Abstract

ABSTRACTThe Fisherman livelihoods at sea are filled with uncertainty and the catch marketing system is not optimum so that fisherman has difficulty in the capital. In this condition, the fisherman to seek capital through the process quickly and with no collateral even if in the end did’n realize that fisherman has actually entangled and lost money. The financiers in general is often called middlemen/pengijon that certain conditions have created a monopoly system because they operate from the provision of capital, the factors of production to determine the marketing of fish. The research objective was to determine how far the dependence of fishermen in obtaining capital and how much is the actual loss occurred. This study uses the case of the dependence of fisherman on middlemen in PPN  Palabuhanratu by quantitative descriptive analysis. The research has gotten the results that the majority (90%) of fisherman PPN Palabuhanratu use middlemen to obtain fishing capital. This is because the lending process easier, without collateral, but most of the catch must be sold to the middleman without passing auction. Based on formulated results, the fishermen lose between  2000.00 to 5000.00 IDR/kg if their catch is sold to middlemen. Losses are also caused by the price of diesel at the middleman or the retailer is different IDR 1000.00/liter compared with it price in the pump. This loss is especially for fishing line and gillnet fisherman. The role of fishing ports would need to be optimized in efforts  the fishing supplies provision and the implementation of the fish auction system as a whole in order to the small fisherman has the bargaining power in auction system and get the cash money from the catch sale.Key words: loss, the fisherman, fishing ports, PPN PalabuhanratuABSTRAKMata pencaharian nelayan di laut yang sarat dengan ketidakpastian dan sistem pemasaran hasil tangkapannya yang tidak optimal membuat nelayan kesulitan dalam permodalan melaut. Pada kondisi ini nelayan mencari modal melalui proses yang cepat dan tanpa agunan walaupun pada akhirnya tidak disadari bahwa nelayan sebenarnya telah terjerat dan merugi. Pemberi modal tersebut pada umumnya sering disebut tengkulak/pengijon yang pada kondisi tertentu telah menciptakan sistem monopoli karena mereka juga menyediakan modal, faktor-faktor produksi sampai menentukan pemasaran ikan. Tujuan penelitian adalah untuk mengetahui seberapa jauh ketergantungan nelayan dalam memperoleh permodalan melaut dan berapa besarkah kerugian yang sebenarnya terjadi. Penelitian ini menggunakan metode kasus ketergantungan nelayan pada tengkulak di PPN Palabuhanratu melalui analisis deskkriptif kuantitaif.  Penelitian ini telah mendapatkan hasil bahwa sebagian besar (90 %) nelayan PPN Palabuhanratu memanfaatkan tengkulak khususnya untuk memperoleh permodalan melaut. Hal ini dikarenakan proses peminjamannya lebih mudah, tanpa agunan namun sebagian besar hasil tangkapan harus dijual pada tengkulak tanpa melalui pelelangan. Berdasarkan hasil perhitungan, nelayan merugi antara Rp 2000,00 sampai Rp 5000,00/kg apabila hasil tangkapannya dijual kepada tengkulak. Selain itu kerugian juga karena pembelian solar di tengkulak atau pengecer berbeda Rp 1000,00/liter dengan harga SPBU khususnya nelayan pancing dan gillnet.  Peran pelabuhan perikanan kiranya perlu dioptimalkan dalam mengupayakan penyediaan perbekalan melaut dan terlaksananya sistem pelelangan ikan secara menyeluruh agar nelayan kecil memiliki posisi tawar dalam tata niaga perikanan dan mendapatkan hasil penjualan secara cash.Kata kunci : kerugian, nelayan, pelabuhan perikanan, PPN Palabuhanratu

Abstract

Blue swimming crab fishing using collapsible traps is widely used by fishermen because its caught live crabs and high selectivity. However, the passive fishing operation causes its low fishing productivity. The success of crabs fishing using folding traps is influenced by the suitability of the entrance design used. The size of the net and the inclination angle that are not by the crab's behavior will cause the crab to fail to be caught. This study aims to determine the more effective entrance design for catching crabs using the collapsible trap. The study was conducted in a laboratory using three mesh sizes, including 1.00, 1.25, and 1.50 inches with 30°, 40°, and 50° inclination angles. Each treatment combination uses different individual crabs. The study was conducted at night in an aquarium equipped with an infrared camera. Differences in mesh size and angle of inclination affect the crab's success rate and crawling speed in crossing the net field. The results showed that the highest percentage of crabs that successfully crossed the net field was obtained using a 1.25-inch mesh with an angle of 40°. The highest average crawling speed was also obtained at the same mesh size and angle of inclination. The use of a 1.25-inch mesh with an angle of 40° is expected to increase the effectiveness of catching crabs with folding traps.

