be able to understand what the implementor said. (2) Resources there are three sub indicators, namely human resources, budget resources and facility resources. The implementation of the village family planning program in Sribunga village is not sufficient because human and budgetary resources have not been able to support the success of the village family planning program. (3) The disposition in implementing the attitude of the implementors and target groups is quite good in responding to the KB village program, it's just that the knowledge and understanding of the implementers in Sribunga Village is not yet optimal, which makes program implementation activities not yet having an impact on improving welfare. (4) The structure of the bureaucracy in implementing the SOP is guided by the technical manual for the KB village and fragmentation is structured.Keywords: Implementation, village family planning program, welfare
