Abstract

This research discusses collaborative governance to see how the collaboration of the Tanjung Punak Village Government and tourism awareness groups with the Bengkalis Regency Tourism Office, Bengkalis Regency Tourism UPT, Pertamina Hulu Rokan, and Riau Tourism College, because Tanjung Punak Village is one of the villages that has been issued a tourism village decree by the Bengkalis regent, and won 1st place in the Anugerah Desa Wisata Indonesia (ADWI) Riau Province in 2023, but in 2023 it also experienced a decrease in the number of tourist visits and facilities and infrastructure at tourist attractions that were less well maintained after being built. Therefore, this research aims to find out the collaboration between the actors involved in the development of Tanjung Punak Tourism Village in 2023. The research methodology that researchers use is descriptive qualitative method with the type of data used is primary data obtained through interviews and secondary data obtained from documents related to the research. The author uses the theory of Emerson, Nabatchi, & Balogh (2012) about the collaborative governance regime (CGR) which consists of 3 components, namely collaboration dynamics, collaborative actions and temporary impacts and adaptations. Based on the results of the research that has been conducted, it shows that collaborative governance in the development of Tanjung Punak Tourism Village in 2023 is not optimal. This is evidenced by the role of collaborative actors, not all of which have been well implemented. Collaboration between Tanjung Punak Village with Pertamina Hulu Rokan and the College of Tourism which provides a good temporary impact and adaptation for Tanjung Punak Village and the village community. Meanwhile, the collaboration between the Tanjung Punak Village Government and the Tanjung Punak Village Tourism Awareness Group does not agree with the Bengkalis Regency Tourism Office and the North Rupat District Tourism UPT regarding conflicts over the management of Tanjung Lapin tourism potential in Tanjung Punak Village. The Tanjung Punak Village community, not all of whom are interested and participate in the collaboration of tourism village development, making village development not optimal. Abstract

This research aims to analyze Collaborative Governance strategies in food diversification efforts in Rokan Hulu Regency, focusing on the regional food policy context. Utilizing qualitative analysis with the Nvivo 12 Plus tool, it systematically processes interview and online media data, revealing key factors such as coordination (47.06%), trust (29.41%), and commitment to common goals (23.53%) that influence collaborative governance. The novelty lies in highlighting the low level of stakeholder commitment, linked to a lack of participation forums, which impacts local food consumption patterns still dependent on rice. While leadership and institutional design are identified as critical aspects of collaborative governance, this study advances the discourse by emphasizing the dominance of the government sector and the need for more balanced stakeholder involvement in program implementation. It also underscores the importance of developing alternative commodities like corn and cassava to enhance food diversification. This research contributes to the state of the art by offering timely insights into the practical challenges of collaboration, advancing both theoretical and applied aspects of governance in rural food security strategies.

Abstract

Poverty is an issue that attracts significant attention as it relates to various aspects of life, such as the quality of life of individuals. As one of the goals of the Sustainable Development Goals (SDGs), namely "no poverty," the government’s role is highly emphasized. The Social Affairs Office of Pekanbaru City, as the government agency responsible for addressing this issue, holds an important and strategic role in poverty alleviation in Pekanbaru. This study aims to examine the role of the Social Affairs Office of Pekanbaru City in poverty alleviation to achieve the SDGs in 2023. This research is a descriptive qualitative study, with data collected through interviews and documentation. The data analysis techniques include data presentation, data reduction, verification, and finally, drawing conclusions. The theory used in this study is the theory of government roles by Arif, which explains the government’s role through four indicators: the government as a regulator, facilitator, dynamizer, and catalyst. The results of the study show that the Social Affairs Office of Pekanbaru City has carried out its role in all four indicators. As a regulator, the office is involved in drafting local regulations and setting development directions in planning documents such as the Work Plan (Renja) and Strategic Plan (Renstra) of the Social Affairs Office of Pekanbaru City. As a facilitator, the office is responsible for data collection, verification, and validation of social assistance recipients, as well as providing assistance and a forum for public complaints. As a dynamizer, the office mobilizes Social Welfare Potential and Resources (SWPR), and as a catalyst, it optimizes the role of SWPR by providing training and evaluation. However, these roles have not been fully optimized. This is evident from the lack of training to improve the capacity of SWPR conducted by the Social Affairs Office, resulting in suboptimal services to the community. Abstract

The degradation of peatlands attributable to anthropogenic activities, including the conversion of land for agricultural purposes and unsustainable land use practices, has culminated in a reduction of local food productivity and has adversely impacted food security in the Sungai Apit Subdistrict of Siak Regency, Indonesia. This research endeavor seeks to critically assess the efficacy of collaborative governance in the amelioration of peatland degradation and its ramifications on food policy. The methodological framework employed in this study is qualitative descriptive, utilizing data collection techniques that encompass comprehensive interviews, empirical field observations, and rigorous document analysis. The results indicate that institutional frameworks and leadership dynamics are pivotal dimensions that significantly affect the efficacy of collaborative efforts, notwithstanding the observed weakness in coordination among stakeholders. The predominance of governmental authority in decision making processes, coupled with a general lack of public awareness regarding the significance of peatland conservation, constitutes substantial barriers to progress. As a strategic intervention, the implementation of food diversification initiatives, such as the cultivation of hybrid coconuts, maize, and sweet potatoes, is advocated to mitigate reliance on rice and to enhance local food security. The study advocates for the fortification of participatory platforms, the enhancement of cross-sectoral coordination, along with community empowerment through educational programs and innovations in eco-technology. By adopting a more inclusive approach to collaborative governance, there exists a potential to foster sustainable food systems within regions characterized by vulnerable ecosystems, such as peatlands.
