Abstract

The digitalization of healthcare services through the Mobile JKN application is an innovation by BPJS Kesehatan aimed at improving the effectiveness of public service delivery. This study aims to analyze the implementation of Mobile JKN from the perspective of Good Governance using Edwards III’s theoretical framework. The research method is a literature review of journals, reports, and policy documents from the past five years (2019–2025). The findings indicate that the implementation of Mobile JKN still faces challenges such as uneven communication, limited infrastructure and digital literacy, resistance from some implementers, and an unintegrated bureaucracy. A case study in Lubuklinggau City shows low utilization of the Mobile JKN application despite JKN-KIS participation reaching 82%, influenced by limited outreach, unstable internet access, and suboptimal bureaucratic support. Thus, Mobile JKN has the potential to support the principles of Good Governance but requires strengthened communication, improved resources, and a more adaptive bureaucracy.

Abstract

This study analyses the effectiveness of GSMP (social capital-based empowerment programmes) on food security and poverty alleviation in South Sumatra. The methods employed were a systematic review of 34 studies and secondary data analysis. The results revealed three main mechanisms of social capital: information exchange; access to resources; and social support. Implementing GSMP successfully increased the Food Security Index by 54% and reduced the Multidimensional Poverty Index by 59.7%. Supporting factors for success included a participatory approach and institutional strengthening. The main challenges were elite capture, limited infrastructure and policy misalignment. The study concluded that GSMPs are effective in creating sustainable impacts when supported by contextual design and long-term commitment.

Abstract

Recognition of Prior Learning (RPL) is a strategic policy to support the expansion of access to higher education and improve the quality of graduates. The implementation of RPL allows for the recognition of learning experiences gained outside of formal education, both from the workplace and non-formal and informal training. This study aims to analyze the implementation of the RPL policy as an innovation in improving the quality of higher education, with a focus on aspects of policy, governance, and institutional readiness. The method used is a qualitative study with a descriptive approach, through a literature review by reviewing literature and empirical studies related to the implementation of the RPL policy in higher education. The results of the study indicate that the success of RPL implementation is influenced by the readiness of higher education institutions and clear regulatory support. In conclusion, RPL is not only a recognition policy, but also a strategic innovation in higher education reform in Indonesia.

Abstract

Implementasi Pemolisian Masyarakat (POLMAS) di Indonesia menghadapi berbagai tantangan yang memengaruhi tingkat keberhasilannya. Penelitian ini bertujuan menganalisis faktor-faktor yang memengaruhi implementasi POLMAS menggunakan kerangka teori Edward III. Metode yang digunakan adalah studi literatur dengan pendekatan kualitatif deskriptif melalui analisis konten tematik berdasarkan empat dimensi Edward III, yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi. Hasil penelitian menunjukkan bahwa dimensi komunikasi terkendala pada transmisi kebijakan, kejelasan informasi, dan konsistensi pesan. Dimensi sumber daya terbatas pada personel (rasio 1:651, belum memenuhi standar PBB 1:450–500), anggaran, peralatan, dan kewenangan. Dimensi disposisi dipengaruhi oleh seleksi personel, rotasi, serta insentif yang kurang memadai. Dimensi struktur birokrasi menghadapi fragmentasi vertikal dan horizontal serta kekakuan SOP. Penelitian ini merekomendasikan penguatan sistem komunikasi, peningkatan alokasi sumber daya, reformasi insentif, serta penyesuaian birokrasi agar POLMAS dapat dioptimalkan sebagai strategi keamanan partisipatif di Indonesia