Abstract

Pandemi Covid-19 yang melanda global sejak akhir 2019, dan Indonesia pada 2 Maret 2020, telah menyebabkan dampak negatif terhadap perekonomian secara global. Pandemi ini membawa risiko yang sangat buruk bagi perekonomian dunia termasuk Indonesia khususnya pada bidang perikanan. Pada sektor perikanan dampak pandemi Covid-19 antara lain harga ikan menurun, distribusi ikan  hasil tangkapan terhambat, perubahan frekuensi kegiatan penangkapan dan pengurangan jumlah anak buah kapal. Maka, strategi adaptasi nelayan dalam menghadapi situasi pandemi menjadi penting agar pihak terkait seperti pelabuhan, pemerintah, maupun pihak lainnya mampu melakukan  kebijakan yang tepat. Tujuan dari penelitian ini adalah menganalisis pola adaptasi yang dlakukan oleh nelayan dalam menghadapi pandem covid-19.  Metode yang digunakan adalah studi kasus terhadap adaptasi masyarakat nelayan di sekitar PPN Karangantu selama pandemi Covid-19. Data diperoleh melalui kegiatan wawancara langsung, kepada nelayan pemilik kapal kemudian di analisis menggunakan metode deskriptif kualtatif. Berdasarkan hasil penelitian diketahui bahwa strategiadaptasi yang dilakukan oleh masyarakat nelayan dalam beberapa bentuk, seperti: diversifikasi, intensifikasi, pemanfaatan jaringan sosial, mobilisasi anggota keluarga dan perubahan daerah penangkapan ikan.

Abstract

Eco-Fishing Port (EFP) merupakan kerangka pengelolaan pelabuhan untuk mencapai keseimbangan antara lingkungan dan manfaat ekonomi sehingga ada keseimbangan antara  aspek komersial dan lingkungan dalam menunjang pengelolaan perikanan yang berkelanjutan. PPN Karangantu menerapkan program tersebut meskipun bukan termasuk pelabuhan prioritas. Tujuan penelitian ini adalah untuk menilai penerapan EFP di PPN Karangantu meliputi sistem penanganan limbah dan kondisi fasilitas pendukung lainnya, fasilitas sarana dan prasarana, dan pengelolaan lingkungan PPN Karangantu. Penelitian ini menggunakan pendekatan studi kasus dengan kasus terkait sejauh mana penerapan eco-fishing port di PPN Karangantu. Berdasarkan hasil penelitian diketahui bahwa PPN Karangantu sudah memiliki pengelolaan lingkungan PP yang baik (skor 4). Komponen fasilitas pelayanan umum dan sanitasi serta higienitas berada pada posisi kedua dengan skor 3 sehingga perlu ditingkatkan. Untuk menyempurkanakan penerapan EFP di PPN Karangantu, pihak pelabuhan harus melakukan audit AMDAL dan menyusun RKL-RPL sehingga pengendalian lingkungan menjadi lebih terukur.

Abstract

Food availability is the first step to ensure the food access and the food utilization, to realize the food security in Banten Province. One sector that can play a role in supplying animal food is the capture fisheries sector. The capture fisheries sector contributes around 50% of the fish production in Banten Province. However, the level of fish consumption of Banten societies is relatively lower compared to eastern Indonesia region. This paper outlines a comparative descriptive analysis of the opportunities and roles of the capture fisheries sector in supporting the realization of food security in Banten Province.

Abstract

Pengoperasian pukat cincin di Selat Sunda menggunakan alat bantu lampu jenis metal halide untuk menarik ikan target agar berkumpul di catchable area. Adanya asumsi bahwa semakin terang lampu yang digunakan dapat meningkatkan hasil tangkap mendorong nelayan menggunakan lampu dalam jumlah banyak dan daya yang besar. Padahal setiap jenis ikan memiliki preferensi dan kemampuan adaptasi yang terbatas terhadap cahaya yang diterimanya. Penelitian ini bertujuan untuk menentukan tingkat adaptasi mata ikan tongkol (Euthynnus affinis) yang ditangkap oleh pukat cincin di Selat Sunda berdasarkan jumlah lampu yang berbeda. Pengumpulan data dilakukan pada bulan Mei hingga Juli 2021 dengan mengikuti operasi penangkapan ikan yang dilakukan oleh kapal pukat cincin dengan dua kapal lampu yang berbeda (kapal yang dilengkapi 8 lampu dan kapal yang dilengkapi dengan 6 lampu). Intensitas cahaya lampu pada medium air diukur menggunakan ILT 5000 research radiometer. Pengambilan sampel mata ikan tongkol dilakukan masing-masing sebanyak 3 ekor pada setiap trip yang selanjutnya diproses dengan metode histologi. Hasil penelitian menunjukkan intensitas cahaya pada kapal yang menggunakan 8 lampu lebih tinggi dibandingkan dengan kapal yang menggunakan 6 lampu. Namun demikian, pada kedalaman > 10 m, intensitas cahaya yang dihasilkan oleh kedua kapal tersebut relatif sama. Nilai indeks kon ikan tongkol hasil tangkapan kapal dengan 6 lampu rata-rata 90,76% sedangkan pada kapal dengan 8 lampu sebesar 91,50%. The purse seines fishing operation in the Sunda Strait uses metal halide lamps to attract target fish to congregate in catchable areas. There is an assumption that brighter lights can increase the catch, encouraging fishermen to use lights in large quantities and with high power. Even though each type of fish has preferences and limited adaptability to the light it receives. This study aims to determine the level of adaptation of the tuna (Euthynnus affinis) caught by purse seines based on the number of different lights. Data collection was conducted from May to July 2021 through experimental fishing on a purse seiner fishing vessel with two different numbers of lamps, including 6 lamps and 8 lamps for each boat respectively. The light intensity in the seawater was measured using an ILT 5000 research radiometer. A sampling of the eye of the tuna was carried out by 3 individuals on each trip which were then processed using histological methods. The results showed the light intensity on the boat using 8 lights was higher compared to boat using 6 lights. However, at depths > 10 m, the light intensity produced by both was similar. The average cone value of Mackarel tuna captured on the boat with 6 lights is 90.76%, while for a boat with 8 lights, it is 91.50%.

Abstract

Marine and fishery development is closely related to coastal development since the majority of the development actors in the fishery and marine sectors are coastal communities. Economic capacity development of an area is an attempt to realize sustainable coastal development. This study aims to elaborate to what extend the community economic capacity development and how the development policies of the government are in supporting the community economic capacity development. The study uses qualitative and quantitative methods (a mixed method). The qualitative method employs data collection techniques in the form of observations, in-depth interviews, and focus group discussion (FGD). The quantitative method applies data collection techniques of structured interviews and a survey technique. Supported by local development policies that have been formulated in the mid-term and long-term development plans, the community-based economic capacity development in the coastal areas of Serang City aims at improving the economic prosperity of the coastal community as well as improving coastal area management. At large, the economic capacity development consists of (1) improvement of human resource capacity, (2) enhancement of economic competitiveness and (3) improvement of economic facilities/infrastructures as the support. The conomic capacity improvement involves full participation of communities and stakeholders who mutually interact, collaborate, and cooperate to enhance each capacity and together they encourage coastal economic improvement.

Abstract

Measured Fishing (PIT) is a policy that will be implemented with the main principle of controlling the number of fish caught to maintain the sustainability of fish resources. Implementation of PIT is carried out through restrictions (quotas) and determination of fishing zoning in fisheries management areas (WPP). This research aims to analyze the perceptions of fishermen who own boats with bouke ami fishing gear and drop nets regarding the implementation of PIT based at the Jakarta Nizam Zachman Ocean Fishing Port (PPSNZJ). Primary data was obtained from observations and interviews conducted in June 2023 with 32 respondents. Secondary data was obtained from various PPSNZJ statistical publications and relevant scientific publications. Data was analyzed descriptively. The results of the research show that the diversity of fishermen's perceptions regarding the implementation of measured fisheries policies can be well received by all parties involved, although there are some fishermen who are still not comfortable with the implementation of these policies but still adapt and follow the regulations set by PPS Nizam Zachman Jakarta.

Abstract

Binuangeun Fish Landing Base (FLB) is the largest tuna-producing port in Banten Province. Tuna production in 2019 amounted to 26% of the total catch. The purpose of this study was to identify distribution activities and calculate marketing efficiency. The research was conducted in February-August 2023 at Binuangeun FLB of Banten Province. The method used is the survey method. The sampling technique was carried out by purposive sampling. Margin analysis and marketing efficiency (Fisherman's share) are used to determine differences in fish prices, as well as how efficient the marketing process is. The results obtained are four marketing channels, namely the first channel (fisherman, fish auction, fish brokers, consumers), the second channel (fisherman, fish auction, collectors, processing, companies, consumers), the third channel (fisherman, fish auction, collectors, traders outside the region, consumers), the fourth channel (fisherman, fish auction, fish brokers, retailers, consumers). The highest margin is found in marketing channel II, which is IDR 10,000 (50%). The lowest margin is found on the fourth channel with a value of IDR 3,000 (12%). Tuna marketing at PPI Binuangeun is quite efficient. The highest efficiency value is found in marketing channel one. The lowest efficiency value is found in the second channel.

Abstract

The accuracy of catch production data is an important component in efforts to develop the capture fisheries sector and as a basis for policy making. The aim of this research is to find out how the data collection model occurs at PPN Karangantu and how high the level of accuracy of the data produced is. The method used in this research is a comparative method. Data was obtained through direct recording in the field by following the fishing trip of the Bouke Ami ship. The results of the research show that the level of accuracy of the data obtained at PPN Karangantu is classified as close to accurate because the results of the samples tested show an average level of data accuracy (TKD) of 95%. The data collection model in PPN Karangantu is a mixed data collection model, where PPN Karangantu records manually, then compares it with e-logbook data owned by fishermen and online weighing data.
